    1. Introduction and Background  

      This annual report for the Pet Solutions, LLC (Pet) protein conversion facility is prepared in accordance with Part II, Specific Condition 19 of Permit No. 3778‐WR‐5.  Specific Condition 14 requires an annual report be prepared and submitted to the Arkansas Department of Environmental Quality (ADEQ) prior to May 1 of each year.  Permit 3778‐WR‐5 became effective on June 1, 2010, so this report reflects some of the transition between the previous permit, 3778‐WR‐4, and the current permit.  Namely, the sampling for 2012 was performed in accordance with the previous permit, Permit 3778‐WR‐4.  The waste and soil analyses included in this report were performed in accordance with EPA Document SW‐846, “Test methods for Evaluation of Solid Waste”. The following information is contingent on the fact that all information supplied to Harbor Environmental and Safety as of the date of this report is unquestionably accurate and provided in good faith. The annual report addresses the following:  

     A.  land application dates; B.  land application locations; C.  quantities of waste applied in dry tons per acre per year and/or in gallons per acre 

    per year; D.  methods of disposal; E.  amounts of nutrients applied; F.  total amount of PAN applied on each field (pounds/ acre); G.  cover crop of each field;  H.  total metals added (in that particular year) in lbs per acre; I.  total metals applied to date; J.  copies of the waste and soil analyses.  

    2. Land Application Dates, Locations, Quantities, and Methods  

    Pet is permitted to land apply processed wastewater from the facility’s final wastewater pond, Pond 3, onto five (5) tracts.  In 2012, Pet utilized three (3) tracts for land application, Tracts 2, 3, and 4.  The wastewater is surface applied using irrigation hose reel with a traveling spray gun nozzle.  If the waste is applied to land that is not vegetated, the applied area is then disked in to incorporate the waste into the soil. Appendix B presents for each tract the date and location of land application.

    3. Land Application Nutrients, PAN, Metals, and Cover Crop  

    Pet land applies processed wastewater onto a Bermuda cover crop.  The waste is applied in compliance with permitted limits for nutrients, plant available nitrogen (PAN), and metals.  Appendix C presents for each tract the following:  

    amounts of nutrients applied;  total amount of PAN applied on each field (pounds/ acre);  total metals added (in that particular year) in lbs per acre;  total metals applied to date; 

     Copies of the waste and soil analyses are presented in Appendix D.  

    4. Soil pH   The pH values listed in the laboratory reports are not valid, as they were tested out of holding time.  Pet sampled the soil and tested the pH with a facility pH meter, and these values are presented in Appendix D and as follows:  

    Area 1: 6.15 s.u. and 6.43 s.u.  Area 2: 6.55 s.u.  Area 3: 5.30 s.u.  Area 4: 5.25 s.u.  Area 5: 5.83 s.u. 

     In light of these results, Pet will seek and then follow the lime application recommendations from the University of Arkansas Cooperative Extension Service for Areas 3 and 4.

    1. Introduction and Background  

      This annual report for the Pet Solutions, LLC (Pet) protein conversion facility is prepared in accordance with Part II, Specific Condition 19 of Permit No. 3778‐WR‐5.  Specific Condition 14 requires an annual report be prepared and submitted to the Arkansas Department of Environmental Quality (ADEQ) prior to May 1 of each year.  Permit 3778‐WR‐5 became effective on June 1, 2010, so this report reflects some of the transition between the previous permit, 3778‐WR‐4, and the current permit.  Namely, the sampling for 2012 was performed in accordance with the previous permit, Permit 3778‐WR‐4.  The waste and soil analyses included in this report were performed in accordance with EPA Document SW‐846, “Test methods for Evaluation of Solid Waste”. The following information is contingent on the fact that all information supplied to Harbor Environmental and Safety as of the date of this report is unquestionably accurate and provided in good faith. The annual report addresses the following:

    2. Land Application Dates, Locations, Quantities, and Methods  

    Pet is permitted to land apply processed wastewater from the facility’s final wastewater pond, Pond 3, onto five (5) tracts.  In 2012, Pet utilized three (3) tracts for land application, Tracts 2, 3, and 4.  The wastewater is surface applied using irrigation hose reel with a traveling spray gun nozzle.  If the waste is applied to land that is not vegetated, the applied area is then disked in to incorporate the waste into the soil. Appendix B presents for each tract the date and location of land application.

    3. Land Application Nutrients, PAN, Metals, and Cover Crop  

    Pet land applies processed wastewater onto a Bermuda cover crop.  The waste is applied in compliance with permitted limits for nutrients, plant available nitrogen (PAN), and metals.  Appendix C presents for each tract the following:  

    amounts of nutrients applied;  total amount of PAN applied on each field (pounds/ acre);  total metals added (in that particular year) in lbs per acre;  total metals applied to date; 

     Copies of the waste and soil analyses are presented in Appendix D.  

    4. Soil pH   The pH values listed in the laboratory reports are not valid, as they were tested out of holding time.  Pet sampled the soil and tested the pH with a facility pH meter, and these values are presented in Appendix D and as follows:  

    Area 1: 6.15 s.u. and 6.43 s.u.  Area 2: 6.55 s.u.  Area 3: 5.30 s.u.  Area 4: 5.25 s.u.  Area 5: 5.83 s.u. 

     In light of these results, Pet will seek and then follow the lime application recommendations from the University of Arkansas Cooperative Extension Service for Areas 3 and 4.
