A VERY IMPORTANT REQUEST: Please have your families enroll directly through the 4hOnline enrollment system rather than county office staff doing the enrollment on behalf of families.

Why? Because if families do the enrollment, they provide the authorizations we need related to the Assumption of Risk and Release, Media Release, Medical Authorization, Participation Expectations and Code of Conduct and the Privacy Statement. Only the family can provide this authorization, you CANNOT do it for them; the system doesn’t allow it. Without these authorizations, it is getting more difficult to allow youth to participate in the various regional/state events and contests we provide. This includes all of our camping and other overnight events like Citizenship In Action, Aerospace Event, Extension Youth Conference, etc. Last year we also had to provide verification that we had risk and release statements for all Valley City Winter Show participants. If they haven’t completed the authorization electronically through 4hOnline, we required a paper copy of these items.

In the long run, it will save event organizers, office support and YOUR time but having this completed within the 4honline system by THE FAMILY. We

understand that this is a change in practice and there may be resistance to this at both the county office and the family level. We adopted this procedure for at least a couple of reasons: 1) EASY – we repeatedly get feedback that 4-H needs to be easier. By incorporating this into the 4hOnline system we have eliminated 5 separate forms and replaced them with checkboxes in the 4hOnline system and 2) CONFIDENCE FACTOR – if verification is ever requested, we have ourselves covered. If someone requests the signed risk and release statement, media release or participation expectations/code of conduct because of an incident we need to produce it. We must be able to immediately respond to such a situation as we look to the future.

You can work with your local families by providing them computer access, walking them through the process, etc. BUT, county staff cannot continue to do the enrollment for them.

As we move into a heavy event season with regional and state events and the contest season please do us all a favor by working together on this request. For staff who have forgotten about the October 2012 communication, didn’t read the newsletter at the time or are new to the Extension Service since then, here is what I communicated:

New Authorizations for Enrollment The University Legal Council approved the use electronic signatures for 4-H policy authorizations.  A new screen will now appear to all 4-H members/volunteers as the enroll/re-enroll on 4hOnline.  The authorizations include:

Assumption of Risk and Release Statement Media Release Statement Medical Authorization Statement Participant Expectations and Code of Conduct Privacy Statement Authorization

Recognition Opportunity for Artwork and Photography Project Work

4-H members have been invited to submit their 4-H project work in the Visual Arts area, artwork and photography, to be recognized in a NDSU sanctioned publication. Students in grades 7-12 are eligible. If the student’s work is accepted for publication, they will receive a free copy of the journal.  In the last part of the journal, information about the contributors is printed. Please be sure to mention that your submission is the result of a 4-H project and this will get mentioned if the materials are accepted for publication.  Deadline for submission is March 31.

4-H Camp

March registration began on schedule and promotion materials were shipped during the first week of March. Camp chairs are working on schedules and supply lists at this time. The camp purchased a salad bar, a rare find that will be put to good use.

Our radio promotions will be on Supertalk 1270, Cool 98.7, US Country 103.3, Class Rock, The Fox 96.5, and Hot 97.5 Today’s Hottest Music.

Early Bird Discounts are available this year. For May and June camps the Early Bird Discount cutoff date is May 20, 2014. For July camps the Early Bird Discount cutoff is July 1, 2014. Discounts are applied automatically to your online registration.

2014 ND 4-H Camp Schedule

The 2014 North Dakota 4-H Camp season has been set and registration is open. The four district Adventure Camps have been planned, Family Fun Camp is back with a weekend of family fun (including a luau), and a brand new All Archery Camp will encourage mastery in everything archery!

The Statewide Camping Committee is planning to send a marketing toolkit to the counties along with brochures and posters. Please encourage youth from your counties to attend a camp at ND 4-H Camp this year! There is something for everyone.

North Dakota 4-H Camp Counselor Applications Due

Encourage former 4-H’ers to apply for the opportunity to be a summer camp counselor at the North Dakota 4-H Camp in scenic Washburn, ND! (Please note: must be at least 18 years of age) If you know someone who is interested in planning, likes youth, and would like to spend the summer at the relaxing and peaceful setting on the historic Missouri River, we hope you will reach out and let them know about this opportunity. Interested individuals need to be at least 18 years of age, be able to get to the camp, and have the following qualifications:

demonstrated ability to communicate effectively, both orally and in writing, with individuals, groups, and through mass media;

experience in working with youth, adults, groups and co-workers to accomplish individual and/or group goals;

ability to utilize electronic communication and computer applications within the framework of program development, delivery and management;

must be a self-starter who can work with a minimum of supervision; possess a commitment to working with adults and youth from various

ethnic and socio-economic backgrounds.

CPR/First Aid certification is preferred but not required. Those who have completed at least two semesters of college (achieved a sophomore status by fall 2014) are eligible for this experience to be an internship.Training will be provided, beginning May 17, and the camp season will end by August 9.The salary will be $400/week plus room and board at the camp. The counseling staff at ND 4-H Camp are an important piece of the camp program.  Job expectations would include:

Preparing large group recreational and evening social activities, from name games to campfire.

Provide logistical and organization support during camp check in and check out and within the camp store.

Sustaining a schedule for the campers by assisting with wake up and lights out and ensuring campers are ready at meal time.

Maintain an organized and clean camp. Organize supplies and provide communication at camp.

ND 4-H Ambassador Elections

The North Dakota 4-H Ambassador application has been updated. The next opportunity for youth ages 16-19 to apply to be a state 4-H ambassador will be during Ambassador Elections, which are held during Extension Youth Conference at NDSU June 16-19. Please note, one change in the application requires a signature from an Extension Agent in the county that the 4-H’er is enrolled; applications that are not signed by an agent from their enrolled county will not be accepted. Also, one reference letter must be from an Extension Staff member (an Extension agent, a support staff, a camp chair, a trip chaperone, etc.).

If an ambassador applied and was not selected during the last opportunity, Ambassador Selections, please encourage them to try again. It is not uncommon to be accepted the second time. Youth should make sure they have a complete new application and their reference letters are up to date. Applications arriving in the Center for 4-H past the deadline will not be accepted.

If you would like the opportunity to be a judge for this year’s elections, please let Katie or Sam know. It is a wonderful opportunity to watch young leaders in action!

Ambassadors are a group of young adults ages 16 to 22 who work to help North Dakota 4-H. The Ambassadors do many things and are available to help out in your local county. Here is a sample of the duties of the Ambassadors:

1. Enhance and promote the North Dakota 4-H Youth program with state and county Extension staff and 4-H volunteers.  

2. Act as an advisor for 4-H youth ideas and concerns. 3. Create awareness of opportunities for older youth in 4-H. 4. Assist in the planning and organizing of the North Dakota State Extension

Youth Conference, and other state functions. 5. Provide 4-H Ambassadors as resource people throughout the state by

county or individual request.

Citizenship Washington Focus

North Dakota will have four youth delegates to Citizenship Washington Focus June 1-7.

Unfortunately, we will not have a delegation to Leadership Washington Focus designed for youth entering grades 7 through 9.

Both of these trips are paid for by the delegates or counties. We do need to make a commitment for these trips very early in the 4-H year. Keep this in mind as you look toward next year.

North Dakota youth will have a chance to demonstrate their creativity and knowledge of heart health in this spring’s “Eat Smart. Play Hard.” poster contest. Poster entries must be post-marked or delivered by March 15, 2014.

The contest is open to North Dakota youth ages 8 to 19 as of Sept. 1, 2013. Posters will be judged in two age divisions: preteen (ages 8 to 12) and teen (ages 13 to 19).

The North Dakota State University Extension Service, NDSU Extension’s Center for 4-H Youth Development and the North Dakota Academy of Nutrition and Dietetics (NDAND) are sponsoring the contest.

The posters should educate and promote the idea of living a heart-healthy lifestyle. The posters also should inform North Dakota youth and adults about the importance of healthful food choices and regular physical activity to heart health.

This year’s posters must be centered on a theme that directly relates to eating healthful foods and playing hard to promote heart health. This could include the importance of taking part in 60 minutes of physical activity each day or eating a diet rich in whole grains, fruits and vegetables.

4-H Educational Trunks

The educational trunks are a great resource for supporting the educational component of the 4-H youth development experience. They include hands-on lessons, directions and most of the necessary materials to conduct a lesson on topics related to many subject matter areas in 4-H.

Trunks are housed at the Distribution Center in Morrill Hall on the NDSU Campus and in the Morton County Extension office in Mandan. You must reserve these trunks online using your Outlook calendar. Instructions for reserving a trunk can be found at: http://www.ndsu.edu/fileadmin/4h/Staff_Resources/TrunkReservations.pdf

Managing these trunks without county staff help would not be possible. These expectations must be met for counties to continue to use the 4-H trunks.

1. Inventory and reporting form must be returned with the trunk or faxed to 701.231.8568.

2. If these forms are not returned with the trunk and pieces are missing, counties using the trunk will be charged for missing items.

3. That office will be restricted from reserving future/additional trunks until the bill has been paid.

In order to prevent your office from receiving a charge for a missing item, it will be of utmost importance that you do an inventory of the trunk when you receive it and when you return it. If something is missing when you get the trunk, please notify the Center for 4-H immediately.

Quilting for Fun Trunk

The Quilting for Fun Trunk which has been housed in Morrill Hall in Fargo will now be housed at the Cass County Extension office at 1010 2nd Ave S in Fargo. We would like to thank Maxine and other Cass County staff for taking this on.

We are also looking for a county in the Western part of the state to house the second Quilting for Fun trunk that is housed in Morton County. We would like an agent that has an experience in quilting to house this trunk.

Horse Events – April 5 and 6

Horse judging and hippology will be held on Saturday, April 5 at the Equine Center at NDSU. Horse quiz bowl and horse public speaking and demonstrations will be held on Sunday, April 6. Watch the 4-H web site, click on Program and Events, State Contests, and then select accordingly for more information.

4-H Meats Judging Contest

The 4-H meats judging contest will be held on Friday, June 6. The exact schedule is not determined, but a start around 1:00 is likely. Watch for more information. Volunteer Gary Martin and Extension Specialist Rob Maddock have many helpful resources.

North Dakota, as a Great Plains state, is not immune to poverty and food in-security issues. A report published by the Center for Rural Affairs at Lyons, Nebraska, cites that rural poverty is a significant issue in many areas of the plains states and one of the signs of living in poverty is food insecurity. This is particularly evident when one considers USDA’s definition of food insecurity as a “lack of access, at times, to enough food for an active healthy life for all household members or limited or uncertain availability of nutritionally adequate foods”.

A Call to 4-H Youth

4-H and Invest an Acre is an opportunity for youth in your community to apply for up to $1,000 to help solve hunger in your community. Grant funds can be used for a number of hunger related projects, and it is our hope that through this grant, 4-H’ers will:

Demonstrate how they will increase their learning and actions related to food security and hunger relief

Use recommended resources to educate others related to food security and hunger relief most appropriate to their community/area

Select a community project(s) that uses recommended resources, creates an awareness and educates others about food security and hunger relief in their communities

Use the toolkit provided to educate their community on hunger related issues Record and report their volunteer hours and the number of people they

reached

County Extension offices and youth receiving funding will be expected to learn about hunger in their local community as well as the impact of food insecurity globally.  A toolkit will be provided that includes programs and activities designed to complement the education needed.  Community projects selected will engage both youth and adults in brainstorming and then carry out meaningful service to the community. Suggestions of service ideas include, but are not limited to:  GIS mapping of areas in which food security is most prevalent and presenting it to the town/city council; creating or partnering with an existing community garden; or assisting the food bank with packing weekend backpacks for students. Youth and adults will be expected to collect data on how many youth and adults they reached and also the number of volunteer hours involved.  To apply, email Katie Tyler at [email protected].

North Dakota military youth are resilient and take pride in their service to our Country. They deserve our appreciation and support. Established in 1986 by former Secretary of Defense Caspar Weinberger, the month of April has been designated and Month of the Military Child (MOMC) and provides an opportunity for all Americans to recognize and honor the service of our youngest heroes, military children. In North Dakota there are approximately 8500 military children and April MOMC is a chance to acknowledge the significant role military youth play in our communities.   

In celebration of MOMC, NDSU Extension Service’s 4-H Youth Development program invites you to join us for the 4th annual “Purple Up! For Military Kids” Friday, April 25, 2014. We are encouraging everyone across North Dakota to wear purple as a visible way to show support and thank children from military families for their strength and sacrifices. Purple symbolizes all branches of the military because it is the combination of Army green, Coast Guard blue, Air force blue, Marine red, and Navy blue. We hope everyone will take this opportunity to appreciate and celebrate these young heroes. Purple Up!

Archery at Cando

Senior freestyle archers from Morton County took top place in the team division with Skylar Bitz, Jacob Ellingson, and Jade Ellingson placing first through third. Our national qualifiers are looking good. Junior freestyle division winner Jacob Vaagen from Ramsey, second Kinley Hetletved and third Braeden Kraft from Morton. Morton County team Cody Mulske, Connor McGregor, Dawson Mills, and Alicia Biewer from Richland County combined to win the junior team division. Wells County took the beginner freestyle with Tayley Bruer, Harrison Lies, and Tyler Weisser placing first through third individually. Barebow senior division archer Ethan Opdahl from Wells County took top honors with Emily Bennett from Towner County and Ethin Johnson from Benson County placing second and third. Towner County took top team honors. Junior Barebow team division champions were Richland County team of Katelyn Loewen, Ethan Witt, and Jaidyn Sanders also placing first through third individually. Individual top honors went to Rachel Alexander from Cavalier County, Madison LaLonde from Towner County, and Jacob Rademacher from Cavalier County. Beginner division team champion was Cavalier County.

Air Rifle at Devils Lake

Maria Rosa-Nieves and Brandon Alexander from Ramsey County placed first and second in the senior division air rifle with Reid Fossen from Stutsman County third. The three shooters combined for team top honors for Ramsey County. Jacob Vaagen, Zach Ohma, and Haven Stelzel placed first through third and combined to win the junior division top team. Beginner division youth Isabel Serumgard, Trace Yoder, and Rachel Alexander from Ramsey County placed first through third and combined to take top team awards. Competition was 60 shot standing for junior and senior divisions and bench rest for beginner.

Southeast Regional NASP Match

Richland County 4-H archery volunteers hosted a NASP bare bow compound match on March 8. Over 150 archers from Gwinner, Hankinson, Wahpeton, and Hawley, Minnesota competed in three age divisions. Hankinson archers swept the match taking the team title in all three age divisions. Division winners were senior age boys Spencer Brockman from Gwinner with a 289, Race Kath from Hankinson in middle school, and Ryan Kath from Hankinson in elementary. Girl’s division senior Samantha Blattenbauer from Hawley, Minnesota, Chase McFarland from Gwinner in middle school, and Madison Blattenbauer from Hawley in elementary.

Training

Training is continuing into spring. There is an air rifle training in Wahpeton on Saturday March 22 and an archery training in Edgeley on Friday night March 28. Most likely, these will be the last ones of the year. Karla is gearing up for some serious shotgun training time with Lamoure County hosting on April 15, Ramsey County hosting on April 26, and Burke County hosting on April 27. (See attached brochures)

State Match Date Set

Air Rifle Match Warm Up

Stutsman County is having a state Match Warm up on March 29. The match starts at 9:00 am on Saturday. The match is a 60 shot standing and beginner benchrest. Cost is $10. Register through 4-H Online for the match.

Air Rifle

The air rifle state match will be Saturday April 12 at the Burleigh County Extension Building in Bismarck. This is the first year that the air rifle match will not be held at camp. The state match will be a 3 position 60 shot sporter rifle for juniors and seniors. Beginners will compete in a benchrest match. Doors will

Archery

The 2014 Spring Archery State Match will be held at the North Dakota 4-H Camp near Washburn. 3-D and FITA will be the events for seniors with 3-D for beginners and juniors. The range will open on Friday night at 4:00 pm for youth that may want to get an early start and avoid some of the congestion on the weekend. The match will start at 9:00 am on Saturday and Sunday. There is a flight at 1:00 pm on Saturday reserved for seniors in 3-D. We expect all seniors to register for that slot unless they are unable to attend that day. Youth will register individually. No team info is needed. Registration is through 4-H Online starting April 1. Field archery will be in Bismarck on August 9 & 10 at Nisswa Bowmen Outdoor Range.

4-H Aerospace Event

There is still time to register for the 4-H Aerospace Event which is scheduled for April 27-28, 2014 at UND School of Aerospace in Grand Forks. This program is open to youth ages 12-15 who are interested in learning more about the field of aerospace science. Youth must be accompanied by a chaperone. Online registration is up and running for this event. Registration will take place through 4-H online so each county office will have to give approval for the registration. Any adult from your county that registers to come as a chaperone must go through the child protection screening procedure before they are allowed to serve as a chaperone. Counties are responsible to seeing that this is complete before the event. Counties will also be responsible in making sure that each youth has agreed to an assumption of risk. Registration is limited to 75 youth and will be taken on a first-come first-served basis. Late registrations will be placed on a waiting list, if the program fills. You do not have to be a 4-H member to attend this event. Please share this information with 4-H youth, schools and other organizations that might be interested in this event. 4-H Film Festival

It isn’t too early to encourage youth interested in filmmaking to start planning and creating a short film that they can enter in the ND 4-H Film Festival and in the National FilmFest 4-H. The North Dakota 4-H Film Festival will be held on Sunday, July 20, 2014 during the ND State Fair in Minot. The information for the 2014 contest has been updated on the 4-H website and can be found at http://www.ndsu.edu/4h/programs_events/state_4_h_contests/other_contests/#c197885

4-H members ages 11 and over are encouraged to create and submit a video. Teams of one to four members may submit a film, but at least one of the team members must be a current 4-H member. Films can be one - ten minutes in length.

There are five categories for the 2014 4-H Film Festival: Narrative Animation Documentary 4-H Promotional Voice of 4-H History

The top three entries in each category will be showcased at 2 p.m. on Sunday, July 20 at the North Dakota state fair in Minot. A $100 cash prize will be awarded to the top entry in each division and a $100 cash prize will be given as the People’s Choice award.

Voices of 4-H History

The 1914 Smith-Lever Act provided federal funding to the Extension Service in every state. To honor this 100 year milestone, the National 4-H History Preservation Team is leading an Oral History program to capture local success stories of Extension and 4-H.

4-H members are encouraged to interview 4-H alumni, volunteers and supporters to share their stories.

The goal of the Voices of 4-H History project is to collect information that reflects personal and community-based 4-H history and illustrates the program’s richly significant story.

We know that North Dakota has many former and current volunteers and 4-H members that have wonderful stories to tell. An example from Utah can be found at http://4h.missouri.edu/go/events/filmfest/2013/films/lareejones.htm Please encourage your 4-H members to use the 4-H filmmaking project to preserve some of these memories. We certainly don’t want ND to be left out of this national project.

GEAR-Tech-21 Camp

GEAR-Tech-21 is an innovative program that brings robotics, GPS and GIS together. This camp is open to any youth who will be going into grades 5 – 8 in the fall of 2014. (You don’t have to be a 4-H member to attend this camp.) We have scheduled this camp during Extension Youth Conference, June 16 – 19 on the NDSU campus, so youth interested in attending will be able to ride the bus to Fargo.Youth attending will:

Build and program robots. Operate a handheld GPS receiver. Put your science, technology, engineering, and math skills to work. Apply robotics, GPS, and GIS technologies to geo-tracking, navigation,

and mapmaking. Discover opportunities with 3D printing. Find out about careers in science, technology, engineering, and

mathematics including robotics, GPS/GIS, natural resource management and agricultural technology.

Project Expo and Clothing Revue

Updated forms and information on both Clothing Revue and Project Expo have been posted on the Center for 4-H website at: http://www.ndsu.edu/4h/programs_events/state_4_h_contests/other_contests/#c197887  Please note the change in 2014 at the state level - If a member would like to enter in both events they can do so and they will be judged at 9:30 for Project Expo and then participate in Clothing Revue.

Communication Arts

We will hold a State Communication Arts Contest in 2014.  Details will be shared soon but this we know:

What: ND 4-H Communication Arts State Contest

When: Sunday, July 20, 2014 – afternoon (following Film Festival)

Where: ND State Fair            Who: Pre-Teen & Teen (Individual and Team) Winners in each category from each District Contest

Recognition: Top 30% will receive Awards of Excellence

Recommendations: We will hold the contest for 2 years and revisit after 2015 to determine if numbers justify continuing the contest.

We will continue awarding scholarships to EYC for teen winners.
