HOUSING NEW MEXICO

The New Mexico Mortgage Finance Authority has a vision that all New Mexicans have quality affordable housing. That’s why we were created by the state legislature in 1975, and that’s what we work to accomplish every day.

MFA provides funding and oversight for more than 20 programs at no cost to the state of New Mexico. But it’s our partners who bring those programs to the people who need them the most: individuals facing homelessness, seniors and people with special needs and low-to moderate-income homebuyers and renters who need a little assistance each month to keep a roof over their heads.

In the pages of this book, you will learn about our partners and discover how they can help you find safe, stable housing. There are MFA-approved mortgage lenders who assist with down payment and closing costs, nonprofit organizations that provide emergency housing and services, agencies that rehabilitate and weatherize homes and subsidized rental properties that offer low rental rates.

Next Home Affordable mortgage loans for first-time and non-first-time homebuyers with low and moderate incomes. Includes a 3 percent grant that does not need to be repaid.

A Place to Call HomeHomelessness Assistance The Continuum of Care and Emergency Homeless Assistance Programs provide emergency shelter and essential services to transition homeless individuals to independent living. Special Needs Housing Housing Opportunities for People with AIDS, Section 811 and the Linkages Program help prevent homelessness for people with HIV/AIDS or who have physical or mental disabilities.

Create Quality Affordable Housing Low Income Housing Tax Credits The deepest subsidy for affordable housing development and rehabilitation, these federal tax credits are awarded through a competitive process every year. Housing Development Funding Programs include: the HOME Program; Primero Investment Fund; 542(c) HUD Risk Sharing Loans, New Mexico Housing Trust Fund; New Mexico Affordable Housing Tax Credit and Charitable Trust; Preservation Revolving Loan Fund and MFA’s Land Title Trust Fund.

You don’t have to be a first-time homebuyer to use MFA’s homeownership programs.


Owning a home is one of the best ways to build financial security, create stability and have a true sense of belonging in a community. But there can be significant hurdles to becoming a homeowner like saving enough for a down payment, dealing with a poor credit rating or deciding which home to buy.

MFA can help you navigate these hurdles and achieve your dream of homeownership. We offer a variety of programs that provide funds for down payment and closing costs and deliver low interest-rate loans. We can also connect you with organizations that offer credit counseling and help you improve your credit score.

And there’s more good news. You can use these programs if you currently own a home and are ready to purchase your next home.

MFA’s programs can only be accessed through lenders who have been approved and trained by MFA. Those lenders are listed below and also on our website at housingnm.org. Contact one of these lenders today to get more information about how you can qualify for an MFA program.

MFA partners with not-for-profit organizations throughout the state to provide a variety of housing services that include emergency shelter, utility and rental assistance and home repair. Many of these organizations also provide non-housing support services such as substance abuse counseling, case management and other family support programs.

MFA also partners with agencies that provide housing for specialized populations such as the elderly or individuals who are developmentally or physically disabled. In addition, some agencies offer transitional housing for individuals fleeing domestic violence or who are experiencing homelessness.

The housing provider listing below is coded to indicate what services are provided by each organization. At the end of this section, providers are listed by region and also by the type of services they offer.

MFA monitors more than 28,000 affordable and subsidized housing units for quality and safety.


Apartment homes and rental properties are called “affordable” when residents are required to meet certain income criteria in order to live in the homes and when rental rates are set at or below the average rate for similar properties in the area. Income criteria and rental rate guidelines are updated every year by the federal government for each county in New Mexico.

The affordable properties listed below are owned and managed by a variety of entities that include housing authorities, nonprofit organizations, for-profit companies and private owners. When you call or visit a property, staff will tell you if you meet income criteria and will let you know what their affordable rental rates are. MFA does not own or manage any affordable rental properties in New Mexico.

MFA provides rental assistance and related services for more than 400 people with special needs each year.

Apartment homes and rental properties are called “subsidized” when the property owner receives government assistance to help pay a portion of the rent charged. This assistance allows the owner to reduce the rental amount. Rental rates for subsidized rentals do not exceed 30 percent of the household’s income after any qualifying adjustments have been made to its total income.

New Mexico’s subsidized properties include rental homes for families, the elderly and individuals with a mental or physical disability. The property listings on the following pages are coded to indicate the type of subsidized rentals each site offers. Listings that are not coded are family properties.

Apartment homes are owned and managed by a variety of entities that include housing authorities, nonprofit organizations, for-profit companies and private owners. When you call or visit a property, staff will explain each type of subsidized rental and will tell you if you meet income criteria. MFA does not own or manage any affordable rental properties in New Mexico.

PLEASE NOTE: Owners may close a property’s waiting list if there are a large number of applicants. It is not unusual for subsidized properties to have closed waiting lists.

In addition to income requirements, each property will have additional criteria that must be met by potential residents. Information about the number of persons in the household, credit history, rental history and a background check will be required. Additional qualifying information may be required for specific properties.

A security deposit – not to exceed an amount equal to monthly rent – will be required at the time a rental agreement is signed. Application and/or screening fees are prohibited.

Affordable housing construction and rehabilitation supports approximately 800 jobs and generates almost $60 million in local income each year.


Local housing authorities exist to create and maintain affordable housing in communities and pueblos throughout New Mexico. These authorities manage affordable rental housing and rental vouchers, which provide rental subsidies and housing for specialized populations like the elderly or individuals with special needs.

Three regional housing authorities operate in areas of the state that do not have adequate local or municipal housing authorities. Like local housing authorities, regional authorities manage affordable rental housing and rental vouchers. They also create new affordable housing programs in designated areas. Both local and regional housing authorities may provide other services such as homebuyer assistance and counseling, home repair and weatherization services.

Federal agencies like USDA Rural Development and the U.S. Department of Housing and Urban Development (HUD) fund affordable housing throughout the state. They also provide support for local housing authorities.

Habitat for Humanity in New Mexico has 15 affiliate organizations that work with volunteers in communities throughout the state to provide simple, decent homes for low-income families who earn less than 50 percent of the area median income. Over the last 27 years, thousands of volunteers from New Mexico and around the country have contributed more than 2 million volunteer hours to make homeownership a reality for more than 650 families in our state.

MFA has partnered with Habitat since 1992. During that time, MFA has provided funding for 487 of the 650-plus homes Habitat has built in New Mexico for a total of almost $20 million. More than $16 million of that funding provided zero-interest mortgages and down payment assistance to Habitat families.
