Recreation Programs We aim to make registering for programs with the Town a safe, simple and fast process. We offer three methods to register for programs: Online Registration. Register for programs 24 hours a day 7 days a week. It's a simple as a few clicks. In person at Innisfil Town Hall 2101 Innisfil Beach Road. Message from the Manager ofParks Recreation & Facilities:

Spring and Summer is just around the corner and I am pleased that the Town of Innisfil is able to provide you the 2011 Spring and Summer Program Guide. Someremarkable program opportunities have beendeveloped by our program staff and they will helpyou in preparing for a healthy and active spring andsummer season.

The health and well being of the citizens of Innisfilis important to the quality of life we all value andthe Spring and Summer Program Guide outlinessome of the ways to become more active andinvolved in the community. The increased focuson activity and healthy lifestyle for all members ofour community will provide habits to be formedamong the young and opportunities to create andrevitalize these same habits of active living in allcitizens of Innisfil.

I encourage you to watch for an event to InspireInnisfil Families that I am sponsoring andcoordinating with community members to have abit of fun, meet some of the people in our town andfoster a feeling of belonging and community. Thisevent will take place in late spring or early summerand I look forward to seeing you there with yourfamily and friends. I will be letting the communityknow as soon as the date is finalized and some ofthe activities confirmed. Please watch for thisnotice on the Town website and contact me if youwish to be involved.

As you look forward to Spring and Summer activityplans, we are pleased to present our 2011 SpringSummer Recreational Program Guide.

Many exciting new and returning RecreationalPrograms are offered for all Innisfil Residents. Pleasetake the time to browse our guide and take advantageof a variety of programs for the whole family. New thisyear in the youth section we are offering Still LifePainting, Cycling, Junior Volleyball, Latin Dance,Spanish Lessons and Playball Camp. For the adultscheck out our Acrylic Painting Courses, Spanish forTravellers, Hatha Vintasa Flow, Urban Pole Walkingand Latin Dance.

Program registration commences Thursday, March 3rdat 8:30 a.m. for residents and Tuesday, March 8th 8:30a.m. for non-residents. If you do not have a bar codeand family pin # for registering on line call our office at705-436-3710 or email to [email protected] toobtain this information.

The anticipated warm weather will provide anopportunity for all to become more active in theoutdoors, enjoying swimming, bicycling and walking.Enjoy the new waterfront trail in Innisfil Beach Parkand other trails throughout the Town.

Minor and adult sports leagues including baseball,soccer, softball, ball hockey, lacrosse along with YMCAswim lessons and fitness programs at the InnisfilRecreational Complex will be commencing in earlyspring. Offering a busy Spring & Summer for allresidents in Innisfil.

PROGRAM REGISTRATION INFORMATIONGENERAL INFORMATION:The Community Recreation Program is developed andoperated by Town of Innisfil Parks & Recreation in cooperationwith the Simcoe County Board of Education and the SimcoeMuskoka Catholic District School Board. The purpose of theprogram is to extend to the community use of schools andTown owned facilities and to give citizens of the Town a betteropportunity to enjoy their leisure time. Most courses will beoffered providing there are sufficient people registered and aresource person for that course is available.

POLICIES:Innisfil Parks and Recreation reserves the right to withdraw,postpone, cancel, re-locate or combine classes, limitregistration or change instructors. No registrations will beaccepted after the first class. Parks & Recreation has theright to withdraw any individuals who do not follow the rulesand regulations set by the program and/or instructor. Classescancelled by the Parks & Recreation Department will berescheduled based on facility and instructor availability. Onsome occasions location, day and/or time may have to beadjusted. Individuals not registered in the program are notpermitted in the facility.

NSF CHEQUES: A $30 fee will be charged to all NSFcheques issued for program registrations.

REFUND: All refunds are subject to a MINIMUMadministration fee of $15.00 per program.FULL REFUND - If the program is cancelled by Innisfil

Parks & Recreation Program Department.PARTIAL REFUND* Participant receives a Refund less a $15.00 administration

fee if your request is received up to 5 business days before the program begins.

* Participant receives a Refund if your request is received before the second class, the amount refunded will be the full amount, less the cost of the first class and the $15.00 administration fee.

* Participant receives a pro-rated Refund if a medical certificate is submitted to the Department before the halfway point of the course.

Cancellation may be requested by phone. Phone requestsMUST BE followed up IN WRITING before your refund will bereleased. Please allow 3 to 4 weeks after your request toprocess your refund cheque. Cash/Interac/Cheque paymentwill be refunded by cheque from the Municipal Office. CreditCard payments will be refunded on the original card.SORRY, NO REFUND* Participants receive No Refund if the request is received

after the midpoint of the program.* Participants receive No Refund if the cancellation affects

minimum class numbers. A refund can only be administrated if a replacement is found, less the administration fee.

CREDIT:Following the refund guidelines should a participant request arefund to be placed on CREDIT to their account they will becharged a reduced administration fee of $5.00.

TRANSFERS:One transfer within the same session will have noadministrative fee charged. Additional transfers will becharged a $5.00 administration fee.

WEATHER CANCELLATIONS:If weather or other circumstances force the postponement of aclass, the instructor will try to telephone each student in thecourse. During the winter months on some occasions whenthere is a severe blizzard which makes travel impossible anannouncement will be given over Bl0l - FM and ROCK 95 toadvise instructors and participants of cancellations. If you arein doubt at all about a course cancellation, please call theInnisfil Parks & Recreation office before 4:30 p.m.

SENIOR DISCOUNT:Seniors (55 yrs & over) are welcome to a 10% discount onmost registration fees. Red Cross programs are not included.

COURSE CANCELLATION:The department may cancel any program that fails to meetminimum registration numbers. Registrants will be notified inwriting or by phone of any cancelled programs. Thoseapplicants will be offered a full refund or a transfer to anotherclass (based on availability).

MINIMUM ENROLLMENT:Innisfil Parks and Recreation offers a number of courses atvarious locations. As a result, some scheduled classes maynot reach their required enrollment. Thus, Parks & Recreationreserves the right to cancel any courses for which enrollmentdoes not reach the required minimum. They also reserve theright to combine any class during the session for whichattendance falls below the minimum.

PARTICIPANT ACCIDENT INSURANCE:All participants are responsible for their own hospital andmedical insurance. Innisfil Parks & Recreation will not beresponsible for any liabilities to person or property associatedwith participation in any program offered through Innisfil Parks& Recreation services.

REGISTRATION CONFIRMATION:Drop off and mail in registrations will receive confirmation backthrough the mail. Walk in registrants will receive confirmationsimmediately. Online registrants will be responsible for printingtheir Confirmations at the end of their registration. When youreceive your confirmation check to ensure registration iscorrect. If you do not receive a receipt prior to the start of yourclass please call 436-3710. Please keep this receipt for yourrecords as only one receipt will be issued.

REGISTRATIONS ACCEPTED:Program registrations will be accepted up to the first day ofthe program on the basis that space is available and there aresufficient numbers to warrant a program.Camp registrations will be accepted up to Thursday at 4:30 p.m.prior to the first day of camp or lesson.Any registration forms not signed or otherwiseincomplete will not be processed.

Birth - 3 yearsJoin Danielle Dalziel, a certified Signing Time AcademyBaby Sign Language instructor, for six weeks of baby signlanguage. Topics will include foods, toys, playtime, familyand much more! This program is for children ages Birth -3 years old. Admission is per child with one parent. Danielle is a Signing Time Academy Baby Sign Languageinstructor. KIDZ’N SPORTSAll Sports Program

Ages 5 - 7 years

It is in this program that the children are actually involvedin playing the sports. The environment for this age groupremains fun-filled and non-competitive. Each child’sneeds are taken into consideration and this is still theperfect way for boys and girls to be part of the “team”.Successful completion of this program provides thechildren with the skills and knowledge of the basic rulesnecessary to play hockey, basketball, baseball, andsoccer. Games are played and drills used to continue todevelop and prepare for a lifetime of confident andcompetent sports participation. The following aspectsare emphasized:

No previous experience with children? Our Rookie C.I.T. program is designed for youth who want to gain experience working with children. It isan introduction to leadership development and consists of specialized training which will detail information on program planning,communication, team building, customer service skills and effective discipline for children. Our C.I.T.'s will participate in a 1/2 day of HumanResources orientation in addition to a 1 day training session where they will learn and train along side our camp counselors in a mentoringpartnership to develop songs, games, crafts and other activities. C.I.T.'s are required to complete a two-week placement at any of our three campprograms (Discovery, Sports or Adventure - see outdoor camp details starting on page 26). C.I.T.'s are scheduled for their two week placement8:30am-4:30pm daily. C.I.T.'s who require early drop off and/or late pick up during their volunteer weeks are able to register for pre and postcamp for an additional fee. The role of a C.I.T. is to aid the counselors in ensuring that the camp day runs smoothly, while gaining leadership andteamwork skills. This program allows Veteran C.I.T.'s to develop a program idea, prepare the necessary materials and lead their activity in front of thegroup. A 1/2 day of Human Resources orientation in addition to the comprehensive 1 day training session will provide C.I.T.'s with anunderstanding of conflict resolution, teamwork and direct leadership through participation in scenarios and situations. The focus on this programwill be programming special events, theme days and being a member of the staff team. C.I.T.'s are required to complete a two-week placementat any of our three camp programs (Discovery, Sports or Adventure - see outdoor camp details starting on page 26). C.I.T.'s are scheduled fortheir two week placement 8:30am-4:30pm daily. C.I.T.'s who require early drop off and/or late pick up during their volunteer weeks are able toregister for pre and post camp for an additional fee. The role of a C.I.T. is to aid the counselors in ensuring that the camp day runs smoothly,while gaining leadership and teamwork skills. As such, their involvement during weekly trips (at Sports and Adventure) may be limited to aidingin supervising campers, rather than participating along with them, depending on the nature of the trip. PLEASE NOTE: CIT's are required to submit a registration form, resume, and indicate two weeks they wish to volunteer at time ofregistration. Volunteer weeks will be based on first registered, spaces are limited! Only 1 change to volunteer weeks will be permitted.

Under the direct supervision of a DC film maker you and your crew will create a concept, write ascript, using your toys, design backgrounds and sets in your own own stop motion film. Using the

Since 1974, the Bonsecour Club has established andmaintained the snowmobile trails within theircatchment area; namely, the Town of Innisfil, thesouthern limits of the City of Barrie and currently, theThornton-Cookstown Rail line which is part of theTrans Canada Trail system.

The Trail Network is possible with the partnershipbetween private Landowners and the ClubVolunteers. The Club Volunteers stake and sign thetrail system after late Fall pre-grooming is completed.Trail Permit sales provide revenue for grooming andyour support is greatly appreciated.

All Terrain Vehicles and Off-road Vehicles are notpermitted on Bonsecour's snowmobile trails at anytime of the year. Their unauthorized use on privateland causes destruction of farm crops and vegetation,actions which jeopardize permission for thesnowmobile trail system.

MUNICIPAL INFORMATION

PROPERTY TAX AND UTILITY BILLINGS

2011 Final Property Tax Bill: The 2011 Interim Property Tax Bills for all tax classes wereissued in early February with due dates of February 28 andApril 29, 2011. The 2011 Final Property Tax Bills for theResidential, Farm, Managed Forest and Pipeline property taxclasses are issued in early June with due dates of June 30 andSeptember 30, 2011. Final Property Tax Bills for all otherclasses (Commercial, Industrial and Multi-Residential) areissued in early August with due dates of August 31 and October31, 2011.

2011 Water and Wastewater Utility Bills are issued every fourmonths throughout the year based upon the service area thatyou reside in, which is also advertised in the CommunityBulletin in the Innisfil Examiner. The following options areavailable to pay bills:

Monthly Pre-authorized Payment Plan: Payments based on 10% of the prior years taxes arewithdrawn from the designated bank account on the lastbusiness day of each month from January to May, forJune to October equal amounts are collected to pay theremaining tax balance. Not available for Water andSewer Utility bills.

Installment Date Pre-authorized Payment Plan:Payments are withdrawn from the designated bankaccount in accordance with the payment due dates onthe tax and water/sewer bills.

Other Pre-authorized Payment Plan: The Pre-authorized Payment Plan application formsare available on the Town's Website, www.innisfil.ca.In addition, if your property has tax arrears, pleasecontact Financial Services to make arrangements formonthly payments from a designated bank account (not available for Water and Sewer Utility bills).

In Person: Payments in the form of Cash, Cheques, Debit Cardand Post-dated Cheques are accepted Monday toFriday 8:30 to 4:30 at the Town Hall located at 2101Innisfil Beach Rd.Payments may also be submitted byregular mail. Payments must be received at the TownHall by the due date in order to avoid penalty charges.

Electronically: By telephone and internet banking as arranged throughyour financial institution.

Late Payment Penalty Policy: When payments are not made on or before theestablished due dates, Late Payment Penalty at therate of 1 1/4% is applied on the first day of default onthe installment amount that was not paid on time.Authority to charge Late Payment Penalty is providedunder Section 345.(2) of the Municipal Act, 2001 and administered through a Town By-Law.

Interest Charges Policy: Following the levying of Late Payment Penalty,Interest Charges at the rate of 1 1/4% per month is applied on the amount of taxes and utilities thatcontinue to be unpaid. Interest Charges arecalculated on the first of each and every month untiltax arrears have been paid. Authority to chargeInterest Charges is provided under Section 345.(3) ofthe Municipal Act, 2001 and administered through a Town By-Law.

Duplicate Bill or Receipt: In accordance with the By-law 162-07, there will be a$20.00 charge for each additional copy of a Property Taxbill or Duplicate Receipt.

Online Account Inquiry: You can access your Property Tax, Water andWastewater Utility billing information online. This freeservice permits 24 hours a day and 7 days a weekaccess to these records rather than requesting theinformation in person or by telephone. There is no set-upfee involved. CUSTOMER SERVICE CENTRE

The Town of Innisfil's Customer Service staff arecommitted to providing efficient, high-quality service toresidents, visitors and the business community. Ourgoal is to offer "One Window" service where allquestions, inquiries, applications and payments maybe processed through the Customer Service Centre.We provide:Licensing for lotteries, dogs and business operations;Permit; Applications-building, plumbing, entrance,septic; Applications for birth, marriage certificates, siteplans, rezoning and Committee of Adjustment; Tax,Utility and Recreation Program payments areaccepted; Inquiries regarding zoning, roads as well asreporting of streetlight outages. Dog Licenses: dogsover 90 days old require a dog license with proof of avalid rabies vaccination and are available at the InnisfilTown Hall, branches of the Innisfil Public Library,Innisfil Veterinary Clinic and the Stroud VeterinaryClinic. Our Animal Control department can be reachedat 431-2882.

CLERK SERVICES

Council meeting are held on the 1st, 3rd & 4thWednesday of the month starting at 7:30 p.m. In July,Council meetings are held on the 2nd & 4thWednesday. In August, Council holds a meeting on the2nd Wednesday of the month, returning to the regularschedule in September. Written submissionsaddressed to the “Clerk” will be accepted by theClerk’s Office. Requests for delegation or to appearbefore Council shall be in writing and provide a briefoutline of the subject for consideration. Delegations willbe scheduled by Clerk’s Office and the appropriatedate will be confirmed with the applicant. Any additionalmaterial may be provided to members of Council andClerk during deputation.Commissioners are available by appointment - fee is$20.00. Please note the Town does not have a “NotaryPublic”. Starting January 2006, the Town Clerk hasbeen authorized to perform civil marriage ceremonies.Ceremonies are performed at the Town AdministrationCentre for a $250 fee. Due to the civil nature of thisservice interested parties must be aware that therecannot be any religious connotation to the service. Forfurther information and availability, please contact theClerk’s Department at 436-3710.

MUNICIPAL INFORMATIONMUNICIPAL LAW

The Municipal Law Enforcement is responsible for the administration and enforcement of by-laws passed bythe Town, various Provincial Statues, as well as otherduties as may be assigned by Council. Inquiries andcomplaints are received and recorded by CustomerService. Calls for service may include theadministration and/or enforcement of the following:

• Line Fences Act (fencing disputes) • Lot Drainage & Maintenance • Weed Control Act of Ontario • Traffic Studies, including but not limited to

placement of No Parking Signs, Traffic ControlDevices, Speed Zone Studies

• Public Entertainment (approval to hold dances, draws, parades and festivals)

• Dog Licensing- Need proof of rabies+altered m/f

• Business Licensing• Environmental matters• Livestock, Poultry & Honey Bees Protection

(claims for damages by dogs or wolves/ coyotes)

• Lottery Licenses• Marriage Licenses • Ontario Building Code Act & Zoning By-Laws • Lot maintenance, including regulating,

cleaning or clearing of any grounds, yards or vacant lots.

The Municipalities’ Municipal Law EnforcementOfficers will be strictly enforcing the Parking By-Lawover the summer months, specifically on road ends inthe lakeshore area. Due to our public work/roadsservices group heavy workload, we will also beenforcing infractions on vehicles parked, impeding orobstructing road and drainage maintenance. Shoulda vehicle prevent our road crew from undertakingtheir duties , that vehicle will be ticketed, and towedaway at the owners expense. Your cooperation onthese issues will be appreciated. Property StandardsOfficers of the Municipality investigate all propertystandard complaints and enforce the propertystandards by-law. Where an owner feels that he/sheis being dealt with unfairly or cannot comply with anOrder, they may, through the Clerk’s Office within 14days of the Order being issued, make an appeal tothe Property Standards Committee. The Committee iscomprised of three Innisfil Residents (appointed byTown By-law) who will set a date and time for anappeal hearing.
