Definitions

• Telework – Voluntary arrangement in which an employee performs official duties away at an alternative worksite

• Alternative Worksite – A place away from the traditional worksite approved for the performance of official duties (most likely the employee’s home)

• Regular/Recurring Telework – Approved telework performed at least one day a pay period. Must be able to physically report to the traditional worksite a minimum of once a week

• Ad Hoc Telework – Approved telework performed on an occasional, one time, or irregular basis

• Medical Telework – Approved telework performed on an irregular basis because of a medical emergency or period of medical recovery for the employee or family member.

Responsibilities

• Employee• Complete telework training online• Request participation in the Telework Program via DD 2946, to be

submitted to immediate supervisor• Include a description of applicable work that can be completed at an

alternate worksite• Certify the alternate worksite is safe and contains the necessary

equipment/access to perform official duties• If approved, perform official duties at the Alternative Worksite during

regularly scheduled hours• Remain readily accessible to management, coworkers, and customers

• Supervisor• Complete telework training online• Approve or disapprove telework agreement• Provide documentation to the Telework Coordinator• If approved, ensure employee is accomplishing the same amount/quality

of work while teleworking

Equipment

• PHD will provide no additional equipment for the sole purpose of teleworking

• All computer work MUST be done on an NMCI laptop• Employee MUST provide a reliable, personal home/cell

phone number (unless a government cell phone is already assigned to the employee)

• Employee MUST use their home internet service to connect to the internet using Broadband unclassified Remote Access Service (BuRAS) and to NMCI via the virtual private network (VPN) (unless a government air card is already assigned to the employee)

• Employee to self-certify their alternative worksite is equipped with the above connectivity before going on telework

Policies

• Official duty station will be used to calculate locality and for travel purposes

• Employee must work the same hours of duty as if they were in the office

• All pay and leave regulations remain unchanged• Employee may be required to report to the traditional worksite,

even on scheduled telework days:• If management informs the employee before 1500 the

previous day that they must report to the traditional worksite, no additional consideration is given

• If management informs the employee after 1500 the previous day that they must report to the traditional worksite, the teleworker’s travel hours are credited as hours of work

• Teleworkers are covered by Federal Employees’ Compensation Act

Prohibitions

• No classified documents or records subject to the Privacy Act may be taken to the employee’s alternative worksite

• Any security breach must be reported to the employee’s supervisor and the Safety and Security Officer immediately

• PHD will not install or fund any telecommunications equipment at the alternative worksite for the use during telework

• The government will not be liable for damages to an employee’s personal or real property during telework

• The government is not responsible for operating, maintenance, or any other incidental costs associated with the use of the employee’s residence for telework

Base Closure

• Employees scheduled to telework will continue to work at their alternate worksite in the event of an emergency base closure subject to:

• The Command may follow the Continuity of Operations Plan (COOP) in the event of an emergency and the COOP may supersede existing telework agreements

• Telework may be used as a tool to mitigate the impact of an extended base closure

Termination of a Telework Agreement

• Telework is a privilege, not a right• Participation in telework may be terminated at any time at the

request of the employee or at the decision of management• Management may terminate if:

• It is in the government’s best interest to have the employee at the traditional worksite every day

• The employee does not adhere to the telework agreement• The supervisor will issue a formal notice of termination to the

employee• The employee can terminate participation at any time• The Telework Coordination Office should be informed of all

telework terminations.

PHD Initial Implementation Schedule

• First 90 Days for Regular and Recurring Telework:• Telework 1 day per pay period• Telework only on Tuesday, Wednesday, Thursday• No telework consecutive to RDO, holiday, or

scheduled leave day• Employee will notify supervisor on day prior to

Telework to address anticipated duties to be performed. Email notice acceptable.
