Dear Hunter:

Thank you for your  interest in hunting in Wyoming. Our state is fortunate to have some of the most impressive wildlife resources anywhere in the world. When you hunt in Wyoming,you get to enjoy our wide-open spaces, snow-capped peaks, lush valleys, and roaring rivers.You also get to pursue some of the wiliest game animals in North America including elk,deer, antelope, and dozens of other wildlife species that make Wyoming a hunter’s paradise.By hunting, you are helping us maintain these outstanding wildlife resources for futuregenerations to enjoy.

The North American Model of Wildlife Conservation is the most successful system of wildlife management in the world. This model relies on some basic tenets, including publicownership of the wildlife resource, regulations prohibiting commercialization of wildlife,hunting and fishing opportunity for every citizen regardless of status, and science- basedmanagement of the resource. Hunters have been the backbone of this model for over 100years and will continue to be in the future.

One of the best ways to ensure the North American Model continues to be effective is tomaintain our hunting traditions. Nationwide, the number of hunters is declining. Even inWyoming, where hunting traditions are strong, we are losing hunters faster  than we arerecruiting them. As a hunter, you can help change this trend. By simply introducing a childto hunting, you can help get our youth and others involved in this cherished outdoor tradition.

As a final comment, wherever you hunt in Wyoming, please respect the land—it provides thehabitats that support our magnificent wildlife populations. If you hunt on private land, pleaserespect the rights of the landowners and take a moment to thank them for the manycontributions they have made in providing wildlife habitat and hunting opportunity.

Nonresident Hunter InformationSection 1. Dates and Deadlines

Online applications may be submitted during the open applicationperiod from the WGFD website. Fees will be paid in full by Visa,Mastercard or Discover when the application is submitted. Online

applications must be completed and submitted by 5:00 PM Mountain

 Time. If the deadline date is on a day when the Cheyenne Headquartersofce is closed for normal business hours (weekends, holidays, etc), online

applications received by 5:00 PM Mountain Time on the next businessday that the Cheyenne Headquarters ofce is open for business will beaccepted.

Paper applications and fees must arrive at the Wyoming Game andFish Department, Cheyenne, Wyoming by 5:00 PM Mountain Time on

the application deadline to be valid regardless of the postmark date. If thedeadline date is on a day when the Cheyenne Headquarters ofce is closed

for normal business hours (weekends, holidays etc.), paper applicationsreceived by 5:00 PM Mountain Time on the next business day at theCheyenne Headquarters ofce will be accepted. All applications received

after that time and date will be rejected and returned to the applicant priorto the drawing being conducted.

 Applications received after the application period shall not be

accepted. For example, the Nonresident application period for Deer

is January 1–March 15; thus an application must be receivedby 5:00 PM Mountain Time on March 15, 2011.

Section 2. General Application and License Inormationa. Application Fee Information. Please refer to the license fee charts onpage 4 for license prices. A nonrefundable application fee of $14.00 isincluded in the amount to be remitted for each big game license applied forin the initial drawing.

b. Computer Drawing. In an attempt to assure fairness, all Limited Quota

licenses are initially allocated to applicants on the basis of randomly generated numbers through a computerized drawing system.

c. 2011 Application Forms. You have been provided 6 forms.For  more Forms, please photocopy .

Each drawing is independent of all other drawings.

 Although several species are included on one application form(Moose/Sheep/Goat), the drawing for each species is conducted

independently and the result of one drawing has no effect upon otherdrawings. Therefore, success in the drawing for one species doesnot guarantee success for another. For example, success for a Moose

license does not guarantee success for a Bighorn Sheep license.

d. Five Year Waiting Period. Wyoming Statute provides that any 

successful Moose or Bighorn Sheep applicant must wait 5 years to nextapply for or receive another Moose or Bighorn Sheep license. For example,a Moose applicant successful in 2006 would not be eligible to apply for or

receive another Moose license until 2011. Nor would the applicant beeligible to purchase a moose preference point during this same 5-yearperiod (until 2011). However, the applicant could continue to properly apply for Bighorn Sheep until successful. The 5-year waiting period would

then pertain to applying for or receiving another Bighorn Sheep license orpurchasing a Bighorn Sheep preference point.

 The Mountain Goat license is a once-in-a-lifetime license. If you drew a Mountain Goat license after 1995, you may not apply again.

No person who is issued a Wild Bison hunting license and whoharvests a Wild Bison after January 31, 2001, shall be eligible to apply for or

receive a hunting license for Wild Bison in any future year.

e. Big Game Preference Points. The preference point system is designed

to improve your odds of eventually drawing a license in a hard-to-draw hunt area. For Full Price Moose, Bighorn Sheep, Elk, Deer and Antelope,75% of available licenses in each hunt area and license type combination

 will be allocated to a “preference point draw.” Applicants with the highestpreference point totals will receive priority in the preference point draw. The remaining 25% of available licenses will be allocated to a “random

draw.” In this manner, everyone who applies has at least some chance of drawing a license regardless of their preference point total.

Preference points can be accumulated either by applying for a licenseor by purchasing a preference point. Applicants who are unsuccessful

drawing a Moose or Bighorn Sheep license will receive a preference point, which is then added to their total for the species. Similarly, applicants whoareunsuccessfuldrawingtheirrstchoiceforaFullPriceElk,Deeror Antelope license will receive a preference point if they select the preference

point fee option on the application form and pay the proper fees (seediscussion under “Preference Points for Elk, Deer and Antelope”). Nopreference points will be earned when a person applies for a closed hunt

area or invalid hunt area/license type. The option to purchase a preferencepoint enables the person to continue accumulating points without applying for a license, or if the person’s original license application was rejected for

any reason.

Preference points can be purchased online by using the WGFD

 website. To purchase a preference point, an applicant must be at least

eleven (11) years old at the time of application and at least twelve (12)years old by December 31 of the year of application. Applicants for a big 

game hunting license must be at least eleven (11) years old at the time of application and at least twelve (12) years old when hunting. No personmay apply for more than one (1) preference point per species in the same

calendar year.

 The application form (Form 30) to purchase preference points only 

 will be available on the WGFD website beginning June 15th, or you may request an application by calling (307) 777-4600. The application period topurchase a preference point only is July 1 – Sept. 30.

Preference points are assigned to the person’s sportspersonidenticationnumberandaretiedtoaspecies,butnottoaspecichunt

area. You are allowed to apply for different hunt areas from one year to thenext. However, if a person fails to apply for a license or fails to purchase a

preference point for two (2) consecutive years, all preference points will beautomatically deleted from the person’s record. Preference points earnedor purchased during 2011 are not available for use in the 2011 limited quotadrawings. They will be available for use in the 2012 limited quota drawings.

Once an applicant has successfully drawn a Moose or Bighorn Sheeplicense,ortheapplicant’srstchoiceforaFullPriceElk,DeerorAntelope

license, all preference points will be deleted for the species drawn. In thecaseof MooseorBighornSheep,thepersonisrequiredtowaitve(5)years before again applying for a license or purchasing a preference point

(refer to section 2(d)).

Preference points shall not be restored when an applicant causes more

than one customer record to be generated, due to the following:

1. Adifferentsportspersonidenticationnumberwasgivenontheapplication.

2. Adifferentsportspersonidenticationnumberwasgeneratedbecausethesportspersonnumbereldontheapplicationwasleftblank.

3. Adifferentlastnameorrstnamewasusedbytheapplicant.

Such circumstances cause preference points to be accumulated underdifferentsportspersonidenticationnumbersandultimatelydeletedforfailuretoapplyunderthesamesportspersonidenticationnumber.Exceptions may be made for a name change because of marriage or

divorce.

 All applicants for a Moose or Bighorn Sheep license will participate

in the preference point draw. Preference point fees of $75.00 for Mooseand $100.00 for Bighorn Sheep will be deducted from the license refundif the license is not drawn. (The total refund for a Moose license will be

Moose and $100.00 for Bighorn Sheep.

Preferece Poits for Elk, Deer ad Atelope

 Applicants for Full Price Elk, Deer and Antelope licenses are

given the option of accumulating a preference point. By checking thepreference point fee option and remitting the proper fee(s), the applicant will accumulate a preference point if unsuccessful in drawing a Full Price

licenseasarstchoice.However,anapplicantwhodrawsaFullPricelicense as a second or third choice will retain all accumulated preferencepoints and also earn an additional point. DRAWING A LICENSE AS A

SECOND OR THIRD CHOICE DOES NOT CAUSE PREFERENCEPOINTS TO BE DELETED FROM YOUR ACCOUNT. For party applications, all of the applicants’ preference point totals will be averagedto determine the preference point ranking in the preference point drawing.

If youdidnotreceiveyourrstchoiceElk,DeerorAntelopelicenseorapreference point during the initial draw period and are eligible to purchase aFull Price Leftover Elk, Deer or Antelope license, you may also purchase a

preference point during the preference point only application period. Applicants who elect not to check the preference point fee option will

participate in the draw based on the number of preference points, if any,previously accumulated, but will not earn an additional preference pointif unsuccessful in the drawing. However, if an applicant does not check 

the preference point fee option, purchase preference points or purchase alicense and remit the proper fee for two consecutive years, all accumulatedpreference points will be deleted from the applicant’s account.

 There is no preference point draw for Reduced Price Cow/Calf orReduced Price Doe/Fawn licenses. Applicants for Reduced Price licenses

do not lose their preference points if successful in the Reduced Price draw,nor do they accumulate preference points if they are unsuccessful drawing these license types.

If you select the preference point fee option, the fee you must remit

 with your application for a regular Full Price Elk license, is $641.00 ($14.00application fee, $577.00 license fee and $50.00 preference point fee). Thefee to be remitted with a regular Full Price Deer license is $366.00 ($14.00application fee, $312.00 license fee and $40.00 preference point fee). The

fee to be remitted with a regular Full Price Antelope license is $316.00($14.00 application fee, $272.00 license fee and $30.00 preference pointfee). If you don’t participate in the Full Price license draw or if your

application is rejected for any reason, you may purchase a preference pointduring the preference point only application period. The price is $50.00for Elk, $40.00 for Deer and $30.00 for Antelope (youth price is $10.00 for

each species). 

Some suggestions when applying for licenses with the preference

point option: To maintain your preference points, do not apply for aneasy-to-drawareaasyourrstchoice.If youdoandaresuccessful,then

all of your accumulated points will be deleted and the odds of drawing alicense in a hard-to-draw area will be diminished for several years until youbuild up preference points again. If you desire to hunt more often withoutsacricingyourpreferencepoints,continuetoapplyforyourpreferred

(hard-to-draw)areaasarstchoiceandapplyforeasy-to-drawareasasyour second choice. By reviewing the random draw odds from previousyears,youcanndhuntareaswithgoododdsof drawingalicenseasa

second and possibly a third choice. (Select “Game and Fish Home Page,”“hunting,” and “drawing odds” at the WGFD website). License types withzero percent (0%) drawing odds are not available as second or third choices.

On the other hand, it is near certain you will draw a license in an area with100% odds listed for the second choice draw. However, be advised thatdrawing odds can and do change from year to year as applicants shift their

preferencesforspecichuntareas.Theprioryear’sdrawingoddsarea

useful indicator of relative odds, but provide no absolute guarantees.

f. Apply on Current Year Forms.  a pplicants must  apply  on  the 

current  year  Forms For  each species  to be hunted. prior   years 

 application Forms  will be rejected. Initial applications sent through fax

 will not be accepted, due to the inability to fax fees. Please print legibly onapplication forms.

 a pplying late in  the  application period lessens  the 

opportunity   to correct  any  problems  with  the  application,  which 

lessens  the opportunity   to be included in  the respective 

drawings For   which  applications have been made. a pplying late in 

 the  application period  also signiFicantly  increases  the risk   that 

 your   application  will not be received by   the deadline  and 

 thereFore  will not be entered into  the drawing. we encourage 

 you  to  apply  using  the wgFd  website.

g. Withdrawal of Applications. Applicants may withdraw their applicationson the WGFD website by selecting “View Previously Submitted Applications” button and checking the “Modify” button and then select the

“Remove application from drawing” button. This feature is also availablefor paper applications once the application data is entered in the system. The deadline for withdrawing applications on the WGFD website orsubmitting a withdrawal form is listed in the chart on page 4. Applicants

may not withdraw from the Wild Bison Priority Ranking or a preferencepoint only purchase

 You may also withdraw your applications upon submission of a

 written request. Form 16 (page 41) Request to Be Removed From TheDrawing, is provided for this purpose. A $5.00 fee will be deducted fromthe license application refund. The refund will be issued upon completionof the drawing. It is the responsibility of the applicant to ensure Withdrawal Forms have been received by the License Draw Section by the

applicable date on the chart on page 4.

h.ApplicationModications. Applications submitted on the WGFD websitemaybemodiedontheWGFDwebsite.Thisfeatureisalsoavailable for paper applications once the application data is entered in thesystem. Modify the hunt area and type on an application on the WFGD

 website by selecting the “View Previously submitted Applications” buttonand checking the “Modify” button and then select the “Continue to updateareas and types” button. You will not be able to modify the fee type for

 which you have submitted your application. The party originator must

makethemodicationstopartyapplications.Modicationstopartyapplications may also be submitted to the License Draw Section by fax at

(307)777-4679andmustincludethesportspersonidenticationnumberand the applicant’s signature. The deadline for modifying hunt areas andtypes on applications is listed in the chart on page 4.

i. Multiple applications for licenses prohibited. No person shall apply foror receive more than one license for each Big Game or Trophy Game

species during any one calendar year, except as otherwise provided by law or regulation. No person shall apply for or receive more than one Spring  Wild Turkey license and one Fall Wild Turkey license in any one calendar year,

except as otherwise provided by law or regulation.

j. Draw Selection. A computerized, random selection process will

determine successful applicants. If the applicant is successful, the licenseand a copy of the regulations should be mailed within 25 days of the

selection date. Elk regulations will not be mailed to successful applicantsuntil mid-June. License fees are returned to unsuccessful applicants and topersons who submitted improper applications or fees. All refunds will beissued in the name of the applicant, regardless of who submitted the fee

accompanying the application.

k. Alteration/Transfer of Licenses Prohibited. Information on licenses,stamps, permits, tags and coupons, as prepared by the Department or itsagents, cannot be altered or transferred. No license, stamp, permit, tag or

coupon shall be transferred, or used for the purpose of taking wildlife,except by the individual to whom it was issued and therein named and while in that individual’s possession. No individual shall take or attemptto take any wildlife using another individual’s license, stamp, permit, tag 

or coupon. Any license, stamp, permit or tag shall not be valid unless theproper fees have been received by the Wyoming Game and Fish

Department. This regulation does not preclude a person from transporting  within Wyoming, game legally taken by another person when the persontransporting the carcass has the proper carcass coupon in possession.

l. Reservation of License Due to Injury or Illness. Holders of Moose,Mountain Goat or Bighorn Sheep licenses, who are Unable To Use TheLicenseForGoodCause(seepage47fordenition),mayreservea

license for the same species and hunt area in accordance with CommissionRegulation for the immediately succeeding calendar year only. A disabledlicense holder must contact the Fiscal Administration Section and request a

DisabledHunterCerticationForm.Thisformmustbecompletedinfulland signed by the applicant’s physician and returned with the license priorto the earliest season date for which the license is valid.

m. Payment in U.S. Funds. credit  and debit cards can be used only  

 when  applying on  the wgFd  website  via   the electronic licensing 

s ystem. personal checks From nonresidents  will only  be  accepted  with license  applications submitted prior   to m arch 15 or   with 

license  applications For F all wild turkey   and preFerence point

individually  or  one payment For   all members oF  the party .

If a check is returned unpaid by the bank for any reason prior to thedrawing, applications paid for by that check will not participate in the

drawing. r eturned items cannot be redeposited by   the department 

 and  applicants  with returned items  will not be notiFied by   the 

department. If an applicant wishes to submit a cashier’s check or money 

order to replace the returned item, the applicant must contact theDepartment’s Fiscal Administration Section to determine if it is not toolate to replace the returned item.

If the Department is unable to determine which applicant(s) relates tothereturnedcheck,allapplicantsinthepartymaybedisqualied.

n. Refunds, Cancellation of Licenses. Licenses, stamps, permits or tags

issued under Title 23, Wyoming Statutes or by Commission Regulationbecome the permanent property of the licensee and shall not be canceledor any fee refunded after the license, stamp, permit, tag or preference pointhas been issued except as follows:

i. In the case of the death of the licensee, any person who has authority to represent the decedent as provided by a court order shall submit a written request for a license refund supported by a copy of the

respectivedeathcerticate;

ii. In the case of the death of the licensee’s spouse, parents,grandparents, lineal descendants and their spouses, step-parent,step-sibling, step-children, father-in-law, mother-in-law, brother-in-law,

sister-in-law, step-son-in-law or step-daughter-in-law, the licensee shall

submit a written request for a license refund supported by therespectivedeathcerticate.Thedateofdeathonsuchcerticateshallhave occurred during the regular season, resulting in the licensee not

being able to participate in the majority of the regular season;

iii. In the case of incapacitating illness or injury of the licenseesupported by a physician’s sworn statement on a Department form;

iv. Military personnel who receive Permanent Change of Station (PCS)orders or are assigned away from their home duty station on Temporary Duty Orders (TDY), all of this being supported by a

copyof ofcialmilitaryordersfromtheArmedForcesof theUnitedStates;

 v. Individuals who are not able to participate in the majority of theregularseasonforthespeciesspeciedinCommissionRulesandRegulations during the year for which the license is issued as a result

of a court subpoena, jury duty, Grand Jury investigation or attorneysrequiredtoattendcriminalcases.Acertiedcopyof thecourt document shall accompany the written request for the license refund;

 vi. When the Department determines one hundred percent (100%) of the hunting opportunity and access to the hunt area has been closed

due to administrative actions of the state or federal government inclosing of the public access to public lands due to a natural disaster;

 vii. An error on the part of the Department or its authorized agent wherethe applicant has been issued a license not requested;

 viii. Any youth licensee may be granted a license refund if the youthlicensee’s opportunity to hunt is jeopardized as a result of any licenserefund granted by the Department;

ix. A sponsoring organization of a person with a life-threatening illness

may be granted a license refund if the licensee’s opportunity to hunt isjeopardized as a result of incapacitating illness or injury supported by a physician’s sworn statement on forms provided by the Departmentthat the licensee is incapable of performing tasks necessary to exercise

the privileges of the license.

 The appropriate refund form can be requested by calling (307)777-4516. Under no circumstances shall the Department approve arefund of any license, permit, stamp or tag if the written request forrefund is received after December 31st of the calendar year in which the

license, permit, stamp or tag was issued. Refunds shall be denied in any circumstance where the licensee hunted on the license for the designatedspeciesasspeciedinCommissionRulesandRegulations,includingspecial

archery seasons, during the year for which the license is issued.

Section 3. Sportsperson Identication NumberBeginningin2011,thesportspersonidenticationnumbermustbea

random number generated by the Wyoming Game and Fish Department.

 Your social security number may not be used as your sportspersonidenticationnumber.

If yoursocialsecuritynumberwasyoursportspersonidenticationnumber,youshouldhavereceivednoticationfromtheDepartmentof your new random number to be used on all applications.

If thisisyourrstapplicationsubmittedwiththeWyomingGameandFishDepartment,pleaseleavethesportspersonidenticationnumbereld

blank and check the box “Please Assign #.”

If you had previously been assigned a random number as yoursportspersonidenticationnumber,pleasecontinuetousethatonyourap-plication form. If you do not know what number to use, leave thesportspersonidenticationnumbereldblankonyourapplicationform

and DO nOT check box “Please Assign #.”

Section 4. Social Security NumberBeginning in 2011, all applicants shall provide their social security 

number to apply for a license or participate in limited quota drawings.

Section 466(13)(A) of the Social Security Act mandates states havein effect a requirement for the social security number of any applicant for

a recreational license to be recorded on the application. The Act does notrequire the social security number be printed on the face of the license, but

does require the number be kept on le at the agency. This provision of the act is to allow for the matching of child support obligors with licenseholders.

 The State of Wyoming, Department of Family Services, in responseto a request from the Wyoming Game and Fish Department, has led with

the Departmant of Health and Human Services for an exemption to only capture the last four (4) digits of the social security number, instead of theentire number, to comply with the federal requirement to provide the social

security number of a hunting and shing license purchaser. At the time of publication of the 2011 Hunting Information and Application booklet, aresponse to this request has not been received. Therefore, all information

and application forms included in this publication have the full social security number indicated and required. Please check the WGFD websiteprior to submitting your application, for the status of this exemption request and the current requirement to provide either your full social security number or only the last four (4) digits.

 The Wyoming Game and Fish Department will not print the socialsecurity number on any license document. It will not be accessible on any Department internet license application or sale system. Any uses of the

social security number will be limited to the last four (4) digits. The Depart-ment will not disclose the social security number to any entity, except to theDepartment of Family Services, as required for child support enforcement.

 The sportsperson identication number will continue to be the numberprinted on licenses or refunds, not the social security number.

Individuals who do not have a social security number will be required

to provide an alternate identication number as follows:

Legal aliens holding a green card will be required to provide their Tax Identication Number (TIN).

International foreign visitors will be required to provide theirPassport Identication Number.

Section 5. Party Block Note: HuNters  wHo  apply   as  a  party   are Not  allowed  to  take 

game for   aNotHer  HuNter . p arty  HuNtiNg is illegal iN w yomiNg.

 A party is a group of hunters who apply for hunting licenses for the

same species, area and type, with expectation of receiving the samedrawing results. All applicants in a party are assigned the same randomnumber; therefore, they receive the same drawing results. Whereas,

applicants not in a party are assigned individual random numbers.

 Applying as a party does not increase the drawing odds. All applicationsand fees must be in the same envelope and the party block must be

properly completed. a ll party   applicatioNs for   wHicH  tHe party  block  

is Not completed  will be  treated  as iNdividual  applicatioNs iN 

processiNg  aNd iN  tHe raNdom computer  selectioNs.

 Applicants who do not want to be processed as a party should notcomplete the party block:

 Applicants who wish their applications to be processed as a party must complete the party block. for example, if there are three (3)

applicants within the hunt party, the party block would be completed as

follows:

 The maximum party size is six (6). Residents and Nonresidents may  

Not apply together as a party. Nonresidents and Nonresident Landowners

may  Not apply together as a party for Landowner licenses.

 A valid party may include all Nonresident and Nonresident Youthapplicants. In addition, a valid party may include all Nonresident

Landowner and Nonresident Youth Landowner applicants.

 Applicants in a party must apply for the same type of species, except

Nonresident Youth may be included with Nonresident applicants. Party applications for Nonresident Special Elk, Special Deer and Special Antelope applications may not include Nonresident Youth or

Nonresident Regular applications. Example: Nonresident Special Elk ($1,071.00), Deer ($566.00) or Antelope ($526.00) applicants may not be

submitted as  a  party with youths or regular Nonresident Elk ($591.00/

$289.00), Deer ($326.00/$124.00) and Antelope ($286.00/$124.00)applicants.

Party applications will be disqualied if any application is improper orincomplete or if all applicants do not choose the same species, hunt areaand season type in the same order of preference. example: if  a  party  

of four (4) applied for limited Quota elk , but oNe party  member  

 waNted  to  also  apply  for r educed price cow/c alf elk ,  tHat party  

member  must submit  tHeir  owN separate  applicatioN(s) for   tHe 

otHer  liceNse  types. They may not be included on your party applicationform. The party application forms must be exactly  identical in all respects with regard to species applied for and hunt area choices including the type

applied for (see page 47 for a denition of “type”).

Party applications will be accepted for all big game licenses, except

Moose, Bighorn Sheep and Mountain Goat. Please see page 6, PreferencePoints for Elk, Deer and Antelope, for an explanation of how preferencepoints are determined for party applications.

Section 6. What does “Type” Mean on the

Tentative Hunting Inormation Tables A number in the type column simply indicates a limitation for that

license. This limitation can be for the sex of animal, the species of animal,

Cow/Cal Elk licensePrice is the difference. A Full Price Anterless Elk license is $591. A

Reduced Price Cow/Calf Elk license is $302. A sportsperson is authorized

one (1) Full Price Elk license, which could be an any, antlered or antlerless,depending on the regulations in that specic hunt area for the calendaryear. Beginning in 2010, regulations allow for one (1) Full Price Elk and one

(1) Reduced Price Cow/Calf Elk OR two (2) Reduced Price Cow/Calf Elk licenses in a calendar year. See section 9, page 9.

Section 8. Full Price Elk, Deer and

Antelope licenses a pply  on Forms 17 (elk ), 18 (deer ) or 19 (a ntelope). 

 Applicants may list up to three (3) choices for each species on theseforms. Limited Quota Elk licenses are valid only for the hunt area, seasondates and sex limitations shown in the current regulations. iF  you  want  to 

 apply  For   a limited quota  license, list  the speciFic hunt  area   and 

 type on  the  application.

General Elk licenses are valid in any hunt area or portion of a huntarea where the word “General” is listed under the limitation and typecolumn on pages 17 and 18. iF  you  want  to  apply  For   a general elk  

license,  write “gen” in  the  area  box  and leave  the  type box blank .

 a pplicants desiring  to hunt  within grand teton n ational

 A $12.50 Elk Special Management Permit shall berequired of any person who hunts Elk in hunt areas 70,

71, 75 or 77-98. The Elk Special Management Permitmay be obtained from Wyoming Game and Fish

Departmentofcesorlicensesellingagentsthroughoutthe state.

 TheDepartmentof theInteriorrequireshuntersafetycerticationof

all hunters, regardless of age, to hunt in Grand Teton National Park (Elk Hunt Areas 75 or 79). The Hunter Mentor Program is not valid in Grand

 Teton National Park (see page 43 for an explanation of the Hunter MentorProgram).

deer   and white-t ailed deer  inhabit w yoming. deer  licenses may  

be  valid For  either  species, or  licenses may  be restricted  to mule 

deer  or white-t ailed deer  only . Before applying for a Deer license,the applicant should review the tentative Deer hunting information,specicallythelimitationscolumn,todeterminethespeciesof Deerfor

 whichthelicenseisvalidinaspecichuntarea.

Nonresident Deer licenses are either Region General licenses or

LimitedQuotalicensesvalidinspecichuntarea(s).Checkthehuntarea,type and limitation columns on page 21. For r egion general licenses,

 write  the letter  oF  the region  you preFer   to hunt  and do not enter   a  speciFic hunt  area  number . Regions and their hunt areas arelisted around the border of the Deer map on page 20.

Region General licenses are valid in any hunt area that is not totally limited in quota. iF  you  want  to  apply  For   a limited quota deer  

license, list  the speciFic hunt  area   and  type on  the  application.

 A person may apply for and receive a maximum of one (1) Limited

Quota type 1, type 2, type 3, or General Deer license. After the initialdrawing is completed, any person may apply for and receive a second fullpriced deer license provided that at least one (1) of the licenses is a LimitedQuota Type 3 (Any White-Tailed Deer license) valid in certain Deer hunt

areas. However, no person shall apply for and receive more than a total of 

two (2) Deer licenses valid for the taking of antlered or any deer, of whichnot more than one (1) shall be valid for antlered or any mule deer.

Second Limited Quota Any White-Tailed Deer licenses shall only beavailabletoResidentsandNonresidentsonarst-come,rst-servedbasisafter the initial drawing is completed. The second Any White-Tailed Deer

license shall be sold for the full price.

No General Antelope licenses are offered. All Antelope licenses areLimited Quota. Antelope hunt areas and types are listed on page 24. Antelope licenses are valid only in the hunt area(s) for which they areissued.

 The Commission may authorize a sportsperson to possess more thanone (1) Limited Quota license in certain Antelope hunt areas.  Wyoming Statute sets aside 40 percent of Nonresident Elk, 40 percentof Nonresident Deer and 40 percent of Nonresident Antelope licenses for

applicants paying a higher fee. Applicants who pay the extra $480.00 for theSpecial Full Price Elk and $240.00 for Special Full Price Deer and SpecialFull Price Antelope, participate in a separate random computer drawing.

Section 9. Reduced Price Cow/Cal Elk,Doe/Fawn Deer and Doe/Fawn Antelope licenses Apply o Forms 17 (elk ), 18 (deer ) or 19 (a ntelope).

 Applicants may list up to two (2) choices for each species on theseforms. Reduced Price licenses for Cow/Calf Elk, Doe/Fawn Deer andDoe/Fawn Antelope are Limited Quota only. The hunt areas and type

descriptions are listed on pages 19, 22 and 25 respectively. These licensesare valid only for the hunt areas and limitations for which they are issued.Pleaseseepage46fordenitions.Seepage8foradiscussionof Reduced

Price licenses versus Full Price licenses. Reduced Price Cow/Calf Elk licensesdonotincludeshingprivileges.

 The Reduced Price Cow/Calf Elk draw results are scheduled to bereleased on February 28, 2011. The Reduced Price Doe/Fawn Deer andDoe/Fawn Antelope draw results are scheduled to be released on June 30,

2011. Applicants may apply for and receive only one (1) Reduced Price

Cow/Calf license through the initial drawing period. After the initial draw is completed, any person may receive up to two (2) Reduced Price Cow/Calf licenses. However, no person shall receive more than a total of two (2)

Elk licenses under any type, in any one calendar year.

 The Commission may authorize a sportsperson to possess more

than two (2) Reduced Price Doe/Fawn Deer or Reduced Price Doe/Fawn Antelope licenses in certain Deer and Antelope hunt areas. The actual totalnumber of Reduced Price Doe/Fawn licenses a person can possess will

be determined in late April 2011. Regardless of the number of ReducedPrice Doe/Fawn Deer or Reduced Price Antelope licenses any person canpossess, a maximum of only two (2) Reduced Price licenses can be applied

for in the initial draw. If a sportsperson wants to purchase Reduced Price

Doe/Fawn Deer or Antelope licenses after the initial draw including upto the maximum number allowed, they will be able to do so at automated

License Selling Agents or by using the WGFD website.

 WITHDRAWAL BLOCK: A separate withdrawal block is provided

on Forms 17 (elk ), 18 (deer )  and 19 (a ntelope). This block is to bechecked only if the applicant wishes to withdraw his/her Reduced PriceCow/Calf Elk, Reduced Price Doe/Fawn Deer or Reduced Price Doe/

Fawn Antelope applications from the drawings in the event the personis not issued a Full Price license in the initial drawings for Elk, Deer or Antelope. Withdrawal of Reduced Price Cow/Calf Elk, Reduced Price

Doe/Fawn Deer or Reduced Price Doe/Fawn antelope applications fromthe drawings are not linked to hunt areas. Therefore, it is possible to draw reduced priced and full priced licenses for different hunt areas when the

Section 10. Moose, Bighorn Sheep and

Mountain Goat Application Apply on form 2. Licenses are issued for hunt areas, season dates

and sex limitations shown in the current regulations.

 The applicant may list only one (1) hunt area choice for each Bighorn

Sheep and Mountain Goat and up to two (2) hunt area choices for Moose.

 The hunt area and type must be shown on the application form. Typesindicate limitations such as sex of animal, species of animal, the length of 

season, the type of weapon or portion of hunt area in which the licenseis valid. Refer to the tentative Moose, Bighorn Sheep and Mountain Goathunting season information.

 According to Wyoming Statute (W.S. 23-1-703), 75% of Wyoming Bighorn Sheep hunting licenses must be issued to residents and 25% to

nonresidents. Traditionally, these licenses have been issued in multiples of 4 (3 residents: 1 nonresident) for each hunt area. There are several BighornSheep hunt areas with populations too small to sustain at least 4 total

Bighorn Sheep hunting licenses; some of these have been closed to hunting in recent years. In order to provide additional opportunity while complying  with statutory provisions, for 2011 there are several Bighorn Sheep huntareas (refer to Bighorn Sheep Tentative Hunting Season Information, page

29) that will offer either one (1) or two (2) total hunting licenses.

 a pplIcants should  verIfy   whether   a  partIcular  hunt  area   wIll 

offer  only   a  resIdent, or  both  a  resIdent  and  a  nonresIdent 

bIghorn sheep huntIng lIcense, before  applyIng on form 2.  Applicants should recognize that these license allocations are dynamic and will change each year, to meet the statutory requirement.

Section 11. Wild TurkeyPlease call (307) 777-4600, inquire at a Game and Fish Regional Ofce

or local License Selling Agent or obtain the application from the WGFD website. The license fee is $72.00 each for Spring and Fall Wild Turkey 

applications. The $14.00 application fee is not charged for Wild Turkey applications. We encourage you to apply using the WGFD website.

Section 12. Wild Bison Priority List Apply on form 7. The fee to be placed on the priority list is $20.00.

Personal checks are accepted for this application. If an applicant is selectedfrom the priority listing, a wild bison license fee of $2,502.00 must be

remitted to the appropriate Regional Ofce before a license is issued.

 The Wild Bison priority list is valid from September 1 of theapplication year to January 31 of the next year. Applicants may apply for

either the Any Wild Bison Priority List or the Female/Calf Wild BisonPriority List. There is no guarantee a Wild Bison hunt will be held in any particular year. Hunting opportunities depend on bison movement intothe hunt areas.

Section 13. Other Nonresident Fees

Section 14. Hunting Informationa. Alcohol, Tobacco and Firearm (ATF) Permit Required. Under the new 

rule, ATF requires all non immigrant aliens temporarily bringing rearms

or ammunition into the United States for legitimate hunting or lawful

sporting purposes to rst obtain an approved ATF Form 6 import permit

from ATF. Contact ATF’s Firearms and Explosives Imports Branch at(703) 455-7801 or visit their Website at  www.atf.gov.

b. All Terrain Vehicle Permit Required. All Off-Road Recreational Vehicles(ATVs, dirt bikes and out-of-state ORVs displaying a permit or registrationfrom their state) are required to display a Wyoming ORV permit while

operating on public lands and other designated trails or areas (excludesprivate property) within Wyoming. ORVs may only be operated uponpublic lands when on roads, trails or areas designated “open” by appropriate local land managers (Forest Service, BLM or others, as

appropriate). ORV riders should contact the local land manager’s ofce

in the area in which they wish to ride to determine which roads, trails andareas are open for ORV use. Visit http://wyotrails.state.wy.us for phone

numbers of the various land managers in Wyoming. The $15.00 annualORV permit is available at most local ATV/ORV dealers and selling agentsthroughout Wyoming or by calling (877) 996-7275. Please allow 7 to 10

days delivery. Major credit cards accepted.

c. Archery Seasons and Type 9 Archery Only licenses. Special Archery seasons for Big Game are established by the Commission in late April.Season dates are not available at press time. Information on archery seasons will be available on or about May 5. Traditionally, Antelope archery seasons

for most areas open August 15 and close the day the regular (rie) season

opens. For Elk and Deer, the archery season in most areas traditionally open September 1 and closes September 30 or closes earlier in September

 when the regular (rie) season opens.

Hunters holding General or Limited Quota hunting licenses may hunt

 with bow and arrow or crossbow during Special Archery Seasons if they rst obtain an Archery license in addition to their valid hunting license.

Only one Archery license is required to archery hunt all Big Game and

 Trophy Game animals. Archery licenses are available at License Selling  Agents statewide. Do not purchase an Archery license until you have

received notication of drawing results.Some elk hunt areas offer hunting licenses for Archery Only and these

licenses are designated as Type 9 licenses in the Hunting Season Tables.

 Type 9 Elk licenses are often available as Leftover licenses. Holders of  Type 9 licenses are not required to obtain an Archery license in addition tothe Limited Quota Archery Only license, but are restricted to hunting only 

in the area(s) and during the season specied for the type 9 license . In

elk hunt areas that have Type 9 Archery Only licenses, the special archery season may not be open when the Type 9 license season is open or there

may not be a special archery season.

Persons hunting with archery equipment during regular rearms

seasons need not obtain an Archery license, but are required to wearuorescent orange.

 When hunting Deer, Antelope, Bighorn Sheep, Mountain Goat,

Mountain Lion or Black Bear, the archer must be equipped with a bow of not less than 40 pounds of draw weight or possessing the ability to cast ahunting arrow of 400 grain weight at least 160 yards. When hunting Elk,

Moose or Wild Bison, the hunter must be equipped with a bow of not lessthan 50 pounds draw weight or possessing the ability to cast an arrow of 500 grain weight at least 160 yards. The crossbow hunter must be equipped

 with a crossbow of not less than 90 pounds draw weight, which has aminimum draw length of 14 inches from front of bow to back of string inthe cocked position and a positive safety mechanism. Crossbow bolts must

be at least 16 inches long. The broadhead of arrows or bolts shall be of 

sharp steel with a minimum cutting width of one inch. Archery equipmentmay be used to take Wild Bison only on lands off the National Elk Refuge.

d. Chronic Wasting Disease Information. Chronic Wasting Disease (CWD)is a brain disease of Deer, Elk and Moose (cervids). The Wyoming Game

and Fish Department will be collecting tissue samples at selected check stations and meat processing facilities during the 2011 hunting season tomonitor disease prevalence. Hunter participation is voluntary. Sampling and

testing procedures do not provide overall quality assurance for individualcarcasses.Hunterswhoseanimalstestpositivewillbenotiedbymailandthose hunters may dispose of that meat without violating laws concerning 

 waste of game meat. License fees, game processing fees or other incidentalexpenses will not be refunded and replacement licenses will not be issued.

Hunterswhoseanimalsdonottestpositivewillnotbenotied.Alltestresults can be obtained on the WGFD website or by calling (307) 777-4600.It may take up to 3 weeks to complete a test. Hunters wishing to receiveresults within 2 weeks, or who wish to have their animal tested outside

the Department’s surveillance program, may have an animal tested at the Wyoming State Veterinary Laboratory (1174 Snowy Range Road, Laramie, WY 82070; (307) 742-6638) for a fee. Look for more information aboutCWD in the 2011 Big Game regulations.

CurrentscienticknowledgesuggeststhatCWDprionsareprimarily

found in tissues of the central nervous system (e.g., brain and spinal cord)and lymphatic system (e.g., tonsils, lymph nodes and spleen) of CWD-infectedDeerandElk.However,researchhasalsoidentiedothertissues with some, most likely small, concentrations of the CWD prion. These

tissues include heart tissue, eye tissue and skeletal muscle tissue.

 The Center for Disease Control and Prevention (CDC) hasdetermined that “the lack of evidence of a link between CWD transmissionand unusual cases of Creutzfeldt-Jakob Disease, despite several

epidemiological investigations, suggest that the risk, if any, of transmissionof CWD to humans is low.” However, the CDC and the World HealthOrganization recommend that animals that have tested positive for CWDnot be consumed by humans.

 TohelpminimizeexposuretoCWD,Wyomingpublichealthofcials

and the Wyoming Game and Fish Department recommend taking thefollowing precautions when handling cervid carcasses harvested in areas where CWD occurs: Avoid eating any animal that is obviously ill. Wear

rubberorlatexgloveswhenelddressing.Minimizehandlingof brainand spinal tissues and wash hands afterward. When butchering, bone out allmeat. For additional information, please visit the WGFD website or call(307) 777-4600.

e. Where Chronic Wasting Disease is Found in Wyoming: CWD is found in

multiple hunt areas in Wyoming and the disease is found in new hunt areasevery year. For an up-to-date list of the big game hunt areas where CWDhas been detected, visit the WGFD website or call (307) 777-4600.

chronic w asting disease c arcass transportation  and disposal 

r egulation: Recent research indicates that intact carcasses of cervids that

died from CWD may spread the disease to healthy cervids. To minimizethis possibility, a regulation has been enacted to control the transportationand disposal of cervids potentially infected with CWD. Resident and

nonresident hunters who take a Deer, Elk or Moose from any hunt area in Wyoming must ensure that the head and all portions of the spinal columnareeitherleftatthesiteofthekillordisposedof inanapprovedlandll.

Evidence of sex and species are required in accordance with the provisions

found in the current hunting regulations.

Importation or Transportation of Deer, Elk or Moose taken fromidentiedCWDAreasOutsideWyoming:NoDeer,ElkorMoosetakenfrom within any other state, province or country within areas designated

by the appropriate jurisdictional agencies as positive for CWD in Deer,Elk or Moose shall be imported into Wyoming except the following partsmay be imported: the edible portions with no part of the spinal column orhead attached; cleaned hides without the head; skull plate and/or antlers

cleanedof allmeatandbraintissue;uppercanineteeth;and/ornishedtaxidermy mounts, except harvested Deer, Elk or Moose may be imported

or transported into Wyoming to a private residence for processing, toa taxidermist, to a processor or to a CWD sample collection facility orlocation in Wyoming provided the head and all portions of the spinalcolumnaredisposedof inanapprovedlandll.

f. Clothing Requirements. Big or Trophy Game and Wild Bison huntersmust wear in a visible manner one or more exterior garments of a

uorescentorangecolor,whichshallincludeahat,shirt,jacket,coat,vestor sweater. This requirement does not apply to licensed Archery huntersduring the Special Archery Seasons and licensed Archery hunters hunting in

Limited Quota Archery Only seasons. Muzzle-Loader hunters participating in Limited Quota Muzzle-Loading seasons are required to meet the aboveclothing requirements.

g. Disabled Hunter & Disabled Hunter Companion Permits. A licensed disabled hunter may obtain a permit that allows the licensed

Disabled Hunter to designate an individual as a Disabled HunterCompanion. This permit allows the companion to reduce to possessionany animal the Disabled Hunter has lawfully wounded or killed, which he is

physically incapable of pursuing. The Disabled Hunter applicant shall meetoneormoreof thefollowingqualicationsinordertoobtainapermit:

• Is permanently unable to walk without the use of, or assistance from,a wheelchair, scooter or walker;

• Is restricted by lung disease to the extent the person’s forcedexpiratory volume for one (1) second, when measured by aspirometer,islessthanthirty-ve(35)percentpredicted,orarterial

oxygentensionislessthanfty-ve(55)mm/Hgonroomairatrest;

• Has a cardiac condition to the extent the person’s functionallimitationsareclassiedinseverityasClassIIIorClassIV,accordingto standards established by the American Heart Association;

• Has a permanent, physical impairment that prevents the person fromholdingorshootingarearmorbowinhand;

• Has central visual acuity that permanently does not exceed 20/200in the better eye with corrective lenses or the widest diameter of the

 visualeldisnotgreaterthantwenty(20)degrees;and,or

• Haswrittenproofthatthelastofcialcerticationofrecordbythe

United States Department of Veteran Affairs or any branch for the Armed Forces of the United States shows the person to be at leastsixty-ve(65)percentdisabled.

QualicationsforaDisabledHunterCompanionPermitand 

applications for Disabled Hunter Permits and Disabled HunterCompanionPermits($5.00)canbeobtainedfromtheHeadquartersofceoranyDepartmentRegionalofce.

h. Firearms.Nopersonshalltakeintoorpossessinthegameeldsor forests of Wyoming any fully automatic weapon or device designed to

silenceormufethereportofanyrear m.Firearmsandcartridgesthatare legal for taking Big or Trophy Game or Wild Bison, are described in thefollowing paragraphs.

 Wyomingstatutesauthorizetheuseofarear mthathasabarrelbore diameter of at least twenty-three-hundredths (23/100) of an inch and

ischamberedtoreacenter-recartridgenotlessthantwo(2)inchesinoverall length, including a soft or expanding point bullet seated to a normaldepthoramuzzle-loadingriethathasabarrelborediameterof atleast

40/100of aninchandachargeof atleastfty(50)grainsof blackpowderor equivalent, or a muzzle-loading specialty single shot handgun that hasa barrel length of not less than ten (10) inches, a bore diameter of at least

hundredths (35/100) of an inch and the cartridge generally delivers atleastvehundred(500)poundsofimpactatonehundred(100)yardsandcartridges used are loaded with a lead, soft or expanding bullet point. Wild

Bisonshallonlybetakenwitharearmthathasabarrelborediameterofat least twenty-seven hundredths (27/100) of an inch and is chamberedtoreacenter-recartridgenotlessthantwo(2)inchesinoveralllength,

including a soft or expanding point bullet seated to a normal depth. The

cartridgeshallhaveaminimumofaonehundredfty(150)grainbullet. WildBisonmayalsobetakenbytheuseof muzzle-loadingries

having a barrel bore diameter of at least 50/100 of an inch and a charge of at least one hundred (100) grains of black powder or equivalent, only on

lands off the National Elk Refuge.

i.GuidesandOuttters.Nonresident Big Game or Trophy Game

hunters are currently required to have a professional guide or a Residentguide only if hunting in designated wilderness areas. Maps showing  wilderness areas are available from the U.S. Forest Service. The Wyoming

j.HiringOutttersandGuides. Wyoming Statute states, “No person shalldirectly or indirectly compensate a person holding himself out as engaging inthebusinessof,oractinginthecapacityof,anouttteroraprofessional

guideunlessthatpersonprovidesproof thatheisalicensedouttteror professional guide as required by State law. Any person violating thissection is guilty of a misdemeanor…”

areexemptfromlicensurebytheBoard.Specically,W.S.23-2-406(a)(ii)(B)states:“Landowner”meansanyperson,rmorcorporationholdingtitleto,or occupying under a contract of purchase, agricultural land or any person

 whose family owns at least a majority of the stock in a Wyoming corporationandwhoprovidesservicesspeciedinthisparagraphonlandsowned by the corporation and used primarily for agricultural purposes.”

k. Hunter Lists. In accordance with Wyoming Statute, an applicant’s name

 will appear on one or more lists, which may be purchased by the generalpublic.Yoursportspersonidenticationnumberandsocialsecuritynumber will not appear on any list published or sold by the Department.

l. Hunters With Qualifying Disabilities. Hunters with a qualifying disability may apply to the Department for a permit to shoot from a stationary 

 vehicletotakewildlife.(Refertodenitionofqualifyingdisabilityonpage47).PermitsmaybeobtainedfromtheHeadquartersOfceoranyDepartmentRegionalOfce.Thispermitentitlestheholderthereof to

shoot from any stationary vehicle, except aircraft, to take Big or Trophy 

Game animals, game birds (except migratory birds) and small game animalsas provided for by Title 23 Wyoming Statutes and Commission Regulations.

Shooting from or across a public road is prohibited.

m. Landowner Licenses. Nonresidents who qualify for Landowner Elk,

Deer, Antelope or Wild Turkey licenses must apply within the applicationdates (see page 4) to the game warden in the area where subject lands arelocated.

Minimum requirements are 160 acres of deeded land and 2,000 animaluse days annually by each species for which applied. Landowners should

contact local game wardens to determine eligibility well before January 20for Elk and March 15 for Deer and Antelope.

n. Minimum Age to Hunt, Youth Licenses. The minimum age to take any Big Game or Trophy Game animal is twelve (12) years of age. An applicant

may apply for any Big Game or Trophy Game license if he/she is

eleven (11) years of age, but must be twelve (12) years of age whenhunting. Applicants under age fourteen (14) must have a guardian co-signany Big Game or Trophy Game application. Persons who are less than

eighteen (18) years of age and at least eleven (11) years of age at the timeof application may apply for a youth license and remit youth fees.

 Applicants must be at least fourteen (14) years of age prior toSeptember 1 of the application year in order to hunt Wild Bison.

 AHunterSafetyCerticateisrequiredofallhuntersbornonorafter January1,1966,takingwildlifebytheuseofrearmsonlandotherthan

his/her own family. Please see page 43 for legal requirements.

Nonresidentsunderfourteen(14)yearsofagemayshorhuntsmall

game and game birds, except Wild Turkey, without a license if they are withan adult who has a valid Wyoming license and their bag limit is counted aspart of the adult’s bag limit. Persons under fourteen (14) may also buy a

Nonresident license and take their own bag limits.

o. Muzzle-Loading Firearms and Legal Handguns. Type 0 licenses are valid

for Muzzle-Loading Firearms or Legal Handguns only. See regulations forrestrictions.

 Wyoming has no restrictions on muzzle-loader ignition systems.However,breechloadingblackpowderriesarenotlegalinMuzzle- LoadingOnlySeasons.Alllegalweapons,includingMuzzle-Loadingries,

canbeusedtohuntduringtheregularrearmshuntingseason.

p. Transportation of Horses, Mules and Hay. Wyoming law requires proper

healthcerticatesforhorsesandmulesbeingtransportedintothestate.Persons transporting horses or mules out of the state must have properproof of ownership prior to leaving. All hay brought onto National Forest

lands, Wyoming Game and Fish Department managed lands and many BLMlandsmustbecertiedweedfree.

q. Wildlife Violator Compact. Wyoming is a member of the Wildlife Violator Compact. This will allow a violator from any of the participating states to accept a wildlife citation and proceed on his way without being 

required to post an appearance bond, unless the violation requires mustappear and no bond accepted. The compact also recognizes the suspensionof wildlife license privileges of any person whose license privileges have

been suspended by a participating state. If you have had your privilegessuspended in any of the participating states, you may lose your privilegesin Wyoming, in addition to all the participating Compact states. Additional

information about the Compact can be obtained by contacting the WildlifeLaw Enforcement Coordinator at (307) 233-6413.

 Answer: No. You have to make the decision to apply for the drawing for the issuance of a license or make thedecision to not be in the drawing this year, but rather to just earn a point. However, if you apply for a license

and are unsuccessful in the drawing, you will earn a preference point.

 Answer:  You have three options. Option 1: You can apply for a license with a preference point option with the

opportunity to earn a preference point. You will submit the preference point fee along with your license feeand application fee. If you are successful on your second or third choice hunt area, you will earn a

preferencepoint.Ifyouaresuccessfulonyourrstchoice,youwillnotearnapreferencepointandwillreceive a refund of your preference point fee. Option 2: You can apply for a license only with no desire toearn a preference point. You will not earn a preference point. You submit your license fee and applicationfee only. Option 3: From July 1 - Sept. 30, you can apply for a preference point only with no desire to be

 Answer: Your chances are the same whether you apply as an individual or in a party. However, the odds of all

membersof apartybeingsuccessfularesignicantlybetterif theyapplyasapartyratherthanindividuals.

 Answer:Many applicants wait to see if they draw a Full Price Elk, Deer or Antelope license, then attempt to purchase

a Reduced Price license using the WGFD website or at automated license selling agents, rather than apply for a Reduced Price license in the initial drawing. These applicants do not want to risk drawing a Reduced

Price license without drawing their corresponding Full Price license. Wait no more! If you apply for a FullPrice Elk, Deer or Antelope license and want to apply for up to two (2) Reduced Price Doe/Fawn Deer,Reduced Price Doe/Fawn Antelope or one (1) Reduced Price Cow/Calf Elk license without risk, then check 

the withdrawal block on Forms 17, 18 and 19 for the applicable Reduced Price license(s). This will ensurethat if you are unsuccessful in the Full Price license drawing(s), you will be withdrawn from the ReducedPrice license drawing(s).

Biologically, these are the same animal. The price is the difference. The term Antlerless Elk is used toidentify the Full Price license and the term Cow/Calf Elk is used to identify the Reduced Price license. Onpage9youwillndinformationonReducedPriceCow/CalfElklicenses.HuntareasthathaveReduced

Price Cow/Calf Elk licenses are listed on page 19. Do not confuse these licenses with the Full Price Antlerless Elk licenses listed on pages 17 and 18. Not all hunt areas have Reduced Price licenses; however,some areas have both Full Price Antlerless Elk licenses and Reduced Price Cow/Calf Elk licenses. A person

may apply for and receive one Reduced Price Cow/Calf Elk license (Form 17) and one Full Price Elk license(Form 17) in the same year. You do not have to have a Full Price license to apply for a Reduced Price license.However, a person may not apply for and/or receive two (2) Full Price Elk licenses.

 Answer:By paying the additional $480.00 for Elk or $240.00 for Deer and/or Antelope, the applicant can participate

in a separate random drawing. Wyoming Statute allocates 40 percent of the available Nonresident Elk, 40percent of the available Nonresident Antelope and 40 percent of the available Nonresident Deer licensesto the applicants who pay the higher price. The expectation behind this is to increase drawing odds due to

fewer applicants paying the higher price. However, this is not always the case. To evaluate drawing odds fromthe previous year, an applicant can purchase a demand index summary or view the information free on the WGFD website. Odds can vary substantially year to year. There is no guarantee of success in the drawing

 The Wyoming Game and Fish Departmentdeveloped the Hunter Management Area (HMA)

program as part of the Private Lands Public Wildlife Access Program. The program provides free hunteraccess with written permission to large blocks of 

mixed public and private lands. A hunter is requiredto obtain permission from the Department prior tohunting an HMA. Permission slips may be obtained

over the Internet on the WGFD website for themajority of HMAs. HMAs are either unlimited,limitedrst-comerst-servedorlimiteddraw.The

Hunter Mentor Program Any person born on or after January 1, 1966, who has not

receivedacerticateofcompetencyandsafetyintheuseandhandlingofrearmsmayapplytotheDepartmentforaspecialauthorizationtotakewildlifewiththeuseofarearmwhilebeing accompanied by a mentor. A special authorization issued

to an individual shall be valid for one (1) year from the date of issue and shall be in the possession of the recipient at all times

 whileintheeld.Theapplicationmaybeobtainedfrom Headquarters,DepartmentRegionalOfcesoronthe 

 WGFD website. No person shall apply for and receive morethan one (1) special authorization to hunt with a mentor.

 Any person acting as a mentor to a mentee with a specialauthorization pursuant to this section shall not providesupervision for more than one (1) mentee at a time in theeldandshallaccompanythementeeatalltimestoprovideconstant supervision. The Hunter Mentor Program is not validin Grand Teton National Park (Elk hunt areas 75 and 79), but

shall be valid on the National Elk Refuge (Elk hunt area 77).

Hunter Saety RequirementsNo person born on or after January 1, 1966, may take any 

 wildlifebytheuseof rearmsonlandotherthanthatof hisown family, unless the person possesses or can demonstratetheyhaveobtainedacerticateof competencyandsafetyintheuseandhandlingof rearms.Allhuntarea75and79Elkhunters, regardless of age, must possess and exhibit a validhuntersafetycerticate.Compliancewillbecheckedintheeld.

 Voluntary Wildlife Damage Management Stamp: The Wyoming Legislature created the Wyoming Damage Management

Board for the purpose of mitigating damage caused to livestock, wildlifeand crops by predatory animals, predacious birds and depredating animalsor for the purpose of protection of human health and safety. Thelegislation developed several sources of funding for the Board to carry out

its responsibilities, including the creation of a Wildlife DamageManagement Stamp. The fee for this stamp is $10.00. The purchase of the stamp is not mandatory, but does provide hunters a voluntary means

to fund predator management. The stamp may be purchased at all License

SellingAgents,atWyomingGameandFishDepartmentRegionalOfcesandattheHeadquartersofceuponyourarrivalinWyoming.

Delivery of Applications, Licenses and Refunds:Neither the U.S. Postal Service, nor any other mail delivery service

are agents of the Wyoming Game and Fish Department. thereFore,

 the department cannot  assume responsibility  For  mail delivery   to 

 and From  the department. we encourage  you  to  apply  using  the 

 wgFd website. Your canceled check or money order is documentationthat the Department has received your application. If necessary, duplicatelicenses or replacement warrants will be issued by the Department upon

timelynoticationthattheapplicantfailedtoreceivethelicenseorrefund warrant. Duplicate licenses may be purchased from the Department for afee of $5.00 each.

Inherent Risk in Applying:

Each applicant assumes an inherent risk when applying for a licenseto be used in the future. license Fees  are generally  nonreFundable

License Draw Results: Applicants who do not receive a license or refund within 25 days

following the drawing result date should notify the Department. Applicantswhowishtoobtainresultspriortomailnoticationmayaccessthis information at the WGFD website or call (307) 777-4600.

Season Dates and Limitations:Opening dates, closing dates and limitations for Big Game hunting 

seasons are established each year in late April or early May by the Wyoming Game and Fish Commission. the opening dates  and 

limitations contained in  this booklet  are  tentative  and 

subject

  to

 change

. The Commission reserves the right to not issuelicensesforspecichuntareasandtypesif itisinthebestinterestof  wildlife management. If an applicant applies for a hunt area and type in

 which the Commission did not authorize licenses, the license fee will berefunded, but the application fee will not be refunded.

Emergency Season Closures:Big Game hunting seasons may be closed due to an emergency upon

48 hours notice. The Wyoming Game and Fish Commission may institute

an emergency closure to shorten the season in any hunt area at any time if a harvest quota is reached or if an emergency arises warranting the closure.Should a closure become necessary, no refunds will be given for unused

licenses.

 ApplicationDisqualication:

Read instructions carefully. Wyoming Game and Fish Commissionregulations require all application forms to be accurately completedincluding the applicant’s name, social security number, physical address,

mailing address if different than the physical address, date of birth, physicaldescription (height, weight, eyes, hair and sex) and desired valid hunting licensespecications.Failuretocompleteorsubmitformscorrectlyor

submitting the wrong amount of money may disqualify an application. Applicantsshallbedisqualiedfromparticipatingindrawingsorintheawarding of preference points if the applicant’s privilege to purchase or

receive any hunting license has been suspended by a court order or the Wildlife Violator Compact. See “Completed Application” on page 46.

HuntAreaswithDifcultPublicAccess:Hunt areas marked with an asterisk(*) on the tentative hunting season

information charts are predominantly private lands or have inaccessible orlimited access to public lands. If you are considering applying for a licensein any of these hunt areas, you are advised to obtain landowner permissionprior to making application for a license. Obtaining permission to hunt

afteryoureceivealicenseisoftendifcultorimpossible.Youmayhuntlegally accessible public lands within these hunt areas, but often such landsare in small parcels, receive heavy hunting pressure and may not sustain the

species of wildlife you desire to hunt. In addition, wildlife abundance and

distribution are often greater on the private land portions of these areas. The inability to secure a place to hunt is not cause for a license refund or

exchange of license for another hunt area. For information on access toprivate lands, see the WGFD website. There are numerous walk-in andhunter management areas that allow free access, but hunters should check 

rsttodeterminetheiravailabilityintheareaandforthespeciestheywishto hunt.

Permission for Access: Approximately half of Wyoming is private land. Some of the public

lands can only be reached by crossing private land. To cross private lands,

permission must be obtained from landowners. Landowners have theright to control access to their lands or charge a fee for access. Writtenpermission or other proof of permission for access is required before one

can hunt on private land. The following list should help minimize accessproblems:

1. Be familiar with the land ownership before applying for a license.

2. Make hunting arrangements with the landowner in advance of 

applying for a license.

3. Avoid the season opening day. (Many landowners are full on opening day, but have vacancies later in the season.)

4. Carry a good map. (Maps showing public and private lands areavailable. It is a good idea to check with local land managementagencies to see if land sales have changed the status of lands in your

hunt area. Information for ordering maps is on page 42.)

5. Know where you are. Wyoming law does not require landowners to

post their property. It is the hunter’s responsibility to know if the landis public or private.

6. Howtondlandowners.TheWyomingGameandFishDepartment

does not keep a comprehensive list of all landowners in Wyoming.Lists of landowners in predominantly private land areas are sometimes

availablefromRegionalOfcesorGameandFishHeadquartersinCheyenne. In addition, some Chambers of Commerce may be able toadvise you of landowner names in surrounding hunt areas.

7. Some private land is open for public access through either Walk-in Areas or Hunter Management Area programs. Information about

applying for Hunter Management Area Permits can be obtained fromthe WGFD website.

Denitions per WGFD Commission Regulation,

Chapter 44

(a) “Application Fee” means a fee authorized by the Legislature enabling theDepartment to recover a portion of its costs associated with compensating owners

or lessees of property damaged by game animals and game birds. In addition, the

application fee is used by the Department to recover costs associated with license

issuance. This fee is nonrefundable.

(b) “Charitable Purpose” means motivated by sympathy and understanding and

generosity and done without any remuneration.(c) “Commissioner Complimentary License” means an antelope, deer or elk license

issued at the existing statutory price at the request of a Commissioner.

(d) “Completed Application” means all required portions of the application havebeen properly completed with correct applicant information. A completed applica-

tion includes the applicant’s name, physical address, mailing address if different than

the physical address, date of bir th, physical description (height, weight, eyes, hair

and sex), years of residency and proof of residency for resident fee types, SocialSecurityNumber(SSN),IndividualTaxIdenticationNumber(ITIN)orPassport

Numberfromnon-U.S.citizens,desiredvalidhuntinglicensespecicationsandan

original signature for residents submitting paper applications. Completed application

specicationsrefertolicensessoldthroughtheelectroniclicenseservice(ELS)andmanual book license sales.

(e) “Disabilities” as used in this Chapter means permanent anatomical, physiological

ormentaldecienciesthatpreventorrestrictnormalachievement.(f) “Document” means an instrument on which information has been recorded by 

meansof letters,gures,ormarksandwhichmaybeusedasevidence.

(g) “Documentary Evidence” means evidence furnished by written instruments,

inscriptions, or documents of all kinds.

(h) “Duplicate license” means a license issued by the Department to replace anoriginal license that is valid and has not expired and has been lost or destroyed. If 

the original license was hand issued, a duplicate license shall be issued. If the originallicense was issued through the Electronic License Service (ELS), a duplicate license

shall only be required if the original license contained a carcass coupon; otherwise, a

replacement license may be issued.

(i) “Electronic Application” means the license or permit application form submittedthrough the Electronic License Service (ELS).

(j) “Electronic License Service (ELS)” means the Department’s Electronic Draw 

 Application System, Internet Point of Sale System and Online Internet Sales System

used by the Department, license selling agents and the public to apply for or pur-chase licenses, permits, stamps, tags, preference points and coupons.

(k) “Electronic Signature” means an electronic process attached to or logically asso-

ciated with any electronic transaction including the license or permit application sub-mitted to the Wyoming Game and Fish Department that requires substantiation of 

the identity of the person initiating the electronic transaction. This process includes,

but may not be limited to, use of personal credentials to gain access to the system,

enteringakeystrokeataspeciedpromptthatindicatesthesubmitter’sacceptanceof an assertive statement, or the use of any other technology that is in compliance

 withtheStateof Wyoming’sElectronicSignatureRulesaspromulgatedbytheOfce

of theChief InformationOfcer.Thisprocesscanbe usedtoindicatetheappli-

cant’s acceptance of an assertion such as a residency requirement or veracity of theapplicationataspeciedprompt.Ref:W.S.§40-21-102(a)(viii)

(l) “Full price license” means a deer, antelope, elk, mountain lion or ram bighorn

sheep license issued that is not a reduced price doe/fawn, cow/calf or ewe/lamblicense.

(m) “Full time” means performing duties and responsibilities at the request or direc-

tion of an established charitable, humanitarian, or religious organization for more

than thirty (30) hours per calendar week every week the person is absent from thestate.

(n) “General Licenses” means big or trophy game or wild turkey licenses valid in any 

hunt area in which licenses have not been totally limited in number. General licensesshall be valid only under species, sex, age class, and harvest limitations that are in

effect for each hunt area.(o) “Governor Complimentary License” meansahuntingorshinglicenseissued

for no fee at the request of the Governor.(p) “Gunpowder or Buckskin Hunt” means the annual Gunpowder and Buckskin

Hunt conducted by the Sheridan, Wyoming Rotary Club.

(q) “Headquarters”meanstheCheyenneOfceof theWyomingGameandFish

Department located at 5400 Bishop Boulevard, Cheyenne, Wyoming 82006.(r) “Humanitarian Purpose” means for the promotion of human welfare and the

advancement of socia l reforms and done without remuneration.

(s) “Initial Drawings” means computer processed drawings held for initial offering of resident and nonresident licenses and permits.

(t) “Landowner” means an individual, partnership, corporation, trust, limited liability 

company or combination of these, which either owns real property in fee simple title

or is acquiring equitable interest by written contract.

(u) “Landowner Applicant” means an individual who either owns real property 

solely or jointly with other individuals or who holds an interest in a corporation,

partnership, trust or limited liability company, which owns real property or is a mem-

ber of the “immediate family” of the individual.(v) “Landowner Applicant’s Immediate Family” means the landowner applicant’s

spouse, parents, grandparents, or lineal descendants and their spouses.

(w) “Leftover Licenses” means licenses that are limited in number and were not

issued in the initial drawing and shall be issued on an as processed basis through theELS.

(x) “Leftover Permits” means permits that are limited in number and were notissued in the initial drawing and shall be issued on an as processed basis through theELS.

(y) “License” means a document issued by the Department, through the authority 

of theCommission,toaqualiedindividualthatgrantscertainp rivilegestotakesh

or wildlife in accordance with statutory or regulatory provisions.(z) “License Authorization” means a document approved by the Governor or by a

member of the Commission that empowers the Department to issue a Governor

complimentary or Commissioner complimentary license in the name of the applicantdesignated on the document.

(aa) “Limited Quota Drawing” means the processing of an application for limited

quota or general big game licenses, trophy game li censes, wild turkey licenses, per-

mits, or the wild bison priority list through a drawing.(bb) “Limited Quota Licenses” means licenses limited in number and valid only in

aspeciedhuntarea(s)orportion(s)of ahuntarea,foraspeciedtypeof weapon,

foraspeciedsex,ageclassorspeciesof biggame,trophygame,wildturkey,or

sandhillcraneduringspeciedseasondates.(cc) “Limited Quota Reduced Price Cow or Calf (cow/calf) License” means a

license,whichmaybeauthorizedinspecichuntareasallowingapersontotake

cow or calf elk independent of what may be taken on a general license or full pricedlimited quota license.

(dd) “Limited Quota Reduced Price Doe or Fawn (doe/fawn) License” means a

license,whichmaybeauthorizedinspecichuntareasallowingapersontotakedoe

or fawn animals independent of what may be taken on a general license or full pricedlimited quota license.

(ee) “Limited Quota Reduced Price Ewe or Lamb (ewe/lamb) License” means a li-

censewhichmaybeauthorizedinspecichuntareasallowingapersontotakeaeweor lamb bighorn sheep independent of what may be taken on a full priced limited

quota license.

(ff) “Minor Dependent” means an individual less than eighteen (18) years of age

 who is domiciled with parent(s) or legal guardian.(gg) “National Bow Hunt” means an archery-only hunt that is sponsored and

administered by the Wyoming National Bowhunt Inc.

(hh)“NonprotCharitableOrganization” means an organization which engages inactivitiesprovidingthegeneralpublicwithbenetsdesignedtoaidineducational,moral, physical, conservation, or social improvement and which is not established for

prot.

(ii)“NonprotOrganizationDedicatedtoProvidingHuntingOpportunitiestoIndi- viduals with Disabilities” means any organization that is registered with the Wyoming 

Secretaryof Stateandcertiesthattheyarenonprotandthattheprimar ypurpose

or mission as stated in their charter is to provide hunting opportunities to individuals

 withdisabilitiesdenedinthisregulation.(jj) “Nonresident” means any person who is not domiciled in Wyoming for at least

one (1) year immediately preceding making application for a license and who is not a

residentasdenedbyW.S.§23-1-102(a)(ix)andW.S.§23-1-107.

(kk) “One-Shot Antelope Hunt” means the One-Shot Antelope Hunt sponsored by the One-Shot Antelope Club in Lander, Wyoming.

(ll) “Party” means a group of individuals with the same residency status who apply 

together for hunting licenses for the same species, area and type, and who have

expectations of receiving the same treatment in processing of their applications andreceiving the same drawing results. For purposes of this regulation, a Party does not

include anyone else regardless of whether or not they may accompany the party of 

hunters during the hunt. For limited quota sandhill crane applications, residents andnon-residents may apply together in the same party.

(mm) “Party Application” means a group of applications in which all applicants

 with the same residency status specify the same species, hunt area and type in thesame order of preference, and all applicants expect the same processing and draw 

results.

(nn) “Permit” means a document, which grants additional privileges to an individual

 who possesses the proper license(s) to carry out activities not authorized by thelicense itself.

(oo) “Person’s privilege to obtain a license has been revoked or suspended by a court

or the Wildlife Violator Compact” means revocation or suspension of the person’s

license or preference point.

(pp) “Pioneer licenses” means antelope, deer or elk licenses issued to Wyoming resi-

dents who were born on or before January 1, 1930, and who have resided continu-

ously for at least forty (40) years in Wyoming immediately preceding the applicationfor a license.

(qq) “Pioneer heritage licenses” means antelope, deer or elk licenses issued to Wyo-

ming residents who were born after January 1, 1930, are at least seventy (70) years of age prior to the issuance of the license and have continuously resided in Wyoming 

foratleastfty(50)yearsimmediatelyprecedingapplicationforthelicense.Thefee

for the Heritage License shall be established by the Department by multiplying the

feeforresidentlicensesforthesamespeciesandlicensetypebysixtyvepercent(65%) and rounding down to the next whole dollar amount.

(rr) “Potential to use license” means the license shall be considered to be in posses-sion of the person in whose name it was issued on or after the earliest opening datefor which the license is valid if the license is not in the possession of an author ized

Department employee.

(ss) “Processing Fee” means a fee established by the Department to cover extra

costs associated with withdrawing an application from a drawing.(tt) “Proper Application Form” means the current year’s form prescribed by the

Department, a photocopy of the form, or facsimile of the form. These forms shall

be the only forms accepted by the Department.

(uu)“ProperlyCompletedDuplicateLicenseAfdavit”meansaDepartmentafda- vit form signed by the person applying for a duplicate license and the license selling 

agent who sold the original license, on which all information has been accurately pro-

 videdbythelicenseeandagent.AfdavitsfororiginallicensesissuedthroughtheELS do not require the signature of the agent who originally sold the license.

(vv) “Proper Fee” meanscashoranegotiableinstrumentassetforthbyW.S.§34.1-

3-104 which results in full payment to the Department, in U.S. dollars for the amount

speciedbylaworregulationfortherespectivelicenses,permits,stamps,tags,

preferencepoints,orcerticates.(ww)“QualiedPerson” means an individual who meets the statutory and regula-

tory requirements to apply for or receive a license or a preference point. A person

shallnotbequaliedif theirprivilegetoapplyfororreceivealicenseorapreferencepoint has been revoked, suspended, or restricted by a court in Wyoming or has been

revoked or suspended in Wyoming through the Wildlife Violator Compact.

(xx) “Quota”meansthemaximumspeciednumberof licensestobeissuedforagiven hunt area and species as provided by Commission regulation; in the case of 

nonresidentelkhuntareaquotas,themaximumnumberof speciedlicensesto

be issued by hunt area as provided in writing by the Wildlife Division to the Fiscal

Division.(yy) “Region General Deer Licenses” means general nonresident deer licenses

thatshallbelimitedinnumberandvalidforaspeciedgroupof huntareasinac-

cordance with Commission regulations. A license issued for a region shall only be valid in hunt areas within the region where limitations in Commission regulations

specify general licenses. A license issued for a region shall not be valid in any hunt

areawithinthatregioninwhichlicensesaretotallylimitedinquota,unlessspeciedby Commission regulations.(zz) “Religious Purpose” means actions taken to advance sacred matters, religion or

a church and done without remuneration.

(aaa) “Replacement License” means the reprint of a license, permit, or stamp that

does not contain a carcass coupon. The license was originally issued by the Depart-ment or license selling agent through the ELS and is valid and has not expired.

(bbb) “Resident” means a United States citizen or legal alien who is domiciled in

 Wyoming for at least one (1) full year immediately preceding making application foranyresidentgameandshlicense,preferencepoint,permitortag,shallnothave

claimed residency in any other state, territory, or country for any other purpose

duringthatone(1)yearperiod,andmeetstherequirementsspeciedinWyoming

Statutes§23-1-102and§23-1-107.(ccc) “Special Nonresident Antelope, Deer or Elk Licenses” means those licenses

having a fee greater than that of a regular nonresident antelope, deer or elk license as

denedinWyomingStatuteandwhichthestatutesprovideforaseparatenonresi-dentdrawingwithspecicpercentagesofnonresidentquotasdesignatedforonly

those applicants paying the higher license fees.

(ddd)“SportspersonIdenticationNumber” means the unique number assigned by 

the Department to each individual license applicant on the ELS.(eee) “Transfer” means to convey a license authorization as set forth in Section 12

of this regulation from one (1) person to another.

(fff) “Type” means a limitation on a license in a particular hunt area for the sex of 

animal, the species of an imal, the length of the season, the type of weapon, or aportion of the hunt area in which the license shall be valid.

(ggg) “Unable to use the license for good cause” means an individual is unable to

use a bighorn sheep, grizzly bear, moose or mountain goat license due to disabling injury or illness, military personnel who receive permanent change of station (PCS)

orders or are assigned away from their home duty station on temporary orders

(TDY) for the majority of the regular season, or when the Department has deter-

minedamajorityof,ortheentirehuntingopportunityhasbeenlostinaspecic

limited quota hunt area for antelope, bighorn sheep, deer, elk, moose or mountain

goat due to the administrative actions of the state or federal government in closing 

the majority of or all public access to a hunt area due to a natura l disaster, including,butnotnecessarilylimitedto,wildlandres.

(hhh) “Under the care and supervision of the residing facility” means the person

is in accompaniment of an employee of the appropriate institution or facility thatissuedthespeciallimitedshingpermit.

(iii) “Youth License” means a big game license that may be issued to a resident

or nonresident individual who is at least eleven (11) years of age and who has not

attained eighteen (18) years of age at the time of application . The license shall notbe valid until the licensee reaches his twelfth (12th) birthday. For all other species,

excluding furbearing animals, requiring a license to take means a license that may be issued to a resident or nonresident individual who has not attained eighteen (18)years of age. For a resident youth trapping license this means residents under the

age of seventeen (17).

to utilize a wheelchair, cane, crutches or some other mechanical device to assist the

individual in moving to and from a vehicle.

 Walk-In Hunting Area (WIA) is a block of private land enrolled for publichunting access. Hunters do not need to ask permission.Simply locate the area using a WIA atlas or the WGFD

 website and walk on in. WIAs are only open during specicdatesforspecicspecies.Besuretoreadandfollow rules and regulations provided in the WIA atlas.
