Dear FriendsThank you for sharing with me in the life of the gospel. This is a wonderful diocese to be part of and this calendar is intended to help us all know our way around the central services which support our mission. Let me spell out again how the LIVING FAITH framework is intended to shape and resource our life together. The VISION of Living Faith is profound. It’s the transformation of all human life under God. No less!The PURPOSE is to join with God in creating a caring, sustainable and growing Christian presence in every part of the diocese, enabling us all to live and share the love of God, seen in the life of Jesus Christ. Every word of that purpose is significant.Our PRIORITIES are those five colours in the palette which I hope we’re using to paint something unique and beautiful for God. All the colours matter but we’re introducing resources for each of them year by year to avoid swamping the diocese with too much ‘stuff’. The pictures grow as the paints are applied and people catch more glimpses of the Kingdom. In 2012 our focus is on making a difference in the world – without which people would be entitled not to take us too seriously. So let’s do it; let’s be a blessing to the communities in which we are set.

Like previous Easter and Christmas projects, which were widely used in parishes, schools and shopping centres, the card is designed to be given away with pancakes on Shrove Tuesday to help people understand Lent. Mission in the WorldWHY?Christians are called to make the world a better place. It’s our mission. Church has been called ‘an unlikely coalition of justice-seeking friends’ and such coalitions are at work across the Diocese of Oxford, making a fantastic contribution to the transformation of individuals and communities. The Mission in the World Group celebrates these activities, encourages and resources them, and constantly seeks ways to maximise their impact.

WHAT?The Mission in the World Team (seven officers, all but one of whom are part-time) supports a large network of volunteers, who bring passion and expertise to a vast array of themes, including: rural issues, the environment, mission to work and economic life, disability, mental health and wellbeing, the spiritual care of older people, international development and global issues, pastoral care, and urban life and faith.

Our focus for 2012 is the Living Faith year of ‘Making a Difference’. We are providing resources for theological reflection and for celebratory activities. By the end of the year we aim to have a new network of volunteer ‘Making a Difference’ advocates to help ensure that this aspect of holistic mission has the attention it deserves in our mission planning at all levels.

What we doAt the very end of Matthew’s Gospel, just before he ascends to heaven, Jesus gives to those who follow him his “Great Commission”:

‘All authority in heaven and on earth has been given to me. Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything that I have commanded you. And remember, I am with you always, to the end of the age.’

The Making Disciples team exists to support people, parishes and deaneries around the diocese as they seek to undertake this core task left by Jesus to his Church. We:

• Help Christians reach out to others, enabling people to make beginnings in faith and to be encouraged at all stages in their Christian journey

• Work for a Church where children and young people are valued, nurtured and protected

• Aim to inspire generous living that enables parishes to be well resourced for mission and ministry

What we doThe task of most Christians is to be disciples of Jesus Christ in the world, living lives that give honour to God, being to the best of our ability what God has called us to be – mother, builder, physicist or shop keeper – and witnessing to Christ through our conduct, speech and values. Our churches exist to resource disciples in these tasks, or as the writer of Ephesians would say, “to equip God’s people for work in his service, for the building up the body of Christ”.

Within the Department of Mission, the Mission through Ministry team identifies, trains and develops ordained and licensed ministers whose work it is to help people worship God and live as disciples of Jesus in the world.

• Our diocese produces 6 per cent of new clergy for the Church of England. We work with those who offer for ministry to help them discern their call, prepare for selection and undertake training for their future ministries.

• We have around 150 curates. We support their training, helping them reflect on all they are learning as they serve in parishes around the diocese.

• We have about 30 people in training for licensed lay ministry at any one time and support the 350 people who serve through such ministry in parishes.

• We provide ongoing training, known as continuing ministerial development to the 650 clergy found in every community in Oxfordshire, Berkshire and Buckinghamshire.

WHICH TAKE PLACE DURING MAY AND JUNE.

What we doParishes exist within defined boundaries, able to elect officers and undertaking a range of duties and functions. As such they are legal entities with responsibilities and charges laid upon them.From time to time, aspects of the life of parishes may need to change. For example, new parish structures may need to be created in order to respond to the needs of new areas of housing - one or more parish(es) may be united to streamline administration, or (very occasionally) a church may need to be closed. Such changes are of immense importance to the life of local communities and it is essential that they are handled sensitively, wisely, and because parishes are legal entities, with close attention. Within the diocese, the archdeaconry and diocesan mission and pastoral committees exist to oversee such activity. They do the following:• Work with deaneries and archdeaconries on pastoral

reorganisations such as unions of benefices and parishes, boundary changes and the creation of group and team ministries

• Oversee the closure of churches where this needs to occur.

• Help the diocese plan for its future workforce needs for clergy and licensed lay ministers.

New CommunitiesThe development of significant areas of new housing throughout the diocese in the next few years will provide us with many exciting opportunities to be creative about our mission and ministry in new communities. Peter Morgan has been appointed as our Diocesan New Communities Development Officer to work with planners and the local church to share good practice and ensure that the church is at the forefront of community planning and development. Funding has been made available from the Church Commissioners to forward this work, some of which will be available for local match funded projects in areas where there is significant new housing. What we doThe Diocesan Glebe Committee is responsible for the management of ‘glebe land’ – property that historically existed to provide income for the clergy. The work involves the negotiation of leases and tenancies, rent reviews and collection, the payment of outgoings, repairs, improvements, sales and purchases.

Land use designation is constantly monitored, with the help of outside planning consultants, and, where possible, land values are enhanced by seeking planning permission for development.

Apart from rental income from property, capital released from sales is invested to create further income for the stipends fund.

• The Glebe Committee is responsible for 260 separate land holdings

• 80 per cent of land is let on Agricultural Holdings Agreement, the remainder on Farm Business Tenancies of Grazing Licences

• Glebe generated £2,250,000 for the stipends fund in 2011.

Priorities for 2012 Active management of Glebe assets

Providing well maintained houses for clergy (and creating income when properties are vacant) releases clergy to exercise their ministry.

The Buildings Committee is responsible for providing appropriate housing for clergy where pastorally required. To that end it follows the recommendations of the Church Commissioners for housing to be energy efficient, economical to run and maintain, in suitable locations and in harmony with the surroundings.• Two thirds of the houses are doubled glazed• Roof insulation is up to current Building Regulations

Standards where possible• Cavity walls are insulated where possible• PV solar panels installed as appropriate• New build uses low maintenance materials and

some air source heat pumps have been installed.

The Buildings department also offers housing support to curates, non-parochial clergy, deserted clergy spouses, and widow/ers of clergy as appropriate. The department manages 455 houses. Houses are let during vacancies. We generate further income by providing architectural services for capital building projects in VA schools.

Living faithWe see church buildings as central to the aims of Living Faith, sacred centres for worshipping communities and bases from which those communities can reach out in mission and in ministry. We aim to help parishes meet the demands of modern church life in these buildings, without endangering the architecture and craftsmanship that is testament to the faith of former generations.

Priorities for 2012 continue to offer a dedicated and

helpful advisory service to parishes undertaking the repair, alteration or development of their church building

develop further opportunities for volunteers to access training on how to care for their churches and churchyards

continue to deal with increasing volumes of faculty casework in as quickly and efficiently as possible.

What we doThe DAC is a committee of 19 experts on church buildings and their contents, with a secretariat of two. It was set up in 1916 to advise the Chancellor of the diocese and parishes on all works relating to churches, churchyards and their contents, and that remains the core of our work today.

Membership includes architects, archaeologists, historians, conservation officers, archdeacons and parochial clergy. Meeting on the second Monday of every month but August, we process around 570 new applications for ‘faculty’ (a special form of planning permission for churches), and make over 150 visits to parishes considering repair or development works every year.

As well as our legal function advising the Chancellor, the DAC aims to support parishes in developing and maintaining their buildings as centres of local worship, mission, and community.

The support we offer to parishes (at no cost) includes:

• formal comment on faculty cases

• site visits

• training

• access to specialist technical advisers

• lists of approved architects and specialist contractors

• examples of good practice

What we doThe work of the Diocesan Synod and the Bishop’s Council (which is also the Board of Directors of the Diocesan Board of Finance) are supported by the Committee Secretary. Elections, held every 3 years to over 100 places on Diocesan Boards and Councils, are administered by the Committee Secretary.The Diocesan Secretary’s wide range of responsibilities are supported by her PA.Diocesan Trustees (Oxford) Ltd acts as the Diocesan Authority, holding PCC personal property (financial endowment and land) in over 1,300 Trusts under the PCC (Powers) Measure 1956. The Trusts Administrator works in consultation with representatives of the PCC, Incumbent and Churchwardens in administering Trust business. More than 275 church school properties are administered on behalf of Church School Trustees.As parishes recruit volunteers to work with vulnerable groups (adults and children), the Diocesan Criminal Record Bureau Administrator is available for advice on policy and practical CRB issues.The Personnel Manager is responsible for the management of personnel functions of Diocesan Church House and Diocesan Board of Finance employees, and for the management of office services for Church House and off-site employees.The Diocesan Directory of office-holders is updated by the Reception team .

The Registry is the legal office of the Diocese, located in central Oxford. Its work includes:• Giving general legal advice to clergy, parish

officers, and to the boards and councils throughout the diocese

• Assisting clergy and answering parishioners’ enquiries relating to marriage

• Consecration of churchyards• Operation of the faculty jurisdiction.

The Registrar also serves the Diocesan Synod.

What we doThe Oxford Diocesan Board of Education (DBE) exists to serve God in all aspects of the educational work of the Church, providing pastoral and professional support to schools and serving 53,000 pupils in 280 schools across the nine local authorities within the Diocese. We work to enable children and young people to develop academically, spiritually, morally and socially and to offer them an experience of the Christian faith. The DBE seeks not only to fulfil its statutory duties, and monitor standards, but also to work closely with schools and parishes to put children and young people at the heart of our Diocesan mission. We work closely with local authority officers to improve the facilities of exisiting schools and establish new schools, particularly in areas where there is a scarcity of Church of England places. Specifically, we:

• Offer support and advice on developing children and young people's spirituality and their personal, social, cultural and moral education.

• Appoint and support Foundation Governors for all church schools.

• Provide training both centrally and locally, for teachers, other school staff and governors, sometimes in conjunction with other training partners or local authorities.

• Provide guidance on developing a Christian ethos and a Christian perspective on all aspects of school life for young people.

• Offer pastoral and professional support for church schools in all aspects of school leadership, management and governance.

• Support and advise school leaders on Religious Education, Collective Worship and the Anglican inspection process for church schools (SIAS).

• Approve all new building, alterations and refurbishment to Voluntary Aided Schools.

• Are responsible for running sponsored academies.

distinctiveness and effectiveness of church schools.

To continue to develop the quality of religious education and collective worship in all schools.

To facilitate new opportunities for church schools and the DBE from local, regional and national education partnerships, strategies and programmes.

Living Faith The ‘Living Faith’ vision is at the heart of everything we do. We aim to provide materials to support and communicate the vision and help parishes explore the five priorities.

What we doOur job is to help the flow of clear and accurate information within the diocese, and to promote the mission of the Church to the wider world.

• This means helping to tell the Church’s story through the media. We take around 300 calls each year from journalists. We are here to support parishes in need of advice when a crisis strikes, or when you just have a ‘good news’ story you want to share.

• We run seasonal campaigns to help spread the Gospel, such as ‘Easter Ingredients’ and ‘Back to Church Sunday’.

• We produce publications, including our diocesan newspaper, The Door, which goes out to churches 11 times a year. It’s there to share news and good practice across a large and diverse diocese.

• We run a diocesan website (which has more than 100,000 unique visitors a year) and support parishes in their use of new media. We create audio and video content, we host blogs and use social media including Twitter and Facebook to engage with others. We manage our online and printed diocesan directory.

• Our e-newsletter goes out to 1500 email addresses every week. We advise other departments in DCH on their mailings and publications, and help publicise events. Subscribe by going to http://tinyurl.com/oxdiosubscribe

• We offer training and advice on all aspects of communication, from dealing with the press to social media and parish magazines.

Living FaithBy managing the diocesan finances prudently, we help resource the Church in the Diocese of Oxford to live out our 'Living Faith' calling.

What we do The Finance Department provides a comprehensive financial service for the Oxford Diocesan Board of Finance (OBDF), its Councils and other diocesan entities.

This includes:• Financial management, strategy, policies and controls;

budget and monitoring against results• Financial systems for all accounting matters, tax and parish

share allocation• Reporting to Councils, Diocesan Synod and Board meetings

as appropriate• Payroll and parish share administration• Stipend issues and parochial fees accounting• Financial returns, mission statistics and PCC accounts• Provision of advice on financial and accounting matters to

PCC Treasurers• Financial administration of loans to PCCs• Treasury function - including banking arrangements and

cash management• ODBF capital and revenue accounting by fund type and VAT

returns• ODBF accounting queries including administered funds• Purchase ledger management, payments to suppliers and

reimbursed expenses• Customer and supplier queries• Trust accounting and Church of England VA schools

Today we are grateful that the building has survived, and that it is used to the glory of God.

Members of the Church of England in the Diocese of Oxford may apply for a Christ Church Cathedral membership card, entitling them to free access to Christ Church Cathedral. Applications for a membership card need to go through your parish priest who should have a form (forms are also available from the Cathedral Office - Tel: 01865 276155).

Uniquely, the Cathedral is a College Chapel as well as the cathedral church for the Diocese of Oxford. The beautiful building is home to a vibrant worshipping community with a rich worshipping tradition and a world famous Cathedral Choir. It hosts a wide range of diocesan events, music, art and drama.

The Cathedral is visited by thousands of people each year who pray, worship, or simply enjoy the stillness and the profound sense of history it inspires. On this site stood the convent church where Oxford's patron saint, Frideswide, was buried in the 8th century.

Around her shrine in the 9th and 10th centuries a group of priests lived a communal life, doing pastoral work, and in the 12th century the monastery became the Augustinian Priory of St Frideswide. By the 13th century it was a major place of pilgrimage.

When Cardinal Wolsey began the building of his college here, the western end of the building was removed to make space for Tom Quad, and the remainder was used as the temporary chapel for the new college. Wolsey's plan to replace it with a larger chapel on the North side of Tom Quad would have caused its demolition but when he fell from power the building of the new chapel stopped.

As one year draws to an end and we look forward to the next, it's a good time to reflect on the achievements and blessings of the past year as well as the lessons learned from some of the difficult times.

We have enjoyed the festivities and energy of the Jubilee celebrations and the Olympics. They have given many opportunities to frame our communities' spiritual response and to build and develop local relationships.

We have also had to deal with the bread and butter issues, but even they can be enlightening. The review of the parish share scheme has helped us to think about the principles we want to underpin our financial dealings - fairness, clarity, mutual support and accountability - a recognition that our handling of money is part of our discipleship. The shared stories that have come out of this work, reflecting the very different demands of working in rural and

urban contexts, are helping us to think with greater understanding about the implications of providing and developing ministry across the whole diocese.

These continue to be financially challenging times. We are very grateful for the funding provided by church members and we hope this calendar has shown a little more of how the proportion of our total budget not spent on stipendiary ministry is used - for full details go to www.oxford.anglican.org/finance

I also want to pay tribute to the hard work and dedication of so many volunteers and members of staff who faithfully serve the Church locally and throughout the diocese. That commitment and openness to fulfil God's purposes really makes a difference. The partnerships between parishes and with the staff and volunteers at Diocesan Church House are vital, as together we help to build the Kingdom of God across the Diocese of Oxford.
