In the next few weeks, my colleagues and I will be called into a special session to take up the
Commonwealths two year spending plan. A key part of that discussion will focus on Medicaid,
specifically, whether or not to expand Medicaid in Virginia.

2014 Medicaid Expansion Survey
6. Medicaid is a health care program for families and individuals with low income
that is funded both by the federal government and Virginia tax dollars. Currently, as
part of the Affordable Care Act, Virginia is faced with the option of whether to expand
the Medicaid program to cover an additional 400,000 Virginians who are uninsured. In
general, do you support or oppose Medicaid expansion?
7. Some worry that the federal government will not pay its share if Virginia expands
Medicaid. Would you support Medicaid expansion even if the federal government
did not pay its share and Virginia had to cover that cost?

8. Some have argued that Virginia should seek an exemption from the federal
Medicaid guidelines in order to develop its own guidelines and also to have more
control over the money collected from the program. Do you support Virginia seeking
an exemption from the federal Medicaid guidelines, or should Virginia stay in the
federal Medicaid program?
9. Some have proposed an alternative to Medicaid Expansion that would take the
federal money that would be used for Medicaid and use it to purchase private
insurance. Should Virginia examine an alternative approach similar to this to provide
coverage to uninsured Virginians?
