M E A L SA continental breakfast and sack lunch with ice anddrinks will be provided on both Saturday and Sunday. A Partner Appreciation Dinner will be held Saturdayafternoon following the day of fishing. Dinners arebased on number of participants and family members,volunteers, and sponsors and are very costly. Partici-pation is highly encouraged to reduce waste of food.

ON-SITE REGISTRATION/CHECK-INRegistration will be from 5:30 p.m. to 7 p.m. Fridaybefore the event. Random partner pairings will beannounced at the mandatory Friday meeting at 7:30 p.m. No pre-pairing of partners will be allowed.If unable to attend Friday night, the angler must contact the tournament director prior to the pairing.

E Q U I P M E N TAll participants are encouraged to bring their own tackleand necessary gear, including foul-weather clothing.Anglers in the Team/Open Competition who wish to fishfrom their own boat must indicate this on the registrationform. Boats must be 16 feet or longer and capable ofsafely holding two anglers and must be equipped withan operational livewell and kill switch, including duringofficial pre-fishing. Boat partners are also encouraged to bring extra equipment, including life vest and extratackle, if possible as some mobility impaired anglers are coming direct from hospitals with limited access toequipment. In addition, the PVA Bass Tour is alwayslooking for equipment donations to lend at events.Please bring new and used equipment to the tourna-ment if possible.

F U E L C H A R G EMobility impaired anglers will be required to pay ALLthe fuel and oil charges for the boat on Open Com-petition day and HALF the fuel and oil charges forthe boat on Team Competition day. It is imperative to discuss this with the boat owner and agree upon theconditions prior to fishing. Nonboating able-bodiedpartners fishing with a mobility impaired angler thatbrings his or her own boat will not be required to payfor ANY fuel or oil charges.

C O M P E T I T I O N SThe PVA Bass Tour consists of seven events.

Open and Team Competitions: The Open Com-petition is open to all anglers with a confirmed signifi-cant mobility impairment who wish to fish from a boaton the water. The Open and Team Competitions paira mobility impaired angler with an able-bodied partneror another mobility impaired angler, if necessary. OpenCompetition, with only the mobility impaired anglercompeting and the partner serving as a mentor/coachand/or navigator, is held on one of the days. Scoringwill be based on total stringer weight. The Team Com-petition, with both anglers fishing together for first prizeto be awarded to the team with the heaviest combinedstringer weight, is held on the other day. Cash andprizes are paid to the top places both Saturday andSunday based on a 10+1 payout schedule.* Forevery 10 boats we pay out a place, plus one.

Bank and Bank Team Competitions: The Bankand Bank Team Competitions will be limited to individ-uals with a confirmed significant mobility impairmentwho wish to fish from the bank. Scoring for the BankCompetition is based on a total stringer weight of eachangler’s 10 heaviest fish each day. A Bank Competitionangler may catch and weigh any species of fish 4 inches and longer. On day one, bank anglers willcompete in an Individual event with scoring based onthe angler with the heaviest 10 fish stringer. Day twowill be Team Competition, in which anglers will be randomly paired. Each angler will weigh in separately, but his or her day’s catch will count together for a teamscore and team prizes (as will any penalties, as in theOpen/Team Competition). Bank anglers have a choiceto fish Saturday only or both Saturday and Sunday.

F I S H I N G L I C E N S EA state fishing license is required unless an exemptionhas been issued for a particular tournament. Regard-less, it is the angler’s responsibility to secure a fishinglicense.

These rules have been revised and approved by the2013 PVA Bass Tour Chapter Committee.

R U L E S : The following rules apply to all contestantsand shall remain unchanged except for special eventsconducted by the PVA Bass Tour. Interpretation andenforcement of these rules shall be left exclusively tothe Tournament Committee. The Tournament Commit-tee will consist of the PVA associate director of Sportsand Recreation, a host PVA chapter representativeand an angler representative. In the event of a rulesviolation, the Tournament Committee may impose suchsanctions, as it deems appropriate, including, withoutlimitation, disqualification, points, forfeiture of prizes,and prohibition from participation in subsequent events.The decision of the Tournament Committee shall befinal in all matters. Angler Representative will have voteon rule violations and input only on all other matters.

1 . P A R T I C I P AT I O N A N D E L I G I B I L I T Y :Participation in this tournament is by invitation only;PVA Bass Tour reserves the right to refuse entry toanyone for any reason. All PVA Bass Tour eventsshall be limited to those who meet the eligibility re-quirements of the competition in which they submit aproperly completed application. Participants must be16 years or older to fish an event.

• The Open Competition shall be limited to individualswith a confirmed, significant mobility impairment/physical disability. If necessary, two Open Competitioncontestants may be paired.

• The Team Competition shall be open to any able-bod-ied partner, herein after referred to as “boat part-ner.” If necessary, two Open Competitioncontestants may be paired.

• The Bank and Team Competitions shall be limited to individuals with a confirmed, significant, mobility impairment/physical disability.

All competitions will initially be open to anyone whomeets registration/rules requirements, regardless ofdisability. Confirmation and verification of a qualifieddisability will be left to the discretion of the Tourna-ment Committee, whose decision will be final. Med-ical evaluation forms may be required for all newanglers or anglers whose disability is in question or unknown. Each contestant must register online at www.pvabasstour.com or by mail within the time

period specified in the tournament application. ThePVA Bass Tour or its designee must receive a properlycompleted official entry form and the required entryfees postmarked no later than the official deadline date.The Tournament Committee reserves the right toaccept or reject an entry form and/or stop the accept-ance of applications prior to this deadline.

2 . P R E T O U R N A M E N T P R A C T I C E : Therewill be three official practice days immediately proceed-ing the first day of the tournament. There shall be nooff-limits period. All rules will apply on official practicedays. Two weeks (14 days) prior to and during the offi-cial practice days and during the tournament a competi-tor may not buy or barter a fishing location. Thisincludes the hiring of guides. There will be a live re-lease area off limits announced at the pretournamentmeeting.

3 . R U L E S V I O L AT I O N S : During the tournamentdays, a competitor may not use a radio, a cell phone,or any other communication device for the purpose of locating or catching bass. Each competitor agreesto report to the Tournament Committee any violationor infraction of these tournament rules. The failure to immediately report any rules violations shall begrounds for disqualification from the tournament. Each competitor further agrees by his or her entryinto this tournament to be bound by these rules, andto submit to a polygraph test should he or she beasked to for any reason. Random polygraphs will begiven. The administration and interpretation of the testshall solely be the responsibility of the TournamentCommittee and their agents, and shall be used or notused at their discretion. The Tournament Committeeshall, without limitation, select the polygrapher, date,time, location, scope of questions to be asked, etc.The participant shall be available, at his or her own expense, at the location selected. Any infractions ofthese rules could be grounds for disqualification fromthis and future PVA-sponsored tournaments. If a reg-istered disabled angler does not notify National PVAwithin 48 hours that he or she will not be attending the event, he or she will not be allowed to participatein the next two consecutive PVA Bass Tour events. In addition, if the disabled angler is a no-show on thesecond, Team Competition, day of the tournament, he or she will not be allowed to participate in the nexttwo consecutive PVA Bass Tour events.

4 . R E G I S T R AT I O N : Each disabled angler mustregister in person with tour staff at the time and placedescribed on the schedule of events. Each disabledangler must also be present at any mandatory partici-pants’ meetings. Failure to comply with this rule mayresult in immediate disqualification, points, or penal-ties. It shall be each competitor’s responsibility to checkthe schedule of events for registration time and loca-tion or obtain times and location from the tour staff.Refunds will not be given after 10 days prior to thestart of the event.

5 . S A F E T Y : Safe boating conduct must be observedat all times by all tournament contestants. Caution andsafety must be observed. Each contestant (or observer)is required to wear an over-the-shoulders, CoastGuard–approved type III or greater life preserver.The preserver must be worn any time the combustionengine is in operation. During the official practice daysand during the tournament hours the preserver mustbe strapped, zippered, snapped, or buckled securelyand maintained in that position until the combustionengine is shut off. Tour officials have the right to delayor cancel the start of an official tournament day becauseof factors that may endanger the safety of competitors.Tournament waters, event schedule, or format mayalso be altered at any time for any reason. Contest-ants who, in the judgment of the Tournament Commit-tee, operate the boat in such a manner as to endangerthemselves or others may be disqualified. Prevailingfederal, state, and local statutes and regulations willbind all contestants. If weather prevents day one com-petition, day two will host both Open and Team events.The disabled angler will be allowed three legal fish,and the able-bodied boat partner will be allowed twolegal fish for a total of five fish. Flight order will remainthe same as the cancelled day of competition.

6 . S P O R T S M A N S H I P : Contestants are expectedto follow the highest standards of sportsmanship.Maximum courtesy must be practiced at all timesincluding refraining from the use of profane language.Any act that reflects unfavorably on Paralyzed Veteransof America, its chapters, and sponsors, or on effortsto promote conservation, disability awareness, andclean waters shall be reason for disqualification fromthis and/or all future tournaments. No alcoholic bev-erages, stimulants, depressants, or other illegal ordangerous drugs shall be allowed in a competitor’sboat at any time.

7 . TA C K L E A N D E Q U I P M E N T : Only artificiallures may be used, no “live bait” or “prepared bait” willbe permitted in the Team/Open Competitions. Onlyone casting, flipping, spin casting, or spinning rod andreel, 8-feet maximum length, tip to butt, may be usedat any one time. All other types of rods/reels are pro-hibited. Other rods as specified above may be in theboat ready to use; however, only one is permitted inuse at any given time. A “hung up” rod will be consid-ered as not in use. Adaptive equipment designed toassist competitors with holding or manipulation of theirrods and reels is allowed. Trolling as a method of fish-ing is prohibited. All bass must be caught live in a con-ventional sporting manner. Anyone guilty of snatchingor snagging fish on a spawning bed will have the day’scatch disqualified. When visibly fishing for bass, allbass must be hooked inside the mouth and must beverified by your partner before being unhooked to becounted as legal. During the Open Competition, a fishcaught by the partner must be immediately releasedand is potentially one less bass that might be caughtby the Open Competition contestant. The partner’sassistance shall be limited to helping to select thefishing location, lure selection and installation, andassistance with landing a fish. Landing nets are per-mitted. The partner is expressly prohibited from castingthe bait or setting the hook and then passing the rodto the disabled angler or giving a fish he or she caughtto any contender.

8 . H O R S E P O W E R R E G U L AT I O N S : No boatwill be allowed in the tournament that has a higherhorsepower engine than is specified on the manufac-turer’s BIA rating plate. Rating plate must be attachedto the boat where required.

9 . B O AT A N D M O T O R : No boat shorter than16 feet in length will be permitted, measuring frombow to stern. All boats must be equipped with an operable ignition kill switch. This ignition kill devicemust be attached to the driver’s body any time thecombustion engine is operating. No “barges,” “pon-toon boats,” or other cumbersome crafts will be per-mitted unless a disabled angler is using it as anadaptive device. No boat equipped with stick steeringshall be permitted to be used during the tournament.A small motor, gas or electric, may be used for slowmaneuvering. Any competitor who answers “yes” to“Will you be bringing and using your boat (boater)?”

will be put in the draw as such. Any competitor whoanswers “no” to the same will be entered as a non-boater and will be paired with someone who has aboat when possible. Any competitor who enters as anon-boater may not use their boat during tournamentdays unless so requested by tour officials. Any com-petitor who enters as a non-boater and answers “yes”to the question, “Will you have a legal tournamentboat available for tournament use if needed?” will berequired to make that boat and motor available fortournament use by himself and a daily partner, if sorequested by tournament officials. If a disabled an-gler’s boat encounters a mechanical failure duringofficial practice days and wish to go as a non-boater,you will need to get a representative from the Tour-nament Committee to confirm mechanical failure.

1 0 . B A S I C B O AT E Q U I P M E N T : Every boatmust have all required Coast Guard equipment. In addition, each boat must have a functional bilge pump,and adequate livewell space, properly aerated to keepalive a limit catch of bass. The Tournament Committeeshall have sole responsibility for determining whetheraeration and capacity of the livewell are proper andadequate.

1 1 . B O AT I D E N T I F I C AT I O N : Each boat MUSTundergo, prior to each day’s start, an inspectioncheck by a tournament official and a boat marker,which must remain on the boat in plain view.

1 2 . B O AT O P E R AT I O N A N D E X P E N S E S :A full discussion must be held between the disabledangler and the able body boat partner prior to themorning departure as to the schedule and boat oper-ations. In view of the expenses involved in operatingand maintaining a boat, it is REQUIRED that the dis-abled angler, at least, pay half the fuel/oil charges forthe boat in Team Competition and ALL fuel/oil chargesfor the boat in Open Competition.

1 3 . P E R M I T T E D F I S H I N G L O C AT I O N S :Fishing on tour waters is permitted anywhere exceptwithin 25 yards of another competitor’s boat that wasanchored first or secured in a fixed location, with thetrolling motor out of the water. The anchored boat hasthe responsibility to inform other competitors whenthey have entered the 50-yard circle, claimed by him.No such boat shall permit selected competitors to fishwithin the 50-yard circle claimed by him or her to theexclusion of any other competitor. No competitor shall

have a non-competitor sit on a fishing hole or hold aspot for them. Off-limits areas are (1) any areas thatmay be designated by federal, state, or local govern-ments; (2) any areas designated by tour officials; and(3) the live bass release area.

1 4 . C O N T E S TA N T S M U S T R E M A I N I NT H E B O AT : All fishing in the Open/Team Competi-tions must be done from the boat. Contestants mustnot depart the boat to land fish. The boat must remainin tournament waters during the tournament day. Bothcontestants must remain in the boat and together insight of each other at all times except in case of direemergency. In such an event, contestants may be removed from their boat to a boat operated by anothercompetitor or a rescue boat designated by the Tour-nament Committee. In the Open Competition, the angler with the disability must be removed underthe condition stated herein. In the Team Competition,both partners must be removed from the boat to takethe team’s catch to weigh-in. If a contestant violatesany of the conditions for any reason (except for direemergency), his or her catch for the day shall not be counted. Trailering of boats during tournamenthours is prohibited, except at the direction of the Tournament Committee.

1 5 . O F F I C I A L C H E C K P O I N T : There shall bean official checkpoint for each tournament. At the timeof checkout/in, all contestants and boats shall be infull compliance with the rules set forth by the Tourna-ment Committee. At check-in, all boats shall identifythemselves, as described by officials, at the officialcheckpoint and proceed as directed to the weigh-inarea. After competitors check in at the official check-point, they must present all legal fish in their posses-sion to be counted, measured, and weighed. It isimperative that all boats check in regardless of theircatch. On Open day only, there will be an officialmorning check-in location and time that will be deter-mined at the partner-pairing meeting. Each disabledangler MUST check in before the set time or he or shewill be the last boat out and due back in the first flight.

1 6 . S C O R I N G : Tournament standings will be determined by weight of each contestant or team’scatch during the tournament day(s). In the Team/OpenCompetition, only largemouth, smallmouth, spottedbass, and shoal bass will be weighed. For the OpenCompetition, the limit shall be a maximum five bass

per competitor. For the Team Competition, the limitshall be a maximum five bass per team. Prevailingfederal, state, and local statutes and regulations onfish size and limit will bind all contestants. Contestantsmay not cull dead fish. At no time will contestants havein their possession more than the limit described above.Tournament officials will conduct checks for these violations. When more than a legal limit is caught,the angler(s) must immediately cull down to the legallimit. Failure to do so will result in removal of thelargest fish down to the legal limit. Only bass that conform to the minimum length assigned by statestatute or the tour officials measured on a flat boardwith mouth closed along the longest straight line willbe weighed. In no case shall the minimum length beless than 12 inches. Bass presented for weigh-in thatfail to conform to a minimum length assigned will bedisqualified and a one-pound penalty will be assessed.Either the disabled angler or able body boat partnermay request a “Courtesy Bump” prior to the officialweigh-in. Maximum penalty is the total weight of thecatch. Once a competitor’s catch has been presentedto tournament officials, competitors may not add to ortouch said catch until after official weigh-in.

1 7 . P E N A LT Y P O I N T S : It is incumbent uponeach contestant to take utmost care of his or her catch.A penalty of four ounces will be assessed for eachdead fish presented for weigh-in. The determinationof a live or dead fish will be the sole responsibility ofthe tour officials. Any penalty will be from the totalscore of the contestant. Dead fish may not be weighedto compete for Big Bass.

1 8 . L AT E P E N A LT Y : Contestants who are not atthe official checkpoint as described in rule 15 at theappointed time will be penalized at a rate of one poundper minute to be deducted from the total weight thatday, including any “lunker award,” up to 15 minutes,at which time their catch will be disqualified for the day.There is no excuse for being late. 20. PA I R I N G O F C O N T E S TA N T S : Boat num-bers will be assigned to disabled anglers by randomdrawing. Disabled anglers will be paired with theirpartners by random drawing. In conjunction with thehost PVA chapter representative, Tour officials mayreassign partners at any time during the tournamentfor reasons such as medical emergency or lack ofappropriate boat partners on a case-by-case basis.Tournament waters, event schedule, or format mayalso be altered at any time for any reason.

2 1 . PAT C H E S A N D / O R S I G N A G E : PVA BassTour encourages the use of patches, logos, and othersignage to promote sponsors. Realizing we are enter-ing into a television/media/sponsorship field that maysometimes restrict the use of such signage, etc., thatpromotes or advertises products, tour officials reservethe right to restrict the use of such signage with asmuch advance notice as possible. Angler of the Yearwill be required to wear National PVA sponsor jerseysat all National PVA invited events and will not be allowed to wear CONFLICTING sponsor paraphernalia(i.e. hats, T-shits, jackets, jersey, patches, etc.).

2 2 . “ A N G L E R O F T H E Y E A R ” O P E N &B A N K C O M P E T I T I O N S : Anglers of the Year willbe decided by those who have accumulated the high-est number of points for five of the seven PVA BassTour events and have met all eligibility requirements.Points will be awarded to those competitors who weigha fish, based on final results (100 points—first place;99—second place, etc.) In addition, each angler willreceive 10 bonus points for each tournament he orshe participates for a maximum 70 bonus pointsawarded at the end of the year. In case of a tie for acut position, point standings prior to the final eventwill break the tie. If a tie still exists, a means selectedby the Tournament Committee will break the tie.

2 3 . P R O T E S T P R O C E D U R E S : Any disputeshall be brought to the attention of the TournamentCommittee. The PVA associate director of Sportsand Recreation, in consultation with the host PVAchapter representative and the angler representative,shall have the authority to decide the dispute. The decision of the Tournament Committee shall be final.An official protest can be made up to 30 minutes afterthe last boat weighs in.

In addition to the 2013 Official Tour Rules, the follow-

ing rules apply only to the Bank Competition.

1 . R O D S A N D R E E L S : There are no restrictionson the types/length of poles or rods and reels thatcan be used as long as safety is not an issue. Onerod and reel with a maximum of two hooks can beused per person at a time. State laws will apply.

2 . A S S I S TA N C E : While minimal assistance is allowed in the Bank Competition, it shall be limited tothose tasks that anglers CANNOT do by themselves.

3 . S C O R I N G : Except for special events, the mini-mum length for fish of all species is four inches. Allspecies of fish will be weighed. Anglers are encouragedto weigh in all fish caught longer than four inches.However, only each angler’s heaviest 10 fish per daywill be counted in the team or individual standings.Federal, state, and local laws will apply.

4 . B A I T : Artificial, live bait, and prepared bait are allowed in the Bank Competition. Chumming will notbe allowed by individual anglers, teams, or others inthe area of the Bank Competition. Chumming may onlybe done by a tournament official for the benefit of all.

5 . L O C AT I O N : Fishing is permitted anywhere except within a designated circle that will be deter-mined by the Bank Division director. The angler hasthe responsibility to inform other competitors whenthey have entered the designated circle, claimed byhim or her. No competitor shall permit selected com-petitors to fish within the designated circle claimedby him or her to the exclusion of any other competi-tor. No competitor shall have a noncompetitor sit ona fishing hole or hold a spot for them.

I further understand and agree that theTournament Committee reserves the right to reject my application for any reason.

In consideration of being allowed to participate in any or allof the following tournaments, related events, and activities:“Texas Round-Up” PVA Bass Tournament, “Citrus Slam” PVABass Tournament, “Bluegrass Bass Bash” PVA Bass Tourna-ment, “Land of Lincoln” PVA Bass Tournament, “CapitalClash” National PVA Bass Tournament, “Ken Medeiros Memorial” PVA Bass Tournament, and Mid-America “OkieOpen” Bass Tournament, B.A.S.S sanctioned events [hereinafter, collectively the “Tournament(s)”] and by mypresence there, the undersigned acknowledges, appreciates,and agrees as follows:

I hereby release, hold harmless, covenant not to sue, andforever discharge the Lone Star Chapter Paralyzed Veteransof America, Florida Gulf Coast Paralyzed Veterans ofAmerica, Kentucky-Indiana Paralyzed Veterans of America,Vaughan Paralyzed Veterans of America, New EnglandParalyzed Veterans of America, Mid-America Chapter Paralyzed Veterans of America, the Paralyzed Veterans ofAmerica (PVA); their officers, directors, members, agents,employees, vendors and contractors, specifically includ-ing but not limited to the Tournament Committee; any andall sponsors, advertisers, owners and lessors of premisesused to conduct the Tournament(s); and, officials, volunteersand other participants of the Tournaments, (hereinafter“RELEASEES”), from any and all liability, claims, demands,actions, and causes of action whatsoever arising out of orrelated to any loss, property damage, or personal injury, including death, that may be sustained by me or any propertybelonging to me, whether caused by the negligence of any ofthe RELEASEES, or otherwise, while participating in any ofthe above-named Tournament(s). The risk of injury from theactivities involved in a Tournament is significant, includingthe potential for serious bodily injury, death, and propertydamage. I am fully aware of the risks and hazards associatedwith participating in this activity and I voluntarily, without anyinducement, elect to participate in the activity.

I KNOWINGLY AND VOLUNTARILY ASSUME ALL SUCHRISKS, BOTH KNOWN AND UNKNOWN, AND ASSUMEFULL RESPONSIBILITY FOR ANY PROPERTY DAMAGE,OR ANY PERSONAL INJURY, INCLUDING DEATH, THATMAY BE SUSTAINED BY ME OR ANY LOSS OR DAMAGETO PROPERTY OWNED BY ME AS A RESULT OF BEINGENGAGED IN SUCH ACTIVITY.

I willingly agree to comply with the stated and customaryterms and conditions for participation. If, however, I observeany unusual, significant hazard during my presence or partic-ipation, I will remove myself from participating and bring suchto the attention of the nearest official immediately.

I hereby consent to medical treatment in the case of emer-gency. I agree to assume full responsibility for payment of anyand all fees incurred as a result of such medical treatment.

This release and hold harmless agreement is binding on me,my heirs, assigns, personal representatives, administrators,and next of kin.

I hereby voluntarily and without compensation authorize pictures, video, and/or voice recording(s) to be made of meby, or on behalf of PVA, U.S. military publications, Sports ’nSpokes, PN, and other magazines, veterans publications,newspapers, and broadcast media, etc., during the above-named tournament(s). I authorize any or all of the above to publicize, and/or display such photographs, video, andrecordings, or any image or likeness derived there from, or to provide such photographs, video and recordings, to others of their choosing for display, without notice, orpayment of any royalty, fee or other compensation of anycharacter to me for the use of my image and/or voicerecording. I understand that such pictures, video and/orvoice recordings are intended to publicize and give recog-nition to the Tour; and, my authorization shall extend to any lawful purpose including, but not necessarily limited to, public relations, promotional activities, and fundraising. Also, I authorize storage of my registration and event datain electronic media.
