To strengthen and support the work and changing needs of volunteer, non-profit community services organizations in Manitoba by providing funding, and/or the opportunity to secure funding through bingo events.

To distribute provincial grant funds and bingo events in a fair and equitable manner to volunteer, non-proft community service organizations throughout the Province of Manitoba by providing an arm’s-length peer review committee composed of Manitoba volunteers.

Manitoba Community Services Council Inc (MCSC) allocates funds and/or bingo events to Manitoba volunteer non-profit organizations serving the community services sector.

Established in 1984 by the Province of Manitoba, MCSC funds projects and services of community service, social service, recreation and health-related organizations. MCSC operates as an arm’s-length organization. A committee of dedicated volunteers, representative of the Manitoba community, is responsible for the allocation of dollars and/or bingo events.

MCSC receives funding from the Province of Manitoba and also receives bingo events from Manitoba Liquor and Lotteries each year. These bingo events are allocated to the applicant groups as part of our grant program.

EXECUTIVE DIRECTOR’S REPORTAs I reflect on this past year with Manitoba Community Services Council, I recount a year full of productivity and growth as an organization, wherein MCSC responded to a tremendous increase in the number of applications received. This certainly emphasizes the demand for grant support and the hard work that volunteer groups all across Manitoba are engaging in throughout our entire Province, is immense! Although it has been a successful year for MCSC, there has been elements of change, challenges and unpredictability that occurred. During this fiscal year, there were changes pending in the Bingo Volunteer Program along with new accountabilities in processes and procedures. However, the strength and depth of our organization along with the continued support of our funders, has reaffirmed MCSC’s role in supporting the volunteer community.

MCSC’s granting highlights over the course of the 2016-2017 fiscal year were comprised of our Council members reviewing and allocating $1,478,980 and $764,100 in Bingos to 229 groups for a total of $2,243,080! This leveraged $12,991,233 from other sources to support these initiatives and the greater economy in Manitoba. And 52% of MCSC’s grant were distributed to Rural Manitoba!

Governed by a volunteer board, MCSC prides itself on being an organization of volunteers supporting volunteers. MCSC’s volunteer board are drawn from all corners of the province with an overabundance of volunteer experience and are so valuable in the granting process because they are able to share their perspectives on the social and economic issues affecting their own communities and those in their region and the Province. A massive “Thank You” must be extended to our volunteer board for their unwavering support, bountiful energy, commitment and participation over the course of the year. In April we celebrated Volunteer Week with our board however, we are forever grateful for our volunteers throughout the entire year!

It is always hard to say goodbye to outgoing members. We will miss outgoing members David McInnes and Brenda Nixon. Dave has served on MCSC for 7 years and leaves as our Past Chairperson. Dave has been very active on Council and involved in committee work in the areas of policy, personnel and finance. He has seen many changes occur in the organization since he has been around and can be counted on to be a real “firecracker” around the table at our Council meetings! Brenda Nixon has served on MCSC for the past 3 years. Brenda has been able to parlay her experience as a past Municipal elected official to our Council bringing in good insight to MCSC’s decision making to rural Manitoba.

Thank you to MCSC’s staff for the great job that they do. Andrea Zimmer, Grants Officer and Tara Daniel, Grants Assistant, provide excellent support to the non-profit community. Thank you so much for your hard work, patience, support and commitment to MCSC (and of course your sense of humor). Thank you Andrea and Tara!

MCSC is proud and so very grateful for the continued support from the Province of Manitoba and Manitoba Liquor and Lotteries. MCSC continues to strengthen and support the work and changing needs of volunteer, non-profit community services organizations by providing funding received from the Department of Indigenous and Municipal Relations and Manitoba Liquor and Lotteries Bingo Volunteer Program. We are honoured to be able to administer these funds that contribute to the volunteer community across our great Province.

As we enter into this new fiscal year, we will continue to do our best for MCSC, the volunteer organizations, staff, boards and all of the communities across Manitoba in which we serve. It is truly a privilege to be a part of an organization that is able to support their efforts.

CHAIRPERSON’S REPORTIt has been a pleasure to serve as Chairperson this past year of Manitoba Community Services Council. This year reinforced what I have long found to be the organization's greatest strengths, namely its volunteers and staff. MCSC’s volunteer board, who represent the entire province, spend countless hours each month reviewing our many grant applications and happily travel thousands of kilometers to meet, discuss and make allocations. Their strengths are invaluable and reflect Manitoba's diversity, its community spirit and drive to continually improve quality of life for all. Although over this past fiscal year there were concerns regarding funding security, MCSC’s volunteer board and staff have met this challenge as a cohesive unit with optimism and continued to forge ahead and carry out our organization’s mission of supporting non-profit community groups throughout Manitoba. Through effective management, lean administration and proactive communication, MCSC continues to efficiently manage grants to communities on behalf of the Government of Manitoba and Manitoba Liquor and Lotteries.

MCSC stands as a unique organization that provides a grant program that is flexible and adaptable to the ever changing needs of the community and economy. MCSC provides funding in the areas of furnishings and equipment, technology, vehicles, operating and program costs, and emergency capital/critical repair. These requests come from every corner of Manitoba from community groups that serve families, children and youth, childcare, and Manitoba’s most vulnerable citizens, demonstrating quality return on investment and an effective, transparent use of taxpayer dollars. It is an honour to be involved in such a great organization!

Over the past 33 years, MCSC has assisted more than 10,500 projects throughout Manitoba. MCSC’s granting history has leveraged over $516 million from other sources to support these initiatives and the greater economy in Manitoba. In excess of $91.8 million dollars has been provided by MCSC to leverage these initiatives, supporting positive outcomes and outputs over the entire province!

The backbone of MCSC is of course the staff who work with diligence and passion to serve the multitude of organizations that look to them for support and guidance through the process. The staff 's work provides stability and strength to both the applicants and the volunteers who rely on their skills and dedication.

I look forward to celebrating MCSC for many years to come.

MCSC provided a total of $2,243,080 through cash grants and bingo allocations to applicant groups from April 1, 2016 - March 31, 2017. MCSC generously receives funding from the Province of Manitoba and was able to provide $1,478,980 of cash grants to applicant groups.

MCSC also allocated bingo events through the generous support from Manitoba Liquor & Lotteries Bingo Volunteer Program. A total of $764,100 was earned through these events and 100% of the earnings from the bingos goes directly to the organizations to support their projects!

“Kelsey Community School’s after school program is extremely popular with more than 100 students currently registered for programming. Currently, we are offering between 4 & 5 program choices each day, including music and physical education. Other programs offered this year include builder’s club, computer club, board games club, craft club, robotics club, art club, boot camp, environmental club, and the very popular cooking club.

For many of our students, the free after school programs offered at the school are the only extra curricular programs they have the opportunity to be involved in. Our programs are fun but are also teaching valuable skills that students can take with them throughout their lives. These programs could not run to the extent they do, nor as successfully, without the invaluable support of grants like MCSC, so thank you!”

The Society for Manitobans with Disabilities“The Society for Manitobans with Disabilities is pleased to recognize Manitoba Community Services Council for their grant to the SMD Ethno-Cultural Program. SMD provides assistance across disability, age, gender and ethnicity to people with disabilites throughout the province. Our unique Ethno-Cultural Program offer direct cultural services and support in over 20 languages for people in Winnipeg with disabilites who speak English as an additional language.

Consumers of the program are often new immigrants and refugees who require assistance accessing specialized local healthcare, social services and settlement programs available to them in Winnipeg. With the grant from the Manitoba Community Services Council, Nejma (pictured beside) and other in the program can get the help they need. ”

INDEPENDENT AUDITOR’S REPORT To the Members of Manitoba Community Services Council Inc. I have audited the accompanying financial statements of Manitoba Community Services Council Inc., which comprise the statement of financial position as at March 31, 2017 and the statements of changes in net assets and operations for the year then ended, and a summary of significant accounting policies and other explanatory information. Management’s Responsibility for the Financial Statements Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian Accounting Standards for Not-for-Profit Organizations, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error. Auditor’s Responsibility My responsibility is to express an opinion on these financial statements based on my audit. I conducted my audit in accordance with Canadian generally accepted auditing standards. Those standards require that I comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion of the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my audit opinion. Opinion In my opinion, the financial statements present fairly, in all material respects, the financial position of Manitoba Community Services Council Inc. as at March 31, 2017 and its financial performance and its cash flows for the year then ended in accordance with Canadian Accounting Standards for Not-for-Profit Organizations.
