1 | Page 2017-2018 High School Diploma Designations Information Packet It is the time of year for looking at which students may qualify for the Scholar, Merit and/or Seal of Biliteracy Diploma Designations. The diploma designations are in the form of seals which are placed on the high school diploma and are also noted on the student’s transcript. The seals have been ordered by the Secondary Leading/Learning and Career/Technical Education Offices and will be sent to each high school in March/April. SCHOLAR DESIGNATION REQUIREMENTS 1. Meet standard high school diploma requirements (credits, testing, GPA) 2. Earned 1 credit in Algebra 2 3. Earned 1 credit in statistics or an equally rigorous mathematics course – Level 3 math course (not including Algebra 1 Honors or Geometry Honors) 4. Earned 1 credit in chemistry or physics (or the equivalent through Integrated Science 1, 2, 3) 5. Earned 1 credit in a course equally rigorous to chemistry or physics (or the equivalent through Integrated Science 1, 2, 3) 6. Earned 2 credits in the same world language 7. Earned at least one credit in AP, IB, AICE or a dual enrollment course 8. Passed Geometry (GE) EOC 9. Passed the Biology 1 (BI) EOC 10. Passed the US History (AH) EOC Assessment Enclosed with this packet is a report of those students who have already qualified and also those who might potentially qualify for the Scholar Diploma Designation. The report has the following columns: 1. Columns for each of the academic requirements for the Scholar Diploma Designation. 2. Columns for the testing status of the Geometry (GE) EOC, Biology (BI) EOC and American History (AH) EOC. a. Scholar Designation – AS400 Report Strategies for Developing Scholar Designation List

After the Scholar Diploma Designation report (S523, Format S) is run, I would suggest that the information is put into Excel. Then the data can be sorted and filtered, finding those students who do and don’t qualify for the designation. Suggestions for developing your list of students who qualify for the Scholar Designation 1. File Save As to create a new file that you could work with (but not mess up the original file) 2. Delete the columns that aren’t needed for the Scholar Designation:

a. School b. Grade c. State unweighted GPA d. Credits Earned (EARN) e. Credits Short (SHRT) f. Credits Currently In Progress (CURR) g. Online Met (OL) h. Reading FCAT Passed (RD) i. Algebra 1 EOC Passed (A1) j. Algebra 2 EOC Passed (A2)

3. Delete all students who have not met the AP, IB, AICE, DE (AP) requirement, or are not currently in progress (C) with a course

4. Delete all students who do not have at least 2.0 credit in World Language (FL) and/or are not currently in progress (C) with a course

5. Delete all students who have not met the 1.0 credits in Algebra 2 (A2), or are not currently in progress (C) with a course

6. Delete all students who have not met the Equally Rigorous Requirements Math (EQ) course, or are not currently in progress (C) with a course

7. Delete all students who have not met the Science course requirements, or are not currently in progress (C) with a course (most of our students should meet this one).

8. Delete all students who have not met the Equally Rigorous Science courses, or are not currently in progress (C) with a course (most of our students should meet this one).

9. Evaluate the remainder of the students based on those who have met the requirement for the Designation and those who are still in progress and should be monitored to see if they complete courses and/or upcoming tests (EOC and/or AP, IB, AICE)

10. I developed my list by adding 2 columns to the far right of the spreadsheet: a. In Progress In One or More Areas b. Has Met ALL Requirements

11. I then filtered to find students who had Met ALL of the Requirements, (marked an X in the last column), and those who are In Progress (marked with an X and highlighted in yellow)

12. You can then sort the remaining students by counselor and/or counselor number.

MERIT DESIGNATION REQUIREMENTS Meet standard high school diploma requirements; Attained one or more industry certifications from the list established per s. 1003.492, F.S.

(certifications that are on the Florida CAPE Industry Certification List). Enclosed with this packet are:

1. Report of those student who already qualify for the Merit Diploma Designation. On the next pages are:

1. Directions to run a report in Performance Matters/Baseball card to determine those students who have attained the needed Industry Certification – if you would like to run and/or rerun the report at your school.

Please request the needed number of Merit Stickers from Erika McLaren, Resource Teacher in CTE. To determine the approximate number of stickers needed:

1. From the report attached to this packet, or from the report you run, count the number of students who have already earned an Industry Certification that is on the Florida CAPE Industry Certification List. (Number at top of attached Merit Designation report.)

2. Ask your CTE teachers for the names of other students who will test before the end of the school year.

3. Add the number of students who have already earned an Industry Certification and the number who will test before the end of the school year. Add 10% to that number and send the total to Erika McLaren.

- It would be good to know all certifications that all students took for possible

online requirement and/or certifications that could waive math and science

graduation requirements.

SEAL OF BILITERACY REQUIREMENTS In 2016, the Florida Legislature passed a law (1003.432) that provides for students to earn a “Seal of Biliteracy” upon graduation from high school if they meet the following criteria. SILVER Seal of Biliteracy:

1. Student earned a 3 on the English Language Arts/Florida State Assessment (or received a concordant score on the ACT or SAT) AND

2. Student qualifies because of 1 of the 2 options below:

a. Earned 4 high school credits in one foreign language with a 3.0/4.0 GPA in the language classes OR

b. Received a qualifying score on a World Language test (see list below). GOLD Seal of Biliteracy:

1. Student earned a 4 or higher on the English Language Arts/Florida State Assessment AND 2. Student qualifies because of 1 of the 2 options below:

a. Earned 4 high school credits in one foreign language with a 3.0/4.0 GPA in the language classes OR

b. Received a qualifying score on a World Language test (see list below).

1. Already qualify for either the Silver or Gold Seal of Biliteracy; 2. Are currently in AP, AICE or IB World Language courses. We have marked those students as

potentially earning either the Silver or Gold Seal (based on FSA scores). After the test scores for those students arrive at your school this summer, you will use the charts above to determine if they qualify for the Gold or Silver Seal of Biliteracy;

3. Are not currently in a World Language course, but intend to take an AP, AICE, or IB test. We have marked those students as potentially earning either the Silver or Gold Seal (based on FSA scores). After the test scores for those students arrive at your school this summer, you will use the charts above to determine if they qualify for the Gold or Silver Seal of Biliteracy.

Diploma Designation FAQ 1. Can a student be eligible for recognition both the Scholar and Merit Designations?

Yes. 2. Can a student be eligible for recognition for both the Gold and Silver Seals of Biliteracy?

Yes, if the student has met the qualifications in 2 different World Languages. 3. Can a student be eligible for recognition for 2 Gold and/or 2 Silver Seals of Biliteracy?

Yes, the student may receive 2 Gold and/or 2 Silver Seals of Biliteracy for their diploma. However, the transcript can only list Gold, Silver or Both Seals.

4. Can students who are receiving a Special Diploma or a Certificate of Completion, and who are eligible for these

designations, have these designations placed on their special diploma or certificate? No. The statute states “Each standard high school diploma shall include, as applicable, the following designations …”. Therefore, the provision of these designations only applies to a standard high school diploma.

5. Can students who are receiving a Standard High School Diploma via Access courses, and who are eligible for these designation, have these designations placed on their diploma? Yes. The statute states “Each standard high school diploma shall include, as applicable, the following designations …”. Therefore, the provision of these designations does apply to students who earn a Standard High School Diploma via Access courses.

6. Where are the seals to be placed on the diploma? Directions have been attached to this memo. However, according to the Florida Department of Education, the diploma designations must be placed below the state seal. School determined seals must be placed below the state designation seals.

7. Can designations be placed on the back of the diploma?

No. The state designations must be placed on the front of the diploma, above any district-determined seals. 8. Can a seventh semester “snapshot” of the student records be used to determine whether students meet any of these

designations and to grant designations? Yes. Some students may already qualify for one or more of the state designations by the completion of the seventh semester of high school, but other students will complete the qualifications only after completing all requirements for a standard diploma.

IMPORTANT! 6. Is AS400 data entry required for students who have earned the Scholar and/or Merit Diploma Designations and for the

Gold and Silver Seals of Biliteracy? Yes. Data Entry is required on S316, Graduation Line, “D” and “B” Fields so that the information will be on the student transcript. Appropriate choices are:

Scholar and Merit Designation B Both Scholar and Merit Diploma Designations earned M Merit Diploma Designation earned S Scholar Diploma Designation earned Z Not applicable the default is “Z” or blank
