Gear Inspection Information Life Saving Clubs are required to maintain lifesaving equipment for use in their patrolling and lifesaving activities. It is vital, for the safety of members and the general public that equipment used in lifesaving is fit for purpose, operated correctly by qualified personnel and in a good, working & operational state. For their protection, Life Saving Members are covered by insurance under the Surf Life Saving National Insurance Scheme. This coverage and scope is detailed in separate documentation however it is subject to a number of requirements which include compliance with lifesaving policies and procedures. Each year all lifesaving equipment shall be inspected prior to the commencement of the patrol season by nominated inspectors, in accordance with the annual Gear Inspection and Audit requirements. This processes assists with ensuring that only approved equipment, which is in safe and good working order is used by members in Lifesaving. It is the Life Saving Clubs responsibility to maintain their lifesaving equipment year round and to remove non-compliant equipment from service as required, however at a minimum, all equipment is inspected by the Club and the State (LSV) prior to the patrol season commencing. Once the patrol season commences, any equipment which has not yet been inspected will be unable to be used until it has been inspected and passed a state Audit. This includes equipment which may have passed gear inspection the season prior. Equipment may not be used until it is inspected and passed by a state inspector. To assist with this process, there are a number of tools and procedures available to Life Saving Clubs. These are outlined through this Gear Inspection & Audit Guide. It is recommended that Life Saving Club office bearers who are responsible for maintaining lifesaving equipment familiarise themselves with the following, Standard Operating Procedures, policies and documentation.

General Gear Inspection / Audit Guidelines Life Saving Clubs should refer to this document to ensure they are prepared for the Gear Inspection and Audit process for the coming season. It is the responsibility of the Club and respective office bearers to ensure that all equipment is in a safe and serviceable condition prior to the official audit.
Preparing your Equipment for Inspection and Audit
Life Saving Clubs should ensure that their equipment records are up-to-date and maintained on an ongoing basis. Life Saving Clubs are required to maintain their equipment records in LSV’s Gear & Equipment Database which can be accessed at the following link www.lsv-from-anywhere.com.au Up-to-date and accurate records help ensure that you are across the current state of all your Club’s lifesaving equipment and are aware of what work is necessary to maintain your equipment to required standards. These equipment records will be referred to by an Inspector when your gear and equipment audit is conducted. LSV may also use this information for other needs including audits, compliance requirements, state wide equipment projects and grant assessments. The relevant club office bearer(s) should facilitate an internal club inspection of all the Clubs equipment and should it be required, plan any maintenance or servicing. Equipment Inspection Criteria is provided to Life Saving Clubs to assist with internal club inspections and is the same criteria used by State Inspectors when completing a Gear & Equipment Audit. The criteria is available in PDF form on the LSV website or when logged into the LSV Gear & Equipment Database, clubs can print pre-populated equipment checklists. LSV also has an iPad Gear Inspection app which can be installed on club or member owned iPad’s. Information on accessing the app will be distributed to clubs separately.
Gear and Equipment Audit - Overview
The Gear and Equipment Audit is an opportunity for the state (LSV) to confirm Club compliance with regard to lifesaving equipment. A representative(s) from the state (LSV) will complete an audit of each Life Saving Club’s equipment prior to the patrolling season commencing each year. The Lifesaving Operations Officer for the area (or their nominee) will conduct the main audit with a representative from the State Power Craft Panel and/or the Lifesaving Operations Officer conducting an audit of any Power Craft equipment. The Power Craft Audit may be completed at a different date and time to the general Gear and equipment Audit. Each Life Saving Club will be contacted by their Lifesaving Operations Officer regarding dates and times for the Audit(s) to be completed.

Gear and Equipment Audit - Process
Life Saving Clubs are expected to have maintained their equipment and have all of it ready to present at the Audit. It is expected that all equipment presented should ‘pass’ the Gear and Equipment Audit – as any repairs or maintenance that may have been required should have been completed prior to the State Audit At least four capable and able Club officials / members must be in attendance for the Gear and Equipment Audit to assist in the process.
To assist with the Audit Process, please note the following items relating to how equipment needs to be presented and what testing procedures are in place. Note: If the LSV Gear Inspection iPad app is not being used by your club, you will need to present a copy of your completed inspection paperwork at your clubs Audit. General Lifesaving Equipment Audit:
First Aid Kits & Oxygen Resuscitator units should be opened and spread out for inspection
Rescue Boards, Rescue Tubes and patrol equipment should be laid out and not in racks or storage compartments
Radios will be charged, turned on and tested
Equipment should be numbered in consecutive order and so individual pieces of equipment are easily identifiable.
Power Craft Audit:
IRB Motors will be run and tested
Soft hull IRB’s are to be inflated with floor boards out
Motors must be numbered and clearly identifiable
All four motor seals are to be intact and secure o Engine Block o Intake Manifold o Crank Case o Cylinder Head

Gear and Equipment Status
Each item of inspected equipment will be allocated a status – either Pass, Fair, Re-Inspect or Discard.
Status Definition
Pass Okay to use on Patrol and for Club activities
Fair Item may require maintenance or attention before use
Re-Inspect Item needs major repair or was not ready for inspection
Discard Item is beyond repair – discard and never use again
Equipment which has not been inspected as part of a Gear and Equipment Audit or is not safe for use should not be made available to members for use for any lifesaving, training activities. To prevent unintended use of these items, where appropriate the equipment should be kept away from other equipment which has ‘passed’ and marked accordingly. Equipment that ‘Pass’s’ the Gear and Equipment Audit will have a ‘Pass sticker’ applied by the Inspector. A new ‘Pass sticker’ is provided for Audits annually. Where it is not practical to apply a sticker to a piece of equipment a sticker is not required. An equipment’s status will always be recorded in the Gear and Equipment Database for future reference.

Ongoing Maintenance
While a piece of equipment may be marked as “pass” – safe and operational for use. It may not remain safe for use for the entire season. If damage occurs or an item becomes faulty – the piece of equipment should be removed from service until such a time as it can be repaired (should it be repairable) and introduced again when safe for use. It is important that the piece of equipment is checked against the inspection criteria prior to being put back into service.
