Margaret A. Hamburg, MDCommissioner of Food and Drugs
U.S. Department of Health and Human Services
Margaret A. Hamburg became the 21st Commissioner of Food and Drugs on May 18, 2009. The second woman to be nominated for this position, she is an experienced medical doctor, scientist, and public health executive.
As the top official of the Food and Drug Administration (FDA), Dr. Hamburg is committed to strengthening programs and policies that enable the agency to carry out its mission to protect and promote the public health. “Strengthening FDA’s programs and policies will help us protect the safety of the food supply, give the public access to safe and effective medical products, find novel
ways to prevent illness and promote health, and be transparent in explaining our decision-making,” says Dr. Hamburg. “A strong FDA is an agency that the American public can count on.”
Dr. Hamburg graduated from Harvard Medical School and completed her residency in internal medicine at what is now New York–Presbyterian Hospital/Weill Cornell Medical Center. She conducted research on neuroscience at Rockefeller University, studied neuropharmacology at the National Institute of Mental Health, and later focused on AIDS research as assistant director of the National Institute of Allergy and Infectious Diseases.
From 2005 to 2009, Dr. Hamburg was the senior scientist at the Nuclear Threat Initiative, a foundation dedicated to reducing the threat to public safety from nuclear, chemical, and biological weapons. From 2001 to 2005, as the foundation’s vice president for bio-logical programs, she advocated for broad reforms to confront the dangers of modern bioterrorism as well as the threats of naturally occurring infectious diseases such as pandemic flu.
In 1997, Dr. Hamburg accepted the position of assistant secretary for policy and evaluation in the U.S. Department of Health and Human Services. In 1994, she was elected to the membership in the Institute of Medicine, one of the youngest persons to be so honored.
From 1991 to 1997, Dr. Hamburg served as commissioner of the New York City Department of Health and Mental Hygiene. In this position, she improved services for women and children, promoted needle-exchange programs to reduce the spread of HIV, and initiated the nation’s first public health bioterrorism defense program. Her most celebrated achievement was curbing the spread of tuberculosis, which resurged as a major public health threat in the 1990s. As a result of Dr. Hamburg’s reforms, New York City’s TB rate fell significantly over a five-year span. Her innovative approach, which included sending health care workers to patients’ homes to make sure they completed the drug regimen, is now a model for health departments worldwide.

Katherine A. Golar, MDChief Medical Officer
Brownsville Multi-Service Family Health Center
Dr. Katherine A. Golar is Chief Medical Officer at the Brownsville Multi-Service Family
Health Center (BMS) of the Brownsville Community Development Corporation, based
in Brooklyn, New York. A graduate of Cornell University and the Boston University School
of Medicine, Dr. Golar completed her internal medicine training at Montefiore Medical Center’s
Residency Program in Social Medicine in 1993 and has worked in Community Health since
that time.
Dr. Golar is a board-certified general internist who maintained a Manhattan- based private practice integrating aspects of complementary
and alternative medicine into her primary care adult medical practice for six years. Throughout her career, Dr. Golar has taught,
coordinated conferences and given presentations on the benefits of an integrative approach to health care.
BMS is a free-standing, federally funded community health center accredited by the Joint Commission. Created to serve the communities
of Ocean Hill, Brownsville and East New York—three of the most resource-challenged neighborhoods of New York City—BMS
embraces the philosophy of integrative health care, offering medical, dental and counseling services across the life cycle, as well
as a variety of programs designed to meet the needs of a diverse community. In 2003, BMS was chosen to be the lead agency in
the development of WATCH (World Academy for Total Community Health) a new high school designed to help young people
achieve academic excellence with a focus on total community health. WATCH graduated its first class in June 2008.
In addition to her Health Center responsibilities, Dr. Golar is a member of the Board of Directors of Affinity Health Plan, an
independent, not-for-profit Health Maintenance Organization founded in 1986 to meet the needs of low-income New Yorkers.
She is also a member of the New York State Medical Advisory Committee, appointed by Governor David Paterson in May 2008
to serve as one of 20 members from various parts of the state who provide the New York State Department of Health Office of
Medicaid Management with advice and recommendations concerning health and medical care services provided under the Medicaid
Program.

Dr. Pardes is nationally recognized for his broad expertise in education, research, clinical
care, mental health and health policy. Prior to joining the Hospital in 1999, Dr. Pardes
served as Vice President for Health Sciences at Columbia University and Dean of the Faculty of Medicine at Columbia University
College of Physicians and Surgeons. He served as Director of the National Institute of Mental Health and U.S. Assistant Surgeon
General during the Carter and Reagan administrations, and was President of the American Psychiatric Association. Dr. Pardes has
been appointed to serve on health policy commissions by Presidents George W. Bush and Bill Clinton, including the Presidential Ad-
visory Commission on Consumer Protection and Quality in the Healthcare Industry, and the Commission on Systemic Interoper-
ability. He is the former Chairman of the Greater New York Hospital Association, the Association of American Medical Colleges
and the New York Association of Medical Schools. Dr. Pardes is an elected member of the Institute of Medicine of the National
Academy of Sciences and the American Academy of Arts & Sciences, and earned the Sarnat International Prize in Mental Health
from the Institute of Medicine.

As Medco’s Chairman and Chief Executive Officer, David B. Snow, Jr., architected the
transformation of Medco Health Solutions into an enterprise that is today recognized
as one of the world’s most admired and innovative companies, and a leader in clinically driven
pharmacy care that empowers the practice of precision medicine.
Mr. Snow joined the company as President and CEO in March 2003, and became Chairman and CEO in June 2003 – leading the
company’s successful spin-off and growing the enterprise, which is currently ranked 45th on the Fortune 500 list with 2008 revenues
exceeding $51 billion.
An outspoken champion of national healthcare reform, Mr. Snow advocates a wired healthcare system that enables evidence-based,
protocol-driven medicine to dramatically improve the quality and efficiency of healthcare, provide greater transparency, foster ac-
countability, reduce costs and optimize clinical outcomes.
Prior to joining Medco, Mr. Snow served as President and Chief Operating Officer at Empire BlueCross BlueShield. Throughout
his career Mr. Snow has served in executive leadership roles for a number of other healthcare companies including Oxford Health
Plans, American International Healthcare, Inc. and US HealthCare, Inc. He also co-founded and served as President and CEO of
Managed Healthcare Systems, Inc., which was later renamed AmeriChoice.
Mr. Snow earned a master’s degree in health care administration from Duke University (1978) and holds a bachelor’s of science
degree in economics from Bates College (1976).

Steven M. Safyer, MDPresident & Chief Executive Officer
Montefiore Medical Center
Steven M. Safyer, MD, is President and Chief Executive Officer of Montefiore Medical Cen-ter in New York City. Montefiore is the University Hospital and Academic Medical Center
for the Albert Einstein College of Medicine (AECOM) and a full-service, integrated delivery system caring for patients from the New York metropolitan region. An accomplished physician leader and highly respected healthcare executive, Dr. Safyer has been at Montefiore for 25 years, most recently as Senior Vice President and Chief Medical Officer.
Throughout his medical career at Montefiore, Dr. Safyer has been a strong advocate for underserved populations, including those incarcerated and those affected by the public health crises of HIV and tuberculosis. He has built extensive primary care networks in poorly-served areas, developed innovative business and clinical strategies to manage care and assume risk, championed the adoption of cutting-edge clinical information systems and created nationally recognized quality and safety programs. His close allegiance with AECOM has resulted in superior, comprehensive specialty care being provided in Montefiore’s Centers of Excellence in the areas of heart, transplant, cancer and pediatric specialties.
Dr. Safyer received his bachelor of Science degree from Cornell University and his medical degree from the Albert Einstein College of Medicine. He did his internship and residency in Social Medicine at Montefiore. He is board certified in Internal Medicine and a Professor of Medicine in the Department of Medicine and Professor of Epidemiology and Population Health in the Department of Epidemiology and Population Health at AECOM. He is a fellow of the New York Academy of Medicine and founding member of The Health Management Academy.
Dr. Safyer has been a member of numerous panels and committees for regional and national organizations, including the Hospital Association of New York State, the Greater New York Hospital Association (GNYHA) and the Association of American Medical Colleges. He currently serves on the GNYHA executive committee and governing board. He was named Chair of the Bronx Regional Health Information Organization, an independent organization for health information sharing. A frequent lecturer on topics includ-ing health information technology, population-based medicine and public health issues, Dr. Safyer has authored and co-authored numerous articles in peer-reviewed journals, covering subjects ranging from electronic medical records to managing the health of a population, to tuberculosis in prison populations.

Michael A. Stocker, MDChairman
New York City Health and Hospitals Corporation
Dr. Michael Stocker currently serves as the Chairman of New York City Health and Hospitals
Corporation. Dr. Stocker was also CEO of Empire BlueCross BlueShield from 1994-
2006. Before joining Empire, Dr. Stocker served as President of CIGNA Health Plans and as
Executive Vice President and General Manager for the Greater New York Region for U.S.
Healthcare.
He began his career as a family physician and worked for five years in the Department of Family Practice, including serving as
Associate Chairman of Family Practice, for Chicago’s Cook County Hospital. Dr. Stocker was also Medical Director for five years
at ANCHOR, a staff model HMO at Rush-Presbyterian-St. Luke’s Medical Center in Chicago.
Dr. Stocker earned his undergraduate degree from the University of Notre Dame. He received his Medical Degree from Medical
College of Wisconsin and his residency training from the Mayo Clinic and the University of California. He received a Masters in
Public Health from the University of Michigan and was Board Certified in Internal Medicine and Family Practice.
Dr. Stocker sits on the Boards of the Arthur Ashe Institute for Urban Health and the United Hospital Fund. He is also a member
of the New York State Stem Cell Research Funding Committee and the New York Stem Cell Foundation. He previously served
on the boards of the New York City Partnership and Chamber of Commerce and the Albert Einstein College of Medicine. From
1972-73 he was president of the Physician’s National House Staff Association.
Dr. Stocker currently lives in Manhattan with Louise, his wife, and son Luke. He is also the proud father of Molly Marino and John
Stocker, and has six grandchildren.

Founded in 1993, PCDC is a unique nonprofi t organization dedicated
to ensuring that every community has timely and effective access
to primary care. Our goal is to increase the capacity and quality of
primary care in underserved communities to achieve our vision of

Invest. . . We provide the capital to upgrade outmoded equipment,
expand offi ces, and build new facilities, which leads to better services for more
patients. PCDC is the only nonprofi t in New York State, and the largest of
only a handful in the U.S., specializing in primary care fi nancing. PCDC has
created investments of over $255 million to fi nance more than 80 primary care
projects that have a direct impact on the health and economy of communities. This
investment has created 2,200 permanent jobs and built or renovated 650,000
square feet of space. As a result, these facilities now serve an additional 575,000
patients and can now accommodate 1.7 million medical visits annually.

Strengthen . . . We help providers use new technologies,
streamline operations, and implement patient-centered approaches
that strengthen their businesses and help build effective “medical
homes.” Using proven strategies that directly align with Patient-Centered
Medical Home principles, PCDC’s Practice Redesign program has
coached more than 200 primary care teams to implement changes that
improve patient flow and optimize staff and provider capacity to
deliver truly patient-centered care. PCDC’s Health Information Technology program helps providers prepare
for and adjust to the challenges of implementing electronic medical records (EMR) in primary care settings.
A founding member of the Primary Care Health Information Consortium, PCDC works with partners
throughout New York and has helped dozens of primary care practices adopt and implement their EMRs.
PCDC’s Emergency Preparedness program has trained more than 2,000 health workers and helped hundreds of
primary care centers in New York and throughout the country prepare for emergencies – from blackouts and
fl oods, to pandemic fl u, to biochemical attacks.
Lead . . . Informed by a wealth of on-the-ground experience, we
conduct advocacy and communications efforts, including working with
leaders in the public and private sectors, publishing research and reports, and
promoting policies that strengthen primary care in underserved communities.
A co-founder of the Primary Care Coalition, PCDC is playing a key role in
catalyzing historic policy changes that strengthen primary care in New York
and ensuring that we take full advantage of healthcare reform opportunities.

The Empire State places a high priority on quality healthcare for its citizens and appreciates resources that expand the availability of medical services for people of all means and backgrounds. Realizing this important goal has been the mission of PCDC for more than ten years, as it works to bring primary and preventive care to underserved communities across New York State through innovative programs and strategies.
Expanding regional facilities certainly adds a vital and essential component to New York State’s comprehensive healthcare delivery system. It is also important to provide the most effective treatment for people and I commend PCDC for its role in developing a full range of health services, and offering advocacy and compassionate support to those of various needs.

Founded in 1993, PCDC is a nonprofit organization dedicated to ensuring that every community has timely and
effective access to primary care. PCDC invests in primary care facilities, strengthens delivery of care, and leads policy
initiatives to expand and improve primary care in underserved communities and achieve our vision of
“Excellent Healthcare in Every Neighborhood.”
PCDC has leveraged over $255 million to finance 84 primary care projects statewide. This investment has generated
more than 2,200 permanent jobs; built or renovated 650,000 square feet of space; and created the capacity to serve
approximately 575,000 New Yorkers and provide 1.7 million medical visits annually.
