Dear Fellow Conservatives,
On behalf of our entire Board of Directors, I am pleased to present The American Conser-vative Union’s 2012 ACU Ratings of Congress, our 42nd annual edition of the conservative ratings guide.
The ACU, America’s oldest and largest grassroots organization, first began rating Members of Congress on key conservative voting issues in 1971. Since then, our ratings have become the most important conservative measuring stick in American politics.
Throughout the history of our conservative ratings program, the ACU has also become the go-to source for determining whether an elected official’s philosophical rhetoric matches his record. Our guides provide a comprehensive analysis of the legislative landscape over the preceding year. This differentiates us from other useful guides which may emphasize single areas, like taxes, defense, or social policy.
Our annual matrix covers issues running the gamut of legislative action, including domestic energy production, healthcare, government reform, climate change, border security, foreign policy, and social issues. These issues are carefully selected to ensure legislators are scored and rated on the bellwether conservative topics they voted on over the course of the year.
There could not be a more critical time for conservatives to evaluate America’s leadership and hold them accountable for their actions. Our economy, our international standing, our very moral fiber are weaker because this administra-tion has put us on a course to bigger government, less freedom, and an abandonment of traditional values—the same policies that have triggered economic stagnation and national decline around the world.
With our government expanding faster now than at any time in our country’s history, the ACU intends to continue to play a major role in giving the American people the tools they need to make informed voting decisions at every level of government.
While some may be disheartened by the results of November’s elections, conservatives found themselves in a similar situation after President Obama first took office in the spring of 2009. The cause of conservatism dramatically reas-serted itself in the 2010 elections, with conservative legislators winning an unprecedented number of elections nation-wide.
We can come back even stronger in 2014, but only if we start our march toward victory now.

Conservatives Lose 40% of House Votes: Shut Out of 90% of Senate-Rated Votes
The right had a tough year in Congress during the 2012 session. Conservatives only won one vote outright of the votes rated in the Senate and prevailed on two others only because a two-thirds vote was required for passage, leaving the right with an 88% failure fate. Even in the House of Representatives, conservatives lost 40 percent of the ideological votes rated in 2012 – in a Republican-controlled legislative body!
The number of House Members earning a perfect ACU conservative 100% rating, all Republicans, actually increased from 2011 but only to a total of 38, much lower than the 77 in 2010 or 56 in 2009. The number of Members with a minimally conservative 80% or higher score – likewise all Republicans - stayed the same at 160 Members as did those with a moderate rating at 81 Members. The lowest ranking Republicans were Bob Dold (IL) with a 36% score and Chris Gibson (NY) with 38%. The most conservative Democrats were John Barrow (GA), Dan Boren (OK) and Mike McIntyre (NC) all at 60%.
The number of House Democrats earning a perfect lib-eralism score of zero increased from last year’s low of 52 members to 88 in 2012, resulting in more than twice as many pure liberals as perfect conservatives in 2012. A total of 166 House Members earned a liberal rating – an ACU conservatism score of 20 or less.
Senators who scored 80% conservative or better, all Republicans, declined from 31 in 2011 to 20 this past year. The number with perfect 100% conservative ratings stayed pretty much the same, declining from nine to eight: Jim DeMint (SC), Ron Johnson (WI), Jon Kyl. (AZ), Mike Lee (UT), Rand Paul (KY), Marco Rubio (FL), Pat
Toomey (PA) and Mitch McConnell (KY), a rare perfect conservatism score for a Senate GOP Leader. The least conservative Republican was Maine’s Susan Collins, earning an actual liberal rating of 20%, followed by Olympia Snowe at 32%, and Massachusetts’ Scott Brown and Alaska’s Lisa Murkowski at 36%.
The total number of upper house liberals (scoring 20 or less) was exactly the same as the previous year, a major-ity of 52 Senators. The number of perfect liberal scorers increased by one, from 19 last year to 20 Democratic Senators in 2012. Those earning a perfect liberal rating included Sherrod Brown of Ohio, Dick Durbin of Illinois, Al Franken of Minnesota, Tom Udall of New Mexico and Leader Harry Reid of Nevada. The least liberal Democrat was Jim Webb of Virginia with a 25% rating.
Deadlock has been the prevailing reality in Congress for years, broken only in the opening half of Barack Obama’s first term. That Democratic dominance of both houses of Congress produced Obama’s transformational agenda – including the radical and unpopular Obamacare - but its overreaching led to Republican control of the House in the following election. The Tea Party revolt in the 2010 election produced a short GOP advantage in the House. As the ratings from the present Congress testify, that ad-vantage has now ended and the prognosis for the future is more deadlock and more popular discontent.

How We Selected the VotesAs the nation’s largest grassroots conservative organization, the American Conservative Union serves as an umbrella organization for conservatives in America.
The ACU tracks a wide range of issues before Congress and State Legislatures to determine which issues and votes serve as a clear litmus test separating those representatives who defend liberty and liberal members who have turned their backs on our founding principles – constitutionally limited government, individual liberty, free markets, a strong national defense and traditional values.
As a result, the ACU Ratings of Congress has for more than 40 years included a wide variety of issues covering votes on taxes, wasteful government spending, cultural issues, defense and foreign policy.
The votes selected by the ACU are not always considered the “most important” votes as defined by others, instead the votes selected are chosen to create a clear ideological distinction among those casting them.
With our annual ratings, ACU’s mission is informing grassroots conservatives and the public – in an unbiased, transparent manner – on where individual members of Congress fall on the ideological spectrum.

Senate Vote Descriptions1. Government Reform. S 2038 (Roll Call 5)
The Senate rejected the Paul amendment to a bill banning insider trading by Members of Congress that would have extended the disclosure requirements to Executive Branch of-ficials. It would also prohibit Executive Branch employees from holding positions that oversee industries or companies in which they or their spouse have a significant financial interest. ACU supports this type of government reform and supported this amendment. The Senate defeated the amendment on February 2, 2012, by a vote of 48-51. 60 votes were required for passage.
2. Earmarks. S 2038 (Roll Call 8) The Senate rejected the Toomey amendment to a bill banning insider trading that would have established a point of order against earmarks in both the Senate and the House. ACU has long opposed earmarks and supported this amendment. The Senate defeated the amendment on February 2, 2012 by a vote of 40-59. 60 votes were required for passage.
3. Religious Freedom. S 1813 (Roll Call 24) The Senate rejected the Blunt amendment to the transportation bill that would allow health insurance plans to deny coverage for medical services that run counter to the plan’s sponsor or the employer’s religious beliefs. ACU supports these protections from government interference and supported this amendment. ACU opposed the motion to table (kill) the bill but the Senate passed the motion on March 1, 2012 by a vote of 51-48.
4. Domestic Energy Production. S1813 (Roll Call 28) The Senate rejected the Vitter amendment to the transporta-tion bill that would implement the 2008 offshore oil and gas drilling plan blocked by the Obama Administration. It would allow new oil and gas leases throughout the continental shelf. ACU supports increased domestic energy production and sup-ported this amendment. The Senate rejected the amendment on March 8, 2012, by a vote of 43-55.
5. Federal Land Acquisition. S1813 (Roll Call 32) The Senate adopted the Bill Nelson amendment to the trans-portation bill that increases funding to the Land and Water Conservation Fund that would be used to acquire more land for the federal government. ACU opposes additional land acquisition for a government that already owns one-third of the United States and has a major maintenance backlog on the land it now owns and opposed this amendment. The Senate passed the amendment on March 8, 2012 by a vote of 76-22.
6. Keystone Pipeline. S1813 (Roll Call 34) The Senate rejected the Hoeven amendment to the trans-portation bill that would approve the Keystone XL pipeline between Canada and the United States which was blocked by the Obama Administration. ACU supports this addition to the U.S. oil supply from our northern neighbor and supports this amendment. A Senate majority voted in favor of the amend-ment on March 8, 2012, 56-42, but 60 votes were required for passage.
7. Private Enterprise Transportation Funding. S1813 (Roll Call 37) The Senate adopted the Bingaman amendment to the transpor-tation bill that would punish states that lease toll roads to pri-vate operators by reducing their transportation funding. ACU supports states efforts to include private enterprise in govern-ment programs and opposed this amendment. The amendment was adopted on March 13, 2012, by a vote of 50-47.
8. Energy Subsidies. S 1813 (Roll Call 40) The Senate rejected the DeMint amendment to the transporta-tion bill that would eliminate numerous tax benefits for chosen energy producers and repeal tax benefits for chosen technolo-gies, such as electric vehicles. ACU opposes programs that pick winners and losers in the marketplace and supported this amendment. The Senate rejected the amendment on March 13, 2012, by a vote of 26-72.
9. Natural Gas Vehicle Subsidies. S 1813 (Roll Call 41) The Senate rejected the Menendez amendment that would have greatly increased tax credits for those who purchase natural gas vehicles to a maximum of $64,000. ACU opposes the govern-ment’s picking winners and losers among different energy technologies and opposed this amendment. The Senate voted in favor of the amendment on March 13, 2012, by a vote of 51-47 but it failed to achieve the 60 votes required for passage.
10. Small Business Investment. HR 3606 (Roll Call 54) The Senate adopted the Merkley amendment to a bill making it easier for businesses to attract small investors through the technique of “crowdfunding,” through which small investors pool their funds through the internet. The amendment would restore restrictive conditions that make “crowdfunding” dif-ficult. ACU supports efforts to allow small businesses to attract capital and opposed this amendment. The Senate adopted the amendment on March 22, 2012, by a vote of 64-35.

11. Union Election Rules S.J. Res. 36 (Roll Call 68) The Senate rejected the Enzi motion to take up a resolution of disapproval of a National Labor Relations Board ruling that allows union-backed snap elections. ACU opposes rules that diminish the ability of workers and employers to discuss the merits of union representation and supported this mo-tion. The Senate rejected the motion on April 24, 2012, by a vote of 45-54.
12. Postal Reform S1789 (Roll Call 76) The Senate rejected the Paul amendment to the Postal Service bailout bill that would have ended government control over private mailboxes. The amendment would allow mailbox owners to decide if someone other than the post office can put something in their mailbox, which is currently illegal. ACU has long supported removing restrictions on private mailboxes and supported this amendment. The Senate rejected the amend-ment on April 23, 2012 by a vote of 35-64.
13. Postal Service Bailout S 1789 (Roll Call 82) The Senate passed a postal service overhaul bill that tempo-rarily covers billions of dollars in losses but prohibits any reforms to fix the long-term problems of the post office. The Postmaster General has predicted that without reforms, the Post Office would lose $238 billion between 2010 and 2020. ACU supports true postal reform and opposed this bill. The bill passed the Senate on April 25, 2012, by a vote of 62-37.
14. Domestic Violence Laws. S 1925 (Roll Call 87) The Senate passed a reauthorization of the Violence Against Women Act that greatly expands the definition of domestic violence. The bill bans organizations that receive federal grants from discriminating on the basis of sexual orientation or gen-der identity. ACU opposes the growth of this program into a $455 million bureaucracy that has been repeatedly cited by the Inspector General for unauthorized and unallowable expendi-tures and opposed this bill. The bill passed the Senate on April 26, 2012 by a vote of 68-31.
15. Export-Import Bank. HR 2072 (Roll Call 96) The Senate passed the reauthorization of the Export-Import Bank that increases American taxpayer exposure to default on government backed loans by 40% over the next three years. In recent years, this Depression-era program designed to increase American trade has grown into a bloated $100 billion bureaucracy that has concentrated on giving foreign airlines discounted loan rates to purchase American planes. ACU op-poses programs that pick winners and losers in the marketplace and make it harder for some American companies to compete and opposed this bill. The bill passed the Senate on May 15, 2012 by a vote of 78-20.
16. Welfare Reform. S 3240 (Roll Call 127) The Senate rejected the Sessions amendment to the Farm Bill that restricts eligibility for the food stamp program, renamed the Supplemental Nutrition Assistance Program, to recipients of cash assistance from other state and federal programs. ACU opposes the major expansion of the food stamp pro-gram under the Obama Administration and supported this amendment. The Senate rejected the amendment on June 19, 2012, by a vote of 41-58.
17. Wind Energy Subsidies. S 3240 (Roll Call 132) The Senate rejected the Alexander amendment to the Farm Bill. The amendment would have prevented any entity receiv-ing guaranteed loans for wind energy projects from receiving other federal benefits from the same project. ACU opposes “double-dipping”—using different federal programs to get as-sistance for the same project—and supported this amendment. The Senate rejected the amendment on June 19, 2012, by a vote of 33-66.
18. Mandatory “Check-Off” Programs. S 3240 (Roll Call 138) The Senate rejected the DeMint amendment to the Farm Bill that would have allowed individual businesses and small farmers to “opt-out” of mandatory or compulsory “check-off” programs. ACU opposes programs that allow large corpora-tions to tax small businesses for promotional programs they do not need or want and supported this amendment. The Senate rejected the amendment on June 19, 2012, by a vote of 20-79.
19. EPA Regulations. S. J. Res. 37 (Roll Call 139) The Senate rejected the Inhofe motion to take up a resolution of disapproval of EPA’s Utility MACT (Maximum Achievable Control Technology) rule. ACU opposed this and a series of EPA rules designed to bypass Congress and impose regula-tions that would almost totally prohibit the construction of coal fired power plants, increasing the cost of electricity to American consumers and so supported this motion. The Sen-ate rejected the motion on June 20, 2012, by a vote of 46-53.
20. Tax Cuts. S 3412 (Roll Call 183) The Senate rejected the McConnell amendment to the Reid tax increase bill that would have extended the 2001 and 2003 tax cuts for one year and maintained the current levels for the Estate Tax, also known as the Death Tax. ACU supports lower taxes for all and supports this amendment. The Senate rejected the amendment on July 25, 2012, by a vote of 45-54.

21. Defense Spending. S 3254 (Roll Call 206) The Senate adopted the Mark Udall amendment to the De-fense Authorization bill that would remove sections of the bill that would hold down the cost of the global warming program. The provision eliminated by the amendment would have limited use of alternative fuels to those that do not exceed the coat of traditional fossil fuels. ACU opposes these expensive programs in the name of global warming and opposed this amendment. The amendment passed the Senate on November 28, 2012, by a vote of 62-37.
22. Terrorist Confinement. S 3254 (Roll Call 212) The Senate adopted the Ayotte amendment to the Defense Authorization bill that prohibits the transfer of terrorist detainees from Guantanamo Bay to the United States. ACU opposes these transfers and supported this amendment. The amendment passed the Senate on November 29, 2012 by a vote of 54-41.
23. United Nations Treaty. (Roll Call 219) The Senate failed to ratify the United Nations Treaty on the Rights of Persons with Disability treaty. ACU opposes the rati-fication of this treaty that seeks to have all countries conform to an ill-defined set of standards left to UN interpretation. The Senate voted in favor of the treaty on December 4, 2012, by a vote of 61-38 but it failed to get the 67 votes necessary for ratification.
24. Spending Oversight. HR 1 (Roll Call 240) The Senate rejected the Coburn amendment to the Disaster Relief bill that would ensure taxpayer funds are not spent on tax cheats, deceased individuals, or fisheries outside the affected area. ACU supports reasonable efforts to oversee government spending and supported this amendment. The Senate rejected the amendment on December 28, 2012, by a vote of 35-60.
25. Disaster Relief. HR 1 (Roll Call 248) The Senate passed an emergency spending bill in response to the damage caused by Superstorm Sandy. The bill autho-rizes $60 billion in emergency spending with no offsets and includes many provisions for long-term projects and uncon-nected programs such as EPA Global Warming studies, Am-trak subsidies and fishery projects in Alaska. ACU opposes these pork-filled bills that spend taxpayer money with little oversight and opposes this bill. The bill passed the Senate on December 28, 2012, by a vote of 62-32.

House Vote Descriptions1. Domestic Energy Production. H.R. 3408 (Roll Call 71)
The House passed a bill that would open up a small portion of the Alaska National Wildlife Refuge (ANWR), approve the Keystone XL oil pipeline from Canada blocked by the Obama Administration, and shift permitting authority for the project from the State Department to the Federal Energy Regula-tory Commission. ACU supports increased domestic energy production and supported this bill. The bill passed the House on February 16, 2012, by a vote of 237-187.
2. Conservative Budget. H. Con. Res. 112 (Roll Call 149) The House defeated a conservative alternative to the budget that would freeze total discretionary spending to slightly below 2008 levels beginning in 2013 and would balance the budget within five years. The bill would overhaul the tax code to give taxpayers the choice between the current system or one with two tax brackets, cut the corporate tax rate from 35 to 25 percent, and eliminate the Death Tax. The bill would also move to make Medicare solvent by creating a premium support system and converting Medicaid spending into block grants to the states. It also calls for the gradual increase in the retirement age for Medicare and Social Security. ACU supported this alternative as a reasonable attempt to eliminate our trillion-dollar annual deficit. The amendment failed on March 29, 2012, by a vote of 136-285.
3. Federal Land Management. H.R. 4089 (Roll Call 164) The House passed a bill that requires federal officials to facilitate the use of and access to federal lands for the purpose of recreational shooting and hunting. The bill also prohibits a national monument designation by presidential proclamation from being valid until each affected state approves the desig-nation. ACU supports this expansion of Second Amendment rights and reasonable limits on presidential power and sup-ported this bill. The bill passed the House on April 17, 2012, by a vote of 274-146.
4. Wasteful Spending. H.R. 5326 (Roll Call 207) The House defeated the Pompeo amendment to the Com-merce, Justice, State Appropriations bill that would eliminate the Economic Development Administration. ACU has long opposed this agency that uses taxpayer money to pick winners and losers among local projects across the country and sup-ported this amendment. The House defeated this amendment on May 8, 2012, by a vote of 129-279.
5. Government Reform. H.R. 5326 (Roll Call 215) The House defeated the Huizenga amendment to the Com-merce, Justice, State Appropriations bill that would have removed language from the bill prohibiting public-private sector competition within the Bureau of Prisons and Federal Prison Industries. ACU supports increased opportunities for the private sector to compete with government programs and supported this amendment. The amendment was defeated on May 8, 2012, by a vote of 199-211.
6. Wasteful Spending. H.R. 5326 (Roll Call 219) The House defeated the Austin Scott amendment to the Commerce, Justice, State Appropriations Bill that would have killed all funding for the Legal Services Corporation. ACU has long opposed this wasteful program used primarily to ex-pand the welfare state and that a GAO study found to be rife with waste, fraud and abuse. ACU supported this amendment which was defeated on May 9, 2012, by a vote of 122-289.
7. Healthcare Litigation. H.R. 5326 (Roll Call 228) The House passed the Blackburn amendment to the Com-merce, State, Justice Appropriations Bill that bars the use of taxpayer funds to defend any action challenging a provision of the Health Care Overhaul bill passed in 2010. ACU opposed that government takeover of our healthcare system and sup-ported this amendment. The House passed the amendment on May 9, 2012, by a vote of 229-194.
8. Traditional Marriage. H.R. 5326 (Roll Call 235) The House passed the Huelskamp amendment to the Com-merce, State, Justice Appropriations bill that would bar the use of funds for activities that would violate the Defense of Marriage Act of 1996. That act defined marriage as the union of one man and woman. ACU supports traditional marriage and supported this amendment. The amendment passed on May 9, 2012, by a vote of 245-171.
9. Science Funding. H.R. 5326 (Roll Call 243) The House passed the Flake amendment to the Commerce, State, Justice Appropriations bill that would have prohibited the National Science Foundation from using taxpayer dollars to fund political science research. ACU opposes these frivo-lous programs that give grants to wealthy universities at a time of trillion-dollar-a-year deficits and supported this amend-ment. The House passed the amendment on May 9, 2012, by a vote of 218-208.

10. Defense Spending. H.R. 4310 (Roll Call 264) The House defeated the Lee amendment to the Defense Authorization bill that would bar defense funds from being used for any purpose in Afghanistan other than withdrawing troops. ACU opposes this type of precipitous withdrawal and opposed this amendment. The amendment was defeated on May 17, 2012, by a vote of 113-303.
11. Terrorist Trials. H.R. 4310 (Roll Call 266) The House passed the Rooney amendment to the Defense Authorization bill that directs the Defense Department to hold trials of suspected terrorists by military tribunals at Guantanamo Bay rather than by civilian courts in the United States. ACU opposes treating terrorists as common criminals and supported this amendment. The amendment passed the House on May 17, 2012, by a vote of 249-171.
12. Missile Defense. H.R. 4310 (Roll Call 269) The House defeated the Polis amendment to the Defense Authorization bill that would have cut $400 million from the missile defense program. ACU supports a strong missile defense system for the United States and opposed this amendment. The House defeated the amendment on May 17, 2012, by a vote of 165-252.
13. Government Reform. H.R. 4310 (Roll Call 272) The House defeated the Coffman amendment to the Defense Authorization bill that would have repealed the prohibition against private-public competition for certain Defense Depart-ment functions. ACU supports expanding private-sector op-portunities in the government and supported this amendment. The House defeated the amendment on May 18, 2012, by a vote of 209-211.
14. Sex-Selection Abortion. H.R. 3541 (Roll Call 299) The House failed to pass a bill to ban abortions based on the sex of the fetus. It would have imposed fines and a possible jail sentence on those who knowingly perform such abortions. ACU supports restrictions on abortions and supported this bill. The House voted in favor of the bill on May 31, 2012 by a vote of 246-168, but the vote did not meet the two-thirds vote require-ment under the fast-track procedure used.
15. Project Labor Agreements. H.R. 5854 (Roll Call 302) The House passed the Grimm amendment to the Military Con-struction and Veterans Administration Appropriations bill that eliminates language prohibiting federal government construction contracts from requiring project labor agreements that force companies that seek government contracts to agree to union demands. ACU opposes Project Labor Agreements and opposed this amendment. The House passed the amendment on May 31, 2012, by a vote of 218-198.
16. Science Funding. H.R. 5325 (Roll Call 309) The House defeated the Hultgren amendment to the Energy and Water Appropriations bill that would have reduced increases in funding for renewable energy projects and applied the funds to basic scientific research and deficit reduction. ACU opposes increased funding for industrial policy programs that short-change basic science and supported this amendment. The House defeated the amendment on June 1, 2012 by a vote of 130-256.
17. Davis-Bacon Wage Rate Requirements. H.R. 5325 (Roll Call 338) The House defeated the King amendment to the Energy and Water Appropriations bill that would have barred the use of funds to enforce the Davis-Bacon Act. That act requires federal projects to pay workers the “prevailing” wage, usu-ally union wage rates well above the local market rate. This requirement adds billions of dollars to the cost of federal projects. ACU opposes this federal mandate and supported this amendment. The House defeated the amendment on June 6, 2012, by a vote of 184-235.
18. Border Security. H.R. 2578 (Roll Call 385) The House defeated the Grijalva amendment to the Conser-vation and Economic Growth Act. The amendment would have eliminated language in the Conservation and Economic Growth Act that exempts border security programs from those environmental and land use laws that block enforce-ment. ACU supports strengthened border security and op-posed this amendment. The House defeated the amendment on June 19, 2012, by a vote of 177-247.
19. Air Service Subsidies. H.R. 5972 (Roll Call 417) The House defeated the McClintock amendment to the Transportation and Housing and Urban Development Ap-propriations bill that would have eliminated a $200 million program that subsidizes air service to rural airports with little passenger traffic. ACU opposes this wasteful spending that distorts the free market and supported this amendment. The House defeated the amendment on June 26, 2012, by a vote of 164-238.
20. Community Development Block Grants. H.R. 5972 (Roll Call 434) The House defeated the McClintock amendment to the Transportation and Housing and Urban Development Ap-propriations bill that would have eliminated funding for the $3.4 billion Community Development Block Grant program. This program, unauthorized since 1994, has been used pri-marily as a federal slush fund for pet projects of local politi-cians. HUD’s own Inspector General has found this program rife with waste, fraud and abuse. ACU has long opposed this type of wasteful spending and supported this amendment. The House defeated the amendment on June 27, 2013 by a vote of 80-342.

21. Health Care. H.R. 6079 (Roll Call 460) The House passed this bill that would repeal the 2010 health care overhaul law that requires most people to purchase government-approved health insurance and gives the Secretary of Health and Human Services control over many aspects of the health care system. ACU strongly opposes the federal gov-ernment takeover of health care and supported this bill. The House passed the bill on July 11, 2012, by a vote of 244-185.
22. Domestic Energy Production. H.R. 6082 (Roll Call 511) The House passed this bill that would replace the Interior Department’s current offshore oil and gas drilling plan with a timeline to nearly double the current number of leases and restore the 2009 leasing plan blocked by the Obama Adminis-tration. ACU supports increased domestic energy production and supported this bill. The House passed the bill on July 25, 2012, by a vote of 253-170.
23. Energy Project Loan Guarantees. HR 6213 (Roll Call 582) The House defeated the Waxman amendment to the “No More Solyndras” bill that would have eliminated provisions in the bill that end the loan guarantee program for energy projects that led to the Solyndra scandal. ACU opposes this program and opposed this amendment that would have gut-ted the bill. The House defeated the amendment on Septem-ber 14, 2012, by a vote of 170-241.
24. Welfare Reform. H.J. Res 118 (Roll Call 589) The House passed a resolution of disapproval of a ruling by the Health and Human Services Department that guts the work requirements in the welfare reform legislation passed in 1996. ACU opposes efforts to weaken welfare reform and supported this resolution. The House passed the resolution on September 20, 2012, by a vote of 250-164.
25. Climate Change Regulations. HR 3409 (Roll Call 603) The House passed a bill that would bar the EPA from issu-ing regulations on greenhouse gas emissions in the name of global warming and transferring authority from the EPA to the states on issues regarding water quality standards. ACU opposes EPA’s attempt to use the issue of global warming to control American manufacturing and supported this bill. The bill passed the House on September 21, 2012, by a vote of 233-175.
