Dear Friends,

Welcome to the 5th Annual PCDC Spring Gala! Thank you for being a part of this wonderful event, and for supporting PCDC’s

mission to ensure that every community has access to affordable and high-quality primary care.

We are greatly appreciative of Dinner Co-Chairs, Steven M. Safyer, MD and Michael A. Stocker, MD, our Dinner Committee,

and PCDC’s Board of Directors for their tireless efforts to make this event such a success. Without their strong commitment and

dedication, this would not have been possible.

Tonight we congratulate our four honorees: David B. Snow, Jr., Chairman and CEO of Medco Health Solutions; Margaret

A. Hamburg, MD, Commissioner, Food and Drugs, Department of Health and Human Services; Herbert Pardes, MD, President

& CEO, NewYork-Presbyterian Hospital and NewYork-Presbyterian Healthcare System; and Katherine A. Golar, MD, Chief

Medical Officer, Brownsville Multi-Service Family Health Center. These individuals have played exemplary roles in preserving and

improving access to quality health care for millions of people in New York and across the country. We are privileged to have them

join us tonight.

Tonight, we celebrate “Primary Care in Bloom,” recognizing the momentous passage of national healthcare reform, and the critical

role primary care will play in transforming our healthcare system. From major investment in community health centers, to fairer

pay for primary care providers, to incentives that will reward quality of care and outcomes, we are starting on a path of enormous

promise to complete the revolution in health care that we all know is possible.

With your support, PCDC’s vision of “Excellent Healthcare in Every Neighborhood” is closer than ever. As we celebrate our

achievements tonight, we look forward with excitement to working with all of our partners to deliver on the promise of lower cost,

higher quality health care for all of us.

Thank you, again, for joining us tonight. Have a wonderful evening.

Sincerely,

Margaret A. Hamburg, MDCommissioner of Food and Drugs

U.S. Department of Health and Human Services

Margaret A. Hamburg became the 21st Commissioner of Food and Drugs on May 18, 2009. The second woman to be nominated for this position, she is an experienced medical doctor, scientist, and public health executive.

As the top official of the Food and Drug Administration (FDA), Dr. Hamburg is committed to strengthening programs and policies that enable the agency to carry out its mission to protect and promote the public health. “Strengthening FDA’s programs and policies will help us protect the safety of the food supply, give the public access to safe and effective medical products, find novel

ways to prevent illness and promote health, and be transparent in explaining our decision-making,” says Dr. Hamburg. “A strong FDA is an agency that the American public can count on.”

Dr. Hamburg graduated from Harvard Medical School and completed her residency in internal medicine at what is now New York–Presbyterian Hospital/Weill Cornell Medical Center. She conducted research on neuroscience at Rockefeller University, studied neuropharmacology at the National Institute of Mental Health, and later focused on AIDS research as assistant director of the National Institute of Allergy and Infectious Diseases.

From 2005 to 2009, Dr. Hamburg was the senior scientist at the Nuclear Threat Initiative, a foundation dedicated to reducing the threat to public safety from nuclear, chemical, and biological weapons. From 2001 to 2005, as the foundation’s vice president for bio-logical programs, she advocated for broad reforms to confront the dangers of modern bioterrorism as well as the threats of naturally occurring infectious diseases such as pandemic flu.

In 1997, Dr. Hamburg accepted the position of assistant secretary for policy and evaluation in the U.S. Department of Health and Human Services. In 1994, she was elected to the membership in the Institute of Medicine, one of the youngest persons to be so honored.

From 1991 to 1997, Dr. Hamburg served as commissioner of the New York City Department of Health and Mental Hygiene. In this position, she improved services for women and children, promoted needle-exchange programs to reduce the spread of HIV, and initiated the nation’s first public health bioterrorism defense program. Her most celebrated achievement was curbing the spread of tuberculosis, which resurged as a major public health threat in the 1990s. As a result of Dr. Hamburg’s reforms, New York City’s TB rate fell significantly over a five-year span. Her innovative approach, which included sending health care workers to patients’ homes to make sure they completed the drug regimen, is now a model for health departments worldwide.

Our Mission... Primary care is essential to improving

health outcomes, lowering costs, and reducing health disparities.

Founded in 1993, PCDC is a unique nonprofi t organization dedicated

to ensuring that every community has timely and effective access

to primary care. Our goal is to increase the capacity and quality of

primary care in underserved communities to achieve our vision of

About PCDC

Invest. . . We provide the capital to upgrade outmoded equipment,

expand offi ces, and build new facilities, which leads to better services for more

patients. PCDC is the only nonprofi t in New York State, and the largest of

only a handful in the U.S., specializing in primary care fi nancing. PCDC has

created investments of over $255 million to fi nance more than 80 primary care

projects that have a direct impact on the health and economy of communities. This

investment has created 2,200 permanent jobs and built or renovated 650,000

square feet of space. As a result, these facilities now serve an additional 575,000

patients and can now accommodate 1.7 million medical visits annually.

"Excellent Healthcare in Every Neighborhood."

Page 18: 2010 PCDC Annual Spring Gala - Dinner Journal

Strengthen . . . We help providers use new technologies,

streamline operations, and implement patient-centered approaches

that strengthen their businesses and help build effective “medical

homes.” Using proven strategies that directly align with Patient-Centered

Medical Home principles, PCDC’s Practice Redesign program has

coached more than 200 primary care teams to implement changes that

improve patient flow and optimize staff and provider capacity to

deliver truly patient-centered care. PCDC’s Health Information Technology program helps providers prepare

for and adjust to the challenges of implementing electronic medical records (EMR) in primary care settings.

A founding member of the Primary Care Health Information Consortium, PCDC works with partners

throughout New York and has helped dozens of primary care practices adopt and implement their EMRs.

PCDC’s Emergency Preparedness program has trained more than 2,000 health workers and helped hundreds of

primary care centers in New York and throughout the country prepare for emergencies – from blackouts and

fl oods, to pandemic fl u, to biochemical attacks.

Lead . . . Informed by a wealth of on-the-ground experience, we

conduct advocacy and communications efforts, including working with

leaders in the public and private sectors, publishing research and reports, and

promoting policies that strengthen primary care in underserved communities.

A co-founder of the Primary Care Coalition, PCDC is playing a key role in

catalyzing historic policy changes that strengthen primary care in New York

and ensuring that we take full advantage of healthcare reform opportunities.

June 17, 2010

Dear Friends:

I am delighted to send greetings to all gathered at elegant Bridgewaters in Downtown Manhattan for the Fifth Annual Spring Gala of Primary Care Development Corporation (PCDC).

The Empire State places a high priority on quality healthcare for its citizens and appreciates resources that expand the availability of medical services for people of all means and backgrounds. Realizing this important goal has been the mission of PCDC for more than ten years, as it works to bring primary and preventive care to underserved communities across New York State through innovative programs and strategies.

Expanding regional facilities certainly adds a vital and essential component to New York State’s comprehensive healthcare delivery system. It is also important to provide the most effective treatment for people and I commend PCDC for its role in developing a full range of health services, and offering advocacy and compassionate support to those of various needs.

This occasion brings together many generous individuals who share a commitment to PCDC’s valuable mission and I applaud everyone present for their pursuit of such important work. I am also very pleased to join in congratulating this year’s distinguished honorees – Katherine A. Golar, M.D., Margaret A. Hamburg, M.D., Herbert Pardes, M.D., and David B. Snow, Jr. – as they receive the Primary Care Excellence Award in recognition of their dedicated efforts that strengthen the potential of our healthcare community and benefit our whole society.

Best wishes as you carry out this neighborhood-focused approach to primary and preventive healthcare, benefiting both patients and local facilities across this State.

Warmest regards to all for an enjoyable and memorable evening.

Sincerely,

David A. Paterson

June 17, 2010 Dear Friends:

It gives me great pleasure to extend my warmest greetings as you gather for the Primary Care Development Corporation’s 5th Annual Spring Gala “Celebrate Excellent Healthcare in Every Neighborhood.”

Since 1993, PCDC has been dedicated to improving the health and well-being of New

Yorkers, with special emphasis on primary and preventive health care in communities with high-risk, underserved populations. Through its comprehensive approach of recognizing the importance between socioeconomic factors and health, PCDC has helped improve the lives of thousands of New Yorkers every year. Additionally, PCDC has expanded its activities to include the development and operation of health services, promoting public policies that provide high-quality services and partnering with government, business, finance, philanthropy, health care providers and many other organizations committed to the needs of underserved communities. Everyone here tonight can be proud of PCDC’s efforts to provide health and social services to vulnerable New Yorkers.

I would like to take this opportunity to acknowledge today’s recipients of this year’s

PCDC’s Primary Care Excellence Award – David Snow, Chairman & CEO, Medco Health Solutions; Margaret A. Hamburg, MD, Commissioner, Food and Drug Administration; Herbert Pardes, MD, President & CEO, New York Presbyterian Hospital and Healthcare System; and Katherine Golar, MD, Chief Medical Officer, BMS Family Health Center. I join with you in applauding them for all their hard work and dedication to delivering vital health care to our communities.

Again, congratulations to the today’s honorees, and sincere best wishes to Primary Care

Development Corporation for continued success.

Sincerely,

SHELDON SILVER Speaker

Dear Friends:

It is a great pleasure to welcome all those attending the Fifth Annual Spring Gala, hosted by the Primary Care Development Corporation.

In New York City, we know that nothing is more important than the health and wellbeing of our residents. That’s why our Administration has worked hard to improve health care access and eliminate health care disparities facing New Yorkers, and it’s why we’ve promoted innovative public health policies that help our residents live longer, healthier lives. Since its establishment in 1993, the Primary Care Development Corporation has been a tremendous partner in our efforts, helping to ensure that all New Yorkers have access to the high-quality care they need and deserve. From funding primary care facilities to improving the delivery of care, PCDC has made a significant difference in the lives and futures of so many of our residents. I’m delighted to join everyone gathered in applauding its tremendous accomplishments and commending this year’s honorees—David Snow and Drs. Margaret A. Hamburg, Herbert Pardes, and Katherine Golar—for their commitment to its vital mission.

My best wishes for an enjoyable event and continued success!

Sincerely,

Michael R. Bloomberg Mayor

Dear Friends,

Congratulations to the Primary Care Development Corporation (PCDC) on your Annual Spring Gala Dinner!

As Speaker of the New York City Council, I’m so happy to send my heartiest congratulations and greetings to you and your guests tonight.

As you know, increasing access to primary care has been one of the Council’s top priorities, and we’re so proud of the work that we’ve done with you in this critical area. From our successful Primary Care Initiative to our efforts to bring state-of-the-art healthcare facilities directly into neighborhoods with severe healthcare shortages, PCDC has been a great ally and a tremendous resource in our fight to create a better healthcare experience for all New Yorkers.

On this special night of celebration, I want to thank all of you for the incredibly important work you doing in our communities. New York City is without a doubt a healthier place thanks to your leadership and support, and we’re so deeply grateful for your service.

I also want take a moment to recognize tonight’s honorees: David Snow, Dr. Herbert Pardes, Dr. Katherine Golar, and last but certainly not least our esteemed Food and Drug Administration Commissioner, Dr. Margaret A. Hamburg.

Changing the Business of healthCare

Healthcare organizations and their stakeholders face unprecedented challenges in managing the business of healthcare. These mounting pressures can undermine – if not outright threaten – the sustainable delivery of quality patient care.

Healthcare leaders of today across the continuum of care must tap the pulse of mission critical operations – from cash flow to blood flow.

Whether yours is a prestigious academic medical center, investor-owned healthcare provider, local community hospital or a primary care / FQHC clinic, incremental change is no longer sufficient to tackle the operational and financial hurdles you may need to address.

Alvarez & Marsal delivers fact-based perspectives to help you make – and act quickly on – informed business decisions.

Let’s start an epidemic of good health.

When you’re part of a community, every molecule matters. When the guy sitting next to you coughs, you get the flu. When one student gets the sniffles, the whole class gets sick. At UnitedHealthcare, we believe that your health and the health of your community are inseparable. That’s why we’re dedicated to making health care more accessible to all Americans. And organizations that take health care into the community, take care of us all. We’re proud to sponsor Primary Care Development Corporation for all the work it does in the community.

About PCDC

Founded in 1993, PCDC is a nonprofit organization dedicated to ensuring that every community has timely and

effective access to primary care. PCDC invests in primary care facilities, strengthens delivery of care, and leads policy

initiatives to expand and improve primary care in underserved communities and achieve our vision of

“Excellent Healthcare in Every Neighborhood.”

PCDC has leveraged over $255 million to finance 84 primary care projects statewide. This investment has generated

more than 2,200 permanent jobs; built or renovated 650,000 square feet of space; and created the capacity to serve
