    Whats new this season?

    Cap on bobcat permits: The Utah Wildlie Board

    has capped the number o available bobcat permits

    at 4,600 or the 20112012 season. Beginning Oct.3, 2011, you can purchase bobcat permits on a rst-

    come, rst-served basis at wildlife.utah.govor at any

    Division oce. For more inormation, see page 7.

    Maximum o three bobcat permits: This year,you may obtain no more than three bobcat permits.For more inormation on obtaining a permit, seepage 7.

    Changes to bobcat plan: The Division hasamended the bobcat management plan based onrecent survey data. For more inormation on thechanges to the planand how they aect bobcatpermit numberssee the inormation box on page22.

    Keep in mind

    Buy your license over the phone: You can nowbuy a Utah urbearer license over the telephone. Justcall 1-800-221-0659. The line is staed 24 hours aday, seven days a week. In addition to the ee or thelicense, youll also be charged a $2 transaction ee oreach item you buy.

    Bobcat permit/tag ormat: Bobcat temporarypossession tags and jaw tags are attached to bobcatpermits. For more inormation on how to attachthese tags to a bobcat, please read the TaggingBobcats section on page 8.

    Obtain permanent tags: You may obtainpermanent marten and bobcat tagsby appoint-ment onlyat any Division oce. Marten tags will

    Restrictions to protect river otters: In aneort to protect transplanted river otters, the middlesection o the Provo River has been added to the listo areas with trapping restrictions. See page 12 tolearn more.

    Checking traps ater dark: A trapper on oot

    may use a fashlight to check traps ater dark, andurbearers caught in these traps may be harvestedby shooting at any time. Harvesting urbearers bymethods other than trapping remains restricted to30 minutes beore sunrise until 30 minutes atersunset. Please read Hunting and trapping methodsstarting on page 10 or details and restrictions.

    Accidental trapping o protected species:

    Black-ooted erret, lynx and wol are protectedspecies under the Endangered Species Act, and riverotters and wolverines are state-protected species. Iyou accidentally trap or capture one o these species,you must report it to the Division within 48 hours.

    Who makes the rules?The Utah Wildlie Board passes the rules andlaws summarized in this guidebook.

    There are seven board members, and eachserves a six-year term. Appointed by the gover-nor, board members are not Division employees.

    The Divisions director serves as the boardsexecutive secretary but does not have a vote onwildlie policies.

    Beore board members make changesto wildlie rules, they listen to recommendationsrom Division biologists. They also receive inputrom the public and various interest groups viathe regional advisory council (RAC) process.

    Native American trust lands and nationalwildlie reuges: I you want to trap on NativeAmerican trust lands and national wildlie reugesin Utah, you should rst check with the respective

    tribal authority or reuge manager.

    Coyote hunting: Coyotes are not protected inUtah. They may be hunted without a license, yearround.

    Protection rom discrimination: The Division

    receives ederal nancial assistance rom the U.S.Fish and Wildlie Service. Under Title VI o the CivilRights Act o 1964, Section 504 o the RehabilitationAct o 1973, Title II o the Americans with DisabilitiesAct o 1990, the Age Discrimination Act o 1975, TitleIX o the Education Amendments o 1972, the U.S.Department o the Interior and its bureaus prohibitdiscrimination on the basis o race, color, nationalorigin, age, disability or sex. I you believe that youhave been discriminated against in any program,

    The Utah Division o Wildlie Resources can suspend the license o

    anyone who knowingly, intentionally or recklessly violates wildlie

    laws. Your license can be suspended or a wildlie violation i: You are convicted.

    You plead guilty or no contest.

    You enter a plea in abeyance or

    diversion agreement.

    Suspension proceedings are separate and inde-

    pendent rom criminal prosecution. The Utah Division

    o Wildlie Resources may suspend your license privileges

    whether or not the court considers suspension in yourcriminal case. You will be notifed o any action against

    your privilege ater criminal proceedings conclude. And

    remember, i your license is suspended in Utah, you

    may not be permitted to hunt or fsh in most other

    states. (Visit ianrc.org to see a map o participating states.)

    When a Division employee or license agent

    issues your urbearer license, he or she will include

    your urharvester education number on the license.I you are applying or a resident urbearer li-

    vester education in another state or countryyou

    must provide a valid urharvester education number

    and the name o the state, province or country that

    issued the number. The Division may research this

    number to veriy that the course you completed

    meets Utahs standards or sae and responsible

    trapping.

    You must have a current Utah urbearer license

    Carry your license and permitYou must have your urbearer licenseand

    any bobcat or marten permitson your person

    while in the eld. You cannot alter your license or

    permits, nor can you sell, transer or loan them to

    another person.

    Are you old enough?In Utah, there are no age restrictions or indi-

    viduals who can hunt and trap urbearers.

    However, i youre under the age o 16, you must

    be accompanied in the eld by your parent, a legal

    guardian or a responsible person 21 years o age or

    older. For more inormation on this requirement, see

    the inormation box below.

    I you were born ater Dec. 31, 1984, you must

    provide proo that youve passed a urharvester

    education course approved by the Division beore

    Are you planning to hunt or trap bobcats, martens or other urbearers in Utah this year?

    Beore you can obtain any necessary permits, you must meet a ew basic requirements.

    Adults must accompanyyoung huntersUtah Code 23-20-20

    While hunting with any weapon, a person

    under 14 years old must be accompanied

    by his or her parent, legal guardian or other

    responsible person who is 21 years o age or

    older and who has been approved by the par-

    ent or guardian.

    A person at least 14 years old and under 16

    years old must be accompanied by a person 21

    years o age or older while hunting with any

    weapon.

    The Division encourages adults to be

    amiliar with hunter education guidelines or to

    complete the hunter education course beore

    accompanying youth into the eld.While in the eld, the youth and the adult

    must remain close enough or the adult to see

    and provide verbal assistance to the young

    hunter. Using electronic devices, such as

    walkie-talkies or cell phones, does not meet

    this requirement.

    Bobcat permitsUtah Admin. Rule R657-11-4I you were born ater Dec. 31, 1984, you must

    have proo o urharvester education beore you can

    purchase a bobcat permit. For more inormation, see

    page 6 or visit wildlife.utah.gov/huntereducation.

    You must also have a current urbearer license in

    order to obtain a permit.

    Beginning Oct. 3, 2011 at 8 a.m., you may pur-

    chase bobcat permits at wildlife.utah.govor at anyDivision oce. Permits are available on a rst-come,

    rst-served basis, and you may purchase no more

    than three o them.

    American Express, Discover, MasterCard and

    VISA credit or debit cards must be used as payment

    or permits. You can also use a pre-paid credit card.

    I you have questions about using a pre-paid credit

    card, check with your nancial institution or moreinormation.

    Bobcat permits will be sold until 5 p.m. on Oct.

    31, 2011 or until 4,600 permits have been sold,

    whichever occurs rst. The Utah Wildlie Board has

    capped the number o available permits at 4,600

    because o declines in Utahs bobcat populations.

    You must have both your urbearer license and

    bobcat permit on your person while hunting ortrapping.

    I you obtain a bobcat permit in 2011, it is valid

    or the entire 20112012 bobcat season.

    Marten permitsUtah Admin. Rule R657-11-6

    I you were born ater Dec. 31, 1984, you must

    have proo o urharvester education beore you can

    obtain a marten permit. For more inormation, seepage 6 or visit wildlife.utah.gov/huntereducation.

    You must also have a current urbearer license in

    order to obtain a permit.

    Marten permits are available ree o charge rom

    any Division oce, beginning Sept. 14, 2011.

    You must have a current urbearer license and a

    marten trapping permit on your person when you

    trap marten or have marten in your possession.

    To request a marten trapping permit, you must

    provide your ull name, mailing address, phone

    number and your current urbearer license number.

    You can submit permit requests by mail or in person

    at any Division oce.

    Duplicate license or permitUtah Code 23-19-10 & Utah Admin. Rule R657-42

    I your valid urbearer license is destroyed, lostor stolen, you may obtain a duplicate rom a Division

    oce or license agent. To obtain a duplicate bobcat

    or marten permit, you must visit a Division oce.

    The duplicate will cost $10, or hal o the price o

    the original license or permit, whichever is less.

    The Division may waive the ee or a duplicate

    unexpired license or permit, provided you did not

    receive the original document.

    To obtain the duplicate license or permit, you

    may be required to complete an adavit testiying

    to its loss, destruction or thet.

    Sales nal: Exceptions andreundsUtah Code 23-19-38 and Utah Admin. Rule R657-42

    Some hunters and trappers successully obtain

    licenses or permits and then realizeor one reasonor anotherthat they wont be able to use them.

    In most cases, the Division cannot reund the

    cost o the license or permit, but there are some

    exceptions. To determine whether you are eligible or

    a reund or to download a reund-request orm, visit

    wildlife.utah.gov/licenses/refund_surrender.

    OBTAININ G PERMI TSTo harvest most urbearers, you only need a urbearer license. I you want to hunt or trap

    bobcat or marten, however, youll need an additional permit. This section describes how to

    obtain bobcat and marten permits.

    ResidencyUtah Code 23-13-2(37)

    Beore you purchase a urbearer license,

    its important to know whether you are a legal

    resident o the state o Utah. See the denition

    o residency on pages 2324 to determine

    whether you are a resident or a nonresident.

    OBTAIN ING A ND US ING TAGSAs soon as you harvest a bobcat or marten, you need to attach the temporary possession

    tags. Then, you should plan a time to have a Division employee attach the permanent tag.

    Tagging bobcatsUtah Code 23-20-30 & Utah Admin. Rule R657-11-5

    Beore you move the bobcats carcass or leavethe site o the kill, you must tag the pelt with a

    temporary possession tag. (See the illustration on

    the next page to review the two tags attached to the

    permitone or the pelt and one or the jaw.) The

    tagging process requires you to:

    Completely detach the tags rom the permit

    Remove the notches that correspond with the

    harvest date and the animals sexAttach the temporary possession tag to the

    unskinned carcass (also called a green pelt) so

    that the tag remains securely astened

    and visible

    Later, you can remove the lower jaw o the

    bobcat and tag it with the numbered jaw tag that

    corresponds to the number on the pelt tag.

    While tagging a bobcat, you may not removemore than one notch indicating date or sex, nor can

    you tag more than one bobcat using the same tag.

    The temporary possession tag must remain

    attached to the green pelt or unskinned carcass until

    a permanent bobcat tag has been axed.

    You may not use a bobcat permit to hunt, trap or

    pursue bobcat ater any o the notches have been re-

    moved rom the temporary possession tag or the tag

    has been detached rom the permit. Possession o an

    untagged green pelt or unskinned carcass is prima

    acie evidence o unlawul taking and possession.

    Permanent possession tagsor bobcat and martenUtah Admin. Rule R657-11-7

    I you harvest a bobcat or marten, you must have

    a Division employee attach a permanent possessiontag to the pelt no later than the Saturday ater the

    close o the bobcat and marten seasons.

    I you trapped marten, please bring the entire

    skinned carcass intact, including the lower jaw,

    in good condition when you present the pelt or

    tagging. Good condition means the carcass is resh or

    rozen and securely wrapped to prevent decomposi-

    tion. These measures ensure that the tissue remains

    suitable or lab analysis.

    You may not buy, sell, trade or barter a greenpelt rom a bobcat or marten that does not have a

    permanent tag axed.

    Obtaining permanent tagsWhen you bring bobcat and marten pelts to a

    Division oce, a Division employee will attach a

    permanent tag and take possession o the lower

    jaw. You can also have a permanent possession tagattached at the Utah Trappers Association Fur Sale.

    Bring any marten pelt to one o the ollowing

    locations:

    A Division oce listed on page 2. Visits are by

    appointment only rom Oct. 3, 2011 through

    Feb. 10, 2012.

    The Utah Trappers Association Fur Sale on Feb.

    10, 2012 rom 16 p.m. and on Feb. 11, 2012

    rom 8 a.m.noon.

    I you have bobcat pelts, bring them to one o

    the ollowing locations:

    There is no ee or the permanent tags. You will

    receive them ater the employee veries the bobcat

    was tagged with the temporary possession tag that

    corresponds to your bobcat permit. The employee

    will also review your urbearer license.Transporting pelts to obtain tags

    Bobcat and marten that were legally harvested

    may be transported by someone other than the

    urharvester to have the permanent tag axed.

    I you transport a bobcat or marten or another

    person, you must have written authorization that

    includes all o the ollowing inormation:

    Date o killLocation o kill

    Species and sex o animal being transported

    Origin and destination o transportation

    The name, address, signature and urbearer

    license number o the urharvester

    The name o the individual transporting the

    bobcat or marten

    The urharvesters marten permit number, imarten is being transported

    You can download an authorization orm at

    wildlife.utah.gov/furbearerthat makes it easy to

    collect all o the required inormation.

    Animals harvested outside o UtahGreen pelts o bobcats and marten legally

    harvested outside o the state may not be possessed,

    bought, sold, traded or bartered in Utah unless one

    o the ollowing conditions applies:

    A permanent tag has been axed.

    The pelts are accompanied by a shipping per-

    mit issued by the wildlie agency o the statewhere the animal was harvested.

    a bobcat to a Division oce or permanent tag-

    ging, please remove as much fesh as possible.

    You should also allow the jaw and peltto dry in the open air. Do not use a storage or

    transport container made o plasticuse a

    paper bag or cardboard box instead. This will

    help prevent the jaw rom decaying.

    regardless o your success. Your participation helps

    the Division evaluate population trends, assess har-

    vest success and collect other valuable inormation.

    Aiding or assisting inviolationsUtah Code 23-20-23

    You may not aid or assist another person to

    violate any provisions o the Wildlie Resources Code,rule, proclamation or guidebook.

    The penalty or aiding or assisting is the same as

    that imposed or the primary violation.

    Hunting and trappingmethods

    Harvest methods andshooting hoursUtah Code 23-20-3, 23-20-12 & Utah Admin. Rule R657-11-13

    You may harvest all urbearersexcept or

    bobcats and martenby any means, excluding

    explosives, poisons and crossbows. While hunting

    and trapping, you may not use the illegal spotlight-

    ing methods described on pages 1415.

    Bobcats may be taken only by shooting or trap-

    ping, or with the aid o dogs.Marten may be taken only with an elevated,

    covered set in which the maximum trap size shall not

    exceed 1 oothold or 160 Conibear.

    Harvesting urbearers by means other than trap-

    ping is restricted to 30 minutes beore sunrise to 30

    minutes ater sunset, unless you have a permit rom

    the county to spotlight coyote, red ox, striped skunk

    or raccoon. For more inormation on spotlighting,see pages 1415.

    Furbearers caught in a trapping device may be

    taken by shooting at any time.

    You may check traps and remove animals at any

    time, except on certain waterowl management

    areas. For more inormation, see page 21.

    monitor the harvest and possession o urbearers.

    They may also stop hunters and trappers to ensure

    they have the required permits, rearms and trap-

    ping equipment. You should expect to encounterconservation ocers and biologists checking hunters

    in the eld and at checkpoints.

    I youre contacted by a conservation ocer, you

    must provide the ocer with the items he or she

    requests. These may include any licenses, permits

    and tags required or hunting, any devices used to

    participate in hunting and any game youve taken.

    These contacts allow the Division to collect valuable

    inormation about Utahs urbearer populations.

    I the Division contacts you about your urhar-

    vesting experience, please participate in the survey

    FIELD REQUIREMENTSSeveral rules govern urbearer hunting and trapping in Utah. These rules exist to help keep

    you sae and to ensure an ethical hunt. Please be amiliar with the requirements or saely

    using trapping devices and rearms. You should also know the dierent types o hunting

    methods you may use and what youre required to do with any urbearer you harvest.

    Trappers AssociationReward ProgramEvery year, Utah trappers lose hundreds o

    traps to thieves.

    The Utah Trappers Association is oering

    a rewardup to $500or individuals who

    report trap thet to the Division, which results

    in a successul prosecution. I you see someone

    stealing a trap, report it through the Divisions

    poaching hotline at 1-800-662-3337.

    I you encounter traps while outdoors, you

    have a legal obligation to respect that private

    property. At the same time, trappers have

    an ethical obligation not to set traps in areas

    where they are likely to be encountered by the

    general public or their pets.

    You may not take any wildlie rom an airplane

    or any other airborne vehicle or device, or rom any

    motorized terrestrial or aquatic vehicle, including

    snowmobiles and other recreational vehicles.

    Trap registration numbersUtah Admin. Rule R657-11-9

    Beore you can use a trap in the eld, you mustpermanently and legibly mark it with your trap

    registration number.

    You can obtain your trap registration number at

    any Division oce or a one-time $10 registration

    ee.

    You will be assigned only one registration num-

    ber. This is your permanent number, and you should

    mark it on each o your traps.You may not have more than one registration

    number on your traps.

    You must notiy the Division within 30 days i

    you change your address or i your traps are stolen.

    TrapsUtah Code 23-13-4 & Utah Admin. Rule R657-11-10

    All long-spring, jump or coil-spring traps must

    have spacers on the jaws that leave an opening o atleast 3/16 o an inch when the jaws are closed. The

    only exceptions to this requirement are the ollowing

    types o traps:

    Rubber-padded jaw traps

    Traps with jaw spreads less than 4 inches

    Traps that are completely submerged under

    water when set

    All snares, except those set in water or with aloop size less than three inches in diameter, must

    be equipped with a breakaway lock device that will

    release when any orce greater than 300 pounds

    is applied to the loop. Breakaway snares must be

    astened to an immovable object solidly secured to

    the ground. The use o drags is prohibited.

    Setting and checking trapsYou may not set any trap or trapping device on

    posted private property without the landowners

    permission. Landowners have the right to spring any

    traps set on their property without their permission.

    I you see an illegally set trap or trapping device,

    notiy a conservation ocer as soon as possible.

    While perorming their duties, conservation

    ocers may seize all traps, trapping devices and

    wildlie used or held in violation o the rules in this

    guidebook.

    Avoiding nontargetspecies

    The ollowing recommendations rom the

    Division and the Utah Trappers Association

    can help you avoid catching cougars, domestic

    animals and other nontarget species in trapsset or bobcats and other urbearers.

    Use traps with smaller jaw spreads. For

    example, a number 2 trap is big enough

    to catch bobcats, but the larger oot o

    a cougar may spring the trap without

    getting caught.

    Avoid using 4-coiled traps. A 2-coiled

    trap is sucient to hold bobcats and

    coyotes, but larger animals like cougars or

    domestic animals should be able to pull

    out o the trap.

    Anchor oothold traps solidly to the

    ground and avoid using drags. A cougar

    or other large animal will have a better

    chance o pulling out o a trap that is

    solidly anchored.

    When using a snare, reduce the loopsize and set it about eight inches o the

    ground. A smaller loop size wont t

    around a cougars head, and i the loop

    is set low, it will likely miss the heads o

    most large nontarget animals. You may

    not use a drag with a snarethey are

    prohibited.

    I you catch a cougar kitten, removetraps rom the area to avoid catching

    additional kittens.

    I you know that cougars are in a par-

    ticular area, nd another place to trap.

    Cougars usually displace bobcats rom

    areas that they requent.

    Avoid setting traps near trails that are

    requently used by people and dogs. Avoid using baits that are likely to at-

    tract pets or other nontarget species.

    Killing traps that strike the top and bottom o

    the animal simultaneously

    Drowning sets

    Lethal snares that are set to capture on the neck,

    that have a nonrelaxing lock without a stop, and

    that are anchored to an immovable object

    I you are unable to check your own traps, youmay authorize another person to check them or

    you. Only someone who possesses a valid urbearer

    licenseand the necessary permits to check traps

    and remove protected wildliemay check your

    traps in your absence. See Removing traps and

    trapped wildlie in the next section or all wildlie-

    removal requirements.

    You may not transport or possess live protected

    wildlie. Any animal ound in a trap or trapping

    device must be killed or released immediately by the

    trapper or the person authorized to check the trap.

    Removing traps and trapped wildlieYou may not disturb or remove any trapping

    devicenor can you kill or remove wildlie caught

    in a trapunless you meet all o the ollowing

    conditions:You possess a current urbearer license.

    You possess the appropriate permits or tags.

    You have been issued a trapper registration

    number, which is permanently marked or

    attached to the trapping device.

    There is one exception to the above law. A

    person, other than the owner, may possess, disturb

    or remove a trapping deviceor possess, kill or

    remove wildlie caught in a trapas long as that

    person has all o the ollowing:

    A current urbearer license

    The appropriate permits or tags

    Written authorization rom the owner o the

    trapping device that includes all o the ollow-

    ing items:

    The date written authorization was

    obtainedThe name and address o the owner

    The owners trap registration number

    The name o the individual being given

    authorization

    The owners signature

    All traps and trapping devices must be checked,

    and any animals removed, at least once every 48

    hours. The only exception is i you are using the

    ollowing types o traps, which must be checked, and

    have any animals removed, every 96 hours:

    Trap restrictions toprotect river ottersUtah Admin. Rule R657-11-26

    To protect Utahs river otter populations,

    there are trapping-device restrictions or the

    ollowing areas:

    Colorado River, between Utah-Colorado

    state line and Lake Powell

    Escalante River, between Escalante and

    Lake Powell

    Green River, between Flaming Gorge

    Dam and the Utah-Colorado state line

    Middle section o the Provo River,

    between Jordanelle Dam and Deer Creek

    ReservoirI you are trapping within 100 yards o

    either side o these our riversor their

    tributariesand up to one-hal mile rom

    their confuences, you may use only the ollow-

    ing devices:

    Nonlethal-set leg hold traps with a

    jaw spread less than 5 1/8 inches, and

    nonlethal-set padded leg hold traps.Drowning sets with these traps are

    prohibited.

    Body-gripping, killing-type traps with

    body-gripping area less than 30 square

    inches (i.e., 110 Conibear).

    Nonlethal dry land snares equipped with

    a stop-lock device that prevents it rom

    closing to less than a six-inch diameter.Size 330, body-gripping, killing-type

    traps (i.e. Conibear) modied by replac-

    ing the standard V-trigger assembly with

    one top side-parallel trigger assembly,

    with the trigger placed within one inch

    o the side, or butted against the vertical

    turn in the Canadian bend (see gure on

    the next page).

    Nothing in this section allows you to usethe license, tag or permit o another person.

    While youre hunting and trapping, you may not

    possess any trapping device that is not permanently

    marked or tagged with your registered trap number

    unless you have received written permission as

    described above.

    I your registered trap number is on a trapping

    device, you can be held liable or any violations

    committed with that device. This rule still applies i

    youve authorized someone else to use the device.

    Thats why its important to report stolen traps to the

    Division as soon as possible.

    You must also keep a record o the individuals

    who have written authorization to remove your

    traps, and supply a copy o that record to a conserva-

    tion ocer, upon request.

    Use o baitUtah Admin. Rule R657-11-11

    You may not use any protected wildlie or their

    partsexcept or white-bleached bones with no

    hide or fesh attachedas bait. However, you may

    use parts o legally taken urbearers and nonpro-

    tected wildlie as bait.

    You may not set traps or trapping devices within30 eet o any exposed bait.

    I you use bait, you can be held responsible i it

    becomes exposed or any reason.

    White-bleached bones with no hide or fesh

    attached may be set within 30 eet o traps.

    Loaded rearms in a vehicleUtah Code 76-10-502, 76-10-504, 76-10-505 and 76-10-523

    You may not carry a loaded rearm in or on a ve-hicle unless you meet all o the ollowing conditions:

    You own the vehicle or have permission rom

    the vehicles owner.

    The rearm is a handgun.

    You are 18 years o age or older.

    A rife or shotgun is considered to be loaded

    when there is an unexpended cartridge, shell or

    projectile in the ring position.A muzzleloading rearm is considered loaded

    when it is capped or primed and has a powder

    charge and ball or shot in the barrel or cylinders.

    Unmodied and modied Conibear trapsStandard V-trigger assemblies on Conibear traps (shown on the let) are not legal on certain parts othe Colorado, Green, Escalante and Provo rivers (see page 12 or locations). The modication shownon the right (one top side-parallel trigger assembly) is now required to protect river otters (see page12 or more on required modications).

    You may not use a spotlight, headlight or

    other articial light to locate any protected wildlie

    while having in your possession a rearm or other

    weapon or device that could be used to take or injure

    protected wildlie.

    The use o a spotlight or other articial light

    in any area where protected wildlie are generally

    ound is prima acie evidence o attempting to locate

    protected wildlie. (Prima acie evidence means that

    i youre spotlighting, the burden o proo alls on

    you to prove that you were not attempting to locate

    protected wildlie.)

    The rearm restrictions in this section do notapply to concealed rearm permit holders carrying

    a concealed weapon in accordance with Utah Code

    76-10-504, provided the person is not utilizing the

    concealed rearm to hunt or take wildlie.

    Areas where you cannot

    discharge a rearmUtah Code 76-10-508 and Utah Admin. Rule R657-11

    You may not discharge a dangerous weapon or

    rearm under any o the ollowing circumstances:

    From a vehicle

    From, upon or across any highway

    At power lines or signs

    At railroad equipment or acilities, including

    any sign or signalWithin Utah state park camp or picnic sites,

    overlooks, gol courses, boat ramps or devel-

    oped beaches

    Are you allowed to possessa weapon?Utah Code 76-10-503

    It is illegal under Utah Code 76-10-503 to pos-

    sess or use a firearm, muzzleloader, archery tackle

    or any other dangerous weapon i you:

    Have been convicted o or are under indict-

    ment or any elony oense;

    Are on probation or parole or a elony

    oense;

    Are on parole rom a secure acility;

    Have been adjudicated delinquent (juve-

    nile) in the last seven years o an oense

    that, i committed by an adult, would have

    been a elony;Are an unlawul user o a controlled

    substance;

    Have been ound not guilty by reason o

    insanity or a elony oense;

    Have been ound mentally incompetent to

    stand trial or a elony oense;

    Have been adjudicated mentally deective

    as provided in the ederal Brady Handgun

    Violence Prevention Act;

    Have been committed to a mental institu-

    tion;

    Are an alien who is illegally in the United

    States;

    Have been dishonorably discharged rom

    the armed orces; or

    Have renounced your United States citizen-

    ship.

    The purchase or possession o any hunting license,

    permit, tag or certificate o registration rom the

    Division does not authorize the holder to legallypossess or use a firearm, muzzleloader, archery

    tackle or any other dangerous weapon while

    hunting i they are otherwise restricted rom

    possessing these weapons under Utah Code

    76-10-503.

    In addition, the above restrictions do not

    apply to a concealed carry permit holder who iscarrying a concealed weapon in accordance with

    Utah Code 76-10-504 and 76-10-523. See

    Carrying a dangerousweapon while under theinfuence o alcohol or drugsUtah Code 76-10-528

    You may not carry a dangerous weapon or hunturbearers while under the infuence o alcohol

    or drugs. Please see Utah Code 76-10-528 at

    wildlife.utah.gov/rules or more inormation.

    Use o dogsUtah Code 23-20-3 and Utah Admin. Rule R657-11-15

    You may use dogs to pursue or harvest urbearers

    rom 30 minutes beore sunrise to 30 minutes ater

    sunset, and only during the open seasons listed in

    The provisions o this section do not apply to the

    ollowing individuals:

    A person who uses the headlights o a motor

    vehicleor other articial lightin a usual

    manner, where there is no attempt or intent to

    locate protected wildlie.

    A trapper who uses an articial light to illu-minate the path and trap sites or the purpose

    o conducting the required trap checks. In this

    instance, the trapper must carry the articial

    light. It cannot be a motor vehicle headlight

    or a light attached to or powered by a motor

    vehicle. And while checking traps with an

    articial light, the trapper may not occupy or

    operate any motor vehicle.

    Some counties allow spotlighting i a hunter is

    trying to harvest coyote, red ox, striped skunk or

    raccoon. See Utah Code 23-13-17 and your county

    laws and ordinances or more inormation.

    Even i your countys laws do not permit

    spotlighting, you may still use spotlighting to hunt

    coyote, red ox, striped skunk or raccoon i you are

    one o the ollowing individuals:

    I you are the owner or handler o the dogs,

    you must have a valid urbearer license in your

    possession while you are pursuing or harvesting a

    urbearer.

    When dogs are used to pursue urbearers, thelicensed hunter who intends to take the urbearer

    must be present when the dogs are released. Then,

    the licensed hunter must continuously participate in

    the hunt until it ends.

    Use o weapons on waterowlmanagement areasUtah Admin. Rule R657-9-11

    You may only possess a shotgun or archery tackleon the ollowing waterowl management areas

    during the specied waterowl hunting seasons or as

    authorized by the Division:

    The rearm restrictions listed in this section do

    not apply to a person licensed to carry a concealed

    weapon in accordance with Utah Code 53-5-7, as

    long that person is not using the concealed rearm

    to hunt or harvest wildlie.

    State parksUtah Admin. Rule R657-11-16 and R651-614-4

    Hunting any wildlie is prohibited within the

    boundaries o all state park areas, except those

    designated open to hunting by the Division o Parks

    and Recreation in Utah Admin. Rule R651-614-4.

    Hunting with rifles, handguns or muzzleload-

    ers in park areas designated open to hunting isprohibited within one mile o all park acilities,

    including buildings, camp or picnic sites, overlooks,

    gol courses, boat ramps and developed beaches.

    Hunting with shotguns or archery tackle is pro-

    hibited within one-quarter mile o the above areas.

    Prohibited species

    Utah Admin. Rule R657-11-25 and R657-11-12I you accidentally trap a bear, bobcat, cougar,

    marten, river otter or wolverine; a urbearer out o

    season; or any other protected wildlie, you must

    release the animal unharmed.

    You may not intentionally hunt, trap or harvest

    black-ooted erret, lynx, river otter, wol or wolver-

    ine. I you accidentally trap or capture any o these

    You are guilty of a class B misdemeanor

    if you violate any provision described in this

    section. Your license, tag or permit privileges mayalso be suspended.

    Restricted areasUtah military installations (including Camp

    Williams) and ederal wildlie reuges are closed to

    hunting, trapping and trespassing, unless otherwise

    authorized.

    species, you must report it to the Division within

    48 hours.

    I the animal perishes, you must obtain written

    permission rom a Division representative to remove

    its carcass rom the trap. The carcass remains the

    property o the state and must be turned over to the

    Division.

    TrespassingUtah Code 23-20-14, 23-21-14 and 23-20-3.5

    While taking wildlie or engaging in wildlie-

    related activities, you may not do any o the

    ollowing activities:

    Enter upon privately owned land that is

    cultivated or properly posted without the

    permission o the owner or the person incharge o the land

    Reuse to immediately leave the private land

    i requested to do so by the owner or person

    in charge

    Obstruct any entrance or exit to

    private property

    Cultivated land is land that is readily identi-

    able as land whose soil is loosened or broken up orthe raising o crops, land used or the raising o crops,

    or a pasture that is articially irrigated.

    Permission means written authorization rom

    the owner or person in charge to enter upon private

    land that is cultivated or properly posted. Permission

    must include all o the ollowing details:

    The signature o the owner or person in charge

    The name o the person being given permissionThe approved access dates

    A general description o the land

    Properly posted means that No Trespassing

    signsor a minimum o 100 square inches o bright

    yellow, bright orange or fuorescent paintare

    displayed at all corners, on shing streams crossing

    property lines, and on roads, gates and rights-o-way

    entering the land. I metal ence posts are used, the

    entire exterior side must be painted.

    You may not post private property you do not

    own or legally control or land that is open to the

    public as provided by Utah Code 23-21-4. In addi-

    tion, it is unlawul to take protected wildlie or their

    parts while trespassing in violation o Utah Code

    23-20-14.

    I you are hunting on Native American trust

    lands, you must observe the tribes wildlie regula-tions.

    Wildlie management areasUtah Admin. Rule R657-11-33

    Most Division-owned wildlie management

    areas (WMAs) are closed to motor vehicles. You may

    only access one o these areas in a motor vehicle i

    you have already obtained written authorization

    rom the appropriate Division regional oce.

    For the purpose o coyote trapping, the Division

    may authorize limited motor vehicle access to certain

    WMAs. In this case, the motor vehicle access must

    not interere with wildlie or wildlie habitat.

    Goshen Warm Springs WMA is closed to all

    hunting.

    Possession, sale andtransportation

    Transporting urbearersUtah Code 23-13-4 & Utah Admin. Rule R657-11-17

    You may only transport the green pelts o

    urbearers i you possess the appropriate license and

    permits. I you have harvested bobcat or marten,

    they must be correctly tagged. For more inormation

    on attaching temporary and permanent tags, see

    page 9.

    A registered Utah ur dealeror that persons

    agentmay transport or ship green pelts o

    urbearers within Utah.

    No one may transport or possess live protectedwildlie, except as permitted by Utah Admin. Rule

    R657-3.

    You do not need a urbearer license in order to

    transport coyote, red ox or striped skunk.

    Exporting urbearers romUtahUtah Admin. Rule R657-11-18

    You may not export or ship the green pelt o anyurbearer rom Utah without rst obtaining a valid

    shipping permit rom the Division.

    You do not need a urbearer license in order to

    export coyote, red ox or striped skunk rom Utah.

    SalesUtah Admin. Rule R657-11-19

    I you possess a valid urbearer license, you may

    sell, oer or sale, barter or exchange only those spe-cies you were licensed to take and that you legally

    harvested.

    Any person who obtains a valid ur dealer or ur

    dealers agent certicate o registration may buy,

    sell or trade green pelts or parts o urbearers within

    Utah.

    Fur dealers (or their agents and taxidermists)

    must keep records o all transactions dealing withgreen pelts o urbearers. Those records must contain

    all o the ollowing inormation:

    The transaction date

    The name, address, license number and tag

    number o each seller

    I the ownership o a pelt changes, the above

    inormation must be listed on a receipt issued to the

    new owner.You may possess legally acquired urbearers

    and tanned hideswithout possessing a urbearer

    licenseas long as you can provide proo o legal

    ownership.

    Did it get wet?Decontaminate it!

    When you go hunting or trapping, some o

    your gear inevitably gets wet or muddy.

    Your waders, clothes, shoes, traps and

    knives provide good hiding places or micro-scopic invasive species or whirling disease

    spores.

    Beore you leave a trapping area and step

    into another water, rinse all the mud and other

    debris o o your waders, boots and wetted

    trapping gear or equipment. Then, gener-

    ously spray all o itespecially the elt soles

    o waderswith Formula 409 (a popular

    household cleaner). This treatment will kill any

    whirling disease spores.

    Ater you return home, thoroughly clean

    and dry all o your gear beore using it again.

    A urbearer license is not required to sell or pos-

    I a badger, weasel or spotted skunk is creating

    a nuisance or causing damage, you may harvest it

    at any timewithout a licenseas long as you do

    not sell or trade the animal or its parts.

    You may harvest red ox or striped skunk at any

    time, without a license.

    BobcatUtah Admin. Rule R657-11-22

    An animal damage control agent may remove or

    harvest a depredating bobcat as long as the agent is

    supervised by the animal damage control program

    and ollowing Division-approved procedures.

    A livestock owner or the owners employee

    may take bobcats that are harassing livestock. The

    employee must be on a regular payroll and not hired

    specically to take urbearers.Any bobcat harvested by a livestock owner or an

    employee must be surrendered to the Division within

    72 hours.

    I a beaver is causing damage, you may harvest

    or remove it during closed seasons, but you must

    TRAPPING ON WATERFOWL MANAGEMENT AREAS

    Applications and permitsUtah Admin. Rule R657-11-27

    Every year, trappers apply or permits to trap

    muskrat, beaver and other urbearers on Utahs

    Waterowl Management Areas (WMAs). You may

    only trap on a state WMA i you have the necessarypermit.

    WMA trapping permit applications will be ac-

    cepted online rom 8 a.m on Sept. 26, 2011 until

    5 p.m. on Oct. 11, 2011.

    The online application process is easy, and there

    is no ee to apply. To access the application website

    and to view which areas are open this year, go to

    wildlife.utah.gov/furbearer/WMA_application.php.For assistance applying online, call 801-538-4700

    beore 5 p.m. on Oct. 11, 2011.

    I the Division receives more applications than

    the number o permits available, a drawing will

    be held to determine successul applicants and

    alternates. Drawing results will be available on Oct.

    17, 2011.

    Although there isnt an application ee, there is a

    permit ee i you are successul in obtaining a permit.Permit ees vary, depending on the WMA where you

    want to trap. You can view a complete list o WMA

    trapping permit ees at wildlife.utah.gov/furbearer/

    WMA_application.php.

    Ater you pay your permit ee, you will have trap-

    ping rights or a particular management area.

    Permits are not valid until they have been signed

    by the superintendent in charge o the area to be

    trapped.

    Vehicle travelUtah Admin. Rule R657-11-29

    Vehicle travel on WMAs is restricted to developed

    roads. However, written permission or other travel

    may be obtained rom the WMA superintendent.

    Trapping hoursUtah Admin. Rule R657-11-30

    On WMAs, you may only check traps rom 30

    minutes beore ocial sunrise to 30 minutes ater

    ocial sunset.

    Responsibility o trappersUtah Admin. Rule R657-11-31

    All trappers are directly responsible to the WMA

    superintendent.

    I you violate a WMAs management or trapping

    rules, as determined and recommended by the

    superintendent, you may lose current and uture

    trapping privileges on all WMAs.

    Trapping is allowed only rom Feb. 129,

    2012 on the state-administered lands along

    the eastern shore o the Great Salt Lake inDavis County (an area commonly known as the

    More fexible bobcatmanagement planIn August 2011, the Utah Wildlie Board

    approved an amendment to Utahs Bobcat

    Management Plan. The amendment gives the

    Division more fexibility in its bobcat harvest

    recommendations.

    The original management plan oered only

    two options:Continue reducing permit numbers i the

    bobcat population is lower than normal

    levels

    Return to the baseline o six permits when

    the population returns to normal levels

    In 2011, survey data indicated that Utahsbobcat populations are rebounding but have not

    yet returned to normal. The Division wanted the

    fexibility to again oer three permits per trapper.

    (Without the amendment, the Division would

    have had to adhere to the original plan and issue

    only two permits per trapper.)

    The amendment also requires that bobcat

    populations must reach normal levels or two out

    o three years beore the Division will return to

    the six-permit baseline.

    Exposed bait means bait that is visible rom anyangle, except when used in an articial cubby set.

    Furbearer means species o the Bassariscidae,Canidae, Felidae, Mustelidae and Castoridae amilies,except coyote and cougar.

    Fur dealer means any individual engaged in,wholly or in part, the business o buying, selling, ortrading skins or pelts o urbearers within Utah.

    Fur dealers agent means any person who isemployed by a resident or nonresident ur dealer asa buyer.

    Green pelt means the untanned hide or skin o anyurbearer.

    Livestock means cattle, sheep, goats and turkeys.

    Kit ox voluntary releaseKit ox are native to the arid regions o

    Utah and are on Utahs sensitive species list.

    The Division encourages trappers to release

    all kit ox unharmed and to continue trapping

    coyotes in desert regions o the state.

    Division biologists are concerned that an

    increase in articial water sources has allowed

    more coyotes to populate arid regions. Higher

    numbers o coyotes could displace kit ox

    populations and provide more competition or

    limited resources.

    An individual DOES NOT qualiy as a resident ihe or she is an absentee landowner paying propertytax on land in Utah.

    Scent means any lurecomposed o material oless than one cubic inchthat has a smell intendedto attract animals.

    Sell means to oer or possess or sale, barter,exchange or trade. It is also the act o selling, barter-ing, exchanging or trading.

    Tag means a card, label or other identication de-vice issued or attachment to the carcass o protectedwildlie.

    Take means to hunt, pursue, harass, catch, capture,possess, angle, seine, trap or kill any protectedwildlie; or to attempt any o the aorementionedactions.

    Trapping means taking protected wildlie with atrapping device.

    Wildlie means crustaceansincluding brine

    shrimp and crayshand all vertebrate animalsliving in nature, except eral animals.

    Permit means a document, including a stamp, thatgrants authority to engage in specied activitiesunder the Wildlie Resources Code or a rule or procla-mation o the Wildlie Board.

    Possession means actual or constructive posses-sion.

    Protected wildlie means the animals dened inthe wildlie denition below. It does not includecoyote, eld mouse, gopher, ground squirrel, jack-rabbit, muskrat and raccoon.

    Pursue means to chase, tree, corner or hold aurbearer at bay.

    Resident means a person who has a xed perma-nent home and principal establishment in Utah orsix consecutive months immediately preceding thepurchase o a license or permit, AND DOES NOT claimresidency or hunting, shing or trapping in anyother state or country.

    An individual retains Utah residency i he orshe leaves Utah to serve in the armed orces othe United States, or or religious or educational

    purposes, and does NOT claim residency or hunting,shing or trapping in any other state or country.

    Members o the armed orces o the UnitedStates and dependents are residents as o the datethe member reports or duty under assigned ordersin Utah, i:
