The guest speaker at this year’s banquet will be Dr. Alfred Yee,P.E., President of Yee Precast Design Group Ltd., in Honolulu. He will speak on “An Anecdotal Account of a Pacific Island Engineer.” His presentation will discuss some history of modern structural engineering development in Hawaii beginning in the 1950’s with anecdotal accounts of various travel, people relations, cultural experiences, and lessons learned. In addition to his Honolulu company, Dr. Yee is also Director of Precast Design Consultants Pte. Ltd. in Singapore. He obtained his Bachelor of Science degree (Civil Engineering) from Rose-Hulman Institute of Technology and his Master of Engineering degree (Structural Engineering) from Yale University. The Rose-Hulman Institute of Technology conferred upon him an Honorary Doctor of Engineering degree in 1976 in recognition of his work in concrete technology and proven unique concepts for land and sea structures, particularly in the field of precast design and construction. Dr. Yee started his own engineering practice out of his Honolulu home in 1954. In his practice he has developed innovative structural concepts, devices and construction techniques widely used in prestressed/precast concrete construction of mid- and high-rise building structures, bridges and marine concrete vessels. He has designed and administered the construction of thousands of structures in North America, South America, the Pacific Islands, Asia, Australia, and the Middle East over more than 50 years. Dr. Yee was made a member of the prestigious National Academy of Engineering in 1976. The Hawaii State Legislature honored Dr. Yee with an Official Proclamation honoring him for the invention of the NMB Splice Sleeve. He was awarded the PCI Medal of Honor in 1997 for his extraordinary contributions to the precast/prestresseed concrete construction industry. Dr. Yee was named a Titan of the Precast/Prestressed Concrete Industry in 2004 in recognition of his outstanding contributions to the Industry and for advancing and accelerating the growth of the industry in North America. The banquet program will also include presentation of the Engineers Week Exhibit Awards, and introductions of the Engineer of the Year, Young Engineer of the Year, Student Engineer of the Year, and the HCES Lifetime Achievement awardee. The 2013 officers of the Hawaii Council of Engineering Societies will also be installed. He started his career in project management on large construction infraxtructure projects such as the ramp ways connecting the Airport to the Nimitz Viaduct and the commuter terminal hardstands. Later he moved to Bruxelles, Begium, as a marketing engineer for Orbot, an auto- mated inspection systems company serving the integrated circuit board industry. In 1990 he returned to Hawaii to focus on real estate development projects including aloha Tower, self storage, assisted living, office, 221 unit residential project Maluo’hai at the Villages of Kapolei, manufactured hous- ing and setting up a joint venture between Kamehameha Schools and Brookfield Homes Hawaii for the completion of Keahou. Currently Mr. Berg is assisting Honolulu Seawater Air Condtioning in coordinating its develop- ment efforts. He is a graduate of UH in both Mechanical Engineering and Economics and later received an MBA from Boston University. Kapolei Adopt-A-BlockBy David Lin and Tiffany Hamada,Community Service Chairs

On Saturday, December 1, 2012, 10 ASCEYMF members split into two groups for KapoleiAdopt-A-Block. One group gladly took on thetasks of cleaning roads, bus stop areas, andedges of parcels while another group placedplacards with the “E Malama I Ka Wai Ola”message on Uluohia Street, KamokilaBoulevard, and Kapolei Parkway. After havingthe placard group place about 50 storm drainplacards and the other group removing weedsand cleaning up debris, the day was calledwith a victory of beautifying Kapolei and a paton the back for a good job well done. Thankyou to all the volunteers for coming out to helpwith this event and to Ponciana Quindica forcoordinating this event with the YMF.

Moanalua Elementary School PopsicleStick Bridge/Jr. Engineering NightBy David Lin, Outreach Chair

On Wednesday, December 5, 2012, 10ASCE YMF members volunteered in conjunc-tion with the ASCE UH Student Chapter at theMoanalua Elementary School Popsicle StickBridge/Jr. Engineering Night. This eventinvolved 3rd-5th grade students fromMoanalua Elementary who were put through aseries of engineering challenges. The analyti-cal skills of these students were put to the testas they were challenged to do a lego towerchallenge and a lever experiment. YMF mem-bers helped by scoring the lego tower chal-lenge and by also teaching the students leverconcepts. Thank you to all the volunteers for

President Mike Packard called the meetingto order and Vice-President Juanita Wolfgrammintroduced the speaker, Chris Sayers from theCity and County of Honolulu’s Department ofTransportation Services.

Mr. Sayers presented information on the finaldraft of the Oahu Bike Plan, including currentprojects such as the Lei of Parks concepts inAla Moana and Waikiki, the Civic Campus bikepath widening project, Waialae Avenue,Diamond Head Road, and Hamakua Drive. Healso summarized the different types of bicyclefacilities (i.e., bike lanes, bike paths, sharrows,etc.), discussed bike boxes, innovative treat-ments, and bike-transit connections.

President Packard noted that there would beno meeting in December, but meetings wouldresume in January 2013.

CITY HALL AT THE KAPI`OLANIWhen the County of O`ahu transitioned to the

City & County of Honolulu in 1909, theKapi`olani Building at the mauka-ewa corner ofKing and Alakea Streets in downtown Honoluluwas rejected as the government’s locus osten-sibly because of streetcar noise, as I explainedin last month’s (December 2012) article.

Six years later, in the 1915 Aloha Guide weread that “The City and County of Honolulu hasno city hall, the second floor of the McIntyrebuilding, corner of Fort and King streets serv-ing as such. Here the Board of Supervisorsmeets, and the mayor, clerk, auditor, attorneyand his deputies, auditor, building and plumb-ing inspectors have their offices.”

Nevertheless “the city treasurer and thewater and sewer departments are in theKapiolani Building at the corner of King andAlakea Streets. The engineering department ison the second floor of this building.” Next, the1921 Hawaiian Annual avers that the “KapiolaniBuilding, corner King and Alakea Streets, hasbecome exclusively Honolulu’s City Hall, fur-nishing quarters for all offices and departmentsof the municipality.”

In 1920, the legendary John Henry(“Johnny”) Wilson succeeded Joseph “Joe”James Fern as mayor. In his 1921 “Report ofthe Mayor of the City and County of Honolulu”to the Legislature of the Territory of Hawaii heargued that “less than 10 years ago the city hallrental was $350 a month. This year we are pay-ing $900 a month for the Kapiolani building.Next year the rental will be $1000 a month.What the cost will be when a new lease isasked by a new Board of Supervisors there isno way of determining. Honolulu must own itscity hall. Certainly the most logical and practi-cal plan is for the city to build a municipalbuilding. This will take time, but in the mean-time we should acquire the present structureused for the various departments. TheKapiolani Building can be bought by the citytoday for $150,000. At 6 per cent the annualcost of the expenditure would be $9000 or$750 a month. Under the present lease we arepaying $10,800 this year for the rental of thebuilding and next year the cost will be$12,000.”

Having been rebuffed by the Legislature, hepersisted in his 1923 biennial report:

“In my report to the Legislature of 1921... Icalled attention at the time to the fact that wewere in 1921 paying a rental of $900 a monthfor the Kapiolani Building and that in 1923 wewould pay $1000 a month or $12,000 a year.We are paying that sum this year.” He againurged acquiring the Kapi`olani Building but atmore than $150,000 that time as “the leaseexpires with the close of the year.”

Newspaperman Bob Kraus, Wilson’s 1994biographer, completes the picture saying “thesupervisors turned down his proposal to buythe Kapiolani Building and then sell it for a prof-it when it came time to build city hall. Themayor had to swallow his pride and accept thePunchbowl site.” This is where the current cityhall opened in 1929. Wilson preferred the Allensite bordered by King, Alakea and Richardstreets, across Alakea from the Kapi`olaniBuilding.

As far as I was able to ascertain at this time,after that date, only routine attention was paidto the Kapi`olani. Forty years later, on July 14,1970 an article by writer Carl Wright appearedin the Star Bulletin (SB) announcing “27-Story

Towers to Rise onAlexander YoungBlock.” In part itsaid:

“ D o w n t o w nHonolulu, once anaging collection ofold buildings,received anotherinfusion of twin tow-ered modernizationtoday with unveilingof plans for thebiggest office com-plex in the state. Thesite for the majordevelopment isbounded by King,Bishop, Hotel andAlakea streets - theblock whose BishopStreet half is occu-pied by the Alexander Young Building. Projectdevelopers will be The Hawaii Corp. andRichard Hadley of Seattle... Dominating theblock when the project is completed will be two27-story office towers, tallest in the downtownarea... The first tower will rise at the corner ofAlakea and King with construction to begin thisfall. Completion is set for 1972. A second towerwill follow at the corner of Hotel and Alakea.The Alexander Young Building, a downtownlandmark since 1903 will be spared...”

A map (see below) showed the originallyplanned location of the first building where theKapi`olani Building stood and the second atthe place where the first YMCA building hadbeen and where the Honolulu EngineeringAssociation had its first quarters in 1904.

By September 1970, the joint developmentventure had been dissolved (HonoluluAdvertiser, 9/11/1970). The HonoluluCorporation (THC), previously Von Hamm-Young, Inc., was a firm with a long and interest-ing history of its own. Its subsidiary, the PacificConstruction Co., completed the redesignedtower in 1972. The new design incorporatedHawaiian motifs with cast-in-place concreteexterior. The 30-story, 350-foot tall buildingwhere the old Kapi`olani building once stoodwas originally named the Pacific Trade Center,and is now known as the Pacific Tower.

Between 1974 and 1976, the NorthwesternMutual Life Insurance Co. of Milwaukeeacquired the entire city block (SB, 9/8/1983)and, when all was said and done, the NationalRegister of Historic Places listed AlexanderYoung building was also razed in 1981 amidcontroversy to make room for the 28-storyglass exterior Pauahi Tower at the corner ofBishop and Hotel.

The complex is now known as BishopSquare and it includes Tamarind Park, namedafter an Indian tamarind tree planted there,according to various accounts, to celebrate thebirth of Bernice PauahiBishop on December 19,1831, by her father, AbnerPaki. A section of the treewhich was cut down in1902 is kept at the BishopMuseum (see HawaiianAnnual for 1904).

Back in 1970 when thedevelopment was firstannounced, RandolphCrossley, president of THC(also Hawaii senator from1959 to 1964 and unsuc-cessful gubernatorial can-

didate in 1966 and 1974), was described tohave said that “the Alakea-King section of thearea now housing campaign headquarters forseveral political candidates was recently pur-chased.” Not even a mention of the purchasedbuilding’s name: Kapi`olani!
