Candidates Statement: A major challenge of the IEEE Communications Society today is to increase its attractiveness to people from industry while maintaining its position as the premier source of information for academic researchers. Our conferences and

publications must address this challenge and make our Society the undisputed leader in communication and information technologies.

Also, our Society should continue to strengthen its globalization efforts and increase exchanges and co-operations with local technical

societies worldwide, and this should be reflected in its conference portfolio and the geographical locations of our conferences.

As a long-time volunteer in the IEEE Communications Society, with 25-years of experience in industry, and now in an academic

position, I believe I have the right experience to help our Society address these challenges. As Vice-President - Conferences, I would

be committed to:

Ensure that technical excellence will be a common target for all of our conferences

Support and drive innovation to increase industry content and the attractiveness of our conferences to practicing engineers

Work to strengthen the globalization effort and make our conferences more accessible to members from different regions

Address emerging topics and develop web-based virtual conferences to make conferences affordable to most members and more particularly to those in developing countries

Increase funding to facilitate the travel of students to conferences

Biography: Hikmet Sari received his Engineering diploma and Ph.D. from ENST, Paris, France, and his Habilitation degree from the

University of Paris-Sud. He held various research and management positions at Philips, SAT, Alcatel, Pacific Broadband

Communications, and Juniper Networks. He is currently a professor and head of the Telecommunications Department at SUPELEC

and also chief scientist at Sequans Communications.

He has served as an Editor of IEEE Transactions on Communications, Guest Editor of European Transactions on

Telecommunications, Guest Editor of IEEE JSAC, Associate Editor of IEEE Communications Letters, Chair of the Communication

Theory Symposium of ICC 2002, Technical Program Chair of ICC 2004, Vice General Chair of ICC 2006, General Chair of PIMRC

2010, General Chair of WCNC 2012, Chair of the GITC in 2010-2011, Distinguished Lecturer of the IEEE Communications Society

(2001-2006), Member of the IEEE Fellow Evaluation Committee (2002-2007), and Member of the Awards Committee (2005-2007).

His distinctions include the IEEE Fellow Grade and the Andre Blondel Medal in 1995, the Edwin H. Armstrong Award in 2003, the

Harold Sobol Award in 2012, and election to the European Academy and to the Science Academy of Turkey in 2012.

GUOLIANG (LARRY) XUE (AF96-M98-SM99-F11)

Candidates Statement: High-quality technical conferences are important to researchers and practitioners in the fast-changing field of communications and networks. People attend ComSoc conferences to present new results, exchange ideas, and learn about new

developments. Maintaining our high integrity and reputation, identifying new research topics, ensuring a fair review process for paper

selection, and keeping registration fees affordable are the key factors for the success of ComSoc conferences.

As a long-time ComSoc volunteer, I want to have the opportunity to sustain the best and improve other ComSoc conferences so that

each of them can best serve the ComSoc community. If elected, I will strive to:

Restore the reputation of conference leadership through impeccable professional integrity

Improve fairness in the paper review process

Develop new revenue structures to keep conference registration fees affordable

Increase industry papers presented and industry attendance to make for more balanced conferences

Cultivate promising new conferences, and nurture young and active ComSoc volunteers to become leaders

Biography: Guoliang (Larry) Xue is a full professor of computer science and engineering at Arizona State University. He received

his Ph.D. degree in computer science from the University of Minnesota in 1991, and his M.S. and B.S. degrees from Qufu Normal

University, China, in 1984 and 1981, respectively. He has published over 200 refereed technical papers, many of which appeared in

top journals such as IEEE/ACM Transactions on Networking and IEEE Journal on Selected Areas in Communications, and top

conferences such as ICNP, INFOCOM, MobiCom, MobiHoc, and NDSS. He has received Best Paper Awards at ICC 2012,

GLOBECOM 2011, ICC 2011, and MASS 2011, as well as a Best Paper Runner-up Award at ICNP 2010. He was a Keynote Speaker

at LCN 2011-IEEE Conference on Local Computer Networks. He was a ComSoc Distinguished Lecturer for 2010-2011. He is a

Fellow of the IEEE.

Larry is Chair of the Technical Committee on Communications Switching & Routing and has extensive experience in conference

organizations. He served as a TPC Co-Chair of INFOCOM 2010, Workshops Co-Chair of GLOBECOM 2012, and a Symposium Co-

Chair of ICC 2013, ICC 2009, ICC 2007, and GLOBECOM 2006. He served as a TPC Co-Chair of HPSR'2004 and the General Chair

of HPSR 2008. He is an Associate Editor of IEEE/ACM Transactions on Networking and an Associate Editor of IEEE Network, and a

past Associate Editor and advisory board member of IEEE Transactions on Wireless Communications. He currently serves as the Vice

Chair of the IEEE INFOCOM Standing Committee.

STEFANO BREGNI (M93-SM99)

Candidates Statement: I have always thought of the IEEE Communications Society as our global home, where we find information, network with international experts, and publish our best research. With 20+ years as a ComSoc member and an enthusiastic volunteer,

I have contributed significantly to better serve our Community.

In GITC, I worked to define the ICC/GLOBECOM standard paper review procedure. As Conference Technical Program Chair, I

strictly ensured that papers were peer-reviewed along established and transparent procedures.

As an IEEE ComSoc Distinguished Lecturer, in 7 years I visited 14 countries and 29 Sections/Chapters worldwide, always preferring

areas where young students have smaller opportunities to meet international experts, such as in Latin America and Asia. Serving as

Distinguished Lecturer in all those countries has been one of my most rewarding experiences!

As BoG Member-at-Large and Director of Education, I strove to strengthen ComSoc globalization by facilitating participation of

members from all countries. I coordinated the proposal to bring ICC2016 to Kuala Lumpur, Malaysia, and I am a member of the

LATINCOM Steering Committee. I promoted efforts in the Education Board to set up new online programs and widen participation

Distinguished Lecturer Tours by experimenting with online education tools.

If elected, I will pursue my work to:

Lower expenses for attending conferences, and extend participation from all countries, by preferring more affordable locations;

Strengthen ComSoc globalization and participation of members of all continents by addressing economical barriers

Promote initiatives to stimulate young students to contribute to ComSoc activities

Promote free/low-cost online education services for members

Reinforce the Distinguished Lecturer Program, key to attract new young members in our Community

Biography: Stefano Bregni is an associate professor at Politecnico di Milano, Italy. He graduated in electronics engineering. He

worked in industry with SIRTI and CEFRIEL, before joining Politecnico in 1999.

He is an IEEE Senior Member (1999). He was an IEEE ComSoc Distinguished Lecturer from 2003 to 2009. As an IEEE ComSoc

officer, he has served as a Member-at-Large on the Board of Governors (2010-2012, 2013-2015); Director of Education (2008-2011);

Chair of the Transmission, Access and Optical Systems TC (2008-2009); Secretary/Vice Chair 2002-2007); and a Member-at-Large of

the GLOBECOM/ICC Technical Content (GITC) Committee (2006-2009).

He has been Technical Program Vice-Chair of GLOBECOM 2012, Technical Program Co-Chair of LATINCOM 2011, Symposia

Chair of GLOBECOM 2009, and Symposium Co-Chair of nine other ICC/GLOBECOMs. He is Editor of the IEEE Global

Communications Newsletter. He contributed to ETSI/ITU-T standards on network synchronization. He is an author of 80+ refereed

papers and of the book "Synchronization of Digital Telecommunications Networks" (Wiley, 2002).

STANLEY L. MOYER (M90-SM97)

Candidates Statement: One of ComSocs struggles is how to remain relevant to the practicing engineer. If elected to the position of VP of Member Relations, I will use my vast IEEE and industry experience to support the needs of the engineers in industry while

continuing to promote academic engineering research that enables and feeds advances in industry. Coming from the commercial

world, where I have been program manager for commercial R&D programs and now manage four industry alliances, I understand the

importance of fundamental technical research and the potential impact it can have if focused correctly.

Additionally, ComSoc must ensure that its many constituencies - which include young engineers, women engineers, engineers in

developing countries, and engineers around the globe - are all served by ComSoc and the ComSoc community at large. As VP of

Member Relations I will leverage the learning and wisdom of these different constituencies to share lessons learned and experiences

that will benefit the various constituencies and ComSoc as a whole. I will continue to expand ComSoc programs and services to meet

the needs of newer and emerging communities while ensuring continued services to the established communities. It will be my

pleasure to continue to serve the ComSoc community!

Biography: Stan Moyer is currently vice president and executive director at Global Inventures where he manages and advises several

industry technology alliances including SD Card Association, Smart TV Alliance, OVCC, and ONVIF. Previously, he was executive

director and strategic research program manager in the Applied Research area of Telcordia for over 20 years. He is also Past-President

of the OSGi Alliance.

He received an M.E. degree in electrical engineering from the Stevens Institute of Technology, an M.B.A. in technology management

from the University of Phoenix, and a B.S. degree in engineering physics from the University of Maine.

He has served ComSoc and IEEE in a large number of capacities:

Candidates Statement: Leveraging the IEEE Communications Societys strengths and my experience and leadership skills, I will help promote a robust culture. My focus as the Vice President, Member Relations will be to:

Develop new and innovative programs to engage members and volunteers, nurturing existing programs while working towards a balance of efficient use of resources with an effort towards maintaining or lowering membership fees

Use my proven experience in attracting industry participation and extensive contacts to strengthen collaboration with industry, thus allowing practitioners and industrial members to take an active role in the Society

Continue the branding of ComSoc as the go-to place for telecommunications professionals to network, learn and enhance their careers

Accelerate the IEEE Communication Societys globalization towards the goal of a truly transnational IEEE unit, ensuring greater worldwide participation of members, Sister and Related Societies, and volunteers and providing exceptional regionally focused

products and services across the globe

For young professionals, create continuing education / training opportunities to facilitate early career progress and facilitate access to volunteer leadership positions in the IEEE Communications Society

Promote an environment where volunteers find satisfaction in their activities and can balance their expectations and personal career goals

Biography: Robert C. Shapiro, P.E. is an independent land mobile radio and wireless engineer and consultant professional serving the

public safety, electric utility, energy, transportation and telecommunications industries based in Plano, Texas, United States. He is on

the TIA TR8.18 committee as the Vice Chair and he is Chair of Technology Education for the National Public Safety

Telecommunications Counsel.

Current IEEE volunteer leadership activities are Member-at-Large of the IEEE Communications Society, VP Membership

Development for the Vehicular Technology Society and South Area Chair of IEEE Region 5. He is the Communications Society E-

News Editor-in-Chief and Chair of the Industry Promotion and Training Committees and Membership Development Chair for the

Dallas Chapter.

His past IEEE leadership volunteer activities were Communications Society Director, North America and Marketing / Industry

Relations, Dallas Chapter Chair. He also served as Vice President Conferences for the Technology Management Council and Vice

President, Mobile Radio for the Vehicular Technology Society.

He has held his Professional Engineering Certification Texas since 1990. He is a Fellow of the Radio Club of America and a member

of the IEEE since 1981 and a Senior Member since 2003. He has had over 30 articles published in industry magazines and in IEEE

conferences as poster sessions.

Vice President Publications For a Two Year Term 1 January 2014 to 31 December 2015

NELSON FONSECA (S86-M95-SM00)

Candidates Statement: ComSoc publication assets make ComSoc the leading publisher with high quality technical content. Nonetheless, maintaining the value of its publications and coping with the pace of technological changes brings several challenges,

which I plan to address. For that, if elected I will:

Strive to have the largest possible number of ComSoc publications also available as HTML formatted papers in IEEE Xplore, since this is the IEEE format for interactive content delivery and it really enhances the reading experience

Enlarge the ComSoc portfolio, creating new publications to cope with the fast pace of new technologies

Make sure that the introduction of Open Access in ComSoc publications will not affect the standard of quality

Reduce the time of the review cycle without compromising quality

Create specific venues for the needs of people in industry

Continue efforts to include of volunteers on Editorial Boards, especially young people and those from industry

Strengthen initiatives such as free tutorials, Publications Contents Digest and Best Readings

To accomplish this proposed program, I intend to capitalize on my ComSoc history of service to members as well as on my 15 years

of experience in working with ComSoc publications. I introduced the HTML format for ComSoc e-News, which is distributed to all

ComSoc members. Moreover, during my term as Editor-in-Chief of IEEE Communications Surveys & Tutorials, the number of

submissions quadrupled, and it became the journal with the second highest impact factor of all IEEE journals.

Biography: Nelson Fonseca received his Ph.D. degree in computer engineering from the University of Southern California in 1994.

He is full professor at the Institute of Computing, State University of Campinas, Brazil. He has published 300+ papers and supervised

50+ graduate students. Currently, he is ComSoc Vice President of Member Relations. He served as: Member-at-Large of the ComSoc

Board of Governors, Director of the Latin America Region, and Director of Online Services. He is the recipient of the 2012 IEEE

ComSoc Joseph LoCicero Award for Exemplary Service to Publications and the 2011 Elsevier Computer Network Journal Editor of

Year 2001 award. He is past Editor-in-Chief of IEEE Communications Surveys & Tutorials, past Editor-in-Chief of ComSoc

Electronic Newsletter and past Editor of the Global Communications Newsletter. He is a Senior Editor for IEEE Communications

Surveys & Tutorials and IEEE Communications Magazine. He served on the Editorial Boards of IEEE Transactions on Multimedia.

He is a member of the Editorial Boards of four non-IEEE journals.

ABBAS JAMALIPOUR (S90-M96-SM00-F07)

Candidates Statement: I have been involved in IEEE publications as an Editor-in-Chief, editor, reviewer, and author for over 20 years. I have talked with many of our members and authors, listened, and learned a lot from them on what they want and expect from

ComSoc transactions and magazines. I understand that members want fair review processes, sound editorial decisions, and timely

publications. I know members want to get equal opportunity in publications and to read papers authored and well-balanced by people

from both industry and academia. I know you want ComSoc publications as a place to foster your career, initiate new ideas, and get

real technical feedback from reviewers within reasonable times. We must make ComSoc publications the best and most rewarding

place for our members to submit their valuable works.

Therefore, as the VP-Publications, if elected, I will:

Make significant changes in organization, review process, and publications policies for a great experience

Listen and act swiftly on members feedback on publications

Create a special publication space for authors from industry, and ensure balanced representation of academic and industrial papers

Limit publications cost to a level affordable to our members while improving their quality/impact factor

Facilitate participation of new and early career researchers in editorial organizations

Biography: Abbas Jamalipour is a Fellow of IEEE, IEICE, and IEAust, an ACM Professional Member, and an IEEE Distinguished

Lecturer. He is the professor of ubiquitous mobile networking at the University of Sydney and holds a Ph.D. in electrical engineering

from Nagoya University, Japan. He is the author of six technical books, nine book chapters, and over 300 technical papers in the area

of wireless communications.

He was Editor-in-Chief of IEEE Wireless Communications and has been an editor for several journals. He is the Vice President-

Conferences, IEEE Communications Society. Previously he has held positions of the Chair of the Communication Switching &

Routing and Satellite & Space Communications Technical Committees and Vice Director of the Asia Pacific Board in ComSoc. He

has been a General Chair or Technical Program Chair for several IEEE ICC, GLOBECOM, WCNC and PIMRC conferences. He is a

voting member of the IEEE Communications Society Board of Governors, Education Board, Conference Boards, and the On-Line

Contents Board. He is the recipient of several prestigious awards such as the 2010 IEEE ComSoc Harold Sobol Award, the 2006 IEEE

ComSoc Distinguished Contribution to Satellite Communications Award, and the 2006 IEEE ComSoc Best Tutorial Paper Award,

among other awards.

SARAH KATE WILSON (M87-SM99)

Candidates Statement: Publications and conferences are the complementary jewels in ComSoc's crown, offering innovation, insight, and inspiration building knowledge needed to make life better for people everywhere. The VP of Publications is responsible for

ensuring the success of ComSoc's diverse portfolio of journals, magazines and on-line content.

As VP of Publications, I will

Maintain the high-quality and integrity of current publications

Work to initiate and foster new publications in emerging fields and with industry

Leverage the power of the evolving electronic information infrastructure

Publications are moving to online-only and open access- making publications available to more readers at little or no cost. The success of ComSoc's publications lies in balancing the tried and true with the requirements of the new. I want to ensure that ComSoc

readers have the benefits of the digital age and receive increasing value for their membership. I plan to expand current initiatives such

as ComSoc Technology News, adding features, social network sharing and search capabilities that are built on expert guidance. I will

work to ensure that our publications are responsive to the needs of both academic and industry members, and remain the world's best

in our field of interest.

Biography: Sarah Kate Wilson earned her AB in mathematics from Bryn Mawr College in 1979 and her M.S. and Ph.D. in electrical

engineering from Stanford University in 1987 and 1994, respectively. She has worked in industry and academia in both the United

States and Sweden. She is currently an associate professor of electrical engineering at Santa Clara University. Her research areas

include OFDM and optical wireless communications.

She has served on several technical and membership committees within ComSoc and is a member of the IEEE Teaching Awards

committee.

She has been an Associate Editor for IEEE Transactions on Wireless Communications, IEEE Transactions on Communications and

IEEE Communications Letters. She served as the Editor-in-Chief of IEEE Communications Letters from 2009-2012, and is currently

the Director of Journals for the IEEE Communications Society. As the Editor-in-Chief of IEEE Communications Letters, she

implemented the rapid review team, the Reviewer Appreciation Program, and formalized guidelines and mentorship for Associate

Editors. As the Director of Journals she has initiated a procedure for sanctioning authors who submit the same manuscript to multiple

journals, streamlined the publication process via online methods, and authored documents on Ethics and Editing and Guidelines for

Editors-in-Chief.

Vice President Standards Activities For a Two Year Term 1 January 2014 to 31 December 2015

ROBERT S. (ROB) FISH (M93)

Candidates Statement: ComSocs Standards Activities are a distinctive feature of our Society. Standards activity is a great way for academic and industry-focused members to partner for the benefit of both. As VP-Standards, I will emphasize a full cycle approach to

standards including both pre-standards emerging technology scholarship, market-driven open standardization, and post-standards

education and follow-up research.

ComSoc should expand from its current three standards developing committees in Dynamic Spectrum, Powerline Communications,

and Transmission, Access, and Optical Systems, to more standards committees that reflect the full range of interests of our technical

committees. In addition, emerging technology areas such as Smart Grids, Cloud Computing, and the Internet of Things should be a

focus for new efforts. These efforts can involve our members in emerging technologies research groups that focus on identifying gaps

in technology and standards. Complementary to these efforts will be conference sessions on standards education, standardization

workshops, and a journal concentrating on innovation and standardization research in communications and information technologies.

I should add that, as a Board of Governors member of the IEEE Standards Association, I can help coordinate ComSoc standards

activities with those of the IEEE. Institute-wide new initiative funding can be leveraged to support ComSoc members activities in emerging standards.

Biography: Robert S. Fish received his Ph.D. from Stanford University. Currently, he is president of NETovations, LLC. From 2007

to 2010, he was chief product officer and senior VP at Mformation, Inc. From 1997 to 2007, he was vice president and managing

director of Panasonic US R&D laboratories. Prior to this, he was executive director, Multimedia Communications Research at

Bellcore after starting his career at Bell Laboratories. He has over 30 publications and eight US patents.

During his career, he and his organizations have initiated and managed standards development activities in IEEE, 3GPP, OMA, IETF,

ATSC, CableLabs, OSGi, and SDRF.

He is a member of the ComSoc Standards Board. He co-edited a series in IEEE Communications Magazine on IEEE standards in

communications and networking. He is a former member of the ComSoc Board of Governors and Chair of GIMS. He is a member of

the Board of Governors of the IEEE Standards Association, Chair of IEEE-SAs Global Coordination Committee, and a founding member of the IEEE-SA Corporate Advisory Group. He is Co-Founder and Steering Committee Chair of ComSocs CCNC Conference. For his leadership and contributions to the Multimedia Communications Technical Committee, he was the recipient of

MMTCs Distinguished Service Award.

KEVIN W. LU (S81-M84-SM11)

Candidates Statement: I am honored to be a candidate for the 2014-2015 ComSoc VP of Standards Activities. The 2012-2013 ComSoc Standards Development Board has already received several approvals by the IEEE Standards Board, including DySPAN

Standards Committee as a Sponsor, individual standards balloting processes for 1903 and 1907.1 Working Groups, joint sponsorship

for P1858, and the new ComSoc SDB policies and procedures with a sustainable financial model. We can still move further.

In support of the strategic directions articulated by the ComSoc leadership, I am committed to broadening opportunities for engaging

members in relevant, timely, and useful standards. We can systematically facilitate early and frequent communications between

standards developers and users in all phases of standards activities, including:

Needs identification, assessment, and selection

Standards development, implementation, and maintenance

International standards harmonization

Standards testing and deployment support

Standards training modules and outreach program

In addition, timeliness and adaptability of the standards development process are critical to the standards relevance and usefulness since both user needs and technologies are rapidly evolving. We can use online communications to further expedite contribution, peer-

review, discussion, revision, and publication. Most important, I want to know your ideas on improving our standards activities, and

any current and ongoing issues that you care about.

Biography: Kevin W. Lu is a senior principal scientist at Broadcom Mobile Wireless Group. He has served as ComSoc Director of

Standards Development and Chair of ComSoc Standards Development Board (SDB) in 2012 and 2013, and as a member of the IEEE-

SA Standards Boards New Standards Committee (NesCom) in 2013.

He received his B.S. in control engineering from National Chiao Tung University, Taiwan, and M.S. and D.Sc. in systems science and

mathematics from Washington University, St. Louis, Missouri. He was a chief scientist and executive director at Ericsson/Telcordia

Applied Research, and Chair (20072010) of the TIA TR-48 Engineering Committee on Vehicular Telematics. He authored All-in-one: Making connected vehicles possible in the February 2012 issue of ISO Focus+. He also contributed to the 2011 ATIS Machine-to-Machine Focus Group and the 20112014 Strategic Plan for the U.S. Department of Transportation Intelligent Transportation System Standards Program.

His previous ComSoc services include Chair of the ComSoc/OFC Coordinating Committee (19931994), Chair of the Optical Communications Committees Technical Program Subcommittee (19911994), and Secretary of the Optical Communications Committee (19901991). He represented the Optical Communications Committee on the ICC 1991 Technical Program Committee. He also served as Session Organizer and Chair for ICC (1994) and GLOBECOM (1989, 1993, and 1994).

KHALED B. LETAIEF (S85-M86-SM97-F03)

Candidates Statement: Technical activities not only represent the life blood of IEEE but they also comprise its core values and as such they are of paramount importance towards our members well-being.

I had the privilege to serve IEEE, and the IEEE Communications Society (ComSoc) in particular, as a long-time and tireless

volunteer. If elected as Vice-President for Technical Activities, it will be my honor to continue serving IEEE ComSoc while

sustaining its role as a major resource supporting members needs throughout the world. I will rely on my diverse background and extensive leadership experience to:

Enhance our technical activities to better address the needs of current and prospective members while putting greater focus on transparency and openness

Strengthen ComSoc globalization activities and further opening the door to recruiting young and talented volunteers

Grow our value to academics while intensifying and encouraging industrial participation

Position ComSoc to target new and emerging technologies while putting greater emphasis on delivering technical content and products that are of the highest quality at affordable prices

Expand our educational offerings for professionals and practitioners to meet their goals and enhance their career advancement opportunities

Biography: Dr. Letaief received the B.S. with Distinction, M.S., and Ph.D. degrees from Purdue University. He is currently Chair

technical leadership. As Technical Activities Council Vice Chair, Technical Program Chair of ICC 2006 and GLOBECOM 2009,

Director of Membership Programs Development, and Chair of IEEE P-1903 Next Generation Services Overlay Networks Standards

Working Group, I introduced new activities and perspectives. I also have extensive expertise on Editorial Boards of ComSoc journals,

technical committees, and diverse ComSoc conferences.

Biography: Mehmet is a professor at Manhattan College, New York. Previously, he held management and technical positions in Bell

Labs, Bellcore, Hazeltine, and Daewoo.

Currently he is Comsocs Director of Membership Programs Development. Previously, he was Vice-Chair of the Technical Activities Council and Chair of the Distinguished Lecturer Selection and Humanitarian Communications Technology Committees. He has

served on many other ComSoc committees including GITC, the On-Line Content Board, the Education Board, and the Meeting and

Conferences Board.

He served as Technical Program Chair of two premier ComSoc conferences: GLOBECOM 2009 and ICC 2006. He also served as

Technical Program Chair for a number of other conferences, including the first IEEE Consumer Communications Networking

Conference (CCNC) in 2004 and IEEE NOMS 2002. He also served as General Co-chair of ISCC 2012 and NOMS 2008.

Biography: Sonia Aissa received her Ph.D. in electrical and computer engineering from McGill University, Canada. Since then, she

has been a full professor with the National Institute of Scientific Research-Energy, Materials, & Telecommunications, University of

Quebec. She was a researcher with the E&C Department Kyoto University, and Wireless Systems Laboratories of NTT, and a research

associate at INRS-EMT, Montreal. She was Principal Investigator (2000-02) in the personal/mobile communications program at

Canadian Institute for Telecommunications Research, and adjunct professor with Concordia University. Her research interests are in

wireless and mobile communications.

She was the Founding Chair of the Montreal Chapter, IEEE Women in Engineering Society. She serves/ has served as Technical

Program Leading Chair or Co-Chair for Wireless Communications Symposia at several ICCs; PHY/MAC Program Chair for WCNC 07, TPC Co-Chair of VTC 13, and Symposia Co-Chair of GLOBECOM 14. She was Associate Editor, Wireless Communications, and

M.S. in computer science from New Jersey Institute of Technology, and BSEE from NIT, India. His career spanning 25 years includes

LMTS at AT&T (current); CTO Wireless at NIKSUN; senior scientist at Telcordia Technology; CRF director at Columbia University

and computer engineer with TATA Motors.

He has served as an IEEE volunteer at the Section, Region, Chapter, Society, MGA, and EAB level. As PCJS Chair he established a

sister section agreement between PCJS and the Bangalore section to improve cross-regional collaboration. As the MGA Industry

Relation Chair, he enhanced the relationship between IEEE and Industry (www.ieee-industry.org). He served as Chair of the ComSoc

Ad Hoc Public Visibility Committee, Associate Technical Editor of IEEE Communication Magazine, Co-Chair and TPC Co-Chair for

multiple IEEE sponsored conferences. He currently serves as the Vice-Chair for ComSoc and EdSoc Chapter of PCJS, and as MGA

Candidates Statement: To maintain the vitality of ComSoc as a quality professional society in this challenging economy requires addressing the needs and expectations of the current membership, and creating value and opportunities through new programs and

initiatives for professionals from both industry and academia to ensure participation in ComSoc activities. The technical areas in

communications and networks spanning ComSoc are evolving and rapidly changing. ComSoc needs to be ahead of these changes,

providing guidance, to and possibly preparing its current and potential membership for the future. We can take effective measures to

foster volunteerism globally, to achieve this cost effectively. I have been a volunteer for nearly 30 years in ComSoc technical

activities, conferences and publications. This experience, combined with my background in both academia and industry, as well as my

drive and perseverance, provides me with a unique opportunity to effectively address these key issues as a Member-At-Large.

Biography: Bijan Jabbari received his M.S. and Ph.D. degrees in electrical engineering from Stanford University. He began his

involvement with ComSoc in the Communication Theory Technical Committee in 1979 and then the Technical Committee on

Computer Communications in 1982. During 1994-1996, he served as Chair of the Technical Committee on Communications

Switching & Routing. He was one of the founding members of the Wireless Communications (a.k.a. Personal Communications)

Committee. He served as the Editor of IEEE Transactions on Communications, Multiple Access Area (1997-2007), an Associate

Editor for IEEE Communications Letters (1997-2000) and Division Editor for Wireless Communications, JCN (2003-2007). He was

on the editorial board of Proceedings of the IEEE (1995-2004). He was elected an IEEE Fellow in 2008 for contributions to resource

management and mobility in wireless networks, and in 2000 received the IEEE Millennium Medal. He is a professor of electrical and

computer engineering at George Mason University (USA).

XUEMIN (SHERMAN) SHEN (M97-SM02-F09)

Biography: Xuemin (Sherman) Shen received his B.Sc. (1982) degree from Dalian Maritime University, China, and his M.Sc. (1987)

and Ph.D. (1990) from Rutgers University, New Jersey, all in electrical engineering. He is a professor & university research chair and

was associate chair for Graduate Studies in the E&CE Department, University of Waterloo. He serves or has served as Technical

Program Committee Chair for INFOCOM 14, GLOBECOM '07, Symposia Chair for ICC 10, and Tutorial Chair for ICC 08. He is Editor-in-Chief for IEEE Network, was a Founding Area Editor for IEEE Transactions on Wireless Communications, and Guest Editor

for IEEE JSAC, IEEE Wireless Communications, and IEEE Communications Magazine. He received the 2006 Excellent Graduate

Supervision Award and the Outstanding Performance Award in 2004, 2007 and 2010 from the University of Waterloo; and the

JOHN VIG (M72-SM84-F89)

Candidates Statement: I agreed to run for this position because those who nominated me convinced me that my experiences as IEEE President, journal Editor, conferences Chair, standards Chair; and my knowledge of best practices in other societies would benefit

ComSoc. I shall propose new activities in ComSoc as I have done recently with initiation of the Internet of Things Journal, and my participation in starting the World Forum on Internet of Things in Korea in 2014. Another example of new activities I have started was the recent experiment to record conference presentations (slides synchronized with the authors voices) at a conference that had six parallel sessions. Participants who missed presentations one day could download them for free the following day. Within a few

days, more than 10,000 presentations were downloaded by the attendees. Recorded presentations have the potential to enhance

ComSocs educational and professional development activities, membership benefits and retention, and globalization.

Biography: John Vig served as IEEE President and CEO in 2009, and is an IEEE Life Fellow. He was born in Hungary. He received

his Ph.D. in physics from Rutgers - The State University, U.S.A. He spent his professional career developing high stability crystal

resonators, oscillators, and sensors.

He has been awarded 54 patents and is an author of 100+ publications, including nine book chapters. Since 2006, he has been a

consultant to the U.S. Defense Advanced Research Projects Agency (DARPA) for programs ranging from micro- and nanoresonators

to chip-scale atomic clocks.

He has served IEEE as VP, Technical Activities; Founding President of the IEEE Sensors Council; President of the UFFC Society;

Editor of two journals, general chair and technical program chair of conferences, and standards chair. Currently, he is in the midst of

starting the IEEE Internet of Things (IoT) Journal and the IEEE World Forum on IoT. ComSoc is cosponsoring both.

SOON WAN (S95-M00-SM10)

Candidates Statement: I have held many leadership positions in IEEE Boston Section, Chapter, Region 1, MGA GOLD, TAB, N&A, ComSoc, and Conferences. If elected, I will use my experience gained from serving many committees in IEEE to enhance the

experience of ComSoc membership. Recognizing that members needs and expectations have been changed over the years, I want to focus on increasing ComSoc membership in North America to have the greatest effect in influencing trends affecting our members interests and well-being. I have a strategic plan with four action items, and the highest priority is to partner with the local Sections and

Technical Chapters to encourage the professional and personal development of ComSoc members. I will use ComSocs cutting-edge publications, career and professional development programs, technical conferences, pre-university programs, and student activities to

help our members in developing new technologies, and new concepts, and hence developing new products that will need

manufacturing facilities in the United States.

Biography: Soon Wan graduated from Ngee Ann Polytechnic (Singapore) as the top student with the highest merit diploma in 1992.

Then, he graduated with summa cum laude in electrical and computer engineering Bachelors degree from Merrimack University, once again, as the top graduate student in 2000. Currently, he is a senior design engineer in the Research and Development

Engineering group at VICOR Corporation. He works with a team to design and develop high power density DC/DC power converter

with innovative technologies and patented topologies. He was the MGA GOLD Committee Chair from 2007 to 2008. He has been an

active ComSoc GOLD volunteer for the ComSoc Member Program Standing Committee. He assisted in the formation of the ComSoc

GOLD Committee in 2007, and he has been scouting and recruiting young leaders for ComSoc. He has also served on the ComSoc

Social Media Adhoc Committee, and worked on using social media such as Facebook to promote ComSoc membership.

HSIAO-HWA CHEN (S90-M93-SM01-F10)

Candidates Statement: I have been an active ComSoc volunteer for over 25 years. I have served in diverse positions, including local Chapter Chair; TPC Co-Chair of ComSoc conferences; Chair of ComSoc Technical Committees; and current Editor-in-Chief of IEEE

Wireless Communications. As a producer and consumer of the technical knowledge for which ComSoc is famous, I believe I

understand the fundamental needs of ComSoc members. ComSoc, a non-profit professional society, must dedicate itself to serving all

its members and the profession as a whole.

If I am elected, I will be a humble listener and a strong advocate for all ComSoc members, promoting their best interests within the

Society and returning to them as much value as possible while encouraging their participation as volunteers. Within its financial

limitations, ComSoc should offer exactly what its members want in their professional activities, and certainly the best and most

accessible knowledge, and a welcoming technical community. This is the only way to attract more ComSoc volunteers from both

industry and academia. I believe that my rich experience at different volunteer levels in ComSoc will help me to serve the needs of all

members effectively as an elected member of the Board of Governors.

Biography: Hsiao-Hwa Chen is a Distinguished Professor in the Department of Engineering Science, National Cheng Kung

University, Taiwan. He received his Ph.D. degree from the University of Oulu, Finland, in 1991. He has been a very active ComSoc

volunteer for over 25 years, serving as general Co-Chair or TPC Co-Chair of IEEE conferences, the Chair of the ComSoc Radio

Communications Committee (RCC) during 2007-2008, and the Chair for Communications & Information Security Technical

Committee during 2010-2011. He was the recipient of the ComSoc RCC Outstanding Service Award in 2008. He is the current Editor-

in-Chief of IEEE Wireless Communications. He is a Fellow of IEEE.

NEI KATO (AF94-AM03-M05-SM05-F13)

Candidates Statement: To uphold the decades-long illustrious legacy of ComSoc, it is of paramount importance to deal with challenges emanating from technical and operational perspectives. We are en-route to unchartered territories as emerging next-

generation communication technologies and cutting-edge applications continue to overwhelm us. Envisioning a sound technical

roadmap is imperative to guide our community through this yet-to-be-anticipated era of communication technologies. Operationally,

as ComSoc gets larger and larger, a more efficient way to manage our community and connect academicians with their industrial

partners has become indispensable for the sake of gaining the maximum benefit. If elected, I will try with my best effort and

enthusiasm to address both these challenges based on my experiences as a long-time volunteer in ComSoc and my innovative ideas to

continuously review and improve the current system by fostering spirited volunteerism. To gain the opportunity to serve our society, I

sincerely seek your strong support.

Biography: Nei Kato has been a full professor, since 2003, at Tohoku University, Japan, from where he obtained his Ph.D. in 1991.

In his activities for ComSoc, he currently serves as Vice Chair of AHSN TC, a GITC voting member, and Chair of Sendai Chapter. He

also served as past Chair of SSC TC, and more than 10 times as Symposia/Track Chair in major conferences including GC, ICC,

WCNC, PIMRC, ICCC. He has received many prestigious awards including the Distinguished Contributions to Satellite

Communications Award from IEEE ComSoc SSC TC, the KDDI Foundation Excellent Research Award, and best paper awards from

GC, WCNC, IEICE and/others. He is a co-Principal Investigator of the A3 Foresight Program, started in 2011, sponsored by the

Japanese, Korean/Chinese governments, and Principal Investigator of numerous national projects. He is chair of ITU-R SG4 and a

panel member of the Telecommunications Council, Ministry of International Affairs and Communications, Japan. He is a

Distinguished Lecturer of ComSoc and a Fellow of IEEE and IEICE.

HANNA BOGUCKA (S93-M95-SM12)

Candidates Statement: For over 20 years I have been active in the IEEE Communications Society, serving as a reviewer and Guest Editor of papers in several journals and magazines, as well as a Technical Program Committee member or track and symposia co-chair

of major ComSoc conferences. I also serve on IEEEs Kiyo Tomiyasu Award Committee. If elected Member-at-Large, I will focus on promoting the excellence and leading role of ComSoc in the community of telecommunication researchers, engineers, and students,

particularly in ComSocs underrepresented regions. I will also emphasize providing encouragement and support to junior and female researchers to involve them more in our technical and organizational activities. I intend to promote new Societys activities, such as interdisciplinary and emerging-topics conferences, discussion panels, and other activities bridging theory and practice, addressing new

telecommunication technologies and sustainable development.

Biography: Hanna Bogucka received her Ph.D. degree and Doctor Habilitus degree in telecommunications from Poznan University

of Technology (PUT), Poland, in 1995 and 2006 respectively. Currently, she is a professor and a DeputyDean for Research at the Faculty of Electronics & Telecommunications at PUT. She is involved in research activities in the area of wireless and mobile

communications. She is the author of four handbooks, book chapters and over 120 papers, published in major IEEE journals and

magazines, and in the proceedings of international conferences.

She has been involved in many activities within the IEEE Communications Society. She has been a Technical Program Committee

member or Track Co-Chair of major IEEE ComSoc and Vehicular Technology Society conferences (ICC, GLOBECOM, PIMRC,

VTC) in recent years. She is a member of the IEEE Kiyo Tomiyasu Award Committee. She acts as a reviewer for IEEE Transactions

on Communications, IEEE Transactions on Information Theory, IEEE Transactions on Vehicular Technology, and IEEE Journal on

Selected Areas in Communications.

UGO CAROLYN OGWO (M06-GSM10-M11)

Candidates Statement: In line with ComSocs vision to be the organization of choice for communications and related professionals worldwide, I will work to make this vision a reality. I recruited the highest number (23) of candidates to write the IEEE WCET exam

in 2009 and will achieve record breaking results in other areas. My focus will be on recruiting new members and ensuring current

members are serviced. I will use my industry experience/network to suggest initiatives improving ComSocs relationship with industry and IEEE entities. I will ensure that our conference offerings are of high value to academia and industry to facilitate growth in

attendance. As an active volunteer since 2006, I will continue working with volunteers/staff to position ComSoc for sustainable

structured financial opportunities. My international exposure and background from the emerging world will bring diversity to the team

and ensure a global perspective.

Biography: Ugo Ogwo is a dynamic MBA professional with a track record of outstanding performance in the industry. She

distinguished herself working for Airtel (Nigeria) and LM Ericsson (Nigeria) as a GSM BSS radio network engineer, a rare field for

female engineers, consistently meeting and exceeding network maintenance and quality set targets. She received her Bachelors (electrical) and Masters (telecommunications) in engineering from the University of Nigeria Nsukka. Her MBA is from IE Business

School, Madrid, Spain.

She has been involved as a ComSoc volunteer in Nigeria since 2006. Due to her passion for serving ComSoc Nigeria, she was invited

to join the EXCO as Technical Programs Director. Since then, she has been actively providing technical resources and learning

experiences for IEEEs Nigeria Section members and non-members, including her work colleagues.

She is currently driving benefit changes adding value in the planning process at GlaxoSmithKline Consumer business; sales forecast

and performance are better tracked and analyzed; and she is playing a key role as business expands into new markets in French West

Africa countries.

Biography: Joel Rodrigues is a professor at the University of Beira Interior, Portugal, and a researcher at the Instituto de Telecomunicaes, Portugal, and worked in industry for five years (1995-2000). He is the leader of the NetGNA Research Group,

Chair of ComSocs Technical Committee on Communications Software, the Vice-Chair of the Technical Committee on eHealth, and Member Representative of ComSoc on the IEEE Biometrics Council. He is the Editor-in-Chief of the International Journal on E-

Health and Medical Communications and Recent Patents on Telecommunications, and an editorial board member for several journals

(including IEEE Communications Magazine and IEEE Communications Surveys & Tutorials). He has been General Chair and TPC

Biography: Araceli Garca Gmez received her B.Sc. in electronics and communications engineering from the University of Guadalajara and a Masters in applied computer science from the ITESO University.

In Secretaria de Comunicaciones y Transportes, an office of the Mexican Government, she worked in activities related to radioelectric

spectrum administration, 1987-1989. She has been a professor at different universities in Guadalajara since 1993, and a professor in

the Electronics, Systems & Informatics Department (DESI) at ITESO since 1996. She was academic coordinator of the Undergraduate

Program of Electronics Engineering, 2001-2005 and a member of the Department Council of the DESI. She served on the

Consultative Council of Cadena de la Industria Electrnica (CADELEC) Guadalajara, 2007-2009. Currently, she teaches courses on

computer networks and participates in several academic and profesional projects in different universities and organizations.

IEEE ComSoc activities/Committees/Boards: include Chapter Chair of Guadalajara ComSoc, 2001-2004; LA Region DLT

Coordinating Board, 2003-2005; Guadalajara Section Vice Chair, 2004-2006; ComSoc LA Regional Director, 2006-2007;

Guadalajara Section Chair, 2007-2008; Student Branch Counselor ITESO, 2012-2013. Currently, she is Chapter Chair of Guadalajara.

Conferences and awards include Co-Chair for several IEEE Conferences (CIEP 2002, IMWS 2009, PIMRC 2010, WCNC 2011). Her

Chapter received the Chapter Achievement Award in 2003; she was named Engineer of the Year in 2004.
