1. INTRODUCTION This is the annual call for student contact data for the former students who will be surveyed in the 2015 BC Diploma, Associate Degree, and Certificate Student Outcomes (DACSO) Survey. In order to obtain good response rates from this mobile population, your institution’s contact data files for the 2015 survey are due at BC Stats on or before Friday, January 9, 2015. We encourage you to prepare your extraction routines as soon as possible, to ensure that you meet the deadline. Data collection is scheduled to begin in late January and it is important that BC Stats receive your contact data on or before January 9 to allow time to audit your submission before it goes to the data collection contractor.

New for 2015 New Data Elements: Name Fields: To make it easier to send the Name data to the survey contractor, if your system allows it, could you please provide Name in 2 separate fields; First Name and Last Name instead of in one field (NAME) with the surname first, followed by given name, and separated with a comma (e.g., Smith, John). These 2 fields have been added to Appendix A and B. However, if you prefer to keep sending this information in one field (NAME) with the surname first, followed by given name, and separated with a comma (e.g., Smith, John), please do so. “Group” Data Element Removed from Cohort Files (Appendices A and B): Institutions no longer need to submit the “Group” data element to group the smaller programs together. This will be added by BC Stats as part of their cohort data processing.

Reminder of Changes from previous DACSO Cohort Submissions 2013: New Data Element: In 2013 we added a new ACE_IT flag to the Applied Programs data file layout for students that registered in an ACE IT program. ACE IT is an industry training program for high school students. Successful completion of an ACE IT program will give credit for at least the level one technical training (in-class) component of the industry training program and because it is a ‘dual credit’ program students also receive secondary school graduation credits. 2013: CIP2011: Statistics Canada released CIP Canada 2011, which replaces CIP Canada 2000. Please submit CIP Codes based on the CIP2011. 2011: Apprenticeable Programs: A number of programs listed on the ITA website now have different levels at which students are eligible to write the Certificate of Qualification (C of Q) exam (e.g., Welding, Cook Training, Parts and Warehousing/Partsperson, Planermill Maintenance Technician). Although these programs may not be delivered like typical apprenticeship programs, they are now designated as apprenticeable by the Industry Training Authority (ITA) and must be included in the APPSO cohort. EXCEPTIONS: Hairstyling, Logistics and Distribution Person, Automotive Service Technician, Aircraft Maintenance Technician, and Aircraft Structural Technician programs must remain in the DACSO cohort.

Note: Last year, Welding B, Welding A, and Cook Training Level 3 programs were submitted in the APPSO cohort; however, Welding C, Cook Training Level 1 and 2, remained in the DACSO cohort. The APPSO Survey Committee has decided that because each level of these programs leads to a C of Q, Welding C, and Cook Training Level 1 and 2 programs must now be included in the APPSO cohort. ITA List of Trade Programs Trades programs are defined as programs that lead to apprenticeable trades as listed on ITA’s website (http://www.itabc.ca/discover-apprenticeship-programs/search-programs)

Other Important Notes Submission Method – Student Outcomes SharePoint Website: Please submit your cohort files using the secure Student Outcomes SharePoint website. Refer to section 5.3 for submission instructions. Do not email your files as attachments. Reminder about Developmental and Adult Basic Education Programs: Please do NOT submit any students from Developmental or Adult Basic Education (ABE) programs (including Trades Discovery or Bridging programs). Reminder about degree programs: Please do NOT submit any students from degree (upper division) programs. Applied and Arts and Sciences degree students (even non-graduates or those with less than 60 credits) are not included in the DACSO survey. Former degree graduates are surveyed separately in the Baccalaureate Graduates Survey (BGS).

• If your institution is submitting lower division (first and second year) students (i.e., university transfer students), you will need to make sure they do not have a degree-type CPC (e.g., BA or BSc). If necessary, you can assign them a “dummy” CPC—for example, instead of “BA,” the code “BA_UT” could be used to stand for Bachelor of Arts – University Transfer.

2. SELECTION CRITERIA To be included in your contact data file for the 2015 BC Diploma, Associate Degree, and Certificate Student Outcomes Survey, student records must satisfy three selection criteria: 1. enrolment period, 2. program completion criteria, and 3. required period of absence.

2.1 Enrolment Period Students included in the contact data file must have been enrolled in and have met the completion criteria for one of the programs defined below at some point between July 1, 2013 and June 30, 2014.

2.2 Program Completion Criteria In order to be included in the contact data file, students must have met the completion criteria for one of the following programs during the enrolment period and must not have returned to that program subsequently. The completion criteria are as follows:

Lower Level (first and second year)

Completion of at least 24 credits from your institution, with 75% of those credits at the first and second year level.

Applied programs

3 - 12 months Completion of the program.

Applied programs

13 - 36 months Completion of at least 75 percent of the program requirements, with the latest credits completed during the enrolment period.

Note: If a program has multiple credentials (exit points), the student should only be submitted after they have completed the final credential (exit point) or if they have left the program and have not returned during the enrolment period.

Note: Please submit all programs, regardless of funding source (base, non-base, contract, cost recovery, etc); however, students from cost recovery or continuing education programs should only be submitted if there is a credential associated with the program. These programs must have the approval of the institution’s education council and have a formal evaluation process.

2.3 Required Period of Absence Students included in your contact data file for a particular program must not have been enrolled in that program at your institution at any point between July 1, 2014 and the date of the current data extraction.

2.4 For Lower Level Arts and Sciences – Identify whether students are ARTS, SCIENCES, or GENERAL students

• A Lower level Arts and Sciences student is considered a SCIENCES student if five of the student’s last eight courses were in the following disciplines (Classification of Instructional Program (CIP) codes follow in parentheses):

• Environmental science (03.0104) • Computer science (11.0701) • Biological and biomedical sciences (26.01-26.99) • Mathematics and statistics (27.01-27.99) • Physical sciences (includes Astronomy, Chemistry, Geology, Physics, Earth sciences) (40.01-40.99)

• A Lower level Arts and Sciences student is considered an ARTS student if five of the student’s last eight courses were in the following disciplines (Classification of Instructional Program (CIP) codes follow in parentheses):

• Area, ethnic, cultural, gender, and group studies (includes First Nations and Women’s studies) (05.01-05.99)

• Communication, journalism, and related programs (09.01-09.99) • Communications technologies/technicians and support services (10.01-10.99) • Aboriginal and foreign languages, literatures and linguistics (16.01-16.99) • English language and literature/letters (23.01-23.99) • Multi/interdisciplinary studies (30.01-30.99) • Philosophy and religious studies (38.01-38.99)

3. DESCRIPTION OF DACSO FILES TO BE SUBMITTED 1) Two separate Contact Data files (if applicable): a) Arts & Sciences students – See Appendix A for file layout b) Applied students – See Appendix B for file layout 2) One DACSO College Program Codes (CPC) file – Please see section 3.2

3.1 Contact Data Files For a complete list of instructions regarding each field, refer to the Appendices. Please note that a consistent format makes it easier for the data collection firm to outsource the tracking of student contact information. Please note the following regarding data fields:

a.) Name Fields: New for 2015: To make it easier to send the Name data to the survey contractor, if your system allows it, could you please provide the Student Name in 2 separate fields; First Name and Last Name. These 2 fields have been added to Appendix A and B. However, if you are unable to provide these 2 fields and prefer to keep sending this information in one field (NAME) with the surname first, followed by given name, and separated with a comma (e.g., Smith, John), please do so.

b.) Address: Please submit address as: Apt. #, Street #, Street Name, City OR PO Box #, Province.

c.) Please submit AREA CODES with all phone numbers (in this format: 2504134421).

3.2 College Program Codes File Please create a file that lists all of the CPC codes seen in the contact data files. Note that the program file is important because the survey contractor requires clear and concise program titles. The CPC_DESC data is used for the program name throughout the survey. The survey contractor will include in the telephone survey introduction “Were you in the [PROGRAM_NAME] program?” It is very important that the program title does not contain abbreviations or acronyms so that it is clear for the student. Likewise, the email invitation to complete the web survey will also include the program name. The program file is also important because BC Stats uses it for program coding and grouping in the survey, BC Student Outcomes reporting, and in DACSO publications. Please reference the program list posted in the “Outcomes Files for Institutions to Download” folder on the outcomes SharePoint site (https://share-bcstats.gov.bc.ca/SO), to compare to programs seen in the DACSO data in the last 5 years.

Notes: Please use the code “2” for Aircraft Maintenance Technician, Aircraft Structural

Technician, Automotive Service Technician, Logistics and Distribution Person, and Hairstyling programs and keep these programs in your DACSO cohort.

Welder C, and Professional Cook 1 and 2, must now be submitted in your Apprenticeship (APPSO) cohort, not DACSO cohort. Any other programs that are listed on the ITA’s website and have progressive levels where students are eligible to write the Certification of Qualification exam upon completion should also be included in the APPSO cohort and not in the DACSO cohort (e.g., Partsperson, Planermill Maintenance Technician).

Trades programs are defined as programs that lead to apprenticeable trades as listed on ITA’s website (http://www.itabc.ca/discover-apprenticeship-programs/search-programs). The TTRAIN flag is important because trades training students are asked a subset of questions and this variable is used to identify the skip pattern in the DACSO questionnaire.

CREDENTIAL Credential code associated with the program. Please use the following credential codes. These codes are the same as those used in the Central Data Warehouse (CDW), except for the University Transfer code which was added by BC Stats for DACSO. • ADGR=Associate Degree (Awarded on completion of provincially defined academic arts or

sciences programs consisting of 60 semester credits of first and second year transferable courses across a range of disciplines.)

• ADIP=Advanced Diploma (Awarded on completion of programs that require a diploma for entrance and are normally greater than 12 months of full-time equivalent study.)

• DIPL=Diploma (Awarded on completion of programs at the post-secondary level normally between 12 and 36 months of full-time equivalent study.)

• CERT=Certificate (Awarded on completion of programs at the post-secondary level normally between 3 and 12 months of full-time equivalent study. Includes associate certificates.)

• UT=University Transfer (Note: Only use the “UT” code if the program does not have an option for students to apply for an associate degree or other type of credential after leaving their first and second year level studies.)

o Example: Sometimes there are programs that are specifically called University Transfer programs and if they don't award a credential, such as an associate degree for students who complete the program, then the “UT” code should be used.

• PDCT=Post-degree Certificate (Awarded on completion of programs that require a Baccalaureate degree for entrance and are normally between 3 and 12 months of full-time equivalent study.)

• PDDP=Post-degree Diploma (Awarded on completion of programs that require a Baccalaureate degree for entrance and are normally greater than 12 months of full-time equivalent study.)

• OTHR=Other Credential (Program offers a credential based on evaluative components, but not one of the above.)

• NONE=No Credential (Only use the “NONE” code if there really is no credential awarded for the program. Ideally, all programs in DACSO should have some type of credential.)

Notes: Apprenticeship programs should not be in the DACSO cohort. Former apprenticeship students are surveyed separately in the BC Apprenticeship Student Outcomes (APPSO) Survey. Degree programs should not be in the DACSO cohort because former degree graduates are surveyed separately in the Baccalaureate Graduates Survey (BGS). Also, Developmental and Adult Basic Education (ABE) Programs (including Trades Discovery or Bridging programs) should not be in the DACSO cohort.

NEW_PROGRAM_FLAG Flag to indicate if this is a new College Program Code and should be assigned a new unique Program ID by BC Stats. The value to use in this field is: • Y = Yes, it is a new CPC – BC Stats to assign a new program ID • Blank = Not a new program

UPDATED_CPC_FLAG Flag to indicate to BC Stats when a program has an Updated CPC for this year, but is NOT considered new (i.e., the program has been seen previously in the DACSO cohort but now has a new CPC code and the 2 CPC codes should be combined during data validation to be reported as one CPC).. The value to use in this field is: • Y = Yes, the program has an Updated CPC this year, but is not considered new • Blank = Program does not have an Updated CPC NOTE: If the UPDATED_CPC_FLAG has a value of “Y” (YES), then you must fill in the HISTORIC_CPC field also so we can combine the old CPC and the new CPC during data validation for reporting purposes.

HISTORIC_CPC Historically used College Program Code (CPC_CD). Use this field to indicate the historically used CPC for each program that is flagged as having an Updated CPC (UPDATED_CPC_FLAG = “Y”) but that is not a new program. BC Stats will create a new Program Id for the Updated CPC and then assign this Program Id to all previous years of the Historic CPC for reporting purposes.

OPTIONAL – Program length (in months). Include time spent in practicum or co-op placements, if applicable. Count the number of months of full-time equivalent study, not elapsed time.

Examples of how to use the NEW_PROGRAM_FLAG, UPDATED_CPC_FLAG and HISTORIC_CPC fields:

• Example 1 (a brand new program): Institution X has a brand new diploma program named “Forensic Accounting” with CPC “F-ACCT.”

o This program has never before been submitted in a DACSO cohort.

o In the College Program Codes file, the record for the “Forensic Accounting” program should be given a value of “Y” in the NEW_PROGRAM_FLAG field.

• Example 2 (a program with an Updated CPC, but not considered brand new as the program has been seen in the DACSO cohort before): Institution X has recently revised some of the CPC codes used at their institution. They decided to start using numeric CPCs, rather than their old alpha CPCs. For example, the “Office Administrative Assistant” certificate program in previous years had a CPC of “OAA” but it now has an Updated CPC of “77867.” This “Office Administrative Assistant” program is considered the same program as seen in previous years—it just has an Updated CPC. The institution wants to be able to compare the 2015 outcomes data for this program with previous years’ data. BC Stats needs to know that this program is not new but is an Updated CPC and therefore needs to assign a new program ID, and then this new program ID will be assigned to the old CPC (the Historic CPC) during data validation for reporting purposes.

o In the College Program Codes file, the record for the “Office Administrative Assistant” program should have a blank NEW_PROGRAM_FLAG field (because it is not considered a new program), but it should have a value of “Y” in the UPDATED_CPC_FLAG field (to indicate the CPC for this program has been updated).

o The HISTORIC_CPC field needs to be filled in with “OAA” so that BC Stats knows what the historical CPC was for the “Office Administrative Assistant” program.

o Note: Technically there should only be the Updated CPC appearing in the cohort. However, if for some reason both the Updated and the Historic CPC are in this year’s cohort, then they will both appear in the Survey Contractor’s files for interviewing but will be combined during data validation.

4. DATA QUALITY CHECK AND AUDIT BC Stats will perform a quality check on the contact data files that you submit to verify that the records meet the criteria outlined above. In addition, BC Stats will check to ensure that the number of students in your cohort has not changed substantially from your 2014 submission. BC Stats will send an “audit” that summarizes submitted cohort information and a “sign-off” letter to each institution. Once all issues are resolved, you will be asked to sign the letter and return it to BC Stats.

Table 1 presents the total cohort sizes, by institution, for last year’s (2014) outcomes survey, for your reference only.

5. WHEN AND HOW TO SUBMIT YOUR DATA FILES

5.1 Submission Schedule The deadline for your complete submission is:

Friday, January 9, 2015. It is important that your submission reach BC Stats by Friday, January 9, to allow time for BC Stats to audit the data before forwarding them to the survey contractor. If your submission is ready before January 9, please send it in so that we can begin the audit process and program coding as early as possible. Data collection is scheduled to begin in late January. If you are unable to meet this deadline please contact Sheila Richards-Brown ([email protected]) as soon as possible.

5.2 File Format Please submit the files in Access format, Excel format, or ASCII text format. You may compress these files with utilities such as WINZIP or PKZIP. • Please label your contact data file(s) as follows:

5.3 Instructions for Submitting Cohort Data to BC Stats using the Student Outcomes SharePoint Website

Please use the secure Student Outcomes SharePoint website (https://share-bcstats.gov.bc.ca/SO) to upload your cohort files to BC Stats. You will need a BCeID account to log on to the SharePoint site. Please post your cohort files in your institution’s folder on the Student Outcomes SharePoint site. If you require assistance with posting your cohort files, please contact Sheila Richards-Brown.

As soon as you post your cohort submission on the outcomes SharePoint site please email Sheila Richards-Brown. We will download the files and confirm receipt as quickly as possible.
