Emergency Management and Homeland Security Higher Education:

2015 Summer Institute for High School Educators - Homeland Security and Emergency Preparedness - Mid-Atlantic Center for Emergency Management, Frederick Community College

The 2015 Summer Institute for High School Educators teaching in the Maryland State Department of Education Career and Technology Homeland Security and Emergency Preparedness will be held at the Mid-Atlantic Center for Emergency Management, Frederick Community College during the week of July 27 through 31, 2015.  This year’s program offers opportunities to high school educators to improve teaching content and methodology with presentations and activities that are discipline specific as well a focused on improving classroom techniques.  Former Boston Police Department Superintendent-In-Chief Dan Linskey will lead a half-day case study of the Boston Marathon Bombing Incident. Following the presentation the participants will consider pedagogy for using case studies as teaching tools.  Presentations on the Maryland Department of Education Career and Technology Homeland Security and Emergency Planning (HSEP) program will overview all three pathways of the program with special attention to the newly released up-dated course guides for the Administration of Justice I and II Courses.

A presentation by Dr. Barbara Brookmeyer, Frederick County Health Officer, will focus on Public Health Emergencies. Dr. Frank Kesterman from the University of Maryland University College Graduate School will overview issues in Cybersecurity.  MACEM Instructional Coordinator Sam

Register Now for the Homeland Security Update II: Research and Trends - August 3 - 7, 2015

This course is offered by Penn State Homeland Security Programs, ranked the second best online homeland security in the U.S.

This intensive one-week residential course provides a cross-disciplinary overview of trends in homeland security and its evolving mission space, including the international dimension.

The program features interactive syndicate work, networking receptions, and short excursions to a state fusion center and a county emergency management agency, a risk and vulnerability assessment exercise, as well as lectures by leading experts in the field.  

The course can be taken as two options:1. A non-credit continuing education course where attendees will receive 3.75 CEUs for the entire

week. This provides a great opportunity for alumni of Penn State and other homeland security academic programs to update their expertise. Students may also register for single day non credit options August 4, 5, and 6.

2. For three graduate credits (500 level) by completing assignments online in addition to the residential coursework.

2015 Hurricane Season Outlook Released

NOAA’s (National Atmospheric and Oceanic Administration) Climate Prediction Center released the 2015 Atlantic Hurricane Season Outlook. They predict a below-normal season, but emphasize that below-normal seasons can still produce catastrophic impact to communities. NOAA will issue an updated outlook for the Atlantic hurricane season in early August, just prior to the historical peak of the season. NOAA also issued its outlook for the Eastern Pacific and Central Pacific basins. For the Eastern Pacific hurricane basin, NOAA’s 2015 outlook is for a 70 percent chance of an above-normal hurricane season.

For the Central Pacific hurricane basin , NOAA’s outlook is for a 70 percent chance of an above-normal season.

FEMA encourages everyone to prepare now and know what do before, during, and after a hurricane makes landfall. Being prepared helps build stronger, safer and more resilient communities. Practicing what to do in an emergency in advance of the event could make a difference in the ability to take immediate and informed action, which, in turn, enables a quicker recovery. 2015 National Preparedness Report Released

FEMA and its partners released the 2015 National Preparedness Report (NPR). The NPR is an annual status report summarizing the nation's progress toward reaching the 2011 National Preparedness Goal of a secure and resilient nation. The 2015 NPR places particular emphasis on highlighting preparedness progress in implementing the National Planning Frameworks, which describe how the whole community works together to achieve the Goal.

The report was developed to meet the requirements of Presidential Policy Directive 8/PPD-8: National Preparedness. PPD-8 is aimed at strengthening the security and resilience of the United States through systematic preparation for the threats and hazards that pose the greatest risk to the security of the Nation. The NPR also addresses several reporting requirements from the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA), including components of the Federal Preparedness Report and State Preparedness Report (SPR).

The NPR presents a national perspective, highlighting the contributions to preparedness made by the whole community—namely, federal, state, local, tribal, and territorial governments, the private and nonprofit sectors, faith-based organizations, communities, and individuals. The report integrates data from the annual Threat and Hazard Identification and Risk Assessment (THIRA) process and State Preparedness Reports (SPR) from the 56 states and territories. The NPR also highlights tribal preparedness progress and includes a case study of the first tribal implementation of the National Disaster Recovery Framework. FEMA also conducted research to identify any recent independent evaluations, surveys, and other data related to the core capabilities.

Evidence Aid has been successful in a bid for investment funding, which will allow us to take a step change in our activities and grow over the coming years. As part of this new phase, we are seeking to appoint our first Director. This is an exciting opportunity for an entrepreneurial leader to develop Evidence Aid to become the ‘evidence champion’ for influencers of the humanitarian sector. They will have an opportunity to improve how decisions are made that impact on the millions of people who are affected by disasters globally every year. We are looking for an influential and well-connected Director to lead and grow Evidence Aid with a small team and a wide network of associates and volunteers. Working with trusted leaders from the health, academic and humanitarian sectors, the Director will develop the research agenda, stimulate demand for evidence and build capacity for its use. They will have proven experience in growing organisations and developing senior-level and influential contacts. They might be a humanitarian professional with a passion for research and evidence, have a health or research background with experience of humanitarian response, or have been funding humanitarian response or health research, with a focus on evidence use and generation. FEMA’s Emergency Management Institute (EMI) delivered its cybersecurity focused Virtual Tabletop Exercise Program (VTTXs) training on May 5-7, 2015. EMI worked with the Department of Homeland Security’s National Cybersecurity and Communications Integration Center and the National Cyber Exercise and Planning Program to facilitate a multimedia exercise that focused on increased cybersecurity awareness, current and future cyber planning efforts, and the review and refinement of cyber-related plans. The VTTX brought together more than 230 federal, state, local, tribal, and territorial government representatives, as well as specialists from information technology, emergency management, the National Guard, and private industry. Participants examined cybersecurity information sharing, escalation criteria, and related course of action, while examining cybersecurity incident management structures. Players participated in training modules that included planning, identifying, protecting, detecting, and responding to an attack on vendor data. The tabletop exercise enabled participating organizations to identify areas of concern and possible resolutions, and facilitated inter-department/agency cooperation that will be valuable in building relationships for handling future cyber incidents.

EMI will conduct VTTX programs between June and September 2015 on a variety of subjects:- July 7-9: Long-term Power Outage- July 28-30: Psychology of Disaster: Long-term Mental Health Recovery- August 25-27: Building Collapse Focused- September 1-3: Public Health Infectious Disease (written and hosted by the CDC)

These VTTX programs are designed for a community based group of at least ten or more personnel from state, local, tribal, or territorial emergency management organizations with representatives from other disciplines such as public safety, public works, public health, health care, government, administrative, communications, military, private sector, non-governmental, and other whole community partners. Participants must have an appropriate site equipped with video teleconference capability that can access FEMA. A complete listing of all the 2015 VVTX dates and scenarios can be found online. To apply for a VTTX event, submit an email request to participate in the exercise to Doug Kahn at [email protected] or call 301-447-7645. The deadline for applying to participate in a VTTX is four weeks prior to the start date.

Federal Flood Risk Management Standard Fact Sheet Now Available

On January 30, the President issued an Executive Order, “Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input.” Future federal investments in and affecting floodplains will be required to meet the level of resilience established in the Standard This includes projects where federal funds are used to build new structures and facilities or to rebuild those that have been damaged. These projects make sure that buildings are constructed to withstand the impacts of flooding, improve the resilience of communities, and protect federal investments.

This Standard requires agencies to consider the best available, actionable science of both current and future risk when taxpayer dollars are used to build or rebuild in floodplains. On average, more people die annually from flooding than any other natural hazard. Further, the costs borne by the federal government are more than any other hazard. Water-related disasters account for approximately 85 percent of all disaster declarations.

The fact sheet clarifies the requirements of the Federal Flood Risk Management Standard as it relates to FEMA programs. FEMA looks forward to continuing to work together to reduce flood risk, increase resilience, cut future economic losses, and potentially save lives.

Funding Opportunity for Fiscal Year 2015 Hazard Mitigation Assistance Grants

FEMA announced $180 million in funding available through two Hazard Mitigation Assistance (HMA) grant programs: Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM). These two grant programs assist state, local, tribal, and territorial governments in strengthening our nation’s ability to reduce the potential cost of natural disasters to communities and their citizens.

The Fiscal Year (FY) 2015 FMA grants will continue to focus on reducing or eliminating claims under the National Flood Insurance Program (NFIP) with a focus on mitigation planning and the mitigation of severe repetitive loss properties. The FY 2015 PDM grants will continue to focus on implementing a sustained pre-disaster natural hazard mitigation program and provide the grant funding set aside as required in the Stafford Act to states and tribes to support overall mitigation planning and projects.

Eligible applicants must apply for funding through the Mitigation eGrants system on the FEMA Grants Portal accessible at https://portal.fema.gov. All applications must be submitted no later than 3 p.m. EDT on August 28, 2015. FEMA's HMA grant programs provide states, tribes, territories, and local governments funding for eligible mitigation activities to strengthen our nation’s ability to reduce disaster losses and protect life and property from future disaster damages. Emergency Management and Homeland Security-Cybersecurity Education Career Pathway Update and CEMHS Report

There have been several significant developments in the implementation of a state-wide Emergency Management, Homeland Security, and Cyber-security career pathway or "vertical education track" to report on. One key component of any career pathway is found at the undergraduate level of education. With this in mind, at the April and May 2015 meetings of the California Community Colleges Chancellor's Office Statewide Public Safety Education Advisory Committee, we decided to work towards the approval of a state-wide Associate of Science Transfer Degree Program (A.S.T.) in Emergency Management and Homeland Security during the 2015-16 Academic Year. The CEMHS Associate-Bachelors Taskforce has been tasked to move our existing 4 course (12 academic unit lower division course sequence) model curriculum and standards into a state-wide 6 course EM-HS Associates Degree Transfer Program (18 lower division units). The AST program will now include a capstone course and also a Cyber Security/Digital Forensics course. If we are able to get a standardized curriculum shared with community colleges throughout California it will insure smoother transitions for our students into the professional workforce. Kevin Sampson (Coastline Community College) and I will be coordinating the Associates-Bachelors Degree Proposed Model Curriculum and look forward to working with all key stakeholders and major partners towards the culmination of the state-wide academic program and curriculum work. Once the model curriculum and programs are approved, we would have a standardized program across California that is linked carefully with the many emerging K-12 education and graduate-level EM-HS-Cyber education programs.

To facilitate program design and implementation, a series of 4 "Drive-In Workshops" will be given across the state (San Diego, Los Angeles, Fresno, and Sacramento) to discuss the curriculum, student learning outcomes, and program implementation/evaluation for our K-12, California State University, California Community Colleges, University of California, private institutions, government partners (and industry/the private sector stakeholders.) Of course additional information/workshop schedule, etc, will be provided as it becomes available.

Finally, I have been working on an update that lays out the details and progress of some of the many integrated components of a comprehensive EM-HS-Cyber Career Pathways design/development that we are working on. The objective of this update is to lay out and discuss the individual elements of the EM-HS-Cyber Career Pathway and how they relate together as a whole. Government adopts volcanic disaster evacuation bill, eyes caution zones* Jiji Press via The Japan News The government adopted a bill at a Cabinet meeting that will oblige municipalities near volcanoes to compile evacuation plans in preparation for volcanic disasters. The bill to revise the law on special measures concerning active volcanoes was drawn up in response to the eruption of Mt. Ontake in central Japan in September last year, which killed 57 people and left six others missing.

NRC to deliberate reforms of natural resources management, disaster management* NNT via ReliefWeb The National Reform Council will meet to deliberate a report from its subcommittee dealing with natural resources and disaster management in response to global warming. NRC president Thienchay Kiranandana has scheduled a meeting of NRC members in order for them to deliberate the report from its subcommittee for the reform of natural resources and environment, chaired by Pramote Maiklad.

FEMA issues 2015 National Preparedness Report Fire Engineering FEMA and its partners released the 2015 National Preparedness Report. The NPR is an annual status report summarizing the Nation's progress toward reaching the 2011 National Preparedness Goal of a secure and resilient nation. This report marks the fourth iteration of the NPR. The 2015 NPR places particular emphasis on highlighting preparedness progress in implementing the National Planning Frameworks. The frameworks describe how the whole community works together to achieve the goal.

Deadline extended to June 19 for IAEM-USA Clayton Christopher Award nominations IAEM The nominations deadline for the 2015 IAEM-USA Clayton R. Christopher Memorial Award has been extended to Friday, June 19, 2015, 5:00 p.m. Eastern Time, by the IAEM-USA Awards & Recognition Committee and IAEM-USA Region 4, which co-administrator this award category. Any IAEM-USA member is eligible for the Clayton R. Christopher Memorial Award, provided he or she is: (1) a local emergency management director/coordinator (city, county, tribal) who is currently working in that position or has retired no earlier than the year 2012; and (2) a member of IAEM-USA in good standing. The award is presented to a member in recognition of unselfish devotion and outstanding contributions to the overall emergency management program. All nominations must contain written justification for the award. IAEM-USA members may nominate a local (city/county/tribal) emergency management director/coordinator deserving of the award regardless of the geographical location within the United States of the nominee or the nominator. PHMSA issues notice on emergency response notifications for shipments of petroleum crude oil by rail IAEM Some stakeholders, including emergency responders, have expressed concern that the recent High-Hazard Flammable Train Rule may limit the availability of emergency response information by superseding DOT’s May 2014 Emergency Order. The order ensures that such information be provided to the State Emergency Response Commissions on a routine basis, related to any train carrying 1 million gallons or more of Bakken crude oil. In response to these concerns, DOT has announced that the May 2014 Emergency Order will remain in full force and effect until further notice. Options are considered for codifying the Order disclosure requirement. Read the full notice for complete details.

NOAA warns of powerful storms, despite seeing 'below-normal' hurricane season NPR Even though its predictions call for a below-normal Atlantic hurricane season with six to 11 named storms this year, the National Oceanic and Atmospheric Administration says strong and devastating storms remain a possibility. "A below-normal season doesn't mean we're off the hook. As we've seen before, below-normal seasons can still produce catastrophic impacts to communities," said NOAA Administrator Kathryn Sullivan, Ph.D., referring to the 1992 season in which only seven named storms formed, yet the first was Andrew — a Category 5 Major Hurricane that devastated South Florida.

Tsunami in store for Los Angeles and San Diego? CBS News Californians can be forgiven for being obsessed with the San Andreas Fault, especially while a new disaster movie showcases its potential for devastation. But just off the coast, scientists say another danger lurks: several major faults capable of producing major earthquakes that could send tsunamis crashing into Los Angeles and San Diego. In a study published in the Journal of Geophysical Research: Earth Surface, a journal of the American Geophysical Union, researchers identified a little known, fault-riddled undersea landscape off of Southern California and northern Baja, California with the capability of producing magnitude 7.9 to 8.0 earthquakes.

DHS, USDA finally break ground for new National Bio- Agro-Defense Facility* Homeland Security Today Department of Homeland Security Secretary Jeh Johnson and Secretary of Agriculture Tom Vilsack broke ground to officially begin construction of the National Bio- and Agro-Defense Facility main laboratory structure in Manhattan, Kansas. When disasters like Ebola hit, the world needs the World Health Organization. And its failing.* Vox An annual meeting of the world's most powerful global health players is taking place in Geneva. It's called the World Health Assembly, and ministers of health, heads of state, and civil society leaders are gathered at the United Nations' Palace of Nations to set health priorities and policies for the entire world. At the moment, they're focused on whether we're prepared for future deadly disease outbreaks — a question that's particularly urgent in the wake of the Ebola epidemic in West Africa.

Disaster response should include scientists San Francisco Chronicle The waters, beaches and air quality along California's famously scenic coastline were polluted by a crude-oil spill north of Santa Barbara. For days, police turned away locals keen to help remove oil and rescue wildlife. Citizens could only watch in horror from the bluffs above Refugio State Beach, holding their noses to block the acrid stench, as oil-drenched waves — along with injured and dead wildlife — washed onto shore. More than a week later, the California Department of Fish and Wildlife finally called for public volunteers to assist with cleanup efforts.

What can be done to stop deadly floods?* CNN The deadly rainfall that has left many parts of Houston underwater has happened before and can happen again — not only in Texas but other cities that are unprepared. Houston has been known to flood even in moderately heavy rains — some of its roads are designed to collect large pools of water when the city's drainage gets overwhelmed, which happens pretty often. And some parts of the city received an enormous amount of rain — more than 11 inches.

Federal flood risk management standard fact sheet now available IAEM On Jan. 30, the President issued an Executive Order, "Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input." Future federal investments in floodplains will be required to meet the level of resilience established in the standard. This includes projects where federal funds are used to build new structures and facilities or to rebuild those that have been damaged. This standard requires agencies to consider the best available, actionable science of both current and future risk when taxpayer dollars are used to build or rebuild in floodplains. On average, more people die annually from flooding than any other natural hazard. Further, the costs borne by the federal government are more than those for any other hazard. Water-related disasters account for approximately 85 percent of all disaster declarations. This fact sheet clarifies the requirements of the Federal Flood Risk Management Standard as it relates to FEMA programs.

Delays plague NOAA's $11B satellite program NextGov America's next-generation geostationary weather satellite program is again at risk of postponing the launch date of its first satellite, which could leave weather forecasters on the ground without a backup satellite for nearly three years. An audit released by the Commerce Department's inspector general suggests the National Oceanic and Atmospheric Administration-led effort — called the Geostationary Operational Environmental Satellite-R series, or GOES-R — has experienced developmental problems, inadequate contracting office support and other issues.

2015 Hazard Mitigation Assistance Grants announced IAEM FEMA announced $180 million in funding available through two Hazard Mitigation Assistance (HMA) grant programs: Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM). These two grant programs assist state, local, tribal, and territorial governments in strengthening the nation's ability to reduce the potential cost of natural disasters to communities and their citizens. The Fiscal Year (FY) 2015 FMA grants will continue to focus on reducing or eliminating claims under the National Flood Insurance Program with a focus on mitigation planning and the mitigation of severe repetitive loss properties. The FY 2015 PDM grants will continue to focus on implementing a sustained pre-disaster natural hazard mitigation program and provide the grant funding set aside as required in the Stafford Act to states and tribes to support overall mitigation planning and projects. 420 people still missing in boat disaster in China The Washington Post Divers battled submerged debris and crews sliced into the upturned hull of a Chinese cruise liner in a last-ditch hunt for survivors after the ship capsized with 456 people on board. So far, just 14 people are known to have survived the disaster on the Yangtze River. At least 19 bodies have been recovered, leaving more than 420 people unaccounted for — most of whom were retirement-age tourists. Under the river, a tumble of beds, tables and chairs blocked access for divers bringing up bodies — and seeking any survivors — inside the capsized ship. Some cabin doors were also locked, officials said, making the job of finding survivors and retrieving bodies significantly harder.

Small Japanese island evacuated as volcano violently erupts* NBC News Japanese authorities ordered all of the people on a small island to evacuate after a volcano erupted in a towering plume of thick, black smoke almost six miles high and a shower of fiercely hot rock and toxic gases. Japan's main government spokesman, Chief Cabinet Secretary Yoshihide Suga, told reporters that all 137 people believed to be on the southern island of Kuchinoerabu were confirmed safe. Prime Minister Shinzo Abe set up a task force to coordinate operations.

India heat wave kills 2,330 people as millions wait for rain CNN The heat wave gripping India has killed 2,330 people, officials announced, as meteorologists warned that monsoon rains could still be days away. The worst-hit state was Andhra Pradesh on the country's southeast coast, where 42 people have died in the past 24 hours. The total toll in that state is now 1,719, according to K. Dhananjaya Reddy, director of the state's disaster management.

Blanca now a hurricane, 'life-threatening' surf imminent The Weather Network Tropical Storm Blanca strengthened to become the eastern Pacific's second hurricane of the season. According to the National Hurricane Center, Hurricane Blanca will rapidly intensify and reach 'major hurricane' status. Hurricane Blanca is gaining strength and the NHC says it's expected to become a major Category 3 storm.

Hurricane Andres balloons to category 4 in eastern Pacific Ocean The Washington Post Hurricane Andres, which began as a tropical depression in the eastern Pacific Ocean, ballooned into a powerful, category 4 hurricane, boasting sustained winds of 140 mph. According to Weather Underground's director of meteorology Jeff Masters, "Andres' emergence as a major hurricane at longitude 118.8°W marks the farthest west a major hurricane has been in the Northeast Pacific in May in the 45 years since accurate satellite records began in 1970."

Presidential disaster declaration signed after Texas storms kill 21 Reuters via Yahoo News U.S. President Barack Obama signed a disaster declaration for areas in Texas hammered by severe weather that killed at least 21 people, caused massive flooding and prompted evacuations. Storms that battered North Texas added more runoff to swollen rivers and prompted hundreds of calls for help in Dallas, where some areas saw up to seven inches (17.8 cm) of rain. The presidential declaration frees up federal funds to help rebuild. No estimate has been given for the damage in Texas, which has a $1.4 trillion-a-year economy and is the biggest domestic energy provider.

West braces for rough wildfire season, central US in good shape USA Today Wildfire activity should be above normal in parts of the West this summer, according to a forecast by the National Interagency Fire Center in Boise, Idaho. In June, fire danger is highest in northern California's Sacramento Valley, because of dry winds from the north that would help fan the fires, the center said. Southern Arizona is also at risk. Not surprisingly, the sodden central and southern Plains aren't likely to see much danger from wildfires this month, the fire center's Ed Delgado said. Many spots in Oklahoma and Texas saw their wettest May on record. And fire activity there should be curtailed most of the summer, he added.

NHSC stakeholders discussed lessons learned from the US response to Ebola IAEM Speaking on behalf of local emergency managers, Eddie Hicks, IAEM-USA past president (2010-2011), represented IAEM at a recent National Homeland Security Consortium (NHSC) meeting to discuss lessons learned from the response to Ebola in the United States. A variety of stakeholders in homeland security — from public health to emergency management to public works — shared their observations concerning what worked well, what didn't, and what is recommended for future responses to infectious disease outbreaks. NHSC published an issue paper, "The Response to Ebola in the United States: Lessons Learned from a Multi-Discipline Perspective," that reflects the experiences and observations of NHSC stakeholders. NHSC recommendations include:

Also, further consideration is needed of the ethical decisions related to caring for mass numbers when existing capacity isn't sufficient. · State and local governments should review their laws and authorities for quarantine and make any necessary changes to strengthen enforcement. · A national, systematic and comprehensive approach is needed in applying lessons learned from previous responses. · An adequate, steady funding stream is necessary for public health and healthcare preparedness and response rather than crisis funding by event. · Clear leadership designation and organization, command/incident management structures, and a collaborative spirit and commitment are necessary for optimal response with a government-wide approach to health threats at all levels.

IAEM-USA represented at FirstNet and PSAC stakeholder engagement meetings in June; activity update available IAEM The First Responder Network Authority (FirstNet) Committee met in conjunction with the Public Safety Advisory Committee (PSAC) in San Diego during the first week in June. IAEM-USA was represented by Joseph R. Sastre, director, Groton Office of Emergency Management, who reported that FirstNet has held initial consultation meetings with 31 states, involving almost 2,000 state, tribal and local representatives, with the remaining states scheduled for their first consultation by Labor Day. Overall, FirstNet has connected with more than 25,000 public safety and private sector stakeholders at more than 175 outreach and consultation engagements in fiscal year 2015 to date. Ultimately, FirstNet will develop a plan to bring public safety broadband service to each state and territory. Additionally, FirstNet has begun the hiring process to acquire the needed personnel and experts to bring this service to fruition and will be issuing a RFP in the coming months. Report: $1.5 trillion worth of homes at risk of hurricane storm surge USA Today More than 6.6 million homes on the Atlantic and Gulf coasts are at risk of hurricane storm surge inundation, with a total reconstruction cost value of nearly $1.5 trillion, according to a report. Storm surge — the often huge mound of water that builds up and comes ashore as a hurricane moves over the ocean or Gulf of Mexico — is usually the most dangerous aspect of hurricanes. It was by far the most destructive force in Hurricanes Camille, Katrina and Sandy.

Central Texas floods expose gaps in high-tech warning systems* Emergency Management In many respects, the flood warning system employed by local and federal emergency agencies over the Memorial Day weekend in Central Texas worked as intended. Hays County authorities sent out three "reverse 911" notifications to homes in harm's way alongside the Blanco River. The National Weather Service broadcast flash flood warnings throughout the evening to cellphones. While more than a dozen people lost their lives in the flooding, many others were saved by the alerts. Yet it is also apparent that the disaster, which caused tens of millions of dollars in property damage in Blanco and Hays counties, exposed significant gaps — both technological and psychological — in the high-tech warning systems. The Wimberley area lacks alarm systems used in other Texas river towns, as well.

The Oakland City Council voted to approve the Federal Emergency Management Agency grant. The city and its fire department say clearing young eucalyptus trees and other non-native plants would deter another deadly firestorm like the one that whipped through the hills in 1991. That blaze killed 25 people and destroyed nearly 3,500 homes.

The $34 million initiative, which would bolster the climate defenses of countries such as Bangladesh, Columbia and Ethiopia, was part of what White House officials describe as a "steady drumbeat" of announcements and events ahead of critical climate change talks in Paris at the end of the year.

7 things to know about mental health after a disaster The Huffington Post Are disasters becoming part of the new normal? Or have disasters become our new (ab)normal? Disasters are extraordinarily varied in their nature, ranging from accidents (from local motor vehicle accidents to major train or plane crashes); natural catastrophes (like the recent floods in Oklahoma and Texas, hurricanes like Katrina and Sandy, and earthquakes, fires and tsunami); and acts of terrorism (including school and mall mass murders, the Boston bombing and 9/11). FEMA releases a consolidated online training course catalog for first responder training IAEM FEMA released a consolidated online training catalog for the First Responder Training System, including courses available through the Emergency Management Institute (EMI), the Center for Domestic Preparedness (CDP), the National Domestic Preparedness Consortium (NDPC) and the Continuing Training Grant (CTG) program. The site was developed in response to customer requests and is known as the "National Training & Education Online Course Catalog." It allows users to search for all FEMA preparedness training in one location.

New guidance available on surviving in improvised explosive device or active shooter incidents IAEM The Department of Homeland Security (DHS), in coordination with the Departments of Defense, Health and Human Services, Justice and Transportation, has released "First Responder Guidance for Improving Survivability in Improvised Explosive Device and/or Active Shooter Incidents." This first responder guidance provides evidence-based response strategies based on best practices and lessons learned from civilian and military IED and/or active shooter incidents. Fighting forest fires before they get big — with drones* Wired On Friday, May 15, wildland fire season kicked off in California. Officials from the Bureau of Land Management, the U.S. Forest Service, and a few other agencies gathered at the Kern County Fire Department Headquarters in Bakersfield to, if not celebrate, at least observe the moment. Everyone knew they were looking at a rough year. The ongoing western drought will make sure of that. Now, a team of researchers believes they may be able to help. The idea is to enable early location and identification of fires using drones, planes and satellites mounted with special infrared cameras.

At DARPA challenge, rescue robots show future of disaster relief Los Angeles Times In a narrow parking lot, Brett Kennedy and Sisir Karumanchi stand around what looks like a suitcase. But then four limbs extend from its sides, bending and clicking into position. Two spread out like legs and two rise up like arms as the robot goes through several poses, looking for all the world like a Transformer doing yoga. This is RoboSimian, a prototype rescue robot whose builders at NASA's Jet Propulsion Laboratory hope can win the $2-million prize at the DARPA Robotics Challenge. The goal: to foster a new generation of rescue robots that could help save lives when the next disaster hits.

Fire at Ukraine oil storage depot leaves 1 worker, several firefighters dead The Wall Street Journal An intense fire at an oil storage depot near Kiev left several firefighters and one worker dead, in what Ukrainian officials said was the worst fire in the city since the 1960s. Huge plumes of black smoke billowed from four of the storage tanks in a village about 30 kilometers from central Kiev. More than 300 emergency workers and additional National Guard troops had been deployed to the area, officials said. Ukrainian President Petro Poroshenko asked his subordinates to coordinate a speedy response to the fire, which Kiev Emergency Ministry official Valery Boris called the worst fire seen in the city since the 1960s.

The death toll from a Chinese cruise ship which capsized on the Yangtze River has reached 431, with 11 still missing, a government spokesman said. Only 14 survivors, one of them the captain, have been found after the ship carrying 456 overturned in a freak tornado in Jianli in Hubei province. Most of the passengers were elderly tourists. The four-storied ship was righted and raised, allowing rescuers onto it to clear away debris, break down cabin doors and look for the remaining missing. The river is being swept to as far away as Shanghai looking for the missing.

Malaysia quake: 16 dead, 2 still missing on Mount Kinabalu CNN Two days after a deadly earthquake in Malaysia launched perilous rock slides toward mountain hikers, more devastation and more hope emerged. Authorities recovered several more bodies from the slopes of Mount Kinabalu, bringing the death toll from the recent quake to at least 16, a Malaysian tourism minister said. Two people remain missing on the mountain, minister Masidi Manjun said. But one person who was thought to be missing has been found safe.

South Korea MERS outbreak: Officials brace for 'most important period' CNN In the third week of the MERS outbreak, South Korea is bracing for what national officials call "the most important period" in the effort to curb the spread. So far, nine people have died after contracting MERS and confirmed cases are at 108. More than 3,000 people in South Korea have been under quarantine in efforts to curb the Middle Eastern Respiratory Syndrome. But patients from the most-affected hospital are near the end of their mandatory quarantine period and health authorities are watching for whether they can be cleared.

Northern Hemisphere hurricane season off to record start, fueled by El Niño The Washington Post Hurricane activity is expected to be below-average this year in the Atlantic Ocean, but that "quiet" forecast does not translate for other parts of the Northern Hemisphere, where tropical cyclones have been smashing records since late March. North of the equator, typhoon and hurricane season has gotten off to a tenacious start, fueled by a strengthening El Niño in the central Pacific.

Typical responsibilities include:

Makes organizational adjustments based on the complexity of the incident and requests additional personnel, supplies, services, and equipment as needed. Establishes work assignments and sets priorities. Ensures subordinates are briefed on information relevant to their assignments and discusses any special safety considerations or hazardous situations. Mentors Disability Integration Advisor (DIA) trainees in the techniques and skills for handling disability integration for survivors and the general public throughout disaster operations. Monitors performance to assess the need for possible rest or rotation. Ensures that subordinates receive needed training and coaching. Evaluates performance, communicates any deficiencies and takes corrective action. Prepares and discusses formal performance evaluations. Provides subject matter expertise, guidance and resources to all FEMA programs and services during response and recovery for disasters to ensure programs and services are integrated and fully accessible to survivors with disabilities and other individuals with access and functional needs. The incumbent is involved in a wide variety of disability integration and coordination activities during disaster response and recovery, including providing guidance and technical assistance to state and local emergency management relating to alerts and warnings, public information, evacuation, general population and medical sheltering, monitoring disability related immediate needs, temporary housing, and individual and community recovery.

US Forestry Dept. seeks Urban Emergency Management Planning Consultant in Ethiopia

The US Forest Service International Programs (USFS/IP), as part of the US Agency for International Development’s bilateral programs in Ethiopia, is soliciting the services of an urban all-hazard emergency planner to support disaster management programs in Ethiopia. The position will likely require two trips to Ethiopia, one in mid-July 2015 and one in the fall of 2015 (the latter, contingent upon funding). Background Since 2010, USFS/IP has been working with the city of Addis Ababa, Ethiopia to build capacity for the Fire and Emergency Prevention and Rescue Authority (FEPRA). FEPRA has recently taken on a greater role as the city’s coordinating body for all-hazard urban emergencies. They were recently tasked with developing the city’s first all-hazard emergency management plan with USFS/IP support. Position Requirements The ideal candidate is an urban emergency planner from a large metropolitan area (active or retired). Position requirements include: -Prior experience as an urban emergency city planner for a large urban area (ideally one with earthquake risk) -Prior experience developing an all-hazard city emergency management plan -Proven experience managing the plan development process -Demonstrated ability to work with multi-disciplinary stakeholders and convene partners -Familiarity with the Comprehensive Preparedness Guide 101 -Prior international experience is preferred If the US Forest Service were to secure the services of an individual with these technical skills, the successful applicant would be hired through a contractor. Level of Effort The successful applicant would be expected to participate in one 10-day trip to Ethiopia and provide two-four additional days of remote advising and trip preparations. Availability and interest in at least one additional assignment is preferred. Extension of the project is highly possible depending upon results and funding.
