2013-3 Lathrop APPLICANT: City of Houston, Public Works and Engineering Department KEY MAP: 494 D & H LAMBERT: 5558 JURISDICTION: City of Houston DISTRICT/PRECINCT: City Council: H Harris County Pct.: 2 PROPOSAL: Public Works and Engineering Department (PWE) is requesting to reclassify Lathrop between Wallisville Road and IH 10 as a two-lane, major collector with a continuous center turn lane on the Major Thoroughfare and Freeway Plan (MTFP). APPLICANTS JUSTIFICATION and HISTORY: Lathrop Street is a two-mile long major collector located between major thoroughfares Lockwood Drive and North Wayside Drive. Kress Street is located east of Lathrop Street and is also designated as a major collector. Both streets extend from Clinton Drive to Wallisville Road, and share an interchange at IH 10. Denver Addition and Liberty Heights Addition subdivision abut Lathrop Street to the west and east, respectively. The general area was first included on Houston’s Major Street Plan in 1942; however, Lathrop was not included on the MTFP until 1997. In 1997 Lathrop Street and Kress Street were included on the MTFP with the addition of major collector designation to the map. Lathrop Street is an existing 60-foot right-of-way (ROW) street, however was classified as a 4-lane proposed 70-foot ROW major collector (C-4-70). Kress Street is 80-foot wide and was classified as 4-lane, 80-foot ROW major collector (C-4-80).

The City of Houston’s PWE Department conducted a pre-engineering study for Lothrop Street between Wallisville Road and Market Street as part of the Rebuild Houston program. The purpose of the study is to provide assessment of existing conditions, identify the needs, provide alternative solutions and recommendations for street and paving improvements, drainage concepts, water line and sanitary sewer utility improvements, and cost estimates. The project length is approximately 5,330 LF, including the segment across IH-10 which was recently reconstructed by Texas Department of Transportation (TxDOT). The segment between Wallisville Road and Corpus Christi is two lane asphalt roadway with open ditches, generally about 20 feet in width. South of Corpus Christi, the roadway converts to a curb and gutter section asphalt section approximately 30 feet in width. The existing geometry of this facility creates a lot of operational and possibly safety issues. Each segment of east west streets offset each other by approximately 50 feet across Lathrop. As a result all east west traffic has to actually perform a right turn on Lathrop and then a left turn on their intended street in order to continue their trip. The study recommended 3-lane alternative north of Lyons i.e. one lane in each direction with a continuous center turn lane; in-line detention is recommended for reconstruction of the roadway. Traffic analysis indicates that north of Lyons, two lanes are required to provide an adequate level of service. The existing 4-lane configuration south of Lyons is needed given the proximity to IH 10 interchange.
