    Ladysmith Community Gardens

    Forget Farmville! Join Ladysmith Community Gardens! The dream has become a reality with the Ladysmith Community Gardens at the corner of High St. and Second Ave. Although all of the individual garden beds have been allocated for now, there are opportunities to get involved in the common areas, planting for community food programs, and transforming the site into an inviting public space for all citizens of the community to enjoy. See page 34 for more information on this project, or contact John Anderson at 250-924-2594 to see how you can get growing!

    RegistrationFull payment is required at time of registering. Payment is accepted by cheque, credit card, debit card, or cash. All registrations are processed on a fi rst-come, fi rst-served basis. Register early to avoid cancellation or disappointment.

    CancellationsPrograms are subject to cancellation due to insuffi cient registration. If this occurs, a full refund will be issued. In the event that a program or an individual class is cancelled, every att empt will be made to have the class or program rescheduled.

    Combined Aquatic ProgramsWe appreciate your understanding when we are occasionally required to reschedule or combine classes, usually due to insuffi cient registrations. In order to avoid cancelling classes, we may move your child to the same level or a combined class being off ered at another time.

    Returned ChequesA service fee will be levied on all cheques returned “Non Suffi cient Funds”, “Stop Payment”, or “Funds Not Cleared”.

    RefundsRefunds may be given for withdrawals prior to the start of the program unless refund / withdrawal deadline is noted (see below). Prorated refunds will be given once the program begins. If more than half the program has elapsed, no refund or credit will be off ered.

    Leadership Programs Cancellation PolicyTo receive full refund, withdrawal must occur prior to the withdrawal deadline, which is two weeks prior to course start date. After this date, clients will receive 50-percent credit or refund of the course cost. No credit or refund shall be granted after the course start date. A $35 administration fee will apply to all withdrawals regardless of withdrawal date.

    Leisure Access – Fee AssistanceThe Town of Ladysmith off ers fi nancial support to ensure that all Town residents can participate in pro-grams off ered by the Department of Parks, Recreation & Culture.     LaFF at the Aggie Ladysmith Family and Friends Resource Program (LaFF) off ers a supportive, enriching and safe place for families and caregivers with children newborn to six years to gather in an inclusive environment for interactive play-based learning in the historic Aggie Hall. (suggested donation of $2 per family or punch cards for a suggested donation of $15/10). Summer hours: Tue/Wed/Thu 9:30am-12noon.

    Aggie Hall is transformed daily into a “community living room” with: brio train station, crafts, reading, and snack centres indoor car & toy riding arena (excellent for burning off loads of enthusiastic energy and for using large motor muscles year round!)…and opportunities to: connect with other families and strengthen your ties with the community, fi nd answers to questions about other community services for children and families, gain tips on parenting issues from trained staff , participate in cooking opportunities, share skills and interests with others through volunteering (read to children, facilitate crafts, work on a scrap book, lead the daily “circle time”, join a committ ee (programming, fundraising, communications, special events) or join the LaFF volunteer board of directors.

    Age and Height RestrictionsAll children under the age of 7 years and/or are less than 1.3 metres tall must be accompanied in the water and within arms reach of a parent or other person at least 19 years of age. Ratio of children under 7 to adult must be no greater than 2 children to one adult.

    Family Change RoomsThere are 5 family change rooms, one equipped for special needs with a ceiling lift and a changing bed. These rooms have been designed for patrons with special needs, parents with small children and those requiring additional privacy.

    Aquatic Wheelchair Aquatic wheelchairs are available for those with mobility challenges to enable direct access from the change rooms into the therapy pool. Please ask the aquatic staff if you would like to use an aquatic wheelchair.

    The WhirlpoolThe whirlpool is a combination of turbulent air and 40°C (104°F) water pumped into the pool, relieving pain and relaxing muscle spasms, especially strains or lower back pain.

    The Sauna Step into this hot, dry, relaxing area that is kept at an average of 55°C (131°F). Saunas may be benefi cial for insomnia, relief of arthritis and sinus congestion, in addition to providing an overall relaxation.

    Main Pool A four-lane, 25-metre pool heated at an inviting 28°C (84°F). The main pool features: skywalker • slides • spring board • tarzan rope • tire horse • aquatic lift • basketball hoops • removable stairs • climbing wall • water run-ways

    Therapy/Leisure PoolAccessible by ramp; it is heated at a warm 34°C (94°F) and has a shallow end depth of zero sloping to four feet.

    Early BirdThis is primarily a length swim. Children wishing to swim lengths are welcome, but must be accompanied by an adult. The therapy pool is NOT OPEN at this time.

    Parent & TotsA special time in the therapy leisure pool just for parents and children. Enjoy a quieter time with tots in this wonderful water playground.

    Noon Swim / Lengths & Leisure The pool is divided into three lanes: casual, moderate and fast. Swim and reward yourself by relaxing in the sauna or hot tub afterwards. The therapy pool is also open at this time for parents, tots or patrons with special needs.

    Nifty Fifties Under the guidance of a qualifi ed instructor, an opportunity for those 50 years or over to improve their cardiovascular fi tness and strength plus a chance to socialize with friends. Enjoy a 60-minute co-ed aquafi t class with one lane open for length swimmers.

    swim lessonsRed Cross Tots 1 - Starfi sh L6 - 18 months. An introductory class for babies and their parent or caregiver; to enter this level, babies must be able to hold their head up. The goal of this orientation to water class is to experience buoyancy, movement, entries, and songs and play in the water.

    Red Cross Tots 2 - Duck L18 - 30 months. For toddlers or older babies with a parent or caregiver; toddlers build confi dence while enjoying the water through games, songs and active water play.

    Red Cross Tots 3 – Sea Turtle L30 - 36 months. A transitional level for preschoolers and their parents; parents can gradually transfer the preschoolers to the care of the instructor. This level develops skills in swimming, glides, fl oating and builds awareness of deep water and safe entries.

    Red Cross Preschool Level 1 – Salamander L3 - 5 years. Preschoolers actively learn new swimming skills including assisted fl oats and glides through games and songs. The fun includes learning to jump into chest-deep water.

    Red Cross Preschool Level 2 – Sunfi sh L3 - 5 years. Assisted by an Instructor, preschoolers work on stroke and skill progressions. Learning also focuses on good judgement in, on, and around the water as well as entries and fl oats in deep water.

    Red Cross Preschool Level 3 – Crocodile L3 - 5 years. Preschoolers start independent glides and kicking in deep water. Endurance is built through increasing distance for front and back swims. Swimmers learn about the dolphin kick and try synchronized skills in the water.

    Red Cross Preschool Level 4 – Whale L3 - 5 years. Preschoolers will learn to swim independently and participate in team games. They will increase their distance and improve skill in front and back swims. Swimmers also learn about throwing assists to help another person in the water.

    Red Cross Level 1 L6 & up. This is the entry level for those who didn’t take the Red Cross Swim Preschool lessons. This level provides an orientation to the water and the pool area and introduces fl oats and glides with kicks. Children build their endurance by improving distance.

    Red Cross Level 2 L6 & up. A second orientation level which helps the child build skills in front and back swims. Children are introduced to deep water activities and proper use of a personal fl oatation device. Endurance is built on fl utt er kicking with assisted glides.

    Red Cross Level 3 L6 & up. This level provides an introduction to front crawl as well as the foundation for making wise choices on where and when to swim. Diving is introduced and children will work on fl oats and changing direction. Endurance is achieved by building strength in fl utt er kick and a 15-metre swim.

    Red Cross Level 4 L6 & up. Front crawl, back glide and shoulder roll for back crawl are further developed. Children work on kneeling dives, surface support and developing a greater sense of self-safety by understanding their own limits. Endurance is built through a 25-meter swim.

    Red Cross Level 5 LBack crawl is introduced, along with sculling skills and whip kick on back. Children try stride dives and receive an introduction to safe boating skills. Endurance is developed through dolphin kick and a 50-metre swim.

    Red Cross Level 6 LFront and back crawl continue to be refi ned as the elementary backstroke is newly introduced. Children are also introduced to safety on ice, elementary rescue of others with throwing assists, treading water and front dives. Endurance is built through a 75-metre swim.

    Red Cross Level 7 LContinues to build skills and endurance for front crawl, back crawl and elementary back stroke. Introduction to whip kick on the front. Children learn about airway and breathing obstructions, participate in timed treading water for increasing endurance as well as an endurance swim of 150-metres.

    Red Cross Level 8 LThis level provides an introduction to breaststroke, foot fi rst surface dives, and rescue entries. Children learn about the dangers of open water, hypothermia, and the performance of rescue breathing on children and adults. Endurance is built through dolphin kick & 300-metre swim.

    Cardio Circuit A drop-in ‘do-it-all’ circuit class that will get your heart pumping while strengthening and toning. Participants visit a variety of stations using diff erent fi tness equipment. All stations can be modifi ed to be more or less diffi cult. This class has a spontaneous, unchoreographed style that appeals to everybody.

    Drop-In Spin This 45 minute non-registered class will teach you the basics of indoor cycling and give you the confi dence to ride with the best of them!     Strength Plus Come out for a quick full body work out - interval style! We’ll alternate between a cardio segment based on traditional aerobic exercise, bootcamp, and boxing.     2010 PROPERTY TAX RATE CHANGES The overall tax rate increase contained in the 2010 budget is 4.45%.

    In the face of ongoing economic uncertainty abroad and at home, tax increases have been kept as low as possible while maintaining the lev-els of service the community desires.

    Although non-tax revenues from sources such as interest on investments, development fees and building permits are projected to be slightly higher than in 2009, they will still be well below previous levels.

    The average single-family residential house, which is assessed at $293,465, will see a 5.99% in-crease or $69 over last year.

    In keeping with Council’s policy to limit commercial property tax increases and encourage economic activity, the commercial property tax will increase by 2.96%.

    The 2010 budget also reflects Council’s direction to reduce its reliance on tax revenues from heavy industry. Since 1995, we have consistently re-duced our dependence on heavy industrial taxes. This year, heavy industry will contribute 15.73% of the Town’s property tax revenue, compared to more than 30% in the 1990s.

    The dream of a community garden in Ladysmith has become a reality! If you haven’t already seen it, the land on High Street beside the Litt le League baseball fi eld has been transformed into 25 boxed garden plots, almost all of which have been rented to gardeners, young and old, novice and seasoned. There will be one large, communal centre plot in the shape of a dogwood fl ower with a boundary of river stones. The bounty of the labour from this plot will be shared with those who might not otherwise have an opportunity to garden.

    The diversity of local gardening experience brought together in one place was part of the original vision of the garden, made a reality by the organizing eff orts of a few dedicated volunteers. Over the past year, organizers have held meetings with interested citizens and created the Ladysmith Community Gardens Society (LCGS).

    This great project could not have been completed without the help of many people to whom the members of the LCGS are very grateful. The Ladysmith Department of Parks, Recreation and Culture has helped facilitate several meetings. The Vancouver Island Health Authority (VIHA) provided meeting space and has expressed interest in having a second garden site at the corner of 4th and Symonds on the grounds of the Ladysmith Community Health Centre. Thanks to a grant from the Town

    of Ladysmith, and help from employees in the Public Works Department, the lot is being transformed day by day.

    Not just individuals, but the Ladysmith Boys and Girls Club has rented a plot, as has Ladysmith Family and Friends (LAFF). Their participation will help make the activity of gardening an intergenerational one, where experience and techniques can be shared.

    The LCGS hopes to expand the vision of inclusion and community building by having even more supportive partners from the local business and non-profi t sectors.
