Welcome to Cedar Valley Life, your guide to Black Hawk County and Waverly.

Whether you’re new to the Cedar Valley or a longtime resi-dent, we hope you’ll hold onto this guide for the next year to use as a reference tool for community ser-vices, government, education and leisure activities.

Our goal is to make it easy for you to find your way around this area as well as provide a compre-hensive guide to commonly asked questions varying from where to vote to ideas for fun activities on a Saturday afternoon.

We have updated last year’s information. While we have made

every effort to be thorough and accurate, there are bound to be omissions.

Unkempt private lots The city of Waterloo will mow

unkempt private lots within the city and assess the cost to own-ers. Black Hawk County will mow and clean up county-owned lots. For the waste management ser-vices department, call 291-4455. For county maintenance, call 833-3087.

Garbage, litter, trash The health department will

respond to complaints regarding accumulations of garbage, litter and trash on private and public property. For health enforcement, call 291-2413.

Inoperable motor vehicles Complaints regarding inoper-

able motor vehicles parked on the street are addressed by the police department, 291-2515. Inoperable motor vehicles on private prop-erty are addressed by the health department, 291-2413.

Structurally unsafe buildings For building inspections, call

Open dumping Complaints regarding indiscrim-

inate open dumping on empty lots,

Rental housing, vacant structures, fi re hazards

Waterloo Fire Rescue will address complaints regarding occupied rental housing, vacant dilapidated residential structures and specifi c fi re hazards. For the inspection division, call 291-4469.

Salvage, recycling activities For the code enforcement offi cer,

Flood plain construction Inquiries regarding construction

and fi lling within the fl ood plain should be made to planning and zoning, 291-4366.

Sidewalks Concerns about broken, uneven

or unsafe sidewalks should be referred to the engineering depart-ment, 291-4312. Concerns about snow removal on sidewalks should be made to waste management, 291-4455.

Hazardous street, alley conditions

Animal ControlAnimal control in Waterloo

and Cedar Falls is handled by the Cedar Bend Humane Soci-ety, 1166 W. Airline Highway, at 232-6887. It enforces Water-loo and Cedar Falls city codes regarding animal cruelty, noise issues, animals at large, etc.

Animal LicenseThe city clerk’s offi ces handle

the licenses of dogs and cats.Waterloo

Any owner of a dog or cat within the city limits is required to license their pet the fi rst of each year, or at any time a pet has come into the possession or ownership of the applicant or if a pet has reached the age of 6 months. The owner will need to provide the breed, sex, age, color, markings and name of each pet, the address of the owner and provide the most recent rabies vaccination, the type of vaccine administered and the date the dog or cat shall be revaccinat-ed. A written certifi cate from a licensed veterinarian is required to prove a dog or cat is incapable of breeding and has been vac-cinated for rabies. Fees: Jan. 1 through March 31, $5 altered/$10 unaltered; April 1 through Dec. 31, $10 altered/$20 unaltered.

Cedar Falls

City ordinance requires all dogs and cats 4 months old or older be licensed annually. Pet licenses must be renewed Janu-ary through March to avoid penalty. Proof of vaccinations and altering is required. Fees Jan. 1 through March 31, $5.50 altered/$11 unaltered. Fee amounts also can be obtained at the city clerk’s offi ce for $10 a year.

Driver’s LicenseImmediately upon establish-

ing residency, new residents must obtain an Iowa driver’s license. They must present a valid out-of-state license, not expired by more than one year, and their Social Security card and proof of Iowa residency. Apply for or renew driver’s licenses at:

At the Waterloo Driver’s License Station you can talk with a Department of Transportation customer service representa-tive, obtain a certifi ed copy of your driving record or accident report, fi le SR insurance, obtain a lift notice, pay civil penalties, etc.

Vehicle registrationNew Iowa residents must title

Property and real estate taxes

It is the county treasurer’s duty to collect all taxes, which include real estate, mobile homes, special assessments, buildings on leased land, equip-

■ ment assessed as real estate, utilities and grain handlers. Taxes are segregated in tax-ing districts, and the amounts collected are apportioned to the various funds; state, area schools, ag extension, assessor/appraiser, county, school, cor-porate entities and townships.

The following cities are located in Black Hawk County: Waterloo, Cedar Falls, Dunker-ton, Elk Run Heights, Evans-dale, Gilbertville, Hudson, La Porte City, Raymond and a por-tion of Janesville and Jesup. Unincorporated towns include Dewar, Eagle Center, Finchford, Glasgow, Washburn and Voo-rhies. The townships in Black Hawk County are Fox, Union, Mount Vernon, Washington, Bennington, Lester, Cedar Falls, East Waterloo, Poyner, Barclay, Black Hawk, Orange, Cedar, Lincoln, Eagle, Big Creek and Spring Creek.

Property tax payments: Prop-erty taxes may be paid in two installments. The fi rst half is due Sept. 1 and becomes delin-quent Oct. 1; the second half is due March 1 and becomes delin-quent April 1. Delinquent inter-est accrues at the rate of 1.5 per-cent per month, rounded to the nearest dollar with a minimum of a dollar.

Payments may be mailed to the Black Hawk County Trea-surer, 316 E. Fifth St., Water-

loo 50703. A secured drop box available for payments is locat-ed in the parking lot near the northeast corner of the court-house. It may be used during and after offi ce hours. Dis-cover credit card payments are accepted for taxes and motor vehicle transactions.

Payments for redemption from tax sale must be paid by guaran-teed funds. The rate of interest required by Iowa law to be paid in a redemption is 2 percent.

Waste removalWaterloo

Garbage pickup: Picked up once a week. The city has an automated garbage pickup service. Call 291-4455 for more information.

Bulk pickup: The Waste Man-agement department will pick up 10 items for $10 on the day of your usual garbage pick-up. Call 291-4455 for more information.

Recycling: All recyclables must be clean and free of hazardous materials. Lids need to be removed and containers rinsed, dry and empty. Do not tie together or bag recyclables.

Materials accepted at drop-off centers: corrugated cardboard (fl atten boxes), chip board (cereal boxes), brown paper bags, mixed office paper, newspapers and magazines, empty metal cans, clean foil (pie tins, foil covers), clear, empty glass containers, grades 1 through 7 empty plastic containers.

These sites do not accept gar-bage, grease, paint, lubricants,

liquids, appliances, construction and demolition materials, carpet-ing, dead animals, sharp objects (such as hypodermic syringes), Styrofoam, motor oil and waste oil fi lters and batteries.

Curbside cart program: This voluntary program is designed to assist residents with yard debris removal and collection of recy-clables. For more information on ordering a blue cart, contact Waste Management Services at 291-4553.

A schedule is available of when the city will pick up recyclables and when it will pick up yard waste. Containers will be collected on your regular garbage day, but by a diff erent vehicle. Carts should be placed curbside, 4 feet apart, by 6 a.m. on garbage day. No glass is allowed in the blue carts.

A yard-waste drop-off site for citizens of Waterloo is located at 3505 Easton Ave., open from April

through November, 7 a.m. to 8 p.m.

Cedar FallsGarbage pickup: provided once

a week.Residents have a choice of three

sizes of automated containers. The smallest is 32 gallons at a cost of $9 per month. The medium is 68 gallons at a cost of $17 per month. The largest container is 95 gallons at a cost of $26.60 per month. Residents should place carts by the curb before 7 a.m. on their scheduled garbage day.

Yard waste: Yard waste is picked up on Mondays from the first Monday in April through the last Monday in November. From Dec. 1 through March 31, yard waste is picked up on a call-in basis at 273-8629 Monday through Friday between 7 a.m. and 4 p.m. All yard waste must be in a brown waste cart for the city to pick it up on Mondays. The cost is $7 per dump during the winter. Yard waste also may be taken to the transfer station

Bulk items: The city provides a large item pickup on weekdays. Residents must call the Public Works Department at 273-8629 between 7 a.m. and 4 p.m. Mon-day through Friday to obtain a res-ervation for pickup. The city has a list of no-charge items, and items for which it will charge.

Transfer station: Located at East 15th and State streets is open for “yard waste only” from 7 a.m. to 6 p.m. Mondays. Solid waste and small quantities of yard waste may be brought to the transfer station from 7 a.m. to 6 p.m. Tuesday through Friday and from 8 a.m. until 3 p.m. on Saturdays exclud-ing holidays.

Recycling: The recycling drop-off center next to the transfer

station in the 1500 block of State Street is open from 7 a.m. to 6:30 p.m. Monday through Friday and from 8 a.m. to 3 p.m. on Saturday.

Items accepted: cardboard, newsprint, magazines, tin cans, co-mingled plastic (No. 1 through 7), clear glass, offi ce paper. All containers should be clean and labels removed.

The city operates remote recy-cling sites at Panther Parkway on the University of Northern Iowa campus, the west side of Walmart Super Center, Point West, Thun-der Ridge Fareway and Wind Grace Community off south Main Street. All sites are operational 24 hours a day.

WaverlyGarbage pickup: Garbage is

picked up once a week. If you are unsure as to the day your garbage is picked up, call 352-6247. Garbage is collected from an alley if you have an alley or the curb next to your driveway. Collection begins at 7 a.m. Garbage can be placed in garbage cans or garbage bags (gar-bage tag required) of no more than

a 33-gallon capacity and weigh-ing no more than 50 pounds each. Each can or bag needs a garbage sticker placed on it.

The city-owned garbage con-tainer does not require a garbage tag. Choice of containers include 35-gallon for $13 per month and 65-gallon for $18 per month. Any extra bags of garbage that are placed outside of the container will require a garbage tag. To rent a city-owned garbage container, call 352-6247.

Yard waste: Waverly’s yard waste site at 1301 Eighth St. S.E. is open from early spring until late fall.

The city provides a special pickup of the large items or brush and yard waste at a charge of $20 per load anytime during the year. Landfi ll fees, if required, will be additional.

Hazardous waste: Bremer Coun-ty has a regional collection center for household hazardous materi-als located at the Bremer County Landfi ll, 2049 200th St., Waverly. The site is open to Bremer County residents only (no businesses) at

no charge. Call 352-4574 for an appointment before taking items to the site.

Recycling: Waverly’s recycling center at 412 First Ave. S.E. is the drop-off site for recyclables. The city also has curbside recycling collection of clear glass, steel cans, single-layered cardboard

(cereal boxes, etc.) newspapers, slick paper (magazines, catalogs, junk mail, etc.) and all numbered plastics. These items need to be separated into bags and placed in the green recycling box provided by the city. The curbside recy-clables are picked up on your gar-bage day.

While the Waterloo-Cedar Falls area may have a lot to off er in the way of recreation and edu-cation, there’s still no way to avoid taxes.

Despite proposals from the governor to simplify the tax code, Iowa’s property tax laws are among the most complex in the nation and could leave hom-eowners scratching their heads each fall when tax bills arrive from the Black Hawk County Treasurer’s Offi ce.

Seven diff erent local govern-ments eventually get a share of those property tax payments, which are payable in two install-ments — one in September and the other in March. The pay-ments fi nance governments that operate on a fi scal year starting July 1.

The property tax system starts with the assessed value of a prop-erty as determined by the county assessor’s offi ce. That value can change annually either by an assessor’s review or by equaliza-tion orders, which are mandated changes in value ordered by the Iowa Department of Revenue and Finance. Property owners can appeal values they deem unfair at the Assessor’s Offi ce in the Black Hawk County Courthouse.

Anyone who owns a home they live in also is eligible to have a small portion of their value removed for taxing purposes by applying for a “homestead tax credit” at the Assessor’s Offi ce. Several other tax credits, such as one for military service, also are available.

But some property owners don’t pay taxes based on the full assessed value. The state sets diff erent “rollback” orders each year for the various classes of property.

Six of the local taxing bodies set property tax rates each win-ter or early spring when budgets are adopted. Those bodies are the city government, school district, county government, assessor’s office, Hawkeye Community College and agricultural exten-sion service. The state of Iowa has a standing small property tax rate.

Those seven tax rates are mul-tiplied by the taxable value of a property to determine annual tax bills.

Meanwhile, people purchasing goods and services — exclud-ing groceries and certain other items — pay a 7 percent sales tax in Black Hawk County. Five per-cent of the sales tax is statewide and supports state government operations.

One percent is statewide and supports school building con-struction and renovation.

The remaining 1 percent comes from a 1-cent local option sales taxes approved by voters to be used by city governments as determined by the voters. Both

Waterloo and Cedar Falls use their share of the sales tax for street reconstruction and resurfacing.

State government operates largely on a state income tax and numerous “use taxes,” which include a tax on gasoline sales. While Iowa appears to have a larger income tax rate than many other states, it is one of the few states allowing a deduction for federal income taxes paid.

The Waterloo and Cedar Falls public libraries are two valuable assets for residents in the metro area.

Founded in 1896, the Water-loo Public Library began service in two rented rooms, one on the east side and one on the west side of the Cedar River. In 1906, the library moved to its new Carn-

egie buildings, which saw exten-sive remodeling and additions over time.

The library’s current building, constructed in 1938, began as Waterloo’s post offi ce and federal building. It served as such until 1979 when the post offi ce was relocated. In 1977, Waterloo vot-ers approved a $3.65 million bond issue to renovate the building for use as a library.

The Waterloo Public Library

now houses a collection of more than 175,000 books, numerous magazines and an ever-growing collection of videos, DVDs, books on CD and audio CDs.

It also provides free Internet access and computer classes and has a staff of librarians ready to answer questions.

To get a library card, fi ll out a short application form and show staff members an ID containing your name and current address.

There is no fee to get your fi rst card.

The Cedar Falls Public Library is one of the oldest libraries in Iowa, incorporated in 1859 by the Cedar Valley Horticultural and Literary Association.

In 1877, W.C. Bryant moved to secure a vote of the city to make the library forever free and to be controlled by the city. Cedar Falls applied for and received a Carn-egie grant, and on Aug. 25, 1903,

the fi nished building was accept-ed by the City Council. Cedar Falls voters approved a $3.25 mil-lion bond issue October 2001 to help fi nance the construction of a larger building.

CFPL, which moved into a new home at the same location in March 2004, now houses a collec-tion of more than 120,000 books, as well as a large collection of
