“New” Rule 9-1-3h

It isn’t new . . . was the rule from 1993-1998

Last Year’s POE #3 . . . (p.69, 15/16 Rules Book)

Uses familiar rule concepts (9-1 PENALTIES 2a,2b; 8-1-3; 4-20-1)

Addresses what is apparently a problem in some area(s)

OUR AIM: Learn it Learn how to identify it when needs to be called Learn how to adjudicate it when it happens Learn how to employ preventative officiating for it

THE ORDER OF THINGS

DELAYED VIOLATION, THEN FOUL: 1. Substitute free throw, if nec. (8-3-1?) 2. “Finish the first foul” as necessary (8-3-1?) 3. “Penalize the last foul” as required

FOUL FOLLOWING 9-1-3h VIOLATION PLAY 1: A1 is shooting the front end of a bonus. B1, on the lane line, aggressively enters the lane and penetrates the FT line (semi-circle) before the throw hits the rim on a miss, and B1 also makes contact with the thrower for a foul. So you have a replacement FT for the violation on entering the semi-circle. A1 also got fouled so is entitled to yet another bonus. Clear the lane lines and have A1 shoot the replacement first shot for the original bonus. Once that sequence is compete, populate the lane lines for the second bonus sequence.

FOUL FOLLOWING 9-1-3h VIOLATION

PLAY 2: B11 is in a marked lane space after free thrower A1 releases a final free-throw attempt. B11 enters the free-throw semicircle before the ball strikes the ring, contacting A1, whose free-throw attempt is unsuccessful. The officials rule a foul on B11 and award A1 bonus free throws as B11’s foul is the eighth team foul. RULING: The officials were correct to rule a foul on B11–illegal contact occurred. However, they were incorrect to only award bonus free throws. B11 committed a delayed free-throw violation and A1 should have been given a substitute free throw with the lane cleared prior to the administration of the bonus free throws. Play resumes with the result of A1’s bonus free throws.

Page 28: 2016/17 NFHS New Rules · ART. 3 Arm sleeves, knee sleeves, lower leg sleeves, compression shorts and tights are permissible: a. Anything worn on the arm and/or leg is a sleeve, except

FOUL FOLLOWING 9-1-3h VIOLATION PLAY 3: After A1 releases the ball on a free throw try, B1 steps into the lane and backs across the free-throw line to box out the free-throw shooter then makes contact (more than incidental) with the free-throw shooter. The free throw is missed. RULING: The official should rule a delayed violation on the opponent. A1 will be awarded a substitute free throw and the contact is ruled a foul. The substitute free throw would be administered with the free-throw lane spaces unoccupied.
