1.0 INTRODUCTION The attached Site Plan diagram (Site Plan) (Figure 1, end of the Report) has been prepared to provide
information to the public, Aboriginal communities, municipalities and local authorities regarding the proposed
Summerhaven Wind Energy Centre (the Project). The Site Plan is a required component of an Application for a
Renewable Energy Approval (REA Application) under Ontario Regulation (O. Reg.) 359/091 made under the
Environmental Protection Act (EPA).
This Site Plan has been prepared to address the requirement for providing a Site Plan as identified in O. Reg.
359/09 and Technical Bulletin Two: Guidance for preparing the Design and Operations Report (MOE, 2010).
Table 1 summarizes information to be included in the Report based on Table 1 of O. Reg. 359/09 and directs
readers to the associated section(s) of this document.

Additional information about the Project can be found in the Construction Plan Report (Golder, 2011a), Design

Report (Golder, 2011d). A description of the Site Plan design is provided in the Design and Operations Report.
As it is broadly applicable to all of the REA Reports, and to avoid redundancy, the Site Plan diagram has been
provided as a stand-alone document (this Report).
Technical studies associated with the REA Application requirements were initiated in 2007 and extended into
2010. Additional information about the Project and results of technical studies and assessments of negative
environmental effects are available in the following reports:
Wind Turbine Specifications Report (Golder, 2011e);
Natural Heritage Assessment Report (Golder, 2011f);
Stage 1 Archaeological Assessment Report (Golder, 2010a);
Heritage Assessment Report (Golder, 2011j);
Noise Study Report (Golder, 2011g);
Water Assessment Report (Golder, 2011h);
Site Plan Report (this Report); and
Consultation Report (Golder, 2011i).
Stage 2, Stage 3 and Stage 4 Archaeological Assessment Reports are not required as part of the REA
Application for this Project (Ministry of Energy and Infrastructure, 2010) and are typically not publically available
documents due to the confidential nature of the content. Stage 2, Stage 3 and Stage 4 Archaeological

Assessment Reports will however be made available to the Ministry of Tourism and Culture (MTC) for review
and their issuance of a Comment Letter in advance of construction and hard copies of this information will be
provided to Aboriginal communities with an interest in the Project, as identified by the Director, and as agreed to
by individual Aboriginal communities.
The Project, as depicted on the Site Plan, consists of the site preparation, construction, operation, and
decommissioning of a 59 turbine wind generating facility with a total installed nameplate capacity of 131.04 MW.
The Project will be owned and operated by NextEra Energy Canada, ULC (NextEra Energy Canada) and will be
located in the vicinity of Nanticoke, Haldimand County, Ontario. The Project lifespan from obtaining the REA
Approval to the end of Decommissioning is estimated to be 27 years.
2.0 PROJECT LOCATION This section provides details on the proposed Project Location and the collective Project design including a
summary of changes relative to October and December 2010 draft Project designs (Golder, 2010c, 2010d). A
summary of design modifications and rationale for these changes are provided in Table 2. Design modifications,
including the selection of the substation and transmission line option, were based on the consideration of many
factors including, but not limited to, discussions with Haldimand County, Hydro One, Haldimand Hydro,
landowners, outcomes of the consultation process, and reducing potential negative environmental effects
through constraints avoidance and mitigation by design.
As part of the draft REA Reports which were available in October 2010, there were two substation location
options (Option 1 and Option 2) and two transmission line options (Option A and Option B) which were being
considered by NextEra Energy Canada (Golder, 2010c). For the Project design provided in the December 2010
reports and this Report, Substation Option 1 and transmission line Option A were selected and substation Option
2 and Transmission line option B information were removed from the Site Plan and all REA Reports. As shown
on Figure 1, the substation will be located on the south side of Concession Road 5 in the vicinity of Turbine 17
and Turbine 24. From the substation, a 230 kV transmission line will follow Concession Road 5 traveling west for
approximately 1.9 km to a point north of Turbine 23. At this point the transmission line will turn and continue
southwest through private lands between Concession Roads 4 and 5 for approximately 3.6 km. Part of this
section of the transmission line, south of Turbine 22, was straightened out relative to the October 2010 Project
Location (Golder, 2010c). From Lot 11 Concession 5, Township of Walpole, the transmission line will travel
generally southwest for approximately 2 km crossing Concession Road 4 and ending at the switchyard area.
Relative to the December 2010 REA Reports, five additional modifications were made to the Project Location, as
outlined in Table 2 below.

Switchyard area relocated approximately 10 m in southerly direction. Consultation with Hydro One.
Four meteorological towers added to the Project design. Two meteorological towers in the south-east of the Project Area (SMT2 and SMT4) are connected to the SCADA system which connects the individual turbines, substation, and meteorological towers to the Operations Building.
Assessment of meteorological conditions and wind resources requires permanent meteorological stations to be established. Stations used for pre-development wind resourcing studies determined to be insufficient for long term monitoring during Operations.
Access road near Turbine 59 rerouted to the east and south to connect with Turbine 16 and cable and road crossing of watercourse removed.
Reduce predicted negative effects to natural features by avoiding a water crossing.
Access road west of Turbine 14 that connected to the access road leading to Turbine 13 (and south to Turbine 20) was removed.
Reduce predicted negative effects to significant natural features by removing section of proposed road and constructing portion of the underground cable in or adjacent to natural features using horizontal directional drilling.
A section of the 34.5 kV buried collection line between Turbine 13 and Turbine 14 shifted to the north.

A section of the 34.5 kV underground collection line heading north from Turbine 20 that intersects with the underground line between Turbines 13 and 14 was shifted slightly to the west.
Reduce predicted negative effects to natural features by shifting portions of the cable outside of a valleyland and Regulation Limit.
Section of the 34.5 kV buried collection line heading west and north from Turbine 5 was rerouted.
Reduce predicted negative effects to natural features and avoid being in a wetland treated as significant.
Section of the Turbine 43 access road and 34.5 kV buried collection line route (connecting with Kohler Road) moved south.
Reduce predicted negative effects to natural features by avoiding a woodland that was not previously assessed (note that the December 2010 Project Location moved this infrastructure north, and the current Project Location moved the infrastructure back south to the previous, October 2010 Project Location).
A section of the access road and the 34.5 kV underground collection line between Turbines 25 and 26 was rerouted to the north.
Reduce predicted negative effects to a natural feature by moving the access road and cable and avoiding the northern edge of a woodlot.
A section of the 34.5 kV underground collection line transitioning to an overhead collection line south of Turbines 25 and 26 was rerouted to the north.
Reduce predicted negative effects to a natural feature by reducing the crossing length/number of crossings of a significant valleyland and a watercourse. Where the overhead cable coming from the east meets the edge of the valleyland, it will go under the valleyland via horizontal directional drilling, and then will continue as an underground cable to the north.
A section of the 34.5 kV overhead collection line east of Turbines 58 and 26 west of Regional Road 53 was moved underground.
Reduce predicted negative effects to a natural feature by changing an overhead water crossing to underground using horizontal directional drilling.
A section of the 34.5 kV overhead collection line between Turbines 10 and 11 was moved underground.
Reduce predicted negative effects to a natural feature by changing an overhead water crossing to underground using horizontal directional drilling.
A section of the 34.5 kV overhead collection line north of Turbine 27 was moved underground.
Reduce predicted negative effects to a natural feature by changing an overhead water crossing to underground using horizontal directional drilling.
A section of the access road and the 34.5 kV underground collection line north of Turbine 30 was rerouted.
Reduce predicted negative effects to a natural feature by avoiding woodland, and realigning the access road and collection line to follow lot boundaries.
A section of the 34.5 kV overhead collection line heading north from Turbines 48-51 along Fisherville Road was shifted to the east side of the road, and a portion of the shifted cable was moved underground.
Modify design to address space constraints and engineering limitations that may be associated with overhead cable. Reduce predicted negative effects associated with alternate design by moving

Minimize negative effects to a non-significant natural feature by minimizing the length of a cultural thicket that is crossed by the cable and access.
A section of the 34.5 kV underground collection line along Concession Road 5 was moved underground.
Reduce predicted negative effects to a natural feature by changing an overhead water crossing to underground using horizontal directional drilling.
Two sections of the 34.5 kV underground collection line south of Turbine 5 and along Concession Road 6 was moved underground.
Reduce predicted negative effects to a natural feature by changing an overhead water crossing to underground using horizontal directional drilling.
Alteration of transmission line route and pole placement at crossing of Concession Road 4.
Adjust transmission line alignment to avoid vegetation removal within a wetland feature and reduce interference to agricultural practices by shifting alignment to west side of field.
Sections of the 34.5 kV overhead collection line along Concession Road 4 east of Turbine 16 was moved to the north side of the road.
Avoid natural features that were located on the south side of the road.
Sections of the 34.5 kV overhead collection line along Concession Road 4 east of Turbine 16 was moved underground.
Reduce predicted negative effects to a natural feature by changing an overhead water crossing to underground using horizontal directional drilling.
A section of the 34.5 kV overhead collection line along Fisherville Road between Concession Road 3 and 4 was moved underground.
Reduce predicted negative effects to a natural feature by changing an overhead water crossing to underground using horizontal directional drilling.
A section of the access road and the 34.5 kV underground collection line heading west of Turbine 55 connecting with Reicheld Road was rerouted such that it now extends north to Dover Dunnville Road.*
Landowner where the former road and cable west to Reicheld Road decided to no longer participate in the Project.
