Objective :

• Businesses hiring a young person on a training contract are entitled to a full or partial exemption from employer and employee social security contributions, a recruitment subsidy and a lump sum monetary payment.

• The exemption from employee and employer social security contributions applies for the duration of the contract.

• The training contract is a particular type of contract in which the business owner undertakes, in addition to the payment of wages, to ensure the young person vocational training, provided partly in house and partly at a trainee business training centre (CFA).

Amount :

• Businesses of not more than 10 employees or artisanal businesses are exempt from employer and employee contributions, with the exception of contributions in respect of accidents at work and occupational diseases.

• Businesses which meet or exceed the workforce of 11 employees for the first times as of 2008, 2009, 2010, 2011 or 2012, continue to benefit from the exemption from contributions for the year in which the threshold of 11 employees is exceeded, and the next 2 years.

• Businesses with over 10 employees and those not included in the trades register are totally exempt from employer and employee social security contributions for social insurance (with the exception of contributions for accidents at work and occupational diseases), family allowances, the CSG, the CRDS (contributions to the social contribution deficit), the employee supplementary pension contributions and unemployment insurance. The employer is still liable for contributions to supplementary retirement pension schemes, unemployment insurance, FNAL (the national housing fund); the national wages guarantee fund, the long term care tax contribution and transport contribution payment.

• Other welfare expenses of standard legal as well as contractual origin and tax and quasi-tax duties are exempt in full for the portion of salary equal to 11% of the statutory minimum wage. For the remaining part of the salary, social security contributions of standard legal or contractual origin are calculated as a fixed sum on the basis of the trainees’ basic wages and are revised annually.

• The minimum amount of the lump sum monetary payment, for each year of the training cycle, is fixed at €1,000. Except in the case of a training contract which ends before the term fixed due to the diploma or qualification set being obtained, the amount of the lump sum compensation is a based on the actual duration of the contract.

• This lump sum compensation is set by the Region; its amount varies depending on the region.

Objective :

• The CIE (Employment Contract Initiative) enables businesses to hire unemployed people experiencing social and occupational problems accessing employment, on a contract of indefinite duration (CDI) or on a fixed term contract (CDD) of from 6 to 24 months. It must include an action plan for support and training.

• The Employment Contract Initiative agreement includes actions for guidance, vocational training or validation of prior experience or vocational support measures for facilitating the realization of the CIE beneficiary's career plan.

Amount :

• The conclusion of a CIE entitles the business to financial assistance from the state, adjusted according to:◦ the category and sector of the business activity,◦ the actions planned in terms of vocational support and actions aimed at promoting the long term

integration of the employee,◦ the local economic conditions,◦ the difficulties in accessing employment previously encountered by the employee.

• The amount of aid is set each year by a decree of the regional prefect.• The CIE applies within the framework of a One-off Integration Contract.• The State aid granted may not exceed 47 per cent of the gross rate of the statutory minimum wage

for hours worked within the limit of the statutory term of the work.• The State aid is intended to support a part of the cost of CIE and, where appropriate, the actions of

Objective :

• Businesses which have projects for the creation, extension or a change of activities, or revival of activities in a regional aid area can benefit from the PAT (the regional planning development grant).

• Projects for the setting up of activities on the grant site must enable:◦ either the net creation of at least 25 permanent jobs and €5 million of eligible investments,◦ or the net creation of at least 50 permanent jobs where the eligible investment is greater than

€5 million.• The projects for an expansion or change of activities on the grant site must enable:

◦ either the net creation of at least 25 permanent jobs and an increase of at least 50 per cent of the workforce on the site concerned,

◦ or the net creation of at least €10 million of eligible investments.• Projects for the revival of activities can be supported by the PAT on the condition that:

• Businesses involved in one of the following activities are eligible for the PAT:◦ manufacturing industry,◦ the collection, treatment and disposal of waste,◦ trading,◦ logistics,◦ information and communication,◦ financial activities and insurance,◦ specialized scientific and technical activities,◦ administrative and support service activities.

• The eligible costs correspond to:◦ either the investment costs: the amount includes the cost price of fixed assets, excluding tax,

comprised of land, buildings and equipment and patents. These investments must be related to the business activity of the recipient business and correspond to the grant program. They must be executed and registered in the records of the recipient business during the period of this project,

◦ that is to the wage costs corresponding to the jobs created, calculated over a period of 2 years.

Amount :

• The amount of the PAT is €15,000 per job created for projects:◦ for the setting up of activities creating at least 25 jobs and €5 million of eligible investment or

creating at least 50 jobs for an investment lower than €5 million,◦ of an extension to or change of activities creating at least 25 jobs with an increase of at least 50

per cent of the workforce, or creating at least 50 jobs.• In the case of expansion projects or a change of activities leading to an investment of at least €10

million or for projects for the revival of activities, the amount of the PAT must comply with the ceilings rate for regional aid in relation to the amount of the eligible project costs, which include:◦ between 10 and 15 per cent for the large businesses with more than 250 employees,◦ between 20 and 35 per cent for the SMEs.

• The COFACE exchange rate insurance is designed to allow businesses who export to negotiate contracts with overseas clients in the currency of the country concerned.

• It allows you to insure the exchange rate risk by indemnifying the losses.• The exchange rate insurance negotiation can take 2 forms:

◦ the exchange rate insurance negotiation, which allows the business to fix an exchange rate at any time in the negotiation period, when it is in proven competition and the contract is not yet concluded,

◦ the exchange rate insurance contract, which is reserved to businesses with a project at the end of negotiation or which has recently concluded a contract, to insure an amount up to €15 million maximum. The exchange rate insurance contract allows you to fix an exchange rate price before signing the sales contract or afterwards, in the 15 days following its conclusion.

Objective :

• Businesses that proceed to hire an employee on a professional training contract may, under certain conditions, be exempt from employer contributions for social security and family allowances. They may also receive additional lump sum aid.
