Looking back in 2012

Each year The Daily Herald looks back at events and happenings in Halifax and Northampton counties that have

shaped the lives of Roanoke Valley residents, our readers.

Although not every occasion or experience could be presented, some of the highlights in-clude the impact of the economy on local busi-ness, area achievements, education nods and progress, a local advocate named No. 2 of her breed in the nation, some good-byes, return-ing heroes, veteran honors, top sports action and so much more.

The number within each write up represents the date it was published in The Daily Herald.

If you find you would like to see a story in its entirety, or maybe you would like a copy for sentimental sake — contact our office at 252-537-2505 for more information. The Daily Her-ald archives includes some extra hard copies of publications.

Also in this special section, see what the top 10 stories were in 2012 on RRDailyHerald.com.

Of course local stories, sports, weather, photo galleries, videos, editorials, opinion polls, etc. are available around the clock on our website.

We hope you enjoy the Year in Review in combination with the Business Honor Roll, of-fering a look at the longevity and dedication of Roanoke Valley businesses to the community.

With the planting of 10 trees Jan. 7, the members of the Da-vie Lions Club fulfilled an in-ternational mission and gave back to their community.

It was an effort spearheaded by Davie Lions Club members, along with members of the Jackson Lions Club, who plant-ed trees on the east side of the Davie Volunteer Fire Depart-ment station on Highway 48.

In 2011, 2011-12 International Lions president challenged Lions around the world to plant one mil-lion trees.

Before the charter members of the KIPP Pride High School Alpha Leo Club were inducted, the group had shown their commitment to service by already completing several projects.

“You are committing yourself to making the community and world a better place to live,” said Larry DeBruhl, president of the Davie Lions Club.

The KIPP Pride High Alpha Leo is sponsored by the Davie Lions Club — the first Leo Club in the Roanoke Valley.

The LEO Club Program is a youth version of the International Lions Club. LEO stands for “Learning, Experience, Opportunity.” Local members were inducted the week of Jan. 15.

Alpha Leo Clubs are those that consist of members between the age of 12, the Leo Club program’s minimum age, and the age of the ma-jority for the region where the club is based.

THE DAILY HERALD STAFF REPORT

A teacher killed in a head-on collision the night of Sept. 5 made a strong im-pact in Halifax County.

North Carolina State Highway Patrol said the victim was 23-year-old Lindsay Budnick, of Rocky Mount, who died follow-ing injuries sustained in a crash at 10:45 p.m.

The collision occurred 13 miles west of Halifax on Justice Branch and Aure-lian Springs roads.

“It was a head-on colli-sion between a small pas-senger car and a truck,” state police said.

“A car ran off the road and over corrected and came back on and struck the truck.”

Budnick, who was in the car, was killed. State po-lice could not confirm this morning if she was the only occupant of the car. One other person was in-jured in the wreck.

Budnick was a Teach For America teacher originally from Philadelphia who just began her second year teaching at William R. Da-vie Middle School.

“This was a young lady full of passion for her students,” William R. Davie Principal Victor Fenner said. “She was committed to bring-ing out the passions of her kids through being a teacher and start-

ing a drama club.”Budnick had just received grant

funding for a first-time drama club at the school.

She was also an active partici-pant at Lakeland Theatre Company

in Littleton.“She has been in-

volved in every show this year, either act-ing, painting or back-stage,” Lakeland Board of Directors Chairman Gavin Guttersen said. “She ran the children’s workshop for 6 to 10 year olds.”

Daniel Riley, Teach For America regional director, said Budnick was in her second year as a Teach For America teacher.

“I got a chance to get to know Lindsay quite well actually,” Riley said. “She was such a vibrant personality who sought out connec-tions with people. She was very much the life of her core community. As a first-year teacher, you face a lot of chal-lenges, but she never ceased to find the joy or humor in the moment. She thrived off the en-ergy of her students.

“She is just the kind of person we love to bring to Eastern North Carolina to make sure every kid gets a great

education.”Halifax County Schools Public In-

formation Officer Keith Hoggard said counselors were on campus at Wil-liam R. Davie Middle School to offer assistance to students and teachers.

$7.4 million DSS project gets go ahead

February 2012

Students and teachers shared in the joy of a family reunion Jan. 8 when Lt. Jennifer Bouchard, who’s been deployed to the Middle East on the U.S.S. Bataan, was reunited with her children.

Bouchard, who was away for nearly 11 months on what was the longest U.S. Navy ship de-ployment in nearly 40 years, came to port in Norfolk, Va., Jan. 7.

Bouchard stayed with family,

then made the trek to Gaston to be with her children Jan. 8 during lunch at KIPP Gaston College Preparatory.

Jennifer’s mother Becky Merritt, with whom the chil-dren stayed while their mother was away, called the school to arrange for the reunion.

The children, fifth graders Hannah and Jake Bouchard, knew their mom was supposed to come home some time in February.

The Jo Story Senior Center is celebrating a major milestone, and director Rose Massey said it took a lot of hard work and dedi-cation to get there.

The center recently received its Senior Center of Excellence designation from the N.C. De-partment of Health and Human Services.

Contentions with the county’s deci-sion to move forward with a new Social Services building surfaced at a public hearing in Northampton County Jan. 28.

County Manager Wayne Jenkins said the project has been on the county’s back burner about eight years.

He said commissioners took action in 2010 in favor of the new $7.4 million fa-cility, and funds — in low interest loans and grants — were already approved by the USDA, but the project was on hold

because of economic concerns.Jenkins said the county is approved for

more than $500,000 in grants, nearly $7 million in loans at 4 percent interest, and around 65 percent of those payments will be reimbursed to the county through the USDA.

He said the other 35 percent — about $2.6 million — will be paid through ad valorem taxes and other sources of reve-nue and will be included in the county’s budget under debt service.

29

Nancy Nicholson, of Henrico, told commissioners she rather DSS focus on reducing the number of people served, instead of building a new building.

Herald Sports Action in 2012

With less than three seconds left on the clock, Tanisha Crossen stole the ball at half court and raced to the basket. When the ball dropped through the net, Crossen ended the 2012 East-West all-star game and her high school career with that basket.

For the first time in her career, Crossen came off the bench and scored six points for East as they fell to West 82-65.

Crossen and her teammates fell behind early, but fought back and made the game interesting. Crossen entered the game for the first time at the 5:37 mark of the first quarter.

It was obvious she was suffer-ing from big game jitters, but as the game progressed, the former Northampton West point guard was her usual aggressive self, taking the ball to the basket, diving on the floor and playing in-your- face defense.

Roanoke Rapids senior A.J. Alston scratched on his first two jumps and was in dan-ger of missing the finals at the NCHSAA 2A track and field championships. Know-ing all it takes is one, Alston advanced to the finals with his last jump in the preliminar-ies. Once he got to the finals, Alston jumped his way to the top of the medal stand.

With a jump of 22’4 1/2”, Alston leaped his way into the record books, winning the 2012 2A state title in the long jump. It was the first of three medals he would win on that day. Alston finished second in the 300-meter hurdles and third in the 110-meter hur-

dles, leaving Greensboro with three medals around his neck and ending his athletic ca-reer at Roanoke Rapids High School on a very high note.

Frazier has won nearly 1,200 games coaching var-sity soccer and basket-ball at RRHS and earned the NCHSAA Tony Webb State Coach of the Year Award in the spring. The Yellow Jackets have won 34 conference champion-ships in men’s and wom-en’s soccer in the last 22 seasons, all coached by Frazier.

Leah Brewer couldn’t wait to enter her dog, Elle, in “Dog Whisperer” Cesar Millan’s Pit Bull of the Year contest on his website in February.

However, coming in as one of the top three in the na-tional contest was a definite surprise.

Elle is a registered therapy dog, a certified Canine Good Citizen and member of the Halifax County Canine Good Citizens Group.

She helps with children’s reading programs, makes lots of public appearances

and actively works to pro-mote the good name of the pit bull breed across the Roa-noke Valley.

Elle is also an ambas-sador for pit bulls at www.imnotamonster.org.

Brewer said she was hope-ful Elle would win, because she really is a great dog.

Brewer said it is frustrat-ing the pit bull breed often gets typecast and blamed for bad behavior in other breeds. Brewer contends people need to be responsible for their animals.

Three Weldon STEM High School stu-dents hope to use skills learned from a pilot program there to own and operate their own businesses.

Every Tuesday from 3:15 to 4:30 p.m., freshmen Al-leme Mallory and Chrishawna Arrington and sophomore Devonte Ghee come to the Small Busi-ness Academy offered at the school.

The academy is available through a partnership between the Business-Education Partnership of the Roanoke Valley Chamber of Commerce, Halifax Community College and Weldon City Schools.

Since Jan. 31, students have learned about creating their own business through curriculum, etc.

22 Chrishawna Arrington, left, combined her love of talk and gossip to create a teen blog for Roanoke Valley youth during the Small Business Academy at Weldon STEM High School. Helping her to research how to sell ads for her site is facilitator Barb Roeder.

Herald Sports Action in 2012Senior Jessica Scales will

leave her mark in the history of Roanoke Rapids soccer and is climbing the all-time

goal scoring ladder for the North Carolina High School Athletic

Association. Scales has 157 career goals, 13th in women’s soccer state history according to

the NCHSAA record book. With at least

five games left in her

career, Scales will move into the top seven if she continues this year’s average of three and a half goals per game. A deep postseason run might give Scales an outside shot of be-coming the NCHSAA’s fourth female soccer player in state history to crack the 200-goal barrier in her career.

April 24Full Scales assault

There is no secret on how big Jan. 20’s game in Gaston will be between Northampton East Rams and Northamp-ton West STEM High School Hurricanes.

For the first time in a long time both teams are really good. The Hurricanes are ranked No. 7 in the state and sit atop the Tar Roanoke Athletic Conference standings with a 6-1 record, the same league record as the Rams. However, re-cords are just a small piece of the puzzle.

At a December Northampton County

Schools Board of Education meeting, it was decided the two schools would con-solidate beginning next school year.

Jan 19

The football season came to an end for the Roanoke Rapids Yellow Jackets after they fell to North Johnston in the playoffs on Nov. 4, 2011.

It was a disappointing loss for Northern Carolina 2A Conference Defensive Player of the Year Nazair Jones. Just a few hours later, the loss looked trivial to the star defensive end.

“I got up to go to the bath-

room the morning after the playoff game, and I couldn’t walk,” Jones said.

“I was taken to the emer-gency room.”

Jones would eventually be diagnosed as having complex regional pain syndrome, a de-bilitating disease that results in multiple functional loss of the autonomic nervous sys-tem.

The symptoms would grow progressively worse for the

6-feet, 6-inches tall, 255-pound Jones. Within a month, he lost 50 pounds.

“I was scared,” Jones said. “Not only about possibly

never playing again, I was afraid I might not be able to walk again.”

Jones, 17, is back on the football field for the Yellow Jackets, but the journey was difficult, with several set-backs. It is a road Jones still travels.

Jones’ success after disease nearly broke himRoanoke Rapids High School senior football standout Nazair Jones is returning to form in 2012 season after illness nearly wrecked his playing career following his junior season.

Of course George Privott was supposed to pay attention to the game, not the crowd.

But on Oct. 5, when Northamp-ton County hosted Weldon for its homecoming game, the Jags coach couldn’t help himself. He had to take a peak at the mass of people behind him.

“It was one of the biggest crowds I have seen since I have been here,” he said.

“With the band playing, the crowd and everything ... I felt like I was at a college game.”

In the past, home games in Creeksville may have drawn 250 or 300 people on a good night. The Oct. 5 homecoming crowd had close to 3,000 fans.

Seems like everyone in the county came to see the Jags.

When the Northampton Coun-ty Board of Education made the decision to merge the county’s two high schools, grumblings could be heard from Henrico to Conway.

For every person who wanted to see it happen, there seemed to be 10 who did not want to see a change.

T h e grum-blings started a year ago and continued throughout the summer.

Meanwhile, during the dog days of summer, even before then in the spring, Privott went to work. He, who coached Northampton-East, ultimately was named head coach of Northampton County.

Ignoring all the distractions, Privott started the process of putting a winning team on the field, with the mindset the coun-ty would rally and get behind a good product on the field.

Mission accomplished.

recent vandalism at the now-closed East-man School has Halifax County Schools officials seeking information.

Keith Hoggard, public information officer for the school system, said an estimated $47,000 in material was stolen from the various buildings on the school campus.

The vandalism was extensive — roof tiles de-stroyed, wires and pipes cut, insulation littering the hallways, radiators destroyed or taken (for the copper), etc.,” Hog-gard said. “Every build-ing sustained extensive damage from the vandal-ism.” Hoggard said Cliff Pearson, director of maintenance and trans-portation, discovered the damage March 23. Pearson took resource officers and central of-fice administrators on a tour of the buildings March 26.

Longtime Seaboard mayor and Roanoke Valley community stalwart Dr. Melvin Broadnax died Sunday.

Current Seaboard Mayor Bobie Moss said many in town are very sad about the loss, adding Broadnax had been the may-or of Seaboard for 21 years.

“He will be very missed,” Moss said.“He was a pillar of our community.”Broadnax, 82, was board chairman of

Rural Health Group Inc. for nearly 40 years, and was still serving the board un-til his death.

Moss said Broadnax was part of a group instrumental in building a housing devel-opment in town.

“People just liked him,” Moss said. “He always commented that the person

who would beat him hadn’t been born yet. He was contested a couple of times, but never defeated. He was well known across the state and nationally. When I would go to conferences, I would tell people where I was from, and his name would pop up. He had the gift to gab. Yeah, I liked him.”

Rural Health Group CEO Brian Har-

ris said Broadnax was the soul of the organization since 1974 when he and other communi-ty leaders decided Northampton County needed health care.

“Melvin was not just our first and only board chairman for close to 40 years, he was the impetus behind the group’s dedi-cation to the under served,” Harris said.

“His compassion for others and his pas-sion for equal access to superior quality health care have been the underpinnings of RHG and will continue to drive RHG.”

A coalition designed to fight the tolling of Interstate 95 has taken its fight down the corridor to hopefully strengthen its voice.

No Tolls on I-95 — a coalition which began in January after a meeting in Roanoke Rap-ids, where North Carolina Department of Transportation officials said they believed tolling to be the only feasible funding option for $4.4 billion in improvements to the inter-state — hosted a meeting in Smithfield April

17, drawing tourism and business leaders from other I-95 communities in order to help broaden the coalition.

“If we sit on the sidelines and let this hap-pen, shame on us,” said KapStone Kraft Paper Vice President of Mill Operations Anitra Collins, who has taken a leadership role in the coalition. “Our chances of suc-cess are greater if we speak with one voice, border to border.”

A United States Congressman and North Caro-lina’s Governor made sure to sing his praises, but what stood out about Ed Jones was his ability to relate to and connect with scores of people from

young to old and black to white.Jones, 62, state senator from Enfield, died at 2:20 p.m. Dec. 14 at his Halifax County home following his battle with pancre-atic cancer, leaving behind his wife Mary, their children and grandchildren, and a legacy of public service.

A dedicated public ser-vant, voters championed his return to Raleigh just more than a month ago,

electing him to a fourth term in the Senate with a landslide 72.32 percent victory margin.“I am deeply saddened

by the passing of my very good friend and colleague Sen.

Ed Jones,” state Rep. Michael Wray, D-Gaston, said.

“Ed was one of the most influen-tial people in my life, both person-ally and professionally and I am a better person for having known him.”

Gov. Bev Perdue announced Dec. 19 more good paying jobs will be coming to the Roanoke Valley.

Klausner Mills, an international lumber company, is expanding its op-

erations to include a new facility at 260 Piper Lane, off Highway 301 in Enfield, and will bring 350 new jobs with it.

“Halifax County is proud to be the new home of Klausner Lumber Two as they expand their global footprint to the United States,” chairman of the Hali-fax County Board of Commissioners James Pierce said. “In addition to the 350 direct jobs that will be created by Klausner, additional jobs will be created in the forest products-supply chain that will pro-vide good-paying jobs for our citizens and further strengthen our local economy.”

Halifax County Economic Development Director Cathy Scott said the company will build a state-of-the-art lumber processing facility. “This will be the company’s first mill in the United States,” Scott said.

She said $110 million will be invested by the company, and the jobs will be created over the next three years.

Scott said Klausner will receive a grant of up to $750,000 from the One North Carolina Fund, to sup-port the expansion, and a local match is required.

A new Family Dollar store being built in Conway is set to open in the first part of the new year.

Bryn Winburn, public relations manager for Family Dollar, said an 8,000 square-feet store will open dur-ing the first part of 2013.

The store will be located on West Main Street across from town hall.

“We are very excited about serving this new community,” she said.

The Conway store is expected to employ about eight to 10 team mem-bers.

Winburn said the company likes to hire from within the community.

Conway Town Administrator Nan-cy Jenkins has watched the store be-ing built.

“It is amazing how much work is done in a day,” she said.

“A lot of people have said they can’t believe how fast. They are really working hard to get it open as soon as possible.”

Town officials found out about the new store during their November 2012 board meeting.

The sale of The Roanoke Rapids Theatre ap-pears to be at an impasse, according to city leaders.

Roanoke Rapids Interim City Manager Ed Wyatt told city council members May 1 he would characterize the city’s proposed sale of the venue to Lafayette Gatling as “at an im-

passe,” meaning no progress is currently be-ing made, but things could always get moving again.

“We had hoped we would have positive signs from the theater heading into this budget,” Wyatt said. “But right now, we are not seeing those signs.”

Goal setting is what Hope Walker, a principal intern through the Northeast Leadership Academy, and others at the school wanted in having students keep long-range plans in mind.

“To help youngsters make the connection be-tween school and life, we

implemented a school-wide vision and goal setting strategy that involved ev-ery student in the school,” Walker said.

And walking down the main hall of the school, the goals on the walls range from being an architect to being a preacher.

A local veterans resource took time to honor a sym-bol of freedom when it stopped in Roanoke Rapids May 25 on its way to the na-tion’s capital.

Rolling Thunder’s Flame of Freedom, symbolizing the plight of America’s POWs and MIAs, began burning in 2009. The flame is carried across the country each year by members of the Rolling Thunder motorcycle group to bring atten-tion to the fact the United States still has many soldiers, sailors and airmen miss-ing from wars going back to World War II, and those missing must be accounted for.

“This is indeed a good afternoon to recognize those relatives and friends who continue to seek a full accounting for loved ones, comrades in arms, and friends,” said retired Brig. Gen. David Johnson, U.S. Air Force.

Roanoke Rapids Deputy Police Chief Tommy Ha-thaway said a “lengthy” investigation led to the de-partment’s Special Opera-tions Team and Narcotics Division executing a search warrant at 300 Roanoke Ave. early Nov. 20, and while that search yielded plenty of evidence, it led to more investigating and more dis-covery.

“During that search, they found some marijuana, a large number of weap-ons and some illegal, non-taxable liquor,” Hathaway said.

It was also discovered the building’s occupant, iden-tified as Kenneth Brooks, 49, of Roanoke Rapids, was also the primary occupant

of 298 Roanoke Ave., right across East 3rd Street from the building they had just searched. Hathaway said this discovery led to a sec-ond search around 10:30 a.m. Nov. 20 at 298 Roanoke Ave.

This second search, Hatha-way said, led to the discovery of evidence suggesting more illegal activity.

“They found an indoor marijuana grow operation that encompassed the entire third floor of the building,” Hathaway said.

The department’s entire in-vestigations division came to the scene, along with agents from N.C. Alcohol Law En-forcement. A truck was brought in to haul out the massive amount of evidence collected.

With more than 10,000 truckloads of wood expected to come across its scales between now and March — when the company goes into full operations — Enviva Pellets Northampton celebrated its first load Tuesday.

“We will consume a lot of wood,” said Fiber Supply Manager Ann Hudomint, adding by the time the company opens, she will have about 260,000 tons of wood on the ground waiting to be processed.

The company, which produces wood pellets for power generation predominately in Europe, started construction of its Northampton facility in mid May. When the wood is brought to the plant, it’s weighed, then inspectors ensure it is the proper type of wood and quality the company requires.

The first of many loads of wood comes across the scales at Enviva Pellets Northampton Nov. 13.

State Rep. Michael Wray, D-Gaston, won a landslide victory Nov. 6 in the newly mapped Dis-trict 27, which includes Halifax and Northampton counties ex-clusively.

Wray has held the District 27 office since 2005 and is state house Deputy Minority Whip.

With more than 87,148 votes counted in the contest, in-cumbent state Sen. Ed Jones, D-Enfield, had 72.2 percent of the vote compared to 27.8 per-cent for Republican challenger Warren Nail in the race for the Fourth Senatorial District.

Fostering a spirit of biparti-sanship is the key to moving America forward for U.S. Rep. G.K. Butterfield as he enters his fifth term on Capitol Hill.

And Halifax County’s District 1 voters decided four more years was right for incumbent Demo-crat County Commissioner Car-olyn Johnson.

June 2012

Since February, Dan Har-ris has made headway in his goal of giving a free, hot breakfast to every kin-dergarten through eighth grade student in the Halifax County school system.

Each morning through the Universal Breakfast Program, students at Hol-lister Elementary, Pittman Elementary and Scotland Neck Primary schools have breakfast in their class-room.

“It has been going ex-tremely well,” said Harris, child nutrition director for Halifax County Schools.

“The students having breakfast in the morning gives them an edge.”

The three locations were chosen for the pilot program because elemen-tary schools are easier to monitor and they have the highest percentage of stu-dents with free breakfast/lunch.

Lunchtime included a heavy dose of peanut butter for drivers.

A truck pulling a load of rejected peanut butter spread some of its cargo while turn-ing from Julian Allsbrook Highway to I-95 southbound at exit 173.

“This is a first,” said Jason Patrick, Roanoke Rapids Fire Department battalion chief.

The spill occurred at 11:28 a.m. June 11. Drivers navi-gated around a coned area but were able to continue to Inter-state 95 without stopping.

Ongoing negotiations for the purchase of The Roa-noke Rapids Theatre may mean Internet gaming could be part of the venue’s future.

Roanoke Rapids City Attor-ney Gilbert Chichester said a meeting of the city’s planning board, slated for June 21, is a step in the negotiations with the latest potential buyer.

City Planning and De-velopment Director Kelly Lasky said the prospective purchaser has requested an amendment to the land-use ordinance that would allow electronic gaming in the Carolina Crossroads en-tertainment district. These changes, she said, would apply to the district but are being requested specifically for the theater.

October 2012Poe Creek wake zone debate making waves

Poe Creek will not be receiv-ing a No Wake Zone many residents have been working to achieve.

Halifax County commis-sioners were deadlocked the first week of October in a vote on whether or not to make an application to N.C. Wild-life for a No Wake Zone on 3,600 feet of the creek, start-ing at Oak Grove Church and ending at the end of Timber

Creek. Commissioners Rives Manning, James Pierce and Vernon Bryant voted for the effort with commissioners Rachel Hux, Marcelle Smith and Carolyn Johnson voting against.

Officials said the deadlock counts as a “no,” and there is no appeal for this decision. There is no time limit of when commissioners can be asked to consider the matter again.

Operation Summer Heat Wave, a narcotics investiga-tion involving the Halifax County Sheriff ’s Office, Roa-noke Rapids Police Depart-ment, Weldon Police Depart-ment and the Department of Probation and Parole, moved into Phase One Oct. 26, exe-cuting 14 arrests throughout the county for drug viola-tions.

Lt. Scott Hall, head of the narcotics unit for the sher-iff ’s office, said the investiga-tion began in May, with con-trolled purchases of illegal drugs in various parts of the county and with assistance

from other departments. The investigation led to

the Phase One operation the morning of Oct. 26, where 20 suspects named in 28 cases were listed on arrest warrants, which four teams moved throughout the coun-ty to serve.

When Phase One con-cluded, 14 of the 20 suspects listed had been taken into custody, ranging in age from 18 to 78.

“This is just the first sweep,” said Halifax County Chief Deputy Wes Tripp.

“There will be more to come.”

N.C. Department of Transportation plans to widen Highway 158 through Northampton County and bypass the towns of Garysburg, Jackson and Conway are presenting a new set of challenges for those mayors.

The preferred corridor, costing $284 million, does not widen all existing 35 miles of High-way 158 between Garysburg and Murfreesboro, but cuts a bypass through mostly farmland around several Northampton County business and community centers.

Town leaders are ramping up for a real-ity that may include far less vehicular traffic while considering options like annexation.

With the N.C. Department of Transportation’s recent announcement of a preferred corridor for widening Highway 158 through Northamp-ton County, local concerns about family farms, homes and businesses are surfacing.

Eminent domain is scheduled to be enacted in 2014 in the Garysburg section with construction beginning in 2016. DOT development engineer Matthew Potter said the department could begin buying property for the 250 feet right of way needed for the projects as early as 2014.

21

3 towns brace for bypass

Jacqueline Hough | The Daily HeraldWhile town leaders don’t necessarily agree Highway 158 needs widening, Conway Mayor Brian Bolton said there are pluses. Here, the railroad crossing over Highway 158 in Conway.

A brief storm July 1 in Northampton County left hun-dreds of downed trees and many without power.

“It literally came out of nowhere,” said Jim Gossip, mayor of Jackson. “In three to four minutes, it did a lot of damage.”

As of 9 a.m. July 3, Dominion officials said around 144 people serviced from the Roanoke Rapids office are still without power. At its worst July 1, 2,100 people were with-out power.

The storm hit about 4 p.m. July 1 leaving many homes missing parts of roofs along with shingles and trim.

“Within 15 minutes of the storm ending, we were clean-ing up,” Gossip said. “We reopened Highway 158, which was blocked with trees.” Also blocked was U.S. 305 be-tween Seaboard and Jackson.

Gossip said three commercial buildings were damaged. The Northampton County Memorial Library had a tree

fall on it, which tore the gutters off.The town cemetery had several large trees fall.Jackson Police Chief and Public Works Director John

Young said the weather “tore us up,” but no injuries were reported.

Power crews work to restore electricity Monday in Jackson following a storm July 1.

The Roanoke Rapids City Council approved amend-ments to its ordinances that will allow greater flexibility to existing Internet Cafes and pave the way for ma-chines related to electronic gaming to be placed in The Roanoke Rapids Theatre.

In a nearly unanimous vote, with Mayor Pro Tem Carl Ferebee providing the only dissenting vote, council members approved changes

to the city’s land-use ordi-nance that would allow elec-tronic gaming as an accesso-ry use in the theater itself. In the event the entertainment

district gives rise to another 1,000-seat performing arts center, such a facility would also be allowed electronic gaming as an accessory use.

The city of Roanoke Rapids will be getting a new administrative leader in August.

Roanoke Rapids City Council members ap-proved a contract Thursday to hire retired U.S. Army Lt. Col. Joseph Scher-er, of Nelsonville, Ohio, as city manager effective Aug. 14. He is currently Nelsonville’s city manager and has served in this capacity since 2007.

Scherer, who was not at Thurs-day’s meeting, previously served as Administrative Director and Chief of Staff for Chillicothe, Ohio, for four years, according to information supplied by cur-rent Interim City Manager Ed Wyatt,

Scherer holds a Master’s in Public Admin-istration from Ohio University and a Mas-

ter’s in Logistics Management from the U.S. Army at Fort Lee, Va.

“The new appointee has extensive training in various areas of personnel and employee

relations, especially in labor rela-tions and contemporary person-nel subjects, such as the Family and Medical Leave Act,” Wyatt said.

Scherer will be paid $85,000 a year and will be given a car allow-ance of $350 per month, plus out-of-county mileage for city business. He will also be given a cell phone for conducting city business.

Wyatt said Scherer’s moving ex-penses will be paid by the city and he must establish a permanent residence in Roanoke Rapids within six months.

A year’s worth of hard work came to fruition Sept. 4 when KIPP: Gaston College Prepara-tory Primary School officials cut the ribbon for their school.

“We have so much growing and learning with our kids,” Primary School Leader Emily Cook said.

“The building is important, but it is not the reason we are here.”

The morning of Sept. 4, 96 stu-dents walked onto the KIPP GCP campus for their first day of kin-dergarten in a modular unit, while the primary school is being built.

The close-knit Haliwa-Saponi tribal community of Hollister is still in shock after one of their own was apparently murdered in Chapel Hill Sept. 7.

Haliwa-Saponi Chief, the Rev. Ron Richardson, said he learned Faith Dani-elle Hedgepeth, 19, a student at the Uni-versity of North Carolina at Chapel Hill who grew up in Hollister, had been found dead in her apartment Sept. 7, the victim

of an apparent homicide.Friends found Hedgepeth’s body in her

apartment in Chapel Hill the morning of Sept. 7. She was majoring in biology at the university, attending the school on a Gates Millennium Foundation scholar-ship.

Richardson said Hedgepeth was in-volved in the tribe’s culture and at-tended the annual pow-wow. The chief

referred to Hedgepeth as “the epitome of a beautiful spirit.”

“She was bursting forth with love and the joy of life,” Richardson said.

“Every adjective I could possibly use to describe a person I could say about Faith.”

Hedgepeth, he said, never expressed to him any fear or indicated she was in any danger.

A convict who escaped from Tillery Correctional Center Sept. 23 told au-thorities he lived off the land during his four-day taste of freedom.

James Ladd, 51, escaped from the fa-cility the morning of Sept. 23 while working on the prison’s farm outside the center’s walls.

Tillery Superintendent Oliver Wash-ington said at about 8:30 a.m. Sept. 23 Ladd was on a tractor, working in one of the back acres of the 8,000-acre farm. At about 10:45 a.m., a guard noticed he was no longer at the tractor.

Washing-ton said the f a c i l i t y imme-d i -a t e l y i m p l e -mented escape procedures, attempting to recapture Ladd.

Keith Acree, communications officer for the North Carolina Department of Public Safety, said Ladd told authorities he subsisted on acorns and things he found in the woods.

Efforts are under way to repurpose a town jail dating back more than 100 years.

The former jail, located at 6 West Third St., is undergoing major renovations that could take as long as a year, accord-ing to Mayor Julia Meacham.

Meacham said she is glad the town council saw the benefit of taking care of what is theirs. She said there are only two historic buildings left belonging to the town, and it’s impor-tant to take care of them.

The “old jail” was built in 1893. It’s a one-story building with a partial basement, with a “distinctive bellcast roof,” according to the National Register of Historic Places.

Reports of flooding were widespread in Roanoke Rap-ids and surrounding commu-nities Aug. 25 after reports of nearly 12 inches of rain fell in the morning hours.

Mark Collier, squad leader for Roanoke Valley Rescue, said they started receiving calls about 5 a.m. With 12 to 14 people out in two boats and several rescue vehicles, he es-timated about 15 to 20 people being removed from homes and vehicles all over the city. No major injuries were reported in Roanoke Rapids.

Air Force.

Town officials found out about the new store during their November 2012 board meeting.

recent vandalism at the now-closed East-man School has Halifax County Schools officials seeking information.

Randy Wrenn | The Daily Herald

More than 1,500 attendees con-tributed to a $10,000 profit at the Seaboard Lions Club’s 50th An-nual Used Farm Equipment Auc-tion Sale March 7.

Lion David Burke said more than 800 items were for sale. The

event earned a little more than 2011’s version and was aided greatly by sunny, warm weather.

Money raised will benefit Lions community projects.

Burke said the auction is the group’s largest fundraiser.

22
