    Eu sou o engenheiro Jordan,

    responsvel pelas etapas de preveno no municpio de Juiz de Fora.

    Recentemente ns temos vivenciado no mundo,

    diversas catastrofes ambientais, onde torna-se necessrio o uso das geotecnologias para

    auxiliar tanto nas etapas de preveno,

    quanto at mesmo nas etapas de Defesa Civil.

    O uso do ArcGIS se mostrou extremamente interessante

    para estas etapas porque ns conseguimos gerar vrias simulaes de cenrios,

    tanto otimista quanto pessimista e apartir desta simulao de cenrios ns

    conseguimos mobilizar a comunidade antes do evento ocorrer.

    Para que ns consigamos a Gesto de Riscos,

    so necessrias diversas etapas:

    A primeira a identificao dos tipos de riscos

    que nosso municpio est passando.

    A segunda etapa classificar e mensurar estes riscos.

    Onde atravs das simulaes no ArcGIS,

    ns identificamos exatamente as reas de sinistro.

    Para a questo dos riscos hdricos,

    ns utilizamos um programa atrelado ao ArcGIS,

    que foi desenvolvido pelo Corpo de Engenheiros Americanos,

    que apartir da ocorrncia de uma chuva de tempo de recorrncia de 100 anos,

    a gente conseguiu identificar quais so as moradias que seriam afetadas por este evento.

    Saudaes todos,

    meu nome Carlos Dro,

    eu sou qumico e Gestor Ambiental da Prefeitura de Juiz de Fora,

    e atravs do programa ArcGIS ns conseguimos simular

    danos ambientais que podero ocorrer na cidade,

    medir com isto a intensidade,

    o que se pode ser feito para miniminar este dano,

    os efeitos destes danos na populao,

    ento desenvolvemos mapas de produtos qumicos alcalinos,

    produtos cidos,

    produtos inflamveis,

    que cada um destes produtos tem um procedimento de atendimento diferenciado,

    e com o ArcGis foi til para ns, pois o resultado imediato,

    a ao imediata, os procedimentos serem adotados aparecem de forma imediata na tela,

    ento a agilidade no tempo de atendimento primordial em aes de atendimentos de

    produtos qumicos perigosos.

    Com o conhecimento dos produtos qumicos que circulam na cidade,

    ns criamos mapas com cenrios de atendimentos

    com acidentes automobilsticos, com caminhes, com vazamentos,

    com derramamentos

    e o raio de influncia destes produtos junto comunidade.

    sobre as reas de riscos, onde o meu foco principal de trabalho e estudos

    o zoneamento de risco incndios florestais para fragmentos de matas urbanos.

    Proteger reas ambientais hoje,

    uma grande preocupao do Corpo de Bombeiros Militar de Minas Gerais.

    Porque Minas Gerais

    um Estado que possui uma grande biodiversidade ,

    um Estado vasto, muito grande.

    Ento hoje,

    para ns os incndios florestais tem causado diversos prejuzos ambientais e socioamb ientais.

    Ns precisvamos de uma ferramenta que fosse capaz de combinar esses diversos fatores:

    regies de encostas,

    vento,

    temperatura,

    umidade do ar ,

    proximidade das pessoas,

    proximidade urbana,

    proximidade de vias,

    proximidade de ferrovias,

    tipo de vegetao,

    ento torna-se para quem trabalha com geoprocessamento um grande desafio

    e tendo a ferramenta adequada a gente vai conseguir bons resultados.

    Para Juiz de Fora, ns j fizemos diversos estudos

    que nos possibilitaram j estar identificando com grande grau de preciso

    onde estes incndios podem ocorrer,

    e medidas que so feitas antes da temporada dos incndios

    esto possibilitando que ns consigamos reduzir o nmero destes incndios

    e estes prejuzos causados pelos incndios florestais.

    A ferramenta ArcGIS hoje em Juiz de Fora e regio,

    est sendo utilizada para encontrar

    cidades que no tem uma rede de hidrantes satisfatria.

    E ns estamos hoje, em apoio com a Prefeitura de Juiz de Fora

    fazendo esta identificao para proteger as populaes ao redor.

    Ento de certa forma,

    para que ns possamos realmente proteger toda a populao dos incndios florestais e

    urbanos,

    precisamos de uma logstica,

    do conhecimento de onde preciso estar determinados materiais e equipamentos para o

    combate ao incndio.

    E hoje a localizao de hidrantes,

    no somente dentro da cidade de Juiz de Fora,

    mas nos locais onde so mais importantes,

    est sendo realizada graas a ferramenta ArcGIS.

    Eu agradeo a ateno de todos.

    Uma outra demanda onde ns conseguimos fazer um bom uso do ArcGIS,

    foi atravs dos estudos de epidemiologia.

    Juiz de Fora assolada por diversos casos de dengue periodicamente.

    A Defesa Civil em conjunto com a Secretaria de Sade,

    Georeferenciou os diversos casos de dengue no municpio

    e principalmente os nossos pontos de apoio.

    Em matria de emergncia, a reduo do tempo de atendimento

    crucial entre a vida e a morte.

    Ns aproveitamos o mapeamento desenvolvido

    pela Secretaria de Planejamento

    de forma que ns pudessemos roterizar os nossos atendimentos.

    Ento onde o engenheiro ,

    a apartir de diversas demandas de atendimento, o prprio sistema desenvolve as rotas de

    forma a minimizar o tempo de deslocamento.

    Como ns trabalhamos a informao geogrfica para o ArcGIS?

    Ns temos um sistema, desenvolvido pela prpria Defesa Civil,

    onde atravs do registro de solicitao, ou seja,

    algum da populao que est precisando de uma orientao da Defesa Civil,

    Ela liga para a nossa Central de Atendimento,

    fornece o dado da ocorrncia, ou seja, o nome da rua e o nmero,

    o nosso sistema atribui esta ocorrncia uma coordenada geogrfica.

    A partir desta coordenada geogrfica,

    so desenvolvidas diversas anlises espaciais como a declividade do local,

    os pontos de apoio,

    as pessoas da comunidade preparadas para dar um suporte para os agentes da Defesa Civil

    e principalmente as reas de hidrantes.

    O engenheiro j no local, ele dispe de diversas informaes cartogrficas

    que subsidiaro a tomada de deciso.

    A partir deste atendimento,

    gerado uma informao geogrfica onde em nvel gerencial,

    o chefe da Defesa Civil ou at mesmo o prefeito Municipal

    ter diversas informaes para uma outra tomada de deciso,

    como a retirada de um grande nmero de pessoas

    ou at mesmo a abertura de abrigos alternativos.

    Ainda no caso de dengue ns observamos uma grande semelhncia entre os dados do Modelo

    Digital de Elevao,

    e as ocorrncias georeferenciadas de dengue.

    Havia uma grande proximidade entre os pontos mais altos da cidade

    e a inexistncia de dengue,

    ento atravs de consultas aos especialistas em dengue,

    ns identificamos que at mesmo o vento,

    que muito frequente em reas mais altas

    um fator que altera o metabolismo do mosquito transmissor da doena.

    Ns temos na tela

    um exemplo do Boletim de Ocorrncia gerado pela Defesa Civil onde o engenheiro faz uso

    desta informao antes mesmo de chegar ao local.

    A chuva o evento deflagrador dos principalis tipos sinistros no municpio de Juiz de Fora,

    com base nisso,

    ns desenvolvemos diversas anlises geogrficas utilizando o ArcGIS,

    onde ns entendemos

    o processo de distribuio de chuva nos ltimos 5 anos, ms ms.

    Alm disso, ns combinamos nossos registros de ocorrncias

    para ns identificarmos uma quantidade de chuva crtica

    onde ns comeamos a ter diversos eventos desastrosos.

    Vamos falar sobre resultados.

    A prefeitura investiu muito em infraestrutura de tecnologia de informao,

    e treinamento dos gestores pblicos.

    Agora o que isso refletiu para a vida cotidiana?

    Primeiro, ns comeamos a conhecer o nosso espao geogrfico,

    onde esto as nossas reas de riscos?

    Em que tipo de riscos estamos envolvidos?

    E principalmente,

    qual a populao que est envolvida neste cenrio?

    Segundo, no adianta nada a informao ser criada

    e ela no ser divulgada,

    ns desenvolvemos um SIG

    Sistema de Informao Geogrfica, para a web, onde os diversos setores da prefeitura,

    tem acesso estas informaes sobre riscos em Juiz de Fora.

    Um exemplo, seria a Secretaria de Atividades Urbanas,

    onde ao avaliar um projeto de construo de edificao,

    verifica se aquela rea foi considerada como rea de risco pela Defesa Civil

    e ento , localizando uma situao de risco

    ns temos duas vertentes:

    No construir nesta rea, pois de risco,

    pois estamos zelando pela segurana da populao,

    Ou at mesmo a indicao da necessidade de obra complementar de conteno de encosta,

    de forma a efetivar uma gesto eficiente de riscos em Juiz de Fora.

    Para aqueles que continuam ctico quanto as alteraes climticas,

    o adensamento populacional que ns vivenciamos nos municpios de maneira geral

    fator de sobra, para que ns investirmos nas

    geotecnologias de forma a gerarmos os cenrios,

    simularmos,

    e at mesmo provermos meios de otimizao dos nossos atendimentos emergenciais .

    Quando o desastre ocorre,

    no importa a nacionalidade, credo, raa, ou idioma.

    Greetings.

    I am the engineer Jordan,

    Head of prevention in the city of Juiz de Fora.

    Recently we have experienced in the world,

    various environmental disasters, where it becomes necessary to use the GIS to assist both the

    steps of prevention,

    how even in the stages of Civil Defense.

    The use of ArcGIS proved extremely interesting

    for these steps because we can generate multiple simulations of scenarios,

    both optimistic and pessimistic scenarios starting this simulation we

    can mobilize the community before the event occurs.

    For us to succeed in Risk Management,

    several steps are required:

    The first is identifying the types of risks

    The second step is to classify and measure these risks.

    From the identification of this risk,

    what is the degree of risk and the communities involved in this process.

    From these data, there is the proposal stage of intervention,

    what kind of engineering works or even structuring actions

    are necessary to correct for this risk.

    The next step is action for action,

    And finally we still have a residual risk,

    assuming that "life is a risk".

    Juiz de Fora is contained in three major risks:

    The risks of geotechnical characteristics,

    as soil slip

    The risks of a technological nature,

    that are derived from human actions, particularly hazardous chemicals, and

    The risks that water,

    which are mainly related to the large amount of rain.

    25% of our events in Juiz de Fora, are related to soil slippage.

    For this type of case, we have developed a "toolbox" specific within the ArcGIS

    starting where the behavior of these slopes,

    we could generate simulations of landslides around the county.

    Where through the simulations in ArcGIS,

    we identify the exact areas of damage.

    To the question of water risks,

    we use a program linked to ArcGIS,

    which was developed by U.S. Army Corps of Engineers,

    that starting from the occurrence of a rain of time to recurrence of 100 years,

    we could identify which are the houses that would be affected by this event.

    we create maps with scenarios of care

    with accidents involving trucks, leaky,

    spills

    on risk areas, where the main focus of my work and studies

    is the risk of wildfires to urban forest fragments.

    Protecting environmental areas today

    is a major concern of the Fire Brigade of Minas Gerais.

    Because Minas Gerais

    is a state that has a high biodiversity,

    a state wide, very large.

    So today,

    for us forest fires has caused many environmental and social damage.

    We needed a tool that was able to combine these various factors:

    regions of slopes,

    wind,

    temperature,

    humidity,

    proximity of people,

    proximity to urban

    vicinity of roads,

    proximity to railroads,

    vegetation type,

    then it becomes for anyone working with GIS a great challenge

    and having the right tool we will get good results.

    Juiz de Fora, we've done several studies

    that enabled us to already be identified with a high degree of accuracy

    where these fires can occur,

    and measures that are made before the season of fires

    are allowing us manage to reduce the number of fires

    and these losses caused by forest fires.

    The ArcGIS tool today in Juiz de Fora and region,

    is being used to find

    cities that do not have a satisfactory network of fire hydrants.

    And we are today, in support with the city of Juiz de Fora

    was through epidemiology studies.

    Juiz de Fora is beset by many dengue cases regularly.

    The Civil Defense in conjunction with the Department of Health,

    assigned to geographic coordinates for the various cases of dengue in the city and especially

    our support points.

    In terms of emergency, reducing service time

    is crucial between life and death.

    We take the mapping developed

    by the Department of Planning

    so that we could create access routes for emergency.

    As we work to geographic information for use in ArcGIS?

    We have a system, developed by its own civil defense,

    our system assigns to a geographic coordinate this occurrence.

    From this geographical coordinates,

    various spatial analyzes are developed as the slope of the site,

    and especially the areas of fire hydrants.

    And most importantly,

    what is the population that is involved in this scenario?

    Second, if the information was created

    Geographic Information System for the Web, where different sectors of the municipality,

    have access to information about these risks in Juiz de Fora.

    An example would be the Department of Urban Activities,

    where in evaluating a building construction project,

    we have two components:

    For those who remain skeptical about climate change,

    high density that we experienced in the municipalities in general

    factor is left so that we invest in Geographic Information Systems so that we generate the

    scenarios,

    simulate,

    and even develop a means of optimization of our emergency calls.

    When disaster occurs,

    no matter the nationality, creed, race or language.

    We all suffer the same extent.
