REQUEST FOR EXPRESSIONS OF INTEREST

Short-term National and International Consultants to Develop a Com-pliance Inspection Strategy/ManualThe Royal Government of Cambodias local reform agenda is being implemented through its rst three-year Implementation Plan (IP3: 2011-2013). The reforms aim to develop autonomous, locally accountable SNAs, as institutions of political representation that promote sub-national democratic development. The National Committee for Sub-National Democratic Development (NCDD) is mandated as the overall program authority and through its Secretariat (NCDDS) is responsible for policy formulation and program coordination. Implementation of the IP3 is assigned to seven (7) national institutions, 6 of which have their subprogram, including the NCDD-S, the Ministry of Interior, the Ministry of Economy and Finance, the Ministry of Planning the Ministry of Civil Service, the Ministry of Womens Affairs and the National League of Council Associations. The NCDDS wishes to hire two short term consultants (national and international) to develop a compliance inspection STRATEGY/STRATEGIC MANUAL for sub program 2/ ministry of interior. The following consultants are needed:

A. One international Consultant for 20 working daysAt least a Masters Degree or equivalent in Social Sciences, Law, Finance/Audit, Public Policy or related studiesAt least 5 years experience working as an inspector, manager of inspection processes, or in a related and relevant oversight capacity OR at least 3 examples of developing compliance inspection or oversight processes in other countriesExperience in undertaking local government inspection, especially in cases where reforms are moving from a deconcentrated/centralized system to a delegated oneExperience in South East Asia or Cambodia is considered useful

B. One national Consultant for 50 working daysQualication and Experience Required

At least a Masters Degree or equivalent in Social Sciences, Law, Finance/Audit, Public Policy or related studiesProven experience in writing manuals or guidelines; excellent writing skills in English and KhmerGood quantitative reasoning skills and logical thinking 2 years experience in M&E or compliance inspection or oversight or legal analysisKnowledge or clear ability to learn the legal framework for local government in CambodiaExperience as a trainer.

To help Cambodia improve its business environment, specically in the area of conict resolution, IFC has been supporting the government and private sectors since 2009 to establish a well-functioning National Commercial Arbitration Center (NCAC formerly known as NAC). Following the recruitment of the rst group of arbitrator candidates in early 2010, IFC has supported the training of NCACs arbitrators. The training program which covers Cambodian Commercial Laws Course Commercial Arbitration Skills was completed in March 2014.

The NCAC was ofcially launched on March 4, 2013. Following the launch, IFC signed a Cooperation Agreement with the NCAC to provide direct technical assistance for the period from July 2013 to December 2014. This support includes advisory services on management and operation of the center, continued capacity building for arbitrators and promotion of centers services.

As a continuing support, IFC proposes to hire a technical consultant for around 70 working-days to provide technical and operational supports to the Executive Board of the NCAC between May 1, 2014 and December 31, 2014.

Working closely with IFC team members, the consultant will carry out the following tasks:

Support the NCAC Executive Board in the process of nalizing and adopting of all required internal documents for operations of the NCAC; Support the NCAC Executive Board to organize the General Assembly and other meetings; Support the NCAC Executive Board in the implementation of the activities planned and other policies adopted by the Executive Board; and Support the NCAC Executive Board to secure funding for the rst three years of NCACs operation;

Job Announcement International Consultant (Statistician/Econometrician) to Undertake an Impact Evaluation of

Cambodias Decentralization

During The last Decade 2003-2013 the year of fully Decentralized and De-concentration (D&D) policy reform has been implemented in Cambodia by the National Committee for Democratic Development at Sub-National Level (NCDD). Many hundreds of millions USD has been injected into local economy through this policy reform. The ultimate goal of D&D policy reform is contributed to poverty reduction/ improving standard of living of Cambodian people which is very well aligned with the Royal Government of Cambodias National Strategic Development Plan (NSDP 2005-2010 and NSDP Updated 2009-2013) through the two equality important channels of : 1) local economic development and 2) Improve local good governance at sub-national level. To achieve the ultimate goal and two equally important objectives above, around 70% of total amount of fund as described above are allocated to investment component, for example, the Commune/ Sangkat Fund and the remaining around 30% are used in non-investment component. The NCDD Secretariat is now seeking qualied, short-term independent international consultants (statistician/econometrician) to assist with this eort.

Qualication and Experience:

Have a PhD or be in the process of getting a PhD in statistics, economics, or econometrics from a University with a high international reputation

Extensive knowledge of computerised statistical analysis using software packages such as: SPSS, STATA, MATLAB, SAS, E-Views, S-Plus/R, etc.

Proven knowledge in statistical/econometric modelling for impact evaluation (especially modelling of panel/multilevel regression for panel/multilevel data)

A past record of publication would be very much preferred It is preferred the candidate has extensive contacts in the research sector
