DOE Scholars Program: Explore the possibilities

The DOE Scholars Program introduces students or recent college graduate to DOE’s mission and operations. As a participant in the DOE Scholars Program, you will have a competitive edge for familiarizing yourself with DOE functions while showcasing your education, talent and skills.

Disciplines: Engineering; physical sciences; environmental sciences; computer science and informationtechnology; physics; business; policy; program management; mathematics; statistics; safety and health;accounting and finance; law; communications; and other related areas.

Eligibility: U.S. Citizens Only. Undergraduate, graduate or post-graduate of an accredited institute ofhigher education.

Locations: Various locations across the U.S.

Duration: DOE Scholars internships are typically during the summer months and are approximately10 weeks in length. Limited extensions may be granted based on the needs of the facilityand the intern’s availability.

Deadline: Applications accepted September 15, 2015 through December 15, 2015.

Benefits: Stipends are a minimum of $600 per week depending on academic status. Travelto and from the appointment site will be paid when the distance is over 50 miles one-way.

Hope your summer break has been both restful and productive as we get started in the 2015-16 academic year. 

We have outstanding progress to report on the implementation of a state-wide career pathway in the emerging academic disciplines of Emergency Management, Homeland Security, and Cybersecurity at all levels of education in California. However, I will provide specific progress on the K-12, Associates, Bachelors, Masters, and Doctoral components in a separate e-mail shortly.

 The purpose of this e-mail (in addition to "welcomes and greetings" for an exciting new academic year!) is to ask if you have any newsworthy research and scholarly accomplishments (for both faculty and students) to report in your respective area of Emergency Management, Homeland Security, and Cybersecurity. New analysis: Japan's disaster preparedness under fire following flood-linked blunders Xinhua Rescue operations continued as more than 100 people still remain stranded in Joso City of Ibaraki Prefecture, following torrential downpours dumped in the wake of Typhoon Etau. It caused a river to burst its banks wreaking Armageddon-like havoc on the city, with tens of thousands of residents across the country also advised to evacuate their homes and flee to emergency shelters.

NDMA: 'Smart Cities' being developed in coastal areas must have disaster management plan in place The Economic Times Cities being developed in coastal states as "Smart Cities" under the Prime Minister's flagship program must be disaster resilient, the National Disaster Management Authority has told the government after a 10-month-long study on the Cyclone HudHud which had created wide-scale destruction in Andhra Pradesh and Odisha. In a report titled "Strategies and Lessons for preparing better and strengthening risk resilience in coastal regions of India," DMA explains how the "eye" of the 2014 HudHud cyclone lay exactly over the Vishakapatnam city and caused widespread damage to property and natural resources though lot of lives were saved given advance preparations made.

Philippines: Pushing community-driven disaster risk reduction initiatives in Sorsogon PreventionWeb Natural disasters and the effects of extreme climate change increase the risk of hunger, especially to those who are already vulnerable. To address this, the World Food Programme recommends strengthening disaster preparedness initiatives, supporting livelihood creation and diversification and implementing innovative social safety net mechanisms in the Philippines. In partnership with the United States Agency for International Development Office of U.S. Foreign Disaster Assistance, WFP is helping build resilience in disaster-prone provinces in the Philippines through its Disaster Preparedness and Response/Climate Change Adaptation project.

Philippines: Sendai Framework applied post-Haiyan PreventionWeb Almost two years after the Philippines island of Leyte was devastated by Typhoon Haiyan, "Building Back Better" is the principle guiding the efforts of local governments in Tacloban city, Javier, Tanuan and Palo municipalities which were visited yesterday by the head of UNISDR, Margareta Wahlström. With almost 100,000 families still living in temporary houses, accelerating the construction of the government-funded 56,000 permanent houses and accompanying facilities appears to be the most challenging task.

Disaster management officials accuse weathermen of being alarmists, threaten to sue Standard Digital Officials of the Kenya Disaster Preparedness Agency have sent a protest letter to the meteorological department, warning them of a civil lawsuit if the constant warnings over El Nino rains are not stopped. In the letter, the disaster management officials accused weathermen of being alarmist, hell-bent on cutting short their vacation and throwing Kenyans into a panic.

Police, Phicotec hold talks on disaster management Punch Nigeria

The Lagos state police command, in conjunction with Phicotec Consulting plans to hold talks on disaster management techniques and safety regulations for stakeholders in all location of its area commands in the state of Lagos. Coordinator of the workshop, Seun Emmanuel, said in a statement that the workshop would hold in all the police area commands in the state.

MoI tackles civil defense sector development The Gulf Today During a meeting that was recently held at the Abu Dhabi General headquarters, the Ministry of Interior discussed a strategic plan to further develop the civil defense sector. The meeting was chaired by Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of Deputy Prime Minister and Minister of Interior and Chairman of the Federal Civil Defense Sector Development Council. The council reviewed the periodic report of the civil defense sector, in addition to a number of topics on the agenda.

Call for nominations for the Caribbean Disaster Emergency Management Agency Council Award The Bahamas Weekly The Caribbean Disaster Emergency Management Agency is pleased to announce the call for nominations for the inaugural CDEMA's Council Award. The Award was endorsed by the CDEMA Council of Ministers at the Sixth Meeting of the Council in Bridgetown, Barbados. The CDEMA Council's Award is the highest award of the Caribbean Disaster Emergency Management Agency in recognition and honor of significant long-term efforts and contributions which have clearly influenced the advancement of Comprehensive Disaster Management in the CDEMA member states.

New Hazard App helps Kiwis prepare for and survive disasters Scoop.co.nz New Zealand Red Cross is launching Hazard App, a free app to help Kiwis make it safely through disasters. The Hazard App will help people respond to everything from road closures and weather events to tsunamis, earthquakes and pandemics, and provides life-saving information during and after emergency situations. The app sends official warnings and alerts, tailored to users’ locations, as well as step-by-step guides to help households create emergency plans and prepare getaway kits.

FEMA seeks comments on draft damage assessment manual IAEM The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is seeking comments from state, local, tribal, and territorial emergency management practitioners on the draft FEMA Damage Assessment Operating Manual. The manual establishes national damage assessment standards developed from historic lessons learned and best-practices already in use by state, local, tribal and federal emergency management agencies. The manual is built using a framework that encourages local information collection, state or tribal verification, and federal validation. Previous versions of such manuals have focused exclusively on the federal role. This document better highlights and provides guidance to state, local, and tribal governments on their role in the assessment. The draft manual is posted here. FEMA announces Fire Management Assistance Grant Program and Hazard Mitigation Grant Program pilot IAEM The U.S. Federal Emergency Management Agency (FEMA) on Sept. 10 announced a pilot to provide Hazard Mitigation Grant Program (HMGP) assistance to advance risk reduction after Fire Management Assistance Grant (FMAG) declarations. The purpose is to place a high priority on supporting expeditious wildfire recovery through the use of the HMGP. HMGP funding is now available following a FMAG declaration made between Mar. 4 and Sept. 30, 2015, for areas impacted by wildfire. The Fiscal Year (FY) 2015 DHS Appropriations Act contains a provision to allow HMGP funding as a result of Stafford Act Section 420. This provision allows FEMA to initiate a pilot program that will assist states, federally-recognized tribes and local communities to mitigate areas impacted by wildfires. The pilot will enable timely mitigation for vulnerable burn areas at higher risk for hazards such as wildfire, flood, and erosion. USDA, DOI and OMB Urge Congress to get the wildfire suppression budget KRWG-TV On the heels of a notification Monday from USDA to Congress of the need to transfer an additional $250 million to cover wildfire suppression costs for the remainder of the year, Department of Agriculture Secretary Tom Vilsack, Department of the Interior Secretary Sally Jewell, and the White House Office of Management and Budget Director Shaun Donovan sent a joint letter to Congress requesting they act to change the way the nation pays for wildfire costs so that we can continue to adequately invest in forest and rangeland restoration, and make lands less vulnerable to catastrophic wildfire and more resilient.

A smarter way to fund firefighting on federal lands The Hill Budget certainty is vital to the government's ability to respond rapidly and effectively to disasters. It is as much a necessity as our first-responders themselves and the emergency gear with which they are equipped. But don't just take my word for it — ask the thousands of firefighters currently battling the massive wildfires in the state of Washington.

FEMA extends date for review of Sandy claims IAEM For the last several months, FEMA has been encouraging National Flood Insurance Program (NFIP) policyholders interested in requesting a review of their Hurricane Sandy flood insurance claim to enter the Sandy Claims Review by Sept. 15, 2015. On, Sept. 16, the U.S. Department of Housing and Urban Development (HUD) announced that it will not require repayment of potential 'duplicate' benefits from most homeowners who received increased flood insurance claim payments tied to Sandy. HUD's action to provide relief to the vast majority of those who are concerned about potential duplicative benefits will encourage even more policyholders who may have been initially reluctant to enter the process to do so. HUD determined that additional insurance proceeds up to $20,000 will not be treated as duplicative under their programs. For those receiving additional proceeds more than $20,000, HUD will require its grantees to determine whether any amount over $20,000 duplicates federal assistance already provided. In light of HUD’s decision to simplify this review and provide relief, FEMA is extending the Claims Review Deadline to Oct. 15, 2015. Learn more.

FEMA Public Assistance memo on '50 Percent Rule' signed Sept. 14 IAEM FEMA Assistant Administrator for Recovery Alex Amparo on Sept. 14 signed a Memorandum on Recovery Policy 9524.4 Repair vs. Replacement of a Facility under 44 CFR §206.226, also known as the 50 Percent Rule. On Aug. 7, 2014, the DHS Office of Inspector General (OIG) published its findings regarding FEMA's progress in clarifying its "50 Percent Rule," in Audit Report Number OIG 14-123-D. In response to this report and feedback received from stakeholders, FEMA is clarifying the existing policy language of Recovery Policy 9524.4. These clarifications are delineated in the memorandum, and will be included in the Public Assistance unified guidance document currently under development and scheduled for publication by Jan. 1, 2016. FEMA also is implementing new cost estimating and review requirements related to the evaluation of the eligibility of repair versus replacement, using the 50 Percent Rule for all disasters declared on or after Sept. 14, 2015.

Request for exemplary leaders in 'Bystander Stop the Bleed initiative' to participate in White House event IAEM The White House plans to convene a signature event on Oct. 6, 2015, that will include the celebration of actions by federal and private sector partners to create meaningful and lasting impact in support of bystanders as immediate responders in stopping life threatening bleeding. Our national preparedness is the shared responsibility of all levels of government, the private and non-profit sectors, and individual citizens. The goal of this initiative is to build national resilience by empowering the general public to take action to stop life threatening bleeding. As we have seen in such tragic incidents such as the Boston Marathon bombings and the train crash in Philadelphia, anyone can contribute to safeguarding the nation from harm. Download the request for exemplary leaders in supporting the "Bystander Stop the Bleed Initiative" to participate in the Oct. 6 event. The request document includes information about the initiative, as well as instructions on what information stakeholders should submit and where, no later than Sept. 22, 2015, 5:00 p.m. EDT.

Emergency managers on campus know the importance of such measures with key stakeholders, such as facility operations, residence life, dining services, environmental health and safety, university relations, health services, student government and athletics. With today's risk and threat concerns, it's even important for emergency managers to build strong relationships with religious organizations, military science departments, campus transportation and education abroad departments. Disaster aftereffects may linger for children HealthDay News via U.S. News & World Report Natural and man-made disasters can put children's health and development at risk for years to come, a new report from a leading group of pediatricians suggests. "Disasters touch the lives of millions of children every year, and children are especially vulnerable to the aftereffects of these events," said Dr. David Schonfeld, lead author of the report from the American Academy of Pediatrics.

In May this year, the nearly unthinkable happened in the Pacific Northwest: The rainforest of the Olympic Peninsula, one of the wettest places on the continent, caught fire. By August, an inferno was stirring in the forests east of the Cascades. A wind-whipped blaze near the mountain town of Twisp, Washington — a "hell storm," to quote a local sheriff — claimed the lives of three Forest Service fire scouts. That blaze soon exploded into the worst wildfire in state history, charring more than 300,000 acres and destroying dozens of homes.

USPTO issued registration for IAEM certification mark 'AEM' IAEM IAEM is pleased to announce that the United States Patent and Trademark Office (USPTO) has issued registration for the IAEM certification mark "AEM." The date of formal registration was Aug. 18, 2015, and the USPTO registration number is 4793993. From this point forward use of the AEM® mark should be accompanied by the symbol used to designate registration (®). IAEM-US is the listed owner or registrant of the mark. The mark itself is used to certify that the individual holding the certification has satisfied the required training, knowledge, skills and abilities as assessed through essays, letters of reference, and a passing grade on the written examination adopted and administered by IAEM Certification Commissions.

Share documents you have created that would help other members, such as: exercise plans, training curricula, incident action plans, preparedness and community outreach materials, and EOC design plans. You can search for documents here. To upload documents, select the area that most closely reflects the type of document: Exercises, EOCs, Training; Incident Action; and Other. The Document Exchange has the potential to become a valuable resource to IAEM members, and you are asked to become part of the effort to build this online compendium of knowledge.

GAO report released: 'FEMA Collaborates Effectively with Logistics Partners but Could Strengthen Implementation of Its Capabilities Assessment Tool' IAEM The U.S. Government Accountability Office (GAO) on Sept. 10 released a report discussing the extent to which the Federal Emergency Management Agency (FEMA) has: (1) implemented ESF 7 guidance and incorporated leading practices for interagency collaboration with its federal partners, and (2) implemented ESF 7 guidance in collaborating with state and local stakeholders and incorporated effective program management practices for its logistics assessment program. GAO reviewed relevant documentation such as interagency agreements and ESF 7 responsibilities, and data on delivery of resources from fiscal years 2010 through 2014. GAO also interviewed FEMA and federal partner officials, as well as a non-generalizable sample of 10 states and one territory in order to gain insight into FEMA's efforts. GAO recommends that FEMA identify the LMD and regional resources needed to implement the LCAT, and establish and use goals, milestones and performance measures to report on the LCAT program implementation. Seattle and King County Public Health Department publishes 'Healthcare Mass Fatality Management Guidelines' IAEM The City of Seattle and King County Public Health Department has published a seven-page document, "Healthcare Mass Fatality Management Guidelines," that provides definitions and guidelines for mass fatality management, including pronouncing, reporting, and certifying death; pronouncing death during a disaster; cultural considerations; death investigation; communication with families; and health risks associated with human remains. The document can be downloaded here.

USGS study examines Hurricane Sandy impacts and losses by county IAEM The U.S. Geological Survey (USGS), in cooperation with the U.S. Federal Emergency Management Agency, has used the HAZUS software to explore how various estimates for damage after a storm evolve in the clean-up periods after initial estimates in New York. "Analysis of storm-tide impacts from Hurricane Sandy in New York" reports the first student completed by USGA that involves a full-cost estimation and loss analysis for a coastal storm of this type. Exploring a number of estimates, USGS hydrologists and scientists determined how building damage estimates change depending on the availability of certain types of information during different time periods. The team looked at periods of

time directly during storm impact, two weeks after initial impact, and three months after initial impact. A future report will focus on similar topics in a study now underway in New Jersey. Download the report here.

The case for uniform disaster law The Sydney Morning Herald There were the high heels sent to Samoa after Cyclone Evan in 2012, the shipment of bathtubs clogging up Tonga Customs after Cyclone Ian last year and the beef masala donated to the Hindu country of Nepal after the devastating earthquake in April. Sending inappropriate, unnecessary aid to a country reeling from a big natural disaster is problem enough. But when life-saving equipment is held up in Customs for months or, in some cases, years, or desperately needed medical staff and engineers can't obtain visas or have their qualifications recognized quickly, significant resources are wasted and more deaths occur.

With time ticking, quake warning system begins to take shape The Associated Press via MSN University of Washington researchers are testing an earthquake alert system as the Pacific Northwest prepares for the day when a 600-mile-long fault line looming off the coast unleashes a catastrophic earthquake and tsunami. The fault line hasn't produced a major quake since 1700, but seismologists say one could happen in our lifetimes.

Chaotic lightning evacuation from Maryland football stadium raises questions of safety, common sense PennLive David Jones writes: As a rule, I've found just about nothing is more dangerous than a group of seated administrators enlisted to create a one-size-fits-all policy for a major university. The topic doesn't matter. What too often results is a set of mandates that either cannot reasonably be implemented, is more attuned to legal absolution of the institution than public safety, or both.

Looking back at Hurricane Ike Port Arthur News Seven years have passed since deadly Hurricane Ike laid waste to portions of the upper Texas coastline, washing away homes from the Bolivar Peninsula to Sabine Pass to Bridge City. With the death and destruction of Louisiana's Hurricane Katrina and Texas' Hurricane Rita in 2005 in hindsight, emergency management officials were better prepared for Ike which struck Galveston Island in the wee hours of the morning on Sept. 13, 2008.

The webinar will provide an overview of the emerging practices and technologies fusion centers use to share and analyze information for crime and terrorism analysis and prevention. California fire updates: Valley fire among the most destructive in state history Los Angeles Times Hundreds of homes were consumed amid chaotic evacuations as parts of Northern California exploded in fire over the weekend.

Japanese volcano Mount Aso on island of Kyushu erupts The Guardian Mount Aso, a volcano on Japan's main southern island of Kyushu, has erupted, Japan's Meteorological Agency said, blasting a plume of black smoke 1.2 miles (2km) high, but there were no immediate reports of damage or injuries. The 1,592-metre (5,222ft) high Mount Aso is one of the most active peaks in Japan but also a popular hiking spot. There were a handful of people at a parking lot near the peak but they were being evacuated safely, officials said. They said the eruption had come without warning.

Big drop in tornado activity over Iowa reported this year KCCI-TV National Weather Service forecasters report a relatively quiet tornado season this summer across Iowa. Forecasters said through the end of August that a preliminary total of 30 tornadoes were recorded. That's below the average 46 tornadoes in a typical year. Iowa's tornado season peaks in May and June, though forecasters said late season outbreaks can occur well into November.

Hundreds of bags of radioactive waste washed away in Japan floods The Telegraph Hundreds of bags containing radioactive waste from the Fukushima disaster nuclear clean-up have been swept away in recent floods in Japan, it has emerged. The torrential rainfall which hit Japan last week resulted in at least 293 bags of radioactive waste collected after the 2011 nuclear disaster being washed away from the village of Iitate, Fukushima prefecture.

Japan floods, landslides leave at least 7 dead, 10 missing Prensa Latina Japanese Government officials confirmed that more than 20,000 homes have been flooded after torrential rains associated with Tropical Storm Etau dumped unprecedented rainfall on parts of eastern and northern Japan. Search and rescue efforts continued with at least 2,000 workers while crews made

repairs to the broken levee that sent raging floodwaters from the Kinugawa River into the city of Joso, Ibaraki Prefecture.

Heavy rain unleashes more floods, mudslide in struggling Dominica The Associated Press via Jamaica Observer The eastern Caribbean island of Dominica has been hit by more flooding and mudslides as the remnants of former Tropical Storm Grace swirl through the Caribbean. Disaster Coordinator Don Corriette warned residents in low-lying areas to evacuate as authorities assessed the damage. He said there were fallen trees and several roads blocked by rising waters.

Utah flash floods kill at least 16 people Fox News At least 16 people have been killed in flash flooding in two locations in southern Utah, officials said. Sgt. Brock Bentley of the Washington County Sheriff's Office said three additional bodies were found a day after two vehicles were washed away in floodwaters in a town of women and children at the Utah-Arizona border, bringing the total there to 12 dead, and one still missing.

Malaysia closes schools as smoke from Indonesia forest fires blankets Kuala Lumpur, states ABC Malaysian schools have been ordered to close as a worsening haze from Indonesian forest fires blankets the capital and neighboring Singapore. South-East Asia has suffered for years from annual bouts of smog caused by slash-and-burn practices in Indonesia's Sumatra and Kalimantan islands, but governments in the region have failed to address the problem.

At least 107 killed by falling crane at Grand Mosque in Mecca Reuters At least 107 people were killed when a crane toppled over at Mecca's Grand Mosque, Saudi Arabia's Civil Defence authority said, less than two weeks before Islam's annual haj pilgrimage. At least 238 people were wounded, Saudi Arabia's Civil Defence body said. "All those who were wounded and the dead have been taken to hospital. There are no casualties left at the location," General Suleiman al-Amr, director general of the Civil Defence Authority, told al-Ikhbariya television. Strong wind and rains had uprooted trees and rocked cranes in the area, he said.

NCDMPH Caring for Older Adults in a Disaster Curriculum

The National Center for Disaster Medicine and Public Health (NCDMPH) has just released its newest resource for health educators and trainers, “Caring for Older Adults in Disasters:   A Curriculum for Health Professionals.”

Developed through the support of the U.S. Department of Veterans Affairs, the Caring for Older Adults in Disasters (COAD) curriculum is comprised of 24 lessons in 7 modules covering topics ranging from special considerations for older adults in specific types of disasters to ethical and legal issues related to the care of the senior population during a disaster.

The COAD curriculum’s lessons range from 30 to 120 minutes in length based on the particular learning context. They include suggested learning activities for educators to engage their learners, as well as required and supplemental readings for both learners and educators. 

The curriculum can be used in its entirety, teaching all lessons in the order provided, or trainers may select individual lessons or portions of lessons most relevant to their learners. The curriculum’s material can be adapted to best meet a specific setting and learner needs by substituting resources, modifying activities, or augmenting content.

It should be of little surprise that New York City is no stranger to natural and man-made hazards. The best method of safety is to plan ahead! If you find yourself facing an emergency like a fire, hurricane or power outage, turn to your emergency plan. Some

additional tips to remember:

If you own a home, protect your property by taking steps to reduce your risk.  If you own a business, consider how these emergencies may affect your ability conduct your daily

operation. Decide which hazards are most likely to affect your business and plan for those first.

Don't get caught off guard and learn more about hazards that can affect New York City.
