The Harris County Fair Queen Pageant is a long standing tradition of the annual Harris County Fair, and the 2013 Miss Harris County Fair Pageant will be as exciting and successful as any in the past! Each year we celebrate the youth of Harris County by selecting a royalty court of outstanding young ladies to represent the Fair and Harris County. The Miss Harris County Fair Pageant is not a beauty, “glam” or fashion pageant, it is a natural pageant where clothing and makeup is to be age appropriate. We are searching for young ladies who embody the outstanding attributes of charm, personality, intelligence, grace, beauty and confidence. Please pay attention to the new age groups & categories: Our age group categories are: Queen (11

th & 12

th grade), Princess (9

th

& 10th

grade), Junior Miss (11-14yr old), Little Miss (7-10yr old), Tiny Miss (4-6yr old), and Toddler Miss (0-3yr old)-ages/grade

as of September 1, 2013. Harris County Fair /Houston Farm and Ranch reserve the right to combine or divide age groups

depending on number of entries. Other category contests: Miss Photogenic (Queen, Princess and Junior ages) and Little Miss

Photogenic (Toddler, Tiny and Little Miss ages) will be chosen from photographs taken by our Official Fair Photographer TJ

Johnson (this is a required other contest). Harris County Fair Sweetheart (Queen, Princess and Junior ages) and Little

Sweetheart (Toddler, Tiny and Little ages) are awarded to the TOP total $ sponsorship saleswomen (this is an optional other

contest).

The Queen and her Court are chosen by distinguished and knowledgeable judges who are leaders within our community. Each

judge is committed to selecting that very ‘special girl’ in each category that will serve as ambassadors for the Harris County Fair.

Our 2013 Miss Harris County Fair queen will be awarded a $1000.00 scholarship at the successful completion of her year reign

payable to any Texas college or University she chooses. The queen and her royalty court will be awarded titles, crowns, sashes,

trophies and belt buckles. Runners up in each age category will also receive awards.

The queen and her royalty court are required to attend various events and functions of the Harris County Fair October 8-13,

2013 (queen & court required every day @ different times) and Fair BBQ Oct 17-19th

, 2013 (queen & court required to be at

awards on Sat 19th). They are also invited to other functions of the Houston Farm and Ranch and outside events throughout

the year. (non Fair events vary from year to year.)

2013 HARRIS COUNTY FAIR PAGEANT OVERVIEW

PURPOSE: The purpose of this event is to select young ladies who are most representative of Harris County that possess outstanding attributes of charm, personality, intelligence, grace, beauty and confidence. The royalty court serves as ambassadors for the Harris County Fair. The Fair Queen and Court are required to attend various functions of the 2013 Harris County Fair - October 8-13 & the Fair BBQ October 17-19, 2013 as well as requested appearances throughout their reign when asked for assistance. They shall promote the principals of the Harris County Fair and The Houston Farm & Ranch. FAIR QUEEN 11th and 12th graders as of Sept 1, 2013 The Fair Queen is chosen by an individual interview with the entire judge panel, onstage: a 2 minute speech, runway modeling, self-introduction and a question. At the completion of her year reign the Fair Queen will be awarded a $1,000 College Scholarship payable to the Texas College/University of her choice. Should she not attend college, the first runner-up will receive the scholarship. The winner of the 2013 Fair Queen title may not enter the Miss Harris County Fair Queen pageant again (no matter her age- this is a once in a lifetime title). Additionally Contestants will only be allowed to win one title/category per year (ie: should Sally Jane have the highest scores in both Miss Photogenic and Queen age category –she would win the Queen title and the contestant with the second highest score for photogenic would win Miss Photogenic. Age category titles are potential score tie breakers.) The Fair Queen and Court are required to attend various functions of the 2013 Harris County Fair - October 8-13 (exact dates and times will be posted as soon as the Premium book is published) and the Fair BBQ October 17-19 (BBQ awards –Sat 19th all day) . Should the royalty NOT be able to attend these functions they will relinquish/forfeit ALL their awards and title and the first runner up will immediately be crowned and receive all the awards and title..

2013 Royalty Court will be requested to attend the 2014 Pageant to crown her successor (unless excused by Pageant Chairman/Director)

Absolutely NO 2013 Harris County Fair Pageant Committee members may have an immediate relative in the 2013 pageant -this is

grounds for disqualification of the contestant (i.e. daughter/sister/granddaughter/niece/aunt/first cousin).

The winners of the 2013 Miss Harris County Fair Court titles will not be eligible to win the same age title or same category title again (each title is a once in a lifetime award). She may enter to win an age category title the following year ONLY IF she advances into another age category.

Contestants must have parents or guardians written permission to enter pageant (see Emergency/Indemnity form & Entry form)- failure to do so will result in disqualification

Attire for Photo Shoots and for Pageant--- Western/Cowgirl- jeans (any color- with or without bling), western style shirt/blouse(with or without bling), western boots , western hat (optional)- (IF Jeans or blouse are too tight, too revealing or with tears or holes in them or if wearing a western skirt- if it is too short (revealing too much leg)- contestant will be disqualified- at the discretion of the Pageant Chairman/Director) The vision is to present a good and wholesome image.

Makeup-this is a NATURAL pageant- NOT A GLAM- please keep this in mind at all times- makeup should be AGE APPROPRIATE- judges will mark off for too much makeup. (Photo Shoot and Pageant)

Every contestant is REQUIRED to attend one of the two Photo Shoot/Parent Meeting/Pageant Workshop days -Sept 14 (session #1 & #2) or Sept 17 (session #3).

Every contestant is REQUIRED to have photograph taken of her at that Photo Shoot by the Official Photographer of the Harris County Fair- TJ Johnson. The Miss Photogenic and Little Miss Photogenic contest entry pictures will be chosen from the pictures TJ takes at the Photo Shoot only. IF a contestant does not have her photo taken by TJ during the Photo Shoot Session she will have a score of “0” for her Photo portion of the age category contest score putting her at a disadvantage in her total score for the age category title (there is always the remote possibility that her other scores can be elevated- if she gets high enough scores on everything else- greater than the other contestants).

Sweetheart and Little Sweetheart contestants MUST supply thank you notes- addressed to each one of their sponsors. Keep the envelopes open- do not seal them closed. These may be turned in at pageant day check in (not required to be turned in with entry application or with sponsorship forms and funds). Sweetheart and Little Sweetheart contestants have until the entry deadline (Sept 14) to turn in sponsorship forms and funds. NO FORMS or FUNDS WILL BE ACCEPTED AT THE PAGEANT. This allows the auditor committee to total funds and scores for these other category contestants before the pageant (saving some time at the pageant).

Every contestant and their families that attend the pageant are expected to act properly, be respectful of others and of the judge’s decisions and to present a good and wholesome image. IF there are any issues the Pageant Director/Chairman of Pageant has the single right to disqualify any contestant on the spot. And if a newly crowned title holder is caught being nasty or ugly to other contestants or parents she will have her title immediately removed and first runner up will be crowned in her place. We want GOOD SPORTSMANSHIP attitudes from everyone!!

There will be a Grievance Committee of three-five people= One or two committee persons and two or four parents elected the day of the pageant in public. This committee will hear issues from parents or committee members submitted in writing before the end of the pageant and pass that along to the Pageant Director/Chairman ASAP.

All judges are instructed to judge on the capability of the contestants according to age. All age category ties will be broken during a line up on stage and /or remodeling. All judges’ decisions are final and will NOT be up for review by contestants, parents, or leaders.

The contestants, parents and /or guardians agree that the time, manner and method of judging shall be within the discretion of the Harris County Fair and Harris County Fair pageant committees and decision of the judges is final. Harris County Fair has the absolute right to interpret these guidelines, rules and regulation and arbitrarily settle all manners arising out of Harris County Fair and pageant.

2013 Miss Harris County Fair and her court may be requested for appearances throughout the year of their reign. IF the royalty cannot attend due to school, church or other excuse- those appearances may be excused at the discretion of the Pageant Director/Chairman ONLY with adequate advance notice by a parent. Each year the invitations vary but a sample of requested appearances are: Any Houston Farm and Ranch event listed on HFR website, Houston Rodeo parade, grand entry and possible committee functions, meet Harris County Commissioners and Judge, Great Day Houston TV show, Interviews for magazines and newspapers, attend Queens for Troops events to raise funds for or to participate in wounded warrior events.

Contestant will be considered entered in the pageant when the following have been received by the Harris County Fair office/Pageant Chairman/Director: Entry form, MC Questionnaire, Copy of Birth Certificate, Emergency/Liability/Indemnity form, applicable fees paid in full and check cleared bank (DO NOT SEND CASH IN MAIL- make checks out to Harris County Fair) Parents will receive an EMAILED CONFIRMATION (no letters/no phone calls) when ALL the above is received and recorded. IF contestant is also entering the Sweetheart or Little Sweetheart optional contest the Sponsorship forms & funds are due at pageant deadline Sept 14 and sponsors thank you notes are due by pageant day check in.

Attire-Rodeo/Western/Cowgirl- jeans (any color- with or without bling), western style shirt/blouse(with or without bling), western boots , western hat (hat optional)- (IF Jeans or blouse are too tight, too revealing or with tears or holes in them- contestant will be disqualified- at the discretion of the Pageant Chairman/Director)(a long skirt may be substituted for jeans if required by religious reasons)

Appearance- fashion style, how contestant fits in her clothing

Presentation on Runway- Self Introduction, confidence and poise

Personality-smile, eye contact with judges and audience (judges will mark off for promenading, excessive strutting and overt hand gestures)

Question/Interview on stage-Each age category contestants will submit 4 questions that will be mixed together with the other same age contestants into a bowl and contestants will chose on stage a question at random from the bowl- questions should be about: Harris County, Harris County Fair, Texas or Current Events

Awards will include: Title of 2013 Miss Harris County Fair Queen, Crown, Banner, Belt Buckle, Trophy and a $1000.00. Scholarship to a Texas College or University of her choice- to be awarded after her successfully completed year of reign. Should the queen not attend college/university the first runner up

Attire is Western/Cowgirl- (same as pageant attire- see rules)

Natural beauty, presentation of character and mood (this is a NATURAL pageant- NOT A GLAM- please keep this in mind at all times- makeup should be AGE APPROPRIATE- judges will mark off for too much makeup. (Photo Shoot and Pageant)

This is a required part of the total pageant. **Should a contestant not have her pictures taken by the Fair Photographer- her total point score will suffer as she will receive a “0” for Photogenic- which will cause her to be at a disadvantage/ total score.

Current (2012) and Former Age category title holders that are not eligible to advance into another age category may enter this competition pay same fee as age category and compete as if she were competing in the age category but will only be scored for Miss Photogenic or Little Miss Photogenic

2013 Harris County Fair Sweetheart (Queen, Princess & Junior Miss ages) and Little Sweetheart (Little, Tiny and Toddler Miss ages) Competition will be judged on:

Current (2012) and Former Age category title holders that are not eligible to advance into another age category may enter this competition pay same fee as age category and compete as if she were competing in the age category but will only be scored for Sweetheart or Little Sweetheart

Harris County Fair/Houston Farm and Ranch retain the right of obtaining and using the contestants photograph and/ or videos well as any other representative likeness for advertisement, television, video presentation and website purposes without compensation or prior permission of the contestants /parent/guardian. The contestant/parent/guardian agree and are expected to act properly, be respectful of others and of the judge’s decisions and to present a good and wholesome image. IF there are any issues the Pageant Director/Chairman of Pageant has the single right to disqualify any contestant on the spot.
