    SECRETARY OF CALIFORNIA TECHNOLOGY

    I am pleased to present the 2013 update to Caliornias Statewide Inormation TechnologyStrategic Plan This plan maintains continuity with the 2012 plan while urther speciying

    the strategic goals o the state The plan originally adopted in January 2012, lays out astrategic vision and direction or the state technology community It is not meant to be atactical plan that lays out specic tasks and operational responsibilities Rather, it provides

    strategic objectives which can serve as guideposts or the technology community anddecision-makers in supporting state programs and business operations to better

    serve constituents

    In developing this plan, we sought input rom program and policy leaders, leaders othe states inormation technology community and rom the private sector Their input

    helped us identiy some o the challenges and issues which must be addressed in orderto advance the states eective use o technology These include ostering collaboration

    between decision-makers, program administrators and the technologists responsible orthe systems that support those programs; maintaining a skilled technology workorce; leveraging value rom the

    inormation residing in our technology systems, while saeguarding and securing sensitive data; and ensuring thatthe states technology inrastructure is secure, reliable and ecient

    I would like to acknowledge the hard work o government inormation technology proessionals and agency leaderswho have made 2012 such a productive year Caliornia continues to be recognized as a national leader or its innovative

    solutions that provide citizens with valuable inormation available anytime, rom any device Digital technology helpsCaliornians connect with their state government in ecient, convenient and cost eective ways

    Each o us in the state technology community has a stake in ensuring that Caliornia leverages the advantage otechnology to eciently and eectively provide the public with services and inormation We need to put orward ourbest ideas and work together to improve operations and address the issues acing state government It is an important

    objective that is worthy o our best eorts This plan seeks to provide clarity and guidance in setting priorities I invitethe Caliornia policy and technology communities and the vendor community to work together to maintain Caliornias

    Caliornia government continues to ace signicant challenges in 2013 and beyond that will infuence its direction,goals and priorities or business and inormation technology It is essential to consider the economic, social andpolitical challenges and opportunities acing Caliornia, as they will aect priorities in the uses o inormation

    Strategic Goals

    Goal 1: Responsive, Accessible and Mobile Government

    Government is providing more services and inormation to citizens by expanding online

    services, increasing access rom mobile devices, creating innovative business systems

    and bridging the digital divide by increasing digital literacy and access to broadband

    connectivity. The result is a government that better meets Caliornians service

    expectations and provides Caliornians with access at their convenience wherever

    they are.

    Goal 2: Results Through Leadership and Collaboration

    Eective organizations have eective governance. With the Caliornia Technology Agency in the lead role, the state

    has established an eective governance model that involves agency inormation ocers and chie inormation ocers

    in decision making. As technology progresses to meet the evolving needs o the public, inormation technology policies

    and authorities must also evolve to remain relevant and current. This model will rationalize the states inormation

    technology policy and portolio management, reduce bureaucracy and ocus on tangible results. This governance

    model will address the issues the state aces in managing its technology portolio.

    The Caliornia Public Employees Retirement System initiated the Pension System Resumption Project to

    consolidate pension inormation exchange between government employers and benets providers However,challenges with size, scope, and a traditional implementation approach caused the project to stall Departmentleadership elected to continue the eort but directed the adoption o an innovative, holistic approach whichincluded embedding collaboration and communications in every phase, streamlining governance, using a metrics-driven methodology to measure perormance, assess readiness, and rapidly recover problem areas The PensionSystem Resumption Recovery Plan project brought together over 3,000 employers and 125 business providers toorm a collaborative business partner community to work with vendor and state sta to build a solution to meettheir needs This modernization initiative now allows employers and benets providers to immediately reconcile16 million member accounts rom origin to completion, resulting in aster, and more ecient service across thecommunity The Pension System Resumption Recovery Plan rescued a very large, high-risk project by developing aholistic, collaborative, agile, metrics-driven approach Its methodologies can be scaled and applied to any project,especially those designed to manage business community partnerships

    Inrastructure and Services

    The state leverages a reliable technology inrastructure and shared services that aresecure and economically and environmentally sustainable. This requires a strategic

    consolidation o inormation technology inrastructure, the development o computing

    as-a-service oerings, leveraging the advantages o cloud computing, creating robust

    shared services and establishing repeatable processes.

    Objective 3.1

    Streamline data center operations and inrastructure to eliminate costly

    and unnecessary duplication, increase efciency, reduce costs and reduce

    energy consumption.

    The Routing on Empirical Data (RED) Project was a collaborative eort among more than 500 state, local, and private

    stakeholders across Caliornia The project dramatically improved the routing o wireless calls to the 9-1-1 systemwith an innovative solution that uses the location o wireless 9-1-1 callers and the location o the corresponding cell

    tower to determine the jurisdiction that should accept the call This required the creation o a web-based system thatconverted huge amounts o data into ormats usable or multiple stakeholders to optimize the routing o wireless9-1-1 calls REDs results showed that collaboration among 440 local 911 Public Saety Answering Point Managers,

    58 County Coordinators, the Caliornia Highway Patrol, the Caliornia Technology Agencys 9-1-1 Division, the CaliorniaState 9-1-1 Advisory Board and private sector can pay o In 2007, 424 percent o wireless calls to 9-1-1 received

    busy signals However, because o RED, in 2011, ewer than two percent receive busy signals while avoiding $214million in costs, a nearly 300 percent annual return on investment In 2010, RED allowed Caliornia to distribute 26

    million more calls across the state As a result o REDs collaboration, Caliornians can reach liesaving 9-1-1 services

    Goal 4: Inormation is an Asset

    To engender trust rom consumers o government services and inormation, the state must secure and saeguard sensitive

    and confdential data through strong privacy and data security practices and ensure that departments are prepared tooperate during and recover rom times o disruption (natural disasters, unplanned outages and other events). Additionally,

    government will leverage data resources and analytical capacities so we can convert data into inormation and knowledge

    that departments can use to make more inormed policy decisions, administer programs, reduce costs, improve outcomes

    and better serve constituents. Further, by creating secure transactions, we will ensure that Caliornians can leverage

    technology with confdence to get the services and inormation they need.

    Many government services require an understanding o how decisions made with geographic inormation systems canimpact dierent regions o our state Access to location-based inormation has become critical in supporting inormed and

    relevant decision making The Caliornia Technology Agencys Geographic Inormation Systems Division has introducedthe Caliornia Geoportal to harness the vast amounts o location-based data collected across state government and use

    such data as an asset This tool brings together Caliornias large geographic data portolio into an easy to use portalthat provides users the ability to search, discover and utilize location-based data through an intuitive Web based user

    interace The Caliornia Geoportal will provide government, citizens, and businesses a comprehensive understanding oour diverse state through geographical inormation

    The State o Caliornia relies on an inormation technology workorce that has the skills,ability, and drive to envision and implement technology solutions that improve how

    the state delivers inormation and services. By ocusing on the strategic objective o

    maintaining a workorce that is skilled, capable, and agile, we will help to ensure we can

    ulfll the promise o delivering eective government services using technology.

    Objective 5.1

    Ensure the states inormation technology workorce has the

    knowledge and skills to support the states technology inrastructure and

    implement Caliornias technology vision.

    lAttract a skilled workorce by orecasting, analyzing and evaluating current and

    uture technology job needs, and identiying and implementing outreach andworkorce transition strategies

    lPartner with the Caliornia Human Resources Department and the inormation technology community todevelop recognition programs or inormation technology accomplishments

    The Inormation Technology Leadership Academy was created to develop and enhance leadership skills o theinormation technology workorce in state government Members learn to be change agents that can lead technologicaladvancement, think strategically, deliver value and build relationships across organizational boundaries Although

    the academy has been in place or twenty years, the curriculum has evolved to ocus on leadership skills rather than

    management One o the most important components o the academy is the Walk like a Leader program Each studentis partnered with a current state leader to spend a day walking in their shoes Students not only benet rom theopportunity to see how a day in the lie o a leader is spent, but also rom one-on-one mentoring, gaining insight on the

    leaders greatest career challenges and accomplishments Another component o the program is to bring in speakersrom both the private and public sectors to share their experience as executive leaders, and provide diverse insight intovarious leadership styles Due to its success, the academy is being considered as a model or leadership training or

    various occupational groups at all levels o state government
