In Memoriam Thomas McAuley

February 9, 1939 – July 19, 2014

Tom McAuley joined Greater Nashville Regional Council in July, 1994. He served as Executive Director for Mid-Cumberland Area Development Corporation until suffering a stroke Septem-ber 5, 2011. He was on medical leave until his retirement in May, 2013. Throughout his 40-year career in the field of banking and finance, Tom was dedicated to promoting the economic develop-ment of small businesses within Middle Tennessee. He was well known throughout the lending industry as an advocate for the small business owner. MADC received numerous awards from the U.S. Small Business Administration for their accom-plishments in providing capital to small businesses.

For all who knew him, Tom was a man with a positive attitude, a

warm heart, and a great sense of humor. He will be greatly

missed.

Al Hethcoat April 7, 1934 – January 7, 2014

Lawrence Alton “Al” Hethcoat was the New Johnsonville, TN Mayor for 12 years. Al was a member of the New Johnson-ville Lions Club, New Johnsonville Regional Planning Com-mission, New Johnsonville City Council, Humphreys County Economic Development Council, Humphreys County Cham-ber of Commerce for many years, Three Rivers Hospital Board for 26 years, and a member of Friends of Johnsonville State Historic Park.

Al was a great friend to the Greater Nashville Regional

Council and was an important visionary in the planning in the

New Johnsonville and Humphreys County area.

Joe Black Hayes 1916 - 2014

Joe Black Hayes was a member of the Rutherford County Commission (1968-1990) and served on various Rutherford County boards including the Board of Zoning Appeals (1976-1990), which included a stint as chairman (1978-1986); and the Rutherford County Planning Commission (1982-2001), serving as Planning Commission chairman from 1986-1999. He was also the chairman and a member of the Rutherford County Conservation Board from 1970 until his retirement in 2001 and a member of the St. Clair Senior Center Board (1984-2000), which included a stint as chairman (1991-1997).

Neland Carver “N.C.” Hibbett, Jr. 1934 - 2013

N. C. Hibbitt was the first mayor of the City of Mt. Juliet and also served as City Commissioner and Historian for the City of Mt. Juliet. In 1969-1970, Mr. Hibbett organized and directed the Tennessee Special Olympics for the Joseph P. Kennedy, Jr. Foundation.

Mr. Hibbitt also served as Foreman of the Wilson County Tennessee Grand Jury from 1987-1989. In 1996 he retired as Assistant Superintendent for Professional Services at Clover Bottom Developmental Center. He was a member of the Nashville Eastern Railroad Board of Authority, Mt. Juliet Lodge #642, F&AM, Al Menah Temple, the Mt. Juliet West Wilson Historical Society, the Mt. Juliet West Wilson Friends of the Library, the VFW, the Tyler Cates American Legion Post #281, the Mt. Juliet West Wilson Chamber of Commerce and the T.C. Railroad Museum.

SENIORS IN ACTION THROUGHOUT THE YEAR

Area Agency on Aging and Disability The Area Agency on Aging and Disability (AAAD) plans programs and services for older adults and adults with disabilities in the Greater Nashville region. The AAAD provides advocacy, coordination, inter-agency linkages, information sharing, and program evaluations.

The AAAD contracted with sixty-three local agencies/organizations for the provision of senior center, nutrition, transportation, ombudsman, legal, and home and community based services.

A total of 9,568 contacts were made to connect callers with needed services and supports during FY 2014.

The Family Caregiver Support Program acknowledges the stress caregivers experience and realizes the significance of caring for the caregiver. This program provided respite, support and education to 246 caregivers who sacrifice for their loved one. Other than the traditional forms of respite, this program also allows for a more self-directed form of respite which allows the caregiver to hire anyone they desire to assist with their loved one.

The Veteran Directed Home & Community Based Services Program was implemented with the first enrollment in November 2013. Partnering with the Veteran Administration and other entities, this program allows the veteran or their authorized representative to design a plan that provides necessary assistance to veterans of any era that allows them to remain in their homes for as long as possible versus institutionalism.

State Health Insurance Program (SHIP) provided free and objective one-on-one counseling, information, and assistance with Medicare and other health related insurance with 5,075 contacts to provide assistance. This represents almost a 40% increase from last fiscal year.

Effective August 15th, TennCare only accepted CHOICES applications from HCBS Qualified

Assessors and 14 newly certified staff conducted 764 home visits to facilitate enrollment and completion of CHOICES applications. CHOICES is TennCare’s Program for long term services (nursing home care and home care).

The Service Coordination team provides case management which includes assessment and care plan development, monitoring of service delivery, advocating for the consumer, and assisting the consumer in accessing other needed services. The Service Coordination Team provided case management to 412 State Options and OAA In-Home Services consumers, 991 Nutrition consumers and 20 Self Direction Consumers which totals 1,423 consumers. In addition, the Service Coordination Team updated information on 914 consumers on the Wait List.

Research demonstrates an active brain is more likely to be a healthy brain. Tennessee Commission on Aging and Disability sponsored their first statewide Senior Brain Games and Senior Citizens of Hendersonville was our district winner.

Research and GIS

Worked with local government and public agencies, and GNRC programs to provide demographic, economic, and other information and mapping for items such as grant applications and studies.

Prepared a report for Wilson County detailing the feasibility of an event center.

Provided data for major CEDS revisions.

Assisted 16 cities and counties with zoning and land use maps as part of their planning contracts.

Assisted the City of Dickson with preparing a new Wards Map.

Tennessee River Trails Association GNRC staff provided project management for the Tennessee River Trails Association including working with consultants on Gateway Feasibility Study and Portable Display Byway Grants for nine (9) counties along the Western leg of the Tennessee River. Houston, Humphreys and Stewart Counties in the GNRC region with Henry and Benton Counties in the Northwest Tennessee Development District; Decatur and Hardin Counties in the Southwest Tennessee Development District; and Wayne and Perry Counties in the South Central Tennessee Development District along with other state and federal agencies partnered in this project. Mid-Cumberland Area Development Corporation GNRC continues to provide administrative services to Mid-Cumberland Area Development Corporation, which provides small businesses access to financing using federal and local develop-ment loan programs. The main objective of these programs is to encourage small business growth and economic development, while benefiting communities through tax base expansion and job crea-tion as follows:

Capital Loan Program: 1 loan with 1 job for loan amount totaling $20,903

Intermediary Relending Program: 2 loans totaling $216,496 and private investment of $258,445

Revolving Loan Fund Program: 3 loans with 57 jobs for loan amounts totaling $541,556 and private investment of $1,298,898

Small Business Administration (SBA) 504 Loan Program: 7 loans with 77 jobs for loan amounts totaling $4,318,000 and private investment of $6,910,622

In 2014, the MADC was named the top volume Certified Development Company (CDC) for the State of Tennessee by the Small Business Administration for the current fiscal year. Planning and Transportation

Continued work with the Tennessee Central Economic Alliance (formerly the Four Lake Industrial Regional Authority) including the successful submission of a FastTrack grant to ECD for a new industry.

Met with the regional partners concerning the ongoing Joint Land Use Study for Fort Campbell and surrounding communities.

Participated with THDA, the Housing Fund, MDHA, and the Nashville MPO in a Livability Workshop.

Planning staff conducting NFIP training, providing outreach to communities with identified flood hazard areas to enter program, etc.

GNRC’s coordination and assistance with the Rural Transportation Planning Organization (RPO) which enhances service and development of rural transportation projects across the state, giving local rural officials the opportunity to provide input to the State of Tennessee’s Multi-Modal Transportation Planning Process.

Staff Activities

The Federal Home Loan Bank provided special repairs for houses destroyed or damaged in the flood of April 2013. One (1) house was replaced or repaired in Houston County.

Worked with a consultant on a grant for the USDA Rural Utility Service’s Community-Oriented Connectivity Broadband Grant at the request of the Humphreys County Mayor in order to get the necessary funding to provide greater broadband internet access in the underserved, rural areas of the county.

Provided local planning consultation services for the Humphreys County Planning Commission; assisted with training hours as required by statute; assisted with amending the Humphreys County Subdivision Regulations; and other services upon request.

Provided local planning consultation services for the McEwen Planning Commission and Board of

Zoning Appeals; assisted with training hours as required by statute; assisted with obtaining guest

speakers for planning initiatives with downtown redevelopment and infrastructure needs; and other

services upon request.

Coordinated with the RPO to assist Humphreys County with adopting a resolution of consensual

agreement for the RPO to request on the County’s behalf, that TDOT conduct a study of the Highway

70E Corridor for transportation safety and circulation concerns.

Greater Nashville Regional Council Formation and Purpose The Greater Nashville Regional Council (GNRC) is the regional planning and economic development organization of the 13 counties and 52 cities of the greater Nashville region of northern Middle Tennes-see. Nashville, Music City USA is the State’s Capitol and the central urban area of the region. Counties comprising the region include: Cheatham, Davidson, Dickson, Houston, Humphreys, Montgomery, Robertson, Rutherford, Stewart, Sumner, Trousdale, Williamson, and Wilson counties. GNRC’s full Board membership is made up of the mayor of each city, the mayors and county executives of each county, two members of the State Legislature, and a minority member along with an industrial representative of each county. The full Board meets annually to elect new officers, certify the Executive Committee, and approve the annual budget and work program. GNRC’s Executive Committee, with representatives from each county, meets monthly to carry out responsibilities of directing the Council’s programs and services on behalf of member governments utilizing a professional staff of 76 people and an annual budget of over $12 million. The Council’s primary mission through regional planning and cooperation is to help guide and accommodate the growth and development of the region in the most desirable, efficient and cost effec-tive manner, and to assist in ensuring both the environmental quality and the long-term viability of the region for all citizens.
