It’s with great pleasure that I welcome you all to the 2012 Local Government Association of NSW (LGA) Annual Conference.

Following the 2012 council elections held last month, I’d like to take this opportunity to congratulate many of the returning councillors and mayors and welcome those newly elected council representatives into the wonderful world of Local Government in NSW.

As many of you would be aware, Local Government in NSW is undergoing significant change with many reviews currently underway, and no doubt this will have a considerable impact on council operations as well as our interactions with the State Government. From the review of the Local Government Act (1993) and the overhaul of the State’s planning system, to the independent Local Government Review Panel, change is coming and it’s essential we are on the front foot with established policy positions.

This Conference provides us with the perfect opportunity to debate the many issues affecting our industry, and discuss potential solutions and ways in which we can strengthen the Local Government sector in NSW to best meet the needs of our diverse communities.

On a more personal note, I’d like to thank each and every councillor who has attended the LGA Annual Conference over the years. Next year, the LGA and Shires Association of NSW will merge to form One Association, representing the 152 councils throughout the State. This means that this will be the last LGA Conference ever held; however the NSW Local Government sector needs one strong, united voice to advocate on behalf of our communities and I look forward to next year’s Conference where we will team up with our Shires Association counterparts.

Conference welcome

Welcome to Dubbo! I look forward to our City hosting a unique and memorable Conference. What a perfect time to hold the last ever Local Government Association of NSW (LGA) Annual Conference. With the recently held Local Government elections, we have a mix of councillors that are enthusiastic, young and keen, along with a group of first-time councillors who are brimming with excitement at the difference they can make. I have always found councillors are keen to share their years of experience with other people and I encourage new councillors to ask colleagues plenty of questions.

I don’t like to build expectations up too high, so let me just say that the Program for the 2012 Conference is the absolute best I have ever seen. The Conference will centre around Dubbo’s new world-class entertainment facility, the Dubbo Regional Theatre and Convention Centre (DRTCC). You will also visit the Western Plains Cultural Centre (WPCC) for the rarely-seen exhibition – the full Archibald Prize. History will be explored with a function at the Old Dubbo Gaol and the final night will be a night to remember with the dulcet tones of Kate Ceberano echoing throughout the ‘savannah plains of Africa’ at the world-renowned Taronga Western Plains Zoo. Somewhere in amongst the ‘Dubbo experience’ you will also witness some excellent presentations and participate in some robust debates. Be warned though, many times I have spoken to many long-term residents and they tell me they visited Dubbo for a weekend and stayed a lifetime. You may end up changing your postcode after October!

Conference venueThe Dubbo Regional Theatre & Convention Centre (DRTCC) is the jewel in Dubbo’s crown and the focal point of the Conference. Situated opposite the picturesque Victoria Park, the DRTCC is located in the heart of the City – just a short stroll to the Central Business District and Macquarie River. Conference sessions will be held in the comfort of a fully air conditioned, tiered theatre – ensuring unobstructed views of the Conference sessions and clear, audible debate.

SustainabilityDubbo City Council is committed to ensuring the 2012 NSW LGA Conference is organised and conducted in a sustainable manner. In particular, the event will adhere to the NSW LGSA Principles and Guidelines for Event Sustainability. This outcome will be achieved through encouraging key Conference activities to minimise waste generation, maximise recycling, minimise energy and water consumption, and minimise impacts on climate change. In an effort to reduce the use of paper:

This program is printed on Nordset stock – a first class woodfree, uncoated paper. It is a carbon neutral product, free from chlorine and certified EMAS product.

In an effort to reduce the use of plastics:

The Hon Don Page MP – Minister for Local Government

The Hon Don Page MP has been working as the Minister for Local Government for a number of years, working side-by-side with LGA councils and building great relationships with Local Government. Representing the Premier of NSW the Hon Barry O’Farrell, Minister Page will attend the Opening Ceremony and give an address as well as present the Outstanding Service Awards alongside Cr Keith Rhoades AFSM.

As member for Ballina since 1988, Minister Page has been fighting for the specific needs of his coastal electorate at the highest levels of government and brings with him a wealth of government service and knowledge.

The Hon Brad Hazzard MP – Minister for Planning and Infrastructure, Minister Assisting the Premier on Infrastructure NSW and Leader of the House in the O’Farrell Government

Minister Brad Hazzard will address the recently released ‘A New Planning System for New South Wales – Green Paper’ and taking questions from delegates.

Ms Sarah Hill – NSW President, PIA

The NSW Division of the Planning Institute of Australia (PIA), of which Sarah Hill is the President, made a number of submissions to the NSW Government’s review of the NSW Planning System. Much of PIA’s submission has been incorporated into The Green Paper. She joins Minister Hazzard onstage to discuss PIA’s views on planning reform.

Mr Peter McKinlay – Director, Local Government Centre, AUT University New Zealand

Peter McKinlay has worked as a researcher and consultant on strategic public policy, especially Local Government, for the past 25 years. He is Executive Director of McKinlay Douglas Ltd, Director of the Local Government Centre at AUT University, an associate of the Centre for Local Government at UTS, Sydney and an alternate board member of the Commonwealth Local Government Forum. His main current work interests are community governance, the use of council controlled companies and trusts, especially in shared services, and Local Government reform. Peter works primarily in New Zealand and Australia with strong links into northern hemisphere jurisdictions.

Ms Jane Caro

Jane Caro has a low boredom threshold and so wears many hats; including author, novelist, lecturer, mentor, social commentator, columnist, workshop facilitator, speaker, broadcaster and award winning advertising writer. The common thread running through her career is a delight in words and a talent for using them to connect with other people.

She is a weekly regular on Channel 7 Weekend Sunrise and Mornings on Channel 9. She has appeared frequently on ABC’s Q&A, Sunrise, The Project, The Drum and Playbox. She is also a regular panellist on the ABC’s top-rating show “The Gruen Transfer.” She is a regular on radio and has filled in as host for RN’s iconic “Life Matters”.

Today, Jane runs her own communications consultancy and lectures in Advertising Creative at The School of Communication Arts at UWS. Her topic is ‘The Personal is not Political’.

Mr Barry Buffier – Chair and CEO, NSW Environment Protection Agency (EPA)

Barry Buffier is the new Chair and CEO for the EPA and has significant government experience at a senior level. He has Senior Executive and Board experience in the public and private sectors including as Director-General, Department of Primary Industries and Director-General of State and Regional Development. He has a Bachelor of Rural Science (Honours), a Master of Economics, he is a Churchill Fellow and a Fellow of the Australian Institute of Company Directors.

Mr Bob Abbot – Mayoral Mentor, Local Government Association Queensland

Bob has been a tradesman, a fisherman, a labourer, a blacksmith’s striker, a musician, a singer, a cook, a barman and a bouncer, but most of all, after 30 years in Local Government, he is known as a politician with a strong passion for sustainable communities and a love of the natural environment.

Bob Abbot is an electrician by trade, a musician at heart and a politician by choice. He has worked in the construction, hospitality, cotton, mining, shipbuilding, manufacturing, fishing, agricultural and entertainment industries.

Bob has recently been appointed LGAQ’s first ‘Mayoral Mentor’.
