1.1 Friends of Brookvale FC

The Club Secretary found it necessary at times to seek help on match days from outside the

Club Committee. The people in this group were people well known to the Club Secretary and

have the Club at heart. It was an outstanding success and their help will be sought when

necessary at the Club Secretary’s discretion.

4 Compulsory Online Registration for all Managers and Coaches

Managers and coaches must have a photo ID card and are required to register online. This

is a requirement of the MWFA for you to be able to participate this season. Please note that

registration must be completed before MWFA issues photo ID cards.

RULE: No ID card = No coaching (No ifs or buts)

In addition, you must now complete an FSNW Member Protection Declaration. This form will

be issued to all our managers and coaches in due course by our Registrar.

If you have not already done so, please go to the Registration page on our website for more

detailed instructions to follow. The Club Registrar will be available to discuss this subject at

the Coaches and Managers Meeting. You can also call the Club Registrar (see Club Contact

details).

Pickup of ID cards:

• Pre-season – The Registrar will advise you of pickup arrangements or will be

available at the Coaches and Managers meeting.

• During season – Pick up is from Grahams Reserve canteen from 7:30am on match

day Saturday. Ask Canteen Manager Deb Frack for assistance.

5 Gear and Attire

5.1 Club Playing Shirts/Jerseys

From 2017, the Club will outfit the entire club in new Azzurri blue playing shirts. Any shirts

not returned at end of season will incur a fine and possible increase in fees in 2018.

The club playing shirts will be issued in coloured bags and it is vital that they are returned in

these bags. Each bag will be tagged with the relevant team details. These tags should not

be removed. The colour code for the bags is as follows:

• Blue or Grey – all Mixed and Men’s teams (Saturday teams)

• White – all Women’s teams (Sunday teams)

• Orange – alternate strips

All shirts remain the property of the club at all times. See separate section regarding the

correct washing method for the shirts. This information should be passed on to parents.

5.2 New Training Ball

The Club issues teams from U6 to U11 boys and girls with a free training ball at Orientation

Day. This ball is to be taken to training. Please ensure names are written on balls. If any

player did not receive a ball, parents are to advise the team manager.

These balls are given free to the players and are not to be returned to the club at the end of

the season.

5.3 Match Balls

The Club will issue one match ball to each team, which is to be used only on game day.

The opposition must also provide a match ball.

The Club Secretary has a supply of extra match balls if your match ball is lost or damaged.

5.4 Colour Clash

In the event of a clash of colour, the away team is to change strip. The away team is the

team mentioned second on the draw. E.g. Brookvale v Dee Why (Dee Why is the away

team). Clubs that will clash with Brookvale are Dee Why and Mosman. The Club Secretary

will make Brookvale’s alternate strip available. Teams affected by this will receive a call from

the Club Secretary who will organise the time for pickup and delivery of the shirts. The

alternate strip will be placed in an orange bag. It is vital that the jerseys be returned in the

orange bag.

5.5 Club White Shorts

The entire Club will wear the white shorts with the Chill Bar and Brookvale logo. It is

expected that most Junior and Youth teams will wear last year’s shorts. However, if new

shorts are required, they will be on sale at our Orientation day at $15 a pair.

5.6 Glasses

Under no circumstances can a player wear normal glasses when playing. Contact the Club

Secretary for the correct procedure to follow.

5.7 Bibs

This season the Club will only issue bibs to the U6 and U7 age groups to use as alternate

shirt if required. All other bibs will be available to other teams, if needed, at the Coaches and

Managers Meeting.

6 Grahams Reserve

6.1 Nets

Our Club is required to provide nets at Grahams Reserve, which is our home ground. The

Club has appointed a person who will have the responsibility of putting nets up and taking

them down. The points below are for your information as you may be required to put up nets

for 8:30am gams at Grahams Reserve or at another ground when playing away games.

Points to remember:

a. Grahams Reserve consists of 5 fields (2 large fields and 3 mini fields). It is our home

ground and as such we are required to put up the nets every Saturday prior to the

first match which kicks off at 8:30am, unless otherwise directed.

b. The ground is marked by Northern Beaches Council every Friday.

c. Attention all teams: If you are playing a game at 8:30am or 3pm, you are required

to put up or take down nets from Grahams Reserve as stated unless you are

otherwise instructed (refer to point d below). Our Club Secretary will inform teams

playing at Grahams Reserve at 3pm if the nets are to stay up overnight for Sunday

games.

d. MWFA PROCEDURE – For the first game on both main fields on Saturday (usually

8:30am kick off), the Club Groundsmen will place in the centre circle one set of nets

and corner flags that have to be put up by both teams (i.e., one net a team + flags).

The milk crates and pegs left over should be returned to the referees’ room next to

the canteen. It is highly likely that Brookvale teams will be involved in these 8:30am

games on Saturday. The Club Groundsmen will be at Grahams from 7:45am on

Saturday with keys. If you are playing Away and you see nets in the centre circle, you

must put them up. The reverse is followed if you play at 3pm unless otherwise

directed.

e. Every four weeks, 8 Small Sided fields (30m x 20m) will have to be marked out using

cones, within the boundary of Grahams 2. More information will be provided this

evening. The Club Groundsmen will require additional help on these days.

6.2 Mini Fields

The mini field now behind Grahams 1 (Kenneth Rd side) will be known as J8/9A and will be

for Under 8s and 9s only. This field will have permanently erected goal posts. The Under 7s

mini fields (two fields known as J7) are now located behind Grahams 2 (Kenneth Rd side).

These fields will have portable goals.

Refer to page 20 of this booklet for the Grahams Reserve field layout.

The Under 7, Under 8 and Under 9 teams playing last on these fields are required to

take down the nets (or portable nets) and place them in the storage room next to the

canteen. The last game usually starts at 12:15pm. A weekly draw showing all games

to be played at Grahams will be posted on the notice board that will be placed near

the canteen. The Club Secretary, through the relevant age group coordinators, will

advise which teams are required to take down the nets.

6.3 Gear for Training

Due to the increase in requests for training equipment at Grahams Reserve, the Club has

decided to make equipment available. The gear/equipment will be placed in the storage area

(with roller door) next to the canteen, on the side closest to the swimming pool. The

equipment is not to leave Grahams Reserve. If you borrow the equipment, please make sure

you return it to the storage area and pull down the roller door. Please keep it neat and tidy.

Gear provided includes poles, portable nets, cones etc.

Portable nets must be returned to the shed in the same condition that they were picked up.

They must be returned in a flat position and placed against the wall. The trend of returning

portable nets in an upright position must cease. Your assistance on this matter would be

appreciated.

6.4 Lights Password and Night Training at Grahams Reserve

Northern Beaches Council charges the club rental per night to use lights. Therefore, unless

advised otherwise by the Club Secretary, Brookvale teams training from 5:30pm must train

only on Tuesday and Thursday nights. St Augustine will use Grahams Reserve on Monday

and Wednesday nights.

Due to St Augustines having a substantial increase in their number of teams, NO Brookvale

teams can train at Grahams on Monday and Wednesday. No teams at all. St Augustines are

not allowed to train at Grahams on Tuesday and Thursday. If you want to train on

Wednesday, you can train at NOLANS 6. See page 10.

Using Lights

The lights are no longer run by a key system. It is now done by mobile phone where our

Club Assistant Secretary (Tony Cavalieri) follows a set procedure for lights to come on. All

teams will be requested to advise Tony and the Club Secretary as to what nights they are

training and what time they start and finish. A roster will be set up.

Tony’s contact details are provided on page 3.

6.5 Dogs

Without a doubt, Grahams Reserve is the best natural grass park within the MWFA. With this

in mind, there is to be NO dogs within the picket fence, at any time.

6.6 Medical Kit and Ice Packs

ATTENTION: A medical kit and ice packs will be available at the canteen at Grahams

Reserve if needed.

6.7 Portable Defibrillator

There will be a portable defibrillator on Saturday and Sunday at all times between Field One

and Field Two from 8:30am to 5pm. Sudden cardiac arrest is one of Australia’s biggest

killers and affects people of ALL ages. Without a defibrillator and effective CPR there is less

than 5% chance of survival! Please come to the canteen at any time if you would like to be

shown how to use it.

7 Nolan Reserve

Brookvale FC has been allocated NOLANS 6 for training on the following days:

• Wednesday from 4pm to 9pm (shared with HSU)

• Thursday from 4:45pm to 9pm (shared with HSU)

Please advise the Club Secretary ASAP if you want to train on NOLANS 6 so a roster can be

set up as lights may be required to be turned on by club. Any request to use NOLANS 6 on

any other day should be directed to Club Secretary.

Please see page 22 for the exact location of NOLAN 6.

8 Judiciary System (Send-offs / Yellow Cards)

The judiciary system is as follows.

Please note that all players sent off receive an automatic one-week suspension.

Stage 1

If the Referees Report relating to the player that has been dismissed is received from the

MWFA by the Tuesday following the offence, the Club Secretary will be forwarded the

relevant documents advising that the matter will be heard by the Judiciary Committee,

without the player who was sent off being present, on the Wednesday following the send-off.

Stage 2

The Club Secretary is informed of the Judiciary Committee decision. If the player sent off is

satisfied with the decision, no further action is taken. However, if the said player wishes to

challenge the decision then that player must advise the Club Secretary that he/she wishes to

do so. The Club Secretary then advises the Judiciary Chairman of the player’s wish and the

case is heard in the presence of the player the following Wednesday. If a player appears

before the Judiciary Committee, all relevant paperwork will be issued to the player via the

team manager prior to the meeting.

Stage 3

Any matter which is described on the documents as “Refer to the Judiciary” is regarded as

serious and is dealt with by the judiciary in the presence of the player.

The player ID card must be produced upon appearing in front of the judiciary or handed in

when the sentence is commenced to be served.

8.1 Yellow Cards

If a player accumulates 4 yellow cards, he/she will automatically be suspended for one

game. However, the player may continue to play until the Association advises the Club

Secretary of the suspension and then advises the Team Management accordingly.

9 Team Discipline

The MWFA has advised of a points system for team discipline matters. John Mesite will offer

a detailed explanation on how the system will operate.

10 New Registrations

At this stage, applications to register for the 2017 season may be lodged with our club

registrar until late June 2017.

The club registrar, Melissa Tippett, will speak on this subject this evening.

All matters relating to registration issues are to be directed to the Registrar using the email

address [email protected]. Under no circumstance will the Club Secretary be

involved with any registration matter.

Correctly completed new registration applications or changes to existing registrations must

be in the hands of our Registrar and MUST include ALL documents as required on or before

6pm on the Monday prior to the weekend game.

The Registrar’s details are on the Club Contacts section of this document on page 3. It is

suggested you email Melissa if you wish to lodge a new registration or make changes to an

existing registration.

11 Payment of Fees

Please note that the committee of the Brookvale Football Club has approved the motion that

a player’s registration card will only be released if fees are paid in full, unless that

player/parent has advised the team manager that he/she is experiencing financial hardship,

in which case an appropriate arrangement will be entered into.

The motto in 2017 is NO PAY NO PLAY.

12 Draw

The latest draw information can always be found on the MWFA website – click here. For

competition age groups, the MWFA page is also where you can find results and ladders.

You can narrow down your search for the draw using one or more of these filters. For

All Club members (coaches and managers as well as players and parents) are strongly

encouraged to get into the habit of checking the above MWFA website on a weekly basis for

the details of your upcoming game as games can change during the season.

12.1 MWFA SMS Alert Service

All managers are encouraged to subscribe to the MWFA's SMS alert service, in order to

receive updated information. The automated iCompman service will send you an SMS with

the details of your game every week, and as soon as the MWFA makes a change that

affects your team (e.g. wet weather). To set up the alerts, go to the MWFA draw, and click

on the 'My favourites and SMS alerts' tab, and then follow the procedure. Please note that

the alerts cannot be set up until after the draw is issued, and that there is a small fee

payable to subscribe. (1 team is $8.80, 2 teams is $13.30, etc).

The Club will also alert you to changes via email and SMS, but you will find that the SMS

alerts from the MWFA are likely to be much faster.

12.2 SMS Notifications of Draw Changes from the MWFA

The MWFA uses an SMS system to advise teams of any late changes to the draw (these

changes could be as late as the morning of the game). The Club Competition Secretary will

advise age group coordinators and team managers of any changes to their respective draw

from Monday to late Friday night only. However, on Saturday and Sunday morning, if there

are any changes the MWFA via the SMS will advise the relevant age group coordinator of

any change. The age group coordinator then advises the team manager.

Details of all age group coordinators will be sent to the MWFA to update their records. The

Competition Secretary will attend the Coaches and Managers meeting to answer any

questions. The Club Secretary will discuss at the meeting the view of the MWFA regarding

Compman systems in advising late draw changes.

13 Wet Weather

The golden rule is to check the Draw page of the MWFA website and wait to hear from the Club during wet weather. The MWFA website is updated immediately when games are cancelled or relocated. If in doubt – assume matches are on.

To improve communication between the Club and teams, attached on the last page of this

report is a Wet Weather Contact System. If time permits, you can visit the club website as

late as the morning of the match for an update of whether your match is called off. The Club

Secretary will discuss this system tonight in detail.

See Section 12.2 regarding the procedure to follow this season.

Washed out Sub-Junior matches are NOT played at a later stage.

With regards to the possibility of training being called off due to bad weather, we recommend

you check the wet weather line or the websites in the following section. You must not train if

the ground is closed. Partial Closure – Means Open for Light Impact Sports ONLY –

Soccer/Football is NOT considered Light Impact.

* Warringah Council has discontinued the use of their wet weather phone line as it was not

able to provide detailed information about the wet weather status of each of their 128

sportsfields. Use the Warringah Council website link above to check on wet weather status

for any Warringah council sportsfield.

13.2 Brookvale Football Club Noticeboard Facebook Group

Any late notice ground closures made after council has closed for the weekend will also be

posted to our Brookvale Football Club Noticeboard Facebook Group. Every Club Member

is encouraged to join the group.

14 MWFA Competition Team Sheet

For age groups U12 and up (Mixed and Women) that do not play in a First or Reserve grade

competition, the Competition Secretary will issue to team managers (where teams are the

Home team only) a partly completed computerised competition team sheet (sample

attached). Most sections will have relevant details already printed in, including player lists

(player names and FFA number). It is vital that you delete the name of any player not playing

and include any additional players for your team. Please note the appropriate section for

borrowed players. You must include the team the borrowed player comes from.

When signing after the ID card check (assuming 100% ok), the AWAY team manager must

sign in the HOME ID section and vice versa. Please read the competition sheet carefully.

When signing for final score, the manager must sign on their team’s side of the sheet.

This competition team sheet will be issued as early in the week as possible. If this

competition team sheet has not been received by Thursday prior to the game please contact

the Club Competition Secretary urgently, remembering that you only receive this competition

match sheet if you are the home team (first team mentioned in the draw). DO NOT

CONTACT THE CLUB SECRETARY IN THE FIRST INSTANCE.

Teams in First and Reserve grade competitions will receive the usual MWFA Match Sheet

Booklet from the Club before their first home game. The only squad in 2017 is our Premier

League Men.

The Competition Secretary will speak on this matter at the Coaches and Managers Meeting.

14.1 Playing over the School Holidays

There was much confusion over our Junior (U6 to U11), Youth (U12 to U16) and Women’s

teams with regards to playing over the school holidays. Below is how it works, using the

State Schools holiday dates.

• Schools usually break up on a Friday. Football is played on the next day (Saturday).

• There is no football the following weekend for Juniors, Youth, some Women’s comps

and U18. Senior Men play.

• The following Saturday (last weekend before school returns), everybody plays.

• The completed match card must be hand delivered and placed in the mail box at 413

Pittwater Rd, North Manly no later than 6pm on the Sunday evening after the game.

15 Player ID Card Check

Golden Rule: NO CARD, NO PLAY (unless permission has been given by the Club

Secretary prior to match day).

The compulsory check for ID cards is for all teams from Under 12 teams to Over 45’s Mixed

and Women teams. There are no exceptions.

The procedure is as follows:

• At least 10 minutes prior to the official kick off time both teams should proceed to the

halfway line. The team manager will check the ID card of the opposing team.

• If you, as manager, are entirely happy that all opposition players have been checked

and are acceptable, you sign the opposition section next to the column titled “Team

ID Check”, at the very bottom of the match card. The opposition manager does the

same. This is vital.

• If the opposition advises you that they have some latecomers or vice versa, the

latecomer’s name must be on the card before kick-off. No name, no play. The ID

check must be made prior to the latecomer going on the field. You then sign the card

at half or full time.

• The missing ID cards must arrive at the ground within 5 minutes of the completion of

the game. These cards must be checked at half time or when they arrive during the

second half.

• If cards do not arrive at all, the team without the cards lose on forfeit. A 5-0 win is

recorded by MWFA.

• If there are any problems at all with ID check the manager prints S.T.A (subject to

adjudication) in the result section of the opposition.

There have been many problems with the ID check over the years. The Club Secretary will

take on this subject at length at the Coaches and Managers Meeting.

16 Results

All results - win, lose or draw - and cancelled games (for age U9 Mixed and upwards only

unless otherwise advised) must be sent to the club unless otherwise directed.

Immediately after all games and no later than 6pm on the day of the game (Saturday and

Sunday), managers must SMS results to Tony Cavalieri (Results Officer) on 0414 998 293.

Please report the result by recording the Brookvale score first. E.g. U12’s B5-MV2.

Alternatively, if the above number cannot be contacted, you can text the result to John

Mesite (Club Secretary) on 0400 397 794. You only contact John Mesite as a last resort.

This is vital. The Club is fined for no results. John Mesite and Tony Cavalieri will discuss

Match Cards and Results at length this evening.

17 Referees

Under no circumstances are parents allowed near a referee during or following a game. Any

reports forwarded to the MWFA by referees of misbehaviour by either team management or

supporters will be dealt with harshly by the Club and the MWFA. Our Club has adopted a

“No Tolerance” policy of such behaviour. The coach and/or manager when signing the

referee’s card may make queries. If no official referee attends the game, the game must

proceed. Both teams must decide who will control the match. If there is no agreement by

both teams as to who will referee the game, the referee is to be supplied by the home team.

The same person is to referee the whole game. Each side is to have a whistle.

18 Interchange

Unlimited player interchange is permissible at any time during the match in the following age

groups:

• Premier League Reserve Grade and Amateur League Division One First and

Reserve grade men’s competition

• All ladies age groups

• All over 35 and over 45 divisions

• Division 2 down to Division 10 men

• All age groups from U12-U18 (mixed and women)

The only competitions that do not allow unlimited interchange are Men’s Premier League

First Grade.

19 25 Metre Rule

Please find below the 25-metre rule to be applied to age groups U12-U14 which will be

discussed at length at the Coaches and Managers Meeting:

The Clearance Zone is a rectangular area bounded by the touchlines, the goal line and an

imaginary line parallel to the goal line, at distance determined by the age group. This line

must be indicated by a cone, pole or other marking to assist the referee.

For nominated age groups the distance from the goal line is 25 metres.

1. Opposition players will be required to retreat outside the Clearance Zone for both

Goal Kicks and Free Kicks to the Defending Team in the Penalty Area.

2. Goal Kicks must be taken by the Goalkeeper.

3. An Opposition Player cannot enter the Clearance Zone until a player from the team

taking the kick has touched the ball once the whole of the ball has vacated the

Penalty Area.

4. The ball cannot be kicked directly beyond the Clearance Zone. If this occurs, the

kick is to be retaken.

5. If an Opposition Player enters the Clearance Zone prior to a player from the team

taking the kick having first touched the ball, then the kick will be retaken.

6. If in the opinion of the Referee, the Clearance Zone rule is being utilised to waste

time by either the attacking or defending Team, the Players guilty of the perceived

time wasting will be cautioned.

The rule will apply to U12 thru U14 age groups in 2017.

Note the following changes/ differences from previous years:

1. A 25m distance is used for all age groups, with the rationale being they need the

same amount of space from the goal line to be able to play out.

2. The rule applies to both goal kicks and free kicks for the defending team given in the

penalty area.

3. The ball cannot be directly kicked out of the clearance (25m) zone; it must be played

to a teammate in the clearance zone (but out of the penalty area).

Note per the normal FIFA rule Law 13 Free Kicks inside the penalty area to the Defending

team and Law 16 Goal Kicks the ball is in play when it is directly kicked out of the penalty

area.

20 Plaques and Trophies

The policy of the Club is that all players from U6 to U16 will receive, at the end of the

season, a suitable plaque in recognition of playing for the Club.

Furthermore, from 2017 the Club will provide the following additional trophies for U12 teams

and higher only:

• Player of the Year – voted by team management

• Player’s Player – voted by team members

It has been decided that the same player may win both awards.

Also, if teams win competitions or finals, the winning teams will receive a trophy each.

All plaques and trophies will be presented at the respective end of season presentation days

or nights.

21 Coach/Manager Identification Tags

All coaches and managers from U6 upwards (i.e., all teams) must wear an official MWFA ID

tag. All team officials will be issued with a photo ID card, which MUST be worn by all team

officials standing in the “interchange area” located on either side of the halfway line.

The rule is no ID card, no coaching.

The MWFA will not issue the team management photo ID cards unless each official is

registered online. If there is a new team official this year, that official must supply a photo as

part of their registration, if it has not already been done.

Therefore the Golden Rule is:

No Photo, No Paperwork, No ID Card, No Coaching!

The registrars will provide up to date details of who still needs to supply any outstanding

paperwork and/or photo.

The ID card must be worn around your neck, nowhere else.

22 Sponsorship

The Club is always on the lookout for new sponsors. A new series of sponsorship packages

are now available. No matter how small any sponsorship must be approved by the

sponsorship committee via the Club Secretary.

23 Website

Melissa Havranek is again our volunteer webmaster and she will make all efforts to ensure

relevant information is made available when you need it on our website

www.brookvalefc.com. Please feel free to send her any articles you wish to be placed on the

site, or if you have suggestions for improvement (refer to the Club Contacts section for email

and phone details).

24 Canteen Duty

As you may be aware Brookvale FC now run the canteen at Grahams Reserve. We would

like to get even better in 2017 and without help from all of our teams, it will not happen. We

have a hard-working sub-committee who are trying to constantly improve the canteen

system. Your support would be very much appreciated. Each team will be rostered on mainly

for BBQ duty. There will be no coffee making duties involved.

The Club Secretary will organise a roster for teams to assist in the canteen on Saturdays

only (subject to change). The roster will be issued at least 3 weeks in advance to assist

teams to get organised.

• Teams that play in the morning will be rostered in the afternoon.

• Teams that play in the afternoon will be rostered in the morning.

• There will be 2 people per shift.

• Each shift will be 2 hours (or thereabouts).

25 Compulsory Personal Insurance

All registered players are covered by the compulsory personal insurance provided as part of

the registration. This insurance is vital, particularly for the senior players where serious

injuries occur more frequently.

Please refer to the Insurance page on our website for more details, including how to claim

and the link to the claim form.

For senior players, it is highly recommended that additional personal insurance is acquired

on top of the compulsory insurance stated above.
