2010 AFFORABLE HOUSING HALL OF FAME INDUCTEE
Joe Hatfield
Joe Hatfield is the Executive Director of the West Virginia Housing Development Fund, and has led the agency since 1981. Prior, Joe served as its Deputy Director and Director of Management. Under his supervision, the agency has continued to grow and expand its reach to serve all incomes, including very low-income individuals and families, as well as increase the scope of the agency to include economic development to support housing initiatives. The Housing Development Fund has financed and assisted more than 107,000 West Virginia families. In addition, the agency is the first housing finance agency in the country to receive a triple A (AAA) general obligation rating from Moody’s Investor Service and Standard and Poors. Moody’s attributed the lofty rating to the agency’s “exceptionally strong financial position and its management”.
Joe has been active in many state and local organizations that seek to provide solutions including:

Mary Skeens has over 30 years of experience in the housing and community development arena. Currently, she is Executive Director of CommunityWorks in West Virginia, Inc. a statewide membership organization of 27 nonprofit housing providers. Since coming to CommunityWorks, the organization be-came a Seller/Servicer of loans to Neighborhood Housing Services of America expanding its lending capacity; created the Campaign for Excellence, a leader-ship program for the nonprofit managers; and developed the Affordable Hous-ing Internship Program in partnership with WVU, Marshall University, andWV Wesleyan University. Mary has been active in many state and local orga-nizations that seek to provide housing solutions including:
