We do not anticipate any changes to the process.

The instructions and forms will be distributed to each state at year end via email.

The instructions and forms will be distributed to each Provider at year end via our extranet portal. We expect providers that ceased providing a service during the year will complete the report and provide additional information regarding that service.

The responses will be due by third week of February 2016.

Financial Audits

The KPMG audit contained no findings or observations. The Maher Duessel independent financial audit resulted

in restatements and changed procedures. During the year ended 9-30-2014, it was discovered

that the payables to service providers balance as of 9-30-2013 was overstated due to ◦ the Fund improperly including permanent non-reimbursable

provider minutes; ◦ not reflecting a full program year allocations for NDBEDP; and ◦ not adjusting the budgeted September 2013 provider minutes

to actual reported by the providers.

performance goals to guide its efforts. It is difficult to determine in an objective quantifiable

way if TRS is making available functionally equivalent telecommunications services, and it is difficult for the FCC to manage the program in a proactive results-oriented manner.

IPERIA & Internal Controls

In FY 2011, the FCC identified the TRS Fund as being at “high risk” for improper payments and directed RL to identify and report an improper payment rate for the TRS Fund based on an independent assessment.

RL is collaborating with the FCC to identify the requirements which will result in a reclassification of the program as no longer “high risk”.

In March 2012, RL engaged an auditor to implement the plan approved by the GAO to report on improper payments for TRS service provider disbursements from the TRS Fund. ◦ There were no improper payments for

2011/2012. ◦ There were no improper payments for

2012/2013. ◦ Revised guidance for 2013/2014 resulted in an

error rate of 0.0813% for that year. ($0.35) ◦ The 2014/2015 audit is currently in progress.

During the current program year, the audit team incorporated the IPERIA requirements in the risk assessment and the testing of internal controls.

We have also converted to the 2013 COSO Internal Control Framework seventeen principles as the basis for the risk assessment.

After the implementation of the VRS URD the risk assessment will be expanded to include appropriate key controls in the processes testing operational effectiveness.

Provider Audits

Title 47 C.F.R. Subpart F, = requirements for TRS Providers concerning the registration of their subscribers. Some of these requirements include:

◦ Certifying the eligibility of VRS and IP Relay users ◦ Verification of change orders of default TRS Provider ◦ review subscriber registrations for each of the TRS

providers, including documenting and reviewing all registration processes and associated databases; identifying any verification processes that currently exist. The scope originally included providers that serve subscribers of VRS, IP Relay and IP CTS.

IP CTS was removed from the audit due to the incomplete rulemaking.

FCC 13-82 issued June 2013, referred to as the VRS Reform Order, directed multiple structural reforms including the establishment of a VRS user registration database (URD).

April 2015 the FCC contracted with RL as the VRS URD administrator.

The FCC directed that users without a SSN or Tribal ID may supply alternative documentation which is identified in DA 15-589.

The Order identifies 13 documents that may be

offered for identity purposes when there is no SSN or Tribal ID.

The order also identified 9 documents that may be used to confirm residence in the U.S.

Obviously everyone involved in the development of a registration database is concerned about the security of confidential information.

The FCC has recommended a product called “Box”
