This has reference to this office D.O. letter of even No. dated April 25: 2012 requestingfor taking necessary steps for effective implementation of Public Procurement Policy for Micro& Small Enterprises (MSEs) order 2012 notified under MSME 1ct 2006 which is effective from1.4.2012. The Policy mandates that minimum 20% of procurement of total annual requirement ofgoods and services by all Central Ministries / Departments / Central Public Sector Undertakings(CPSUs) will be from the Micro and Small Enterprises. Government has also earmarked a subtarget of 4% procurement of goods & services, out of the 20%, from MSEs owned by SC/STEntrepreneurs.

2. You would kindly appreciate that the impact of the policy is to help promote MSEs byimproving their market access and competitiveness through increased participation by MSEs inGovernment purchases and encouraging linkages between MSEs and large enterprises.

3. As part of the follow up on the policy, we had issued letters / reminders to GovernmentMinistries / Departments / CPSUs on different dates requesting them for providing demands andsupply profile of procurement from MSEs and contact details of nodal officers to be designatedin each Ministries / Departments / CPSUs. All letter / reminders issued in this regard areavailable on website www.dcmsme.gov.in for ready reference of implementing agencies.

4. On the closing of the year 2012-13, it is seen from the responses received fromMinistries/Departments / CPSUs that only some CPSUs have taken the interest in forwarding thecomplete aforesaid demand and supply profile of procurement from MSE sector. Most of themhave not sent either complete information or even responded.

5. To recapitulate, all Ministries / Departments / Public Sector Undertakings were requestedto take necessary steps for

• reporting goals set with respect to procurement to be met from Micro andSmall enterprises and achievement thereto in their respective Annual Reports.

• developing appropriate vendors by organizing Vendor Development Programmes, Buyer-Seller Meets and entering into rate contract with Micro and Small Enterprises andorganise Special Vendor Development Programme for Schedule Cast and ScheduleTribes Entrepreneurs for enhancing participation of MSEs owned by SC / STentrepreneur in Government procurement by every Ministry / Department / CPSUs.

6. As the financial year 2012-13 is already closed, the following information is required tothis office on an urgent basis up to the first week of May, 2013.
