Leadership Council
eyes economic future
By BILL TUCKER
The business potential offered in
the metro-east can only be swayed
so much by the nation's sluggish
economy. That explains why more than $6
billion in non-residential projects
were at some stage of construction
during 2010.
The Leadership Council
Southwestern Illinois announced
recently that it had taken a peek
into its economic future and liked
what it saw.
"While the next edition of our
comprehensive 'Market Review
& Investment Update' won't be
released until early April, we were
curious to see how projects that
were announced in our 2008-09 edi-
tion were fairing given the overall
downturn in the economy," incom-
ing Leadership Council Gerard
Schuetzenhofer said in a press
release. "We were very pleasantly
surprised by what we found."
According to its report, the
Leadership Council listed 135 proj-
ects as "announced" prior to Dec.
31, 2009. One-hundred-twelve of
those projects were then verified at
the end of 2010.
Sixty-three of those projects had
moved forward during 2010 and
had either been completed or were
still under construction.

As proponents of the Madison
County School Facility Sales Tax
planned meetings to gain support for
the measure, Edwardsville District 7
Board of Education President Greg
Roosevelt reiterated at last week’s
Board of Education meeting the
board’s position of not supporting
the tax.Ten school districts, representing 65
percent of student enrollment within
Madison County, passed resolutions
to put the School Facilities Tax to a
county-wide vote on the April bal-
lot while three school districts did
not: Edwardsville, Collinsville and
East Alton-Wood River High School
District.
If approved by Madison County
voters in April, an additional 1 per-
cent tax would be applied to every-
thing in the municipal and county
retail sales tax base except cars, trucks,
ATVs, motorcycles, boats, RVs, mobile
homes, groceries, drugs (including
over-the-counter and vitamins), and
farm equipment (including parts and
inputs – such as fertilizers).
Revenue collected by the tax
would be distributed to Madison
County school districts on a per res-
ident-pupil basis after the Illinois
Department of Revenue withholds its
regular 2 percent of all sales taxes.

The Victory Mothers’ Monument stands in Edwardsville City Park on the east side of the
Public Library facing Buchanan Street. The monument was set up by the Victory Mothers of
Edwardsville Unit 18 in 1960. It reads, “Dedicated to the Glory of God and to the memory of
the men and women who so valiantly served in the defense of their country.”

Editor's note: This is the first in a
series of stories on the many monuments
in the area. A new monument will be
featured each week.
The Victory Mothers’ Monument
is more than just a tribute to all
who have fought and died for this
country.
The granite stone located on the
east side of the library, inside City
Park, is also a reminder of a local
organization that once existed and
cared deeply for those who fought
for this country.
The monument reads, “Dedicated
to the Glory of God and to the mem-
ory of the men and women who so
valiantly served in the defense of
their country.”
Below those words it states,
“Erected by Victory Mothers
Edwardsville Unit 18 1960.”
The Victoria Mothers of
Edwardsville may not be around
any longer, but what they did may
be recalled thanks to the monument
they erected inside City Park.
The Victory Mothers (of World War
II) was an organization of women
who were committed to helping
the men and women who served
America.See "PAST" on Page 3

We've had a white Christmas,
plenty of sledding opportunities and
four days off school.
Snow has gone from being a nov-
elty to a nuisance.
Area residents can prepare for
a bit more aggravation Thursday
morning after another winter storm
is expected to pass over our area,
bringing anywhere from 3 to 6 inches
of fluffy, white powder.
Bitter cold temperatures are
expected to escort the latest winter
blast as wind chill values of 10 to 15
below zero are expected Thursday
night and Friday morning.
At noon Tuesday, the National
Weather Service in St. Louis had not
issued any watches or warnings for
the area, but had posted a hazardous
weather outlook.
National Weather Service
Meteorologist Ben Miller said the
forecast for the remainder of the
week is pretty simple.
"It looks like winter," he said.
The snow our area will see is
expected to start falling tonight and
then continue all day Thursday.

Leadership Council
eyes economic future
By BILL TUCKER
The business potential offered in
the metro-east can only be swayed
so much by the nation's sluggish
economy. That explains why more than $6
billion in non-residential projects
were at some stage of construction
during 2010.
The Leadership Council
Southwestern Illinois announced
recently that it had taken a peek
into its economic future and liked
what it saw.
"While the next edition of our
comprehensive 'Market Review
& Investment Update' won't be
released until early April, we were
curious to see how projects that
were announced in our 2008-09 edi-
tion were fairing given the overall
downturn in the economy," incom-
ing Leadership Council Gerard
Schuetzenhofer said in a press
release. "We were very pleasantly
surprised by what we found."
According to its report, the
Leadership Council listed 135 proj-
ects as "announced" prior to Dec.
31, 2009. One-hundred-twelve of
those projects were then verified at
the end of 2010.
Sixty-three of those projects had
moved forward during 2010 and
had either been completed or were
still under construction.

As proponents of the Madison
County School Facility Sales Tax
planned meetings to gain support for
the measure, Edwardsville District 7
Board of Education President Greg
Roosevelt reiterated at last week’s
Board of Education meeting the
board’s position of not supporting
the tax.Ten school districts, representing 65
percent of student enrollment within
Madison County, passed resolutions
to put the School Facilities Tax to a
county-wide vote on the April bal-
lot while three school districts did
not: Edwardsville, Collinsville and
East Alton-Wood River High School
District.
If approved by Madison County
voters in April, an additional 1 per-
cent tax would be applied to every-
thing in the municipal and county
retail sales tax base except cars, trucks,
ATVs, motorcycles, boats, RVs, mobile
homes, groceries, drugs (including
over-the-counter and vitamins), and
farm equipment (including parts and
inputs – such as fertilizers).
Revenue collected by the tax
would be distributed to Madison
County school districts on a per res-
ident-pupil basis after the Illinois
Department of Revenue withholds its
regular 2 percent of all sales taxes.

The Victory Mothers’ Monument stands in Edwardsville City Park on the east side of the
Public Library facing Buchanan Street. The monument was set up by the Victory Mothers of
Edwardsville Unit 18 in 1960. It reads, “Dedicated to the Glory of God and to the memory of
the men and women who so valiantly served in the defense of their country.”

Editor's note: This is the first in a
series of stories on the many monuments
in the area. A new monument will be
featured each week.
The Victory Mothers’ Monument
is more than just a tribute to all
who have fought and died for this
country.
The granite stone located on the
east side of the library, inside City
Park, is also a reminder of a local
organization that once existed and
cared deeply for those who fought
for this country.
The monument reads, “Dedicated
to the Glory of God and to the mem-
ory of the men and women who so
valiantly served in the defense of
their country.”
Below those words it states,
“Erected by Victory Mothers
Edwardsville Unit 18 1960.”
The Victoria Mothers of
Edwardsville may not be around
any longer, but what they did may
be recalled thanks to the monument
they erected inside City Park.
The Victory Mothers (of World War
II) was an organization of women
who were committed to helping
the men and women who served
America.See "PAST" on Page 3

We've had a white Christmas,
plenty of sledding opportunities and
four days off school.
Snow has gone from being a nov-
elty to a nuisance.
Area residents can prepare for
a bit more aggravation Thursday
morning after another winter storm
is expected to pass over our area,
bringing anywhere from 3 to 6 inches
of fluffy, white powder.
Bitter cold temperatures are
expected to escort the latest winter
blast as wind chill values of 10 to 15
below zero are expected Thursday
night and Friday morning.
At noon Tuesday, the National
Weather Service in St. Louis had not
issued any watches or warnings for
the area, but had posted a hazardous
weather outlook.
National Weather Service
Meteorologist Ben Miller said the
forecast for the remainder of the
week is pretty simple.
"It looks like winter," he said.
The snow our area will see is
expected to start falling tonight and
then continue all day Thursday.
