Reported Offenses There were 202,522 larceny/theft offenses reported to police in Pennsylvania during 2010, a 0.4 percent decrease from the previous year. Overall, the number of larceny/theft offenses has remained stable since 1990, with the low occurring in 2002 (188,943 offenses). The larceny/theft offense rate reported for 2010 was 1,594.4 for every 100,000 Pennsylvanians. This rate reflects a 1.1 percent decrease from 2009, a 5.5 percent decrease from 2000, and an 8.8 percent decrease from 1990.

Pennsylvania’s reported offense rate of 1,594.4 for larceny/theft during 2010 was less than the national rate of 2,003.5, but greater than the Northeast Regional rate of 1,555.9. Of Pennsylvania’s bordering states, New Jersey, New York, and West Virginia reported lower larceny/theft rates.

In 2010 the larceny/theft offense rate decreased for the nation, the Northeast, and Pennsylvania. This downward trend began in 2009.

Rates for reported larceny/theft offenses per 100,000 population ranged from a low of 529.5 in Union County to a high of 2,617.6 in Philadelphia County during 2010. Fourteen counties had rates above the statewide rate of 1,594.4.

Arrests During 2010, there were 46,956 arrests for larceny/theft offenses in Pennsylvania. This is a 1.1 percent decrease from 2009. This was the first time the number of arrests for larceny/theft decreased since 2006.

There were 369.7 arrests for larceny/theft for every 100,000 Pennsylvanians during 2010. This rate is a 1.9 percent decrease from 2009, a 10.4 percent increase from 2000, and a 10.4 percent decrease from 1990. Both the numbers and rates of reported larceny/theft arrests have increased this decade.

Pennsylvania’s 2010 larceny/theft arrest rate of 369.7 per 100,000 population was less than the national rate of 417.5 and greater than the Northeast Regional rate of 364.4. Delaware and Maryland were the only contiguous state to have an arrest rate higher than Pennsylvania in 2010.

The national, Northeast Regional, and Pennsylvania rates all decreased in 2010 from the previous year. Overall, the numbers of arrests per 100,000 population have seen significant declines from 1990.

Arrest rates per 100,000 population for larceny/theft ranged from 51.8 in Forest County to 668.9 in Monroe County during 2010. Twenty-five counties had rates equal to or greater than the statewide rate of 369.7.

Clearances One or more individuals may be responsible for committing a single offense. Additionally, one or more individuals may have committed numerous offenses. Therefore, the measure of clearances is a useful statistic. Clearances represent the percentage of actual reported offenses that have been solved, regardless of the number of offenders responsible for each offense.

The clearance rate for larceny/ theft in 2010 was 28.0 percent. This rate decreased 3.1 percent from the 2009 rate. Property crimes, such as larceny/theft, tend to have a lower clearance rate than violent crimes. During 2010, 30.3 percent of index offenses, 56.7 percent of violent offenses, and 25.9 percent of property offenses were cleared in Pennsylvania.
