Welcome to Eastern Kentucky University!

We are very excited you have chosen to further your education at EKU. EKU is the perfect size campus to begin the next journey of your life. There are so many academic and co-curricular opportunities that are offered to you here—one of those activities is fraternity and sorority life. Experience in the sorority community can help you transition to the university and shape your collegiate experience. On behalf of the Panhellenic community, we would like to provide you with this booklet of materials to help you prepare for recruitment in the fall.

Recruitment has been carefully planned to help you adapt to the community, get settled into your classes, and take a look into sorority membership. EKU has eight Panhellenic chapters that you will get to visit on the first two days of recruitment. These chapters are: Alpha Delta Pi, Alpha Gamma Delta, Alpha Omicron Pi, Chi Omega, Delta Zeta, Kappa Alpha Theta, Kappa Delta, and Pi Beta Phi. Learn more about them by visiting their chapter profile (beginning on page 25). These eight chapters are a part of our Panhellenic Council. The Panhellenic Council oversees the chapters and plans events, such as recruitment, to meet the needs of all chapters. The Panhellenic Council is led by a group of seven women from varying chapters that have been elected by the sorority community to lead. In addition to the seven executive officers, there are thirty-two sorority women who have been appointed as your recruitment counselors, also known as Gamma Chis. During the primary recruitment period, Panhellenic officers and recruitment counselors will be working to assist you in finding your home on this campus. Finding your home is not always an easy task. We hope you will take this process seriously, with a positive attitude, an open mind, and a smile on your face. Please use all the resources we have provided you to make the decision that best fits your needs.

PANHELLENIC CREEDWe, as Undergraduate members of women’s fraternities, stand for good scholarship, for guarding of good health, for maintenance of fine standards, and for serving, to the best of our ability, our college community. Cooperation for furthering fraternity life, in harmony with its best possibilities, is the ideal that shall guide our fraternity activities.

We, as Fraternity Women, stand for service through the development of character inspired by the close contact and deep friendship of individual fraternity and Panhellenic life. The opportunity for wide and wise human service, through mutual respect and helpfulness, is the tenet by which we strive to live.

WHAT IS PANHELLENIC?The National Panhellenic Conference (NPC) provides support and guidance for its 26 member inter/national women’s fraternities (sororities) and serves as the international voice on contemporary issues of sorority life. Panhellenic exists to promote the values of and to serve as an advocate for its member groups in collaboration with those members, campuses and communities. For this campus, the EKU Panhellenic Council acts as a regulating and unifying body among the eight NPC organizations located here. It is the responsibility of the Panhellenic Council to handle matters of mutual concern, including planning sorority recruitment! The EKU Panhellenic Council is led by seven officers who have been elected by their peers to serve.

All events listed on the general schedule below are mandatory. You are encouraged to arrive at all events early, dress appropriately, and fed. Snacks will be available on a limited basis. The only meal provided is lunch on Saturday.

Attendance is required at all events listed on the recruitment schedule presented in this book. If you are unable to attend a scheduled event, you are encouraged to participate in Continuous Open Bidding (COB) or in Fall Recruitment 2018. SCHOLARSHIP Sororities are committed to scholastic excellence and lifelong learning. This is exemplified through academic performance. For example, in the Fall 2016 semester the Panhellenic chapters earned a 3.29 GPA, which is .084 above the All-Women’s GPA. Because the fraternity and sorority community’s GPA is above the All-Undergraduate GPA, the community has consistently earned a place on the Gamma Sigma Alpha Honor Roll. Gamma Sigma Alpha is a national honor society for members of the fraternal movement. In addition to maintaining academic standards for members, chapters also provide support programs for members. Examples of support programs include study hours, incentive programs, and much more!

During Panhellenic recruitment, women want to learn all about your commitment to scholarship! Here are some suggestions to start the conversation.

� What does having an education mean to you? � What life event led you to choose your major? � Why do you want to dedicate your life to [insert topic here]? � How will you use your future degree to change the world for the better?

SERVICE Sorority women regularly dedicate their time, talent, and treasure to bettering the world in which we live. This is accomplished through philanthropy and community service efforts. Each chapter holds a minimum of one signature philanthropy event each year to raise money for their selected cause. Additionally, sorority women complete countless hours of community service both together as a chapter and individually.

During sorority recruitment, women want to learn about your commitment to service! Here are some examples to start the conversation. These are questions you might answer for the sorority women and questions you might choose to ask them.

� How do you exemplify a servant leader? � Tell me about your chapter’s annual philanthropy event. How does raising money for that cause affect

you as an individual? � What is the most powerful experience you have has as a result of community service/ philanthropy

events with your chapter?

UNITED FOR GIRLS EDUCATION: CIRCLE OF SISTERHOOD The sorority community of Eastern Kentucky University has adopted the Circle of Sisterhood for their philanthropy. The Circle of Sisterhood Foundation’s mission is to leverage the collective wisdom and in influence of sorority women to support entities around the world that remove educational barriers for girls and women, uplifting them from poverty and oppression.

LEADERSHIP Leadership is defined as a process in which one person can enlist the aid and support of others in the accomplishment of a shared goal. Holding a leadership position in a student organization is a great way to develop personal leadership skills, to network, and to build your resume. Many notable leadership positions on campus are held by members of fraternities and sororities including: Orientation Leaders, GURUs, Student Government Association of officers, and student athletes.

Additionally, the sorority community gives members many leadership opportunities to lead within the chapters and in the community. Each chapter also has development programing including workshops on how to become an effective leader. The leadership skills you build at Eastern Kentucky University will help you be successful in the future.

During sorority recruitment, women want to learn all about your commitment to leadership!

Here are some suggestions to start the conversation. � Describe a past experience that helped you improve your skills as a leader. � What organizations outside of the sorority community would you like to pursue on

campus, and why? � What are your future career goals? How does that relate to your plan to develop

your leadership skills?

LIFE

Sorority membership is a lifelong commitment. Sorority women value sisterhood and

being together for support and fellowship. Joining a sorority is like finding your home away from home. If you are hoping to make a few new friends or are in search of your future bridesmaids, membership in one of our values-based organizations can be the adventure of a lifetime.

At EKU, sorority women engage in a variety of activities together. Women will attendregular chapter meetings, plan annual philanthropy events, and participate in sisterhood activities. Sisterhood activities might include movie nights, road trips, social gatherings, or spontaneous hang outs in the chapter room in North Hall. Notable community traditions include Greek Sing, a song and dance competition, Homecoming, including the construction of floats for the parade and celebration of the football team, and participation in various intramural sports.

During sorority recruitment, we encourage you to connect with the women you meet!

Here are some suggestions to start the conversation. These are questions you might consider asking the sorority women.

� What is your favorite sorority activity? � Why did you choose to join your sorority? � What does your sorority mean to you? � How do you live the values of your sorority daily?

Dear Parents,

College is a time for individuals to learn more about themselves and can shape a young woman into the person she was meant to become. As a parent, you want the very best opportunities for your daughter. Panhellenic encourages members to strive for personal development and to work towards completing their personal goals. The main purpose of attending college is to pursue a higher education and to obtain professional skills that will bene t your daughter in the next phase of life. Academic success is a strong focus within the Panhellenic Community. In addition to academic success, Panhellenic offers students the change to gain experience with community service, social skills, and networking opportunities.

Membership in a sorority is a great way for your daughter to become involved at EKU and create life-long friendships, values, and skills. The Panhellenic Community is a campus organization I think every woman has s place in and a college experience that compare to no other, I ask that you support your daughter as she goes through the Recruitment Process at EKU. This guide will not only help your daughter, but you as well to better understand what exactly the Panhellenic Community is and how our recruitment process works. In order to participate in Fall Recruitment, you must register online by the registration deadline. To register, visit http://greeklife.eku.edu/sororityrecruitment. The registration deadline is Tuesday, August 22 at 12 p.m. No late registration or late payments will be accepted.

The fee to participate in Fall Recruitment is $45 and covers the cost of the event t-shirt, the meal on Saturday, and other programming costs. It must be paid online at the conclusion of the registration process. You are not considered fully registered until you have completed the online application and paid the fee.

The online application must be completed in one sitting. We recommend gathering the following prior to beginning your application:

� Student Identification Number: This is casually referred to as your 901#. The number was included in your acceptance materials from the University. If you need assistance locating your 901#, review the process for retrieving your Student Identification number on the Office of the Registrar’s website at http://registrar.eku.edu/ student-id-request. � Parent/Guardian Contact Information: The application asks for emergency contact information, including your parent

guardian’s email address. Parents/guardians will receive updates during Fall Recruitment about the process; therefore, be sure the information provided is accurate. � Final High School Transcript and/or College Transcript: Your academic information will be confirmed with what the

university has on file. You will be asked to provide your final, unweighted high school GPA, your ACT or SAT score, and any college credit (hours and GPA) you may have. � Resume: The online application will ask you to enter your past honors and involvement. This includes academic

awards and scholarships, organizations, clubs, sports teams, service projects, etc. You are encouraged to use your resume to be sure you include all relevant information. The sororities want to get to know you before you arrive! � Digital Photo: You are required to submit a digital photo. Chapters will use the photograph to identify you during Fall

Recruitment, so please submit a photo of only you (from the shoulders up). � Credit or Debit Card: You will be asked to submit the $42 payment online at the conclusion of the process. � You will receive a confirmation email when you submit your online application. It will include our contact information as

well as a copy of the enrollment disclaimer you agreed to at the start of the application. Additional email communication will be sent throughout the summer, so be sure to check your email regularly! � If you choose to withdraw from the recruitment process and would like a refund, you must do so prior to August 1,

2014 at 5 p.m. Notice of withdraw must be submitted to [email protected] by the student choosing to withdraw. Women who withdraw after August 1 or leave during the process will not receive a refund regardless of the date they chose to register or the circumstance under which they leave the process.

ACADEMIC REQUIREMENTSThe Panhellenic Council does not set a minimum academic standard for participation in sorority recruitment. Each organization maintains their own academic standards for sorority recruitment as well as continued membership. Each organization’s expectations are listed on their chapter profile page.

In order to ensure each potential new member (PNM) the maximum opportunity to join a sorority, the Panhellenic Council recommends a PNM have a 2.7 high school or 2.5 college GPA minimum in order to participate in Fall Recruitment. Women with GPAs below the listed recommendation typically have fewer options to join.

Individuals who register and have a GPA below the recommended standard listed above will be contacted prior to Fall Recruitment by a representative of the Panhellenic Council.

HOUSING:Once a new member has accepted a bid to an organization, many times they will get the opportunity to move up to their floor in North Hall. Some organizations have it written in their bylaws that a member must live a certain number of semesters on the floor, while other organizations give members the freedom to choose. Each fall after bid day, new members will be contacted by the President or other chapter officer, and made aware of how many spaces there are available on the floor. It is up to the organization on how they decide who gets those spaces.

Because North Hall is very popular, many times there is a waiting list. Once a decision has been made on who will move to the floor, the new member will contact the RHC of North Hall and get specific instructions on the dates and times that the room change can be made. Dates and times for room changes vary each year and are decided by the Housing Office. If spots on the floor are still available in the spring, there will also be a spring room change period that members may move over as well.

FINANCIAL REQUIREMENTS Joining a sorority represents a significant financial obligation. The Panhellenic Council is committed to providing realistic financial information about the chapters at Eastern Kentucky University.

Sorority membership should only be pursued by women who are financially prepared. This does not mean sorority membership is only for the wealthy. Many women work throughout the year to pay their dues.

Dues for the first semester in an organization range from $550 to $650, the average cost is $582. The first semester is typically more expensive because of the cost to facilitate a new member education program, to purchase the initiation certification and badge/pin, as well as other one time fees.

Dues for subsequent semesters range from $280 to $450, the average cost is $339. Please note some chapters’ dues are different in the Spring Semester as compared to the Fall Semester. Membership dues could include but are not limited to: national membership fees, event insurance, chapter programming expenses, sisterhood activity expenses, Panhellenic dues, etc. It is also important to note there can be additional, non-mandatory expenses women in a sorority could be confronted with.The information provided above was collected by the Panhellenic Council from each chapter in order to education women prior to their decision to pursue membership. Specific questions about the dues for an individual chapter should be directed to the chapter during the recruitment process or following your acceptance into the organization but prior to the completion of a membership expectations contract or agreement.

FRATERNITY Fraternity is a social experience based on the fundamental right of a free people to form voluntary associations. It is one of the enrichments of college life.

MUTUAL CHOICE The young woman who wants a fraternity experience will find it possible to belong on most campuses today. Fraternity membership is a social experience arrived at by mutual choice and selection. Fraternity membership is by invitation.

Fraternities exist because they:

� Provide a good democratic social experience. � Give value beyond college years. � Create, through their ideals, an ever-widening circle of service beyond the membership. � Develop the individual’s potential through leadership opportunities and group effort. � Fill the need of belonging.

Fraternities continue because:

� Young women feel a continuing need to belong. � Parents appreciate fraternity values and standards and cooperate to make membership possible. � College administrations, recognizing the values of fraternities, continue to welcome them on their campuses and to

invite them to establish new chapters.

MUTUAL SELECTIONRecruitment is a mutual selection process that balances the preferences of each potential new member (PNM) with those of the sorority chapters. The Panhellenic Council strives to allow every young woman an opportunity to find a sorority that best suits her personality, interests and future goals while providing an organized and unbiased membership selection process for the chapters.

Invitations are only guaranteed to potential new members for the first round, which is on Thursday and Friday. There is no guarantee that a PNM will be invited to attend the second (Saturday) or final (Sunday) event rounds. Invitations to subsequent rounds are made based on the selections of the chapters and the preferences of the PNMs. PNM schedules will be maximized so they are able to meet with as many chapters as possible during their recruitment experience.

Therefore, there is no guarantee a woman will receive a bid to any sorority. However, if a PNM progresses through the weekend and attends all the events she is invited to during the final event round and lists each of those chapters on her preference card that night, she will receive a bid to one of those chapters.

There is no specific formula that explains why a woman is released from a particular chapter or why a woman prefers one chapter more than another. The Panhellenic Council makes every effort to allow each PNM the best opportunity to join the sorority of her choice, but there are no guarantees a young woman will be placed within that specific sorority. It is important to keep an open mind during recruitment and to use the time to meet and make new friends!

RECOMMENDATION LETTERSA recommendation letter* is a form completed by an alumna member of a sorority on behalf of a potential new member (PNM). The purpose of a recommendation letter is to introduce a PNM to a chapter prior to recruitment. Recommendation letters are not required in order to participate in Fall Recruitment. If a chapter is interested in receiving a recommendation letter, they will obtain it from an alumna on behalf of a PNM. *Please note recommendation letter is the generic term used to describe the process by which a PNM is introduced to a chapter by an alumna. It can be called a reference, a RIF or another term. Alumnae with questions should contact their inter/national organization’s headquarters.

Recruitment Counselors, known as Gamma Chis, are the backbone Panhellenic Recruitment. They are sorority women who have temporarily put their letters aside to guide you through the recruitment process. They were selected by their chapters to apply, interviewed with the Panhellenic Council, and participated in extensive training program just for you. They are prepared to help!

The duties of Recruitment Counselors

� Listen to you! � Keep everything you say confidential. � Provide unbiased counsel and support. � Remain disaffiliated from her sorority. � Encourage you to remain open minded. � Provide a positive environment. � Assist you as you navigate the recruitment schedule. � Serve as a mentor as you begin or continue your collegiate career. � Celebrate you and your decisions. � Be a glimpse into your future life as a sorority woman.

Will my grades suffer if I join a sorority? The All-Panhellenic average at EKU is consistently higher than the non-sorority women’s average. The Fall 2016 Panhellenic GPA was a 3.24 while the non-sorority women achieved a 3.156. Each sorority has its own scholarship program that will help you succeed academically as well as learn to effectively manage your

time outside of class.

Will I be able to work in addition to being in a sorority? Many chapter members at EKU have jobs in addition to being in a sorority. The best piece of advice we can give you is to practice good time management! Additionally, we encourage you to communicate your work schedule to your chapter in advance. Each chapter has a unique policy for handling excuses from events. Just like you should notify a professor in advance if you will miss a class, you should notify your sorority if you will need to miss an event. Members who do not communicate their academic and work obligations are often frustrated when they receive fines for

missing sorority events. Communication is key!

What is a legacy? A legacy is defined differently by each inter/national organization. However, in general, a legacy is defined as a women whose sister, mother or grandmother is a member of a National Panhellenic Conference sorority. Most chapters are asked by their inter/national organization to get to know each of its legacies participating in recruitment. It is important to note a sorority is not obligated to offer a bid to a legacy, and a potential new member is not obligated by anyone to commit to a chapter where she is a legacy. Please remember that the ultimate decision to join a chapter rests with you. You should not make a decision or be under pressure based on your legacy affiliation. You should make a choice based on where you are most comfortable, not on the experience of another individual.

If I am going through recruitment as a sophomore or going through again, am I at a disadvantage?Many women choose to go through recruitment as a sophomore, junior or senior for various reasons. As long as your college GPA is at least a 2.5, and you have been involved in campus and community activities you should not have a problem. For those going through recruitment a second time, there is a chance that chapters that released you the first time through will release you again. You should keep an open mind and discuss all the activities you have been involved in over the past year as well as let the sororities know why you are going through a second time.

What if I don’t visit the maximum number of chapter during each round? During the recruitment process, the number of chapters a PNM will visit each day will vary from one woman to the next. The majority of women who go through recruitment do not have full schedules of events to attend. The number of events is not important; it is the conversations and people you are interacting with that are important. Everyone is attempting to narrow it down to one chapter in the end!

Am I guaranteed to receive an invitation for membership (bid) from a chapter? Invitations are only guaranteed to a PNM for the first round on Thursday and Friday. There is no guarantee you will be invited to attend the second event round (Saturday) or final event round (Sunday). There is no specific formula that defines why a woman is not invited back. Therefore, there is no guarantee you will receive a bid to any sorority. However, if you progress through the process and attend all the events you are invited to Preference night, you will receive a bid to one of those chapters.

The Panhellenic Council promotes safety and discretion at all chapter-sponsored activities. Kentucky state law, University policies, and Council policies regarding alcohol consumption are strictly enforced. Additionally, all chapters utilize their own risk management procedures to decrease the likelihood of accident or injury at fraternity and sorority social events. The following is taken from The Fraternal Information & Programming Group (FIPG) Risk Management Manual, which is enforced as a standing rule of the Panhellenic Council:

“The possession, sale, use or consumption of ALCOHOLIC BEVERAGES, while on chapter premises or during a fraternity event, in any situation sponsored or endorsed by the chapter, or at any event an observer would associate with the fraternity, must be in compliance with any and all applicable laws of the state, province, county, city and institution of higher education, and must comply with either the BYOB or Third Party Vendor Guidelines.”

No alcoholic beverages may be purchased through or with chapter funds not may the purchase of same for members or guests be undertaken or coordinated by any member in the name of or on behalf of the chapter. The purchase or use of a bulk quantity or common source(s) of alcoholic beverage, for example, kegs or cases, is prohibited.

OPEN PARTIES, meaning those with unrestricted access by non-members of the fraternity, without special invitation, where alcohol is present, are prohibited. No member, collectively or individually, shall purchase for, serve to, or sell alcoholic beverages to any minor (i.e. those under legal drinking age).

The possession, sale or use of any ILLEGAL DRUGS or CONTROLLED SUBSTANCES while on chapter premises or during a fraternity event or at any event that an observer would associate with the fraternity is strictly prohibited. No chapter may co-sponsor an event with an alcohol distributor or tavern (tavern defined as an establishment generating more than half of annual gross sales from alcohol) at which alcohol is given away, sold or otherwise provided to those present. This includes any event held in, at or on the property of a tavern as defined above for purposes of fundraising. However, a chapter may rent or use a room or area in a tavern as defined above for a closed event held within the provisions of this policy, including the use of a third party vendor and guest list. An event at which alcohol is present may be conducted or co-sponsored with a charitable organization if the event is held within the provisions of this policy. No chapter may co-sponsor, co-finance or attend or participate in a function at which alcohol is purchased by any of the host chapters, groups or organizations.

All recruitment activities associated with any chapter will be non-alcoholic. No recruitment or rush activities associated with any chapter may be held at or in conjunction with a tavern or alcohol distributor as defined in this policy.

No member or pledge, associate/new member or novice shall permit, tolerate, encourage or participate in “drinking games.” The definition of drinking games includes but is not limited to the consumption of shots of alcohol, liquor or alcoholic beverages, the practice of consuming shots equating to one’s age, “beer pong,” “century club,” “dares” or any other activity involving the consumption of alcohol which involves duress or encouragement related to the consumption of alcohol.

HAZING CODEThe Panhellenic Council cares about the health and safety of potential new members, new members and members. Therefore, hazing in any form is strictly forbidden by both University and Council policies. Additionally, hazing is against state law.

Hazing is defined as “any reckless or intentional act, occurring on or off campus, that produces physical, mental, or emotional pain, discomfort, humiliation, embarrassment, or ridicule directed toward other students or groups (regardless of their willingness to participate), that is required or expected of new members and which is not related to the mission of the team, group, or organization. Preference Round – Sunday, August 27 Preference Round is the final event round. This is the dressiest event of the week. NPHCThe National Pan-Hellenic Council at Eastern Kentucky University is the governing body for the historically Black Greek-Letter Organizations (BGLOs). Currently, there are six organizations on the yard. Please see their chapter profiles below.

Nationally, there are nine BGLOs recognized by the National Pan-Hellenic Council (NPHC). They are known as the Divine Nine. These historically service-based fraternities and sororities represent over 1.5 million members internationally. The council promotes interaction through forums, meetings, and other mediums for the exchange of information and engages in cooperative programming and initiatives through various activities and functions.

Alumna (plural: Alumnae)- An initiated sorority member who is no longer in college.

Bid- An invitation extended by only one sorority per potential new member on Bid Day; this is the formal invitation to become a new member of that sorority.

Chapter- The women comprising each local collegiate

group of an inter/national sorority. EKU has eight sorority chapters on campus that participate in Fall Recruitment.

Continuous Open Bidding (COB) - The period other than fully-structured recruitment when Panhellenic sororities acquire new members.

Fully-Structured Recruitment- The formal process of

mutual selection by which chapter incite potential new members to join their sorority at the start of the fall semester.

Initiation- The formal ceremonies by which new members complete membership into a chapter and receive full membership privileges.

Legacy- A women whose mother, sister or, in some cases, grandmother or half-sister is an alumna or current undergraduate member of a sorority. A sorority is not obligated to offer a bid to a legacy, and a potential new member is completely free to choose the sorority of her individual preference.

National Panhellenic Conference (NPC)- NPC provides support and guidance for its 26 member inter/ national women’s fraternities (sororities) and serves as the international voice on contemporary issues of sorority life. NPC exists to promote the values of and to serve as an advocate for its member groups in collaboration with those members, campuses, and communities.

New Member- A potential new member who has accepted the bid of a sorority and has taken the first step toward full membership but has not yet been initiated.

Panhellenic Association- The term that refers to all

members of the sorority community at Eastern Kentucky University.

Panhellenic Council- An organization composed of representatives of each sorority chapter who acts as the central governing body of all NPC sororities on a campus.

Panhellenic Executive Council- This is the of official name used to refer to the six of officers who lead the Panhellenic Council.

Potential New Member (PNM) - An unaffiliated women who attends Fall Recruitment or participates in Continuous Open Bidding.

Quota- The number of new members that each Panhellenic sorority may select during Fall Recruitment.

Recruitment Counselor (Gamma Chi)- A Panhellenic representative who assists PNMs during recruitment. This woman completely disaffiliates from her sorority to provide objective advice and support.

Recruitment Group- A group of 20-30 women who are led by a pair of Recruitment Counselors. This group will attend all of the Open House events together on the first day of recruitment.

Rec Letter- A recommendation letter written by an alumna. These letters are not required for participation in recruitment.

Ritual- The traditional rites and ceremonies of a fraternity or sorority; these are almost always private and known only to initiated members of a fraternal organization.

Sorority (Women’s Fraternity)- A values-based, social experience based on the fundamental right of a free people to form voluntary associations.

Total- The allowable chapter size as determined by the Panhellenic Council that includes both new members and members. Chapter total is the total number of members that a chapter may recruit to during Continuous Open Bidding. If a chapter has less than total, they may participate in COB. The Panhellenic Council evaluates this number each year. It usually reflects average chapter size.

Continuous Opening BiddingInformal recruitment, known as Continuous Open Bidding (COB), begins at the conclusion of Fall Recruitment and continues until the end of the spring semester. Chapters with available spaces in their organization plan and publicize their own events. The Panhellenic Council is not responsible for COB; however, the Panhellenic Council does aid chapters in the confirmation of potential new member (PNM) academic records. Therefore, you may be asked to register online for COB. In order to participate in COB, a chapter must be below chapter total. Chapter total is set automatically after the conclusion of Fall Recruitment based on average chapter size. The philosophy behind chapter
