Additionalstaffing,trainingandequipmentwereabenchmarkthisyear.ItismygoalasChieftocontinuetheadvancementsoftheWPDandtocontinueevaluatinglawenforcementpracticesandensuringtheWPDareoperatingwithbestpractices.

PolicinghasbecomeoneofthemostscrutinizedprofessionsintheWorldandittakesspecialpeople to be successful. We have an incredibly dedicated staff in this organization, and I am proud of each one of them.

Mayor Jeff LongwellMayorJeffLongwellwaselectedintoofficeinApril2015.Heisalong-timeresidentofWichita.Hegrewupinawest-sideneighborhood,andattendedWestHighSchoolandWichitaStateUniversity.

MayorLongwellbeganhiscommunityinvolvementasamemberoftheMaizeSchoolBoardofEducation.Heservedtherefor12years,duringwhichtimeheservedasPresidentandVice-President,aswellasinagovernmentalrelationsrole.TheseexperiencesledtohisinterestinrunningforCityCouncil,towhichhewaselectedasaDistrictIVCouncilMemberinApril2007.

MayorLongwell’sgoalsandobjectivesaretomovetheCityofWichitaforwardbypromotingeconomicdevelopmentamongcityandcountylines,generatingjobs,andcreatingabusiness-friendlyenvironment.MayorLongwellhaschampionedmanyissuesrelatedtoimprovingthecommunityincludinggovernmentalaccountability,accessibilityandtransparency,economicdevelopmentandjobcreation,strategicregionalpartnerships,qualityoflifeissues,astronginfrastructureandpublictransit.

City Manager Robert LaytonCityManagerRobertLaytonhasbeeninvolvedinlocalgovernmentmanagementformorethan35years.HebecameWichita’sCityManageronFebruary2,2009.HeservedasCityManagerfrom1984to2008inUrbandale,IA.BeforegoingtoUrbandale,hewasanassistanttotheCityManagerinDesMoines,IAfrom1980to1984;priortothat,hewasabudgetanalystandpublicmanagementinternforKansasCity,MO.

LaytonearnedagraduatedegreeinPublicAdministrationfromSyracuseUniversity,abachelor’sdegreeinPublicAdministrationfromDrakeUniversity.

Layton is a member of the International City/County Management Association, a former President of theIowaCity/CountyManagementAssociation,andaformerexecutiveboardmemberoftheIowaLeague of Cities.

•The Wichita Police Department (WPD) completedcontractswithNicheTechnologytoimplementanewRecordsManagementSystem.

•TheWPDpurchasedtwo,SmallUnmannedArielVehicles(sUAV).AsUAVpolicywasdevelopedwithapublicengagement process and citizen input.

•TheWPDViolentCrimesTaskForce(VCTF)teamswerecentralized.Themovewastobetterutilizeresourcesandaddress violent crime. The transition provedtobesuccessfulwith510casesgenerated,504arrests,698gangcontacts, 139 guns seized, over $20,000 seized,drugsseizedand151violentcrimescenes made.

•TheWPDcompleteditstransitiontonewnavy blue uniforms. The transition process wasseveralyearswithfinalapprovalin

2017.WPDstaffhaduntilMarch2019totransitionintothenewuniforms.Thetransitionprovidedblanketuniformitytoall department members and increased uniformtypeavailability,allowingforaproperfitforeachdepartmentmember.

•The WPD made strides in the implementationofa2016staffingstudy.ThestaffingstudyincludedthehiringofCrimeAnalysts,CommunityServiceOfficersandadditionalpatrolofficers.Atotal of 22 additional commissioned staff werehired.

•TheWPDlaunchedOperationSave-A-Casing. This program is a partnership withlawenforcementagenciesatthe local, state and federal levels and withthecommunitytocombatfirearmrelated crime.

•The City of Wichita launched the Gunshot DetectionSystempilotproject,whichusessensorstolocatewheregunfireoccurs.Thepilotprojectwillrunthrough2019.

•The WPD signed a Memorandum of Understanding(MOU)withWichitaStateUniversity(WSU)ShockerStudios.Thepartnership has proven to be essential inassistingtheWPDinprovidingqualitymessaging to Wichita.

•The WPD committed to testing 100 percentofsexualassaultkits.ThecommitmentisincollaborationwiththeSedgwickCountyDistrictAttorney’sOfficeandtheSedgwickCountyRegionalForensicScienceCenter.

•TheWPDjoinedthenationaltrendofpolice departments that post lip sync videos.ThesongchosenwasSevenNationArmybytheWhiteStripes.

•WPDofficersreceivedfederally-fundedtraining through the Department of Justice that focused on tactics and de-escalation techniques.Thetraining,“T3Training,”standsfor Tact, Tactics, and Trust.

•TheWPDHomelessOutreachTeam(HOT)received national recognition for their efforts in combating homelessness. As part of this recognition,theUnitedStatesInteragencyCouncilonHomelessnessinWashingtonD.C.invitedteamdeveloper,OfficerNateSchwiethale,tospeaktofederalagenciesonthe successes in Wichita.

•OfficerAlexBielerreceivedmultipleawardsand recognitions for his heroic actions that savedthelivesoftwowomenwhohadcaughtonfireatalocalrestaurant.

•The WPD had record attendance in the 2nd annualSpanishCitizen’sPoliceAcademy.

•The WPD gained national attention from investigating the death of 5-year-oldLucasHernandez.

•WPDOfficerHeatherFrazierstartedleading animal cruelty investigations. Shehasextensivetrainingandexperienceinthisfield.

•The WPD launched the community crime map. The service is a crime-mapping service,inpartnershipwithLexisNexis,andit provides up-to-date crime data through online,filteredcommunitycrimemapping.

•OfficerStacyWoodsonandhis10-year-oldsonaretragicallykilledinanoff-dutymotorcycle accident.

•TheWPDparticipatedin“NoShaveNovember.”Theeventraised$3,300fortheAmericanCancerSociety.Inaddition,DetectiveRyanShoemakerreceivedthewinner’strophy.

•TheIntrustBankArenawasthehomeofthefirsttworoundsoftheNCAAtournament. The WPD provided a safe environment for the sports enthusiasts. Onlyeightarrestsoccurredduringthefour-day event in March.

•TheWPDofficiallylaunchedthenewmotorcycleunitonFeb.1.TheWPDmotorcycles had not been in operation since March of 2001 and is part of thenewlycentralizedtrafficunit.Themotorcycle unit is instrumental in enforcing trafficlawsthroughoutWichita,inanefforttoreduceaccidents,injuriesandfatalities.

•TheWPDopenedthenew,state-of-the-art training facility located on the Wichita StateUniversity(WSU)InnovationCampus. The three-story, multiagency facilityfacilitatespartnershipsbetweentheWPD,SedgwickCounty,SedgwickCountySheriff’sOfficeandWSUcriminaljusticeprogram.

•OfficersChrisMains,KylePerry,SkylerBoatright and Chris Ronen received Gold WreathsofHonormedals.Priortothisyear,onlytwolivingofficershavereceivedtheaward.

•The WPD had a record year at the Wichita Riverfestwithonlytwoarrests,thelowestnumber in decades.

TheFieldServicesDivisionisthelargestWPDdivision.Currently,439staffmembersareemployedasPatrolOfficers.Theseofficersareavailabletoansweremergencycalls every minute of every day. Their focus is on building partnerships, identifying crime trends, proactively addressing problems areas, and providing emergency services. The success of this division is essential to the WPD achieving its goals.

Thisyear,officersrespondedto243,846emergencycallsandtheBroadwayCorridorTeam(BCT)andmotorunitwereboth fully-functional.

The BCT focused on crime and criminal elementsintheBroadwaycorridorarea.Theyworkedfromcars,onbicyclesandonfoot.Theirdedicatedworkcontinuedtoimpact crime in this thoroughfare through Wichita,knownfordrugs,prostitutionandviolentcrime.Specifically,theBCT:

• Contacted 17,882 citizens, 529 businesses contacts, 4,680 student contacts and 260 motels

• Arrested 665 individuals. 895 misdemeanor arrests and 400 felony arrests

• Issued 546 citations

• Partnered with Kansas Safe Kids to pass out bicycle helmets to kids

• Partnered with the Kansas Food Bank to deliver food boxes to the five schools in the corridor area

• Participated with Special Olympics Summer Games, handed out medals to Special Olympic athletes and participated in two Special Olympic fund raising events, helping to raise $3500

• Continues to collaborate with the WPD vice Unit, and patrol officers conducting sex trafficking stings. Specifically, 15 sex trafficking assignments occurred since the beginning of the BCT. Officers have arrested 121 individuals for sex-related crimes

• Recovered 35 stolen vehicles

The WPD motor unit also made positive impactsinWichita.ThenewmotorcycleunitwaslaunchedonFeb.1.TheWPDmotorcycle had not been in operation since Marchof2001andispartofthenewly-centralizedtrafficunit.Themotorcycleunitisinstrumentalinenforcingtrafficlawsthroughout Wichita, reducing accidents, injuriesandfatalities.Forinstance,theunitwrote23,617trafficcitations,issued1,340warnings,arrested167driversundertheinfluenceofalcoholandassistedininvestigating164accidents.

TheWPDalsocontinueditsworktoaddressviolentcrimeinpartnershipwiththecommunityoutreacheffort“SeeSomething,SaySomething”campaign.Thecampaignconsistedof WPD personnel and community members workingtogetherandencouragingcitizenstosaysomethingiftheyseesomething.Flierswiththeviolentcrimestipnumberweregivenoutfor

citizenstocallpolicewithinformationregardingviolentcrimes.Partnershipswiththecommunitycontinue to be instrumental in addressing and reducing violent crime.

The WPD received national attention during the firsttworoundsoftheNCAAtournamentthatwereheldatIntrustBankArenafromMarch

14-17.TheobjectiveoftheoperationalplanwastoprovideasafeandsecureenvironmentforcitizenswhoattendedtheNCAATournamentbyprovidingavisibledeterrentaswellastrafficcontrol.Officersworkedduringalltheactivitiestomakesureeveryonestayedsafe.Officersmonitoredalltheactivitiesonfoot,bicycle,patrolvehicle,horseback,ATV,andbycameras.Overall,WPDofficersrespondedto108calls,wrote

36casesandmadeeightarrestsduringtheevent.Thearrestswereforcriminaldamageto property, driving on a suspended license, aggravatedbattery,warrants,possessionofdrugparaphernalia,possessionofmarijuana,aggravated battery — dv, possession of narcotics,andunlawfuldischargeofafirearm.

TheWPDfielddivisionalsocontinues to strive to reach the community by utilizing technology. Forexample,theWPDjoinedthenational trend of police departments to produce lip sync videos. The song chosenwasSevenNationArmy,bytheWhiteStripes. In addition, the City of Wichita launched the GunshotDetectionSystem(GDS) pilotproject,whichusessensorstolocatetheoriginofgunfire.Wichitaisthefirstcityintheworldtousethis particular technology system. Thelocationswerechosenbasedon crime data collected over the pastthreeyearsandrequestsfromresidents in the selected areas. The City of Wichita did not release the

exact locations of the sensors to help the validity ofthepilotproject.Thesensorscanpinpointgunfirewithinaone-square-milearea.Whenthe sensors detect a gunshot, multiple sensors determine the location, time, date, type and directionofthegunfire. 911Dispatchreceivestheinformationwithinsecondsandsendsofficerstothearea. Theone-yearpilotprojectwillconsistof several phases. In each phase, the accuracy ofthesensorswillimprove.TheCommunitySafetygrantisfundingtheGDSpilotproject.Itis much more affordable than similar technology fromothercompanies,providingasignificantcost savings of thousands of dollars annually. ThetechnologyispartoftheCityofWichita’sStreetSmartapproachtoSmartCities,usingtechnologytoaffectcitizens’livespositively.Thepilotprojectwillrunthrough2019.

TheWPDawardedGoldWreathsofHonormedalsforthefirsttimeindecades.OfficersChrisMains,SkylerPerry, Boatright and Chris Ronen receivedGoldWreathsofHonormedalsfortheirheroicactionsduringa2017case.Untilthen,onlytwolivingofficershavereceivedtheaward.

OnApril12,2017,officersKylePerryandSkylerBoatrightwereconductingsurveillanceonasuspect,whotheyknewtohaveaKansasDepartmentofCorrections(KDOC)warrantandaviolent history. During the surveillance, theofficersobservedthesuspectgettingintoavehiclealongwithafemale.Theofficersattemptedtostopthesuspectwhenthesuspectrefusedtostop,

The WPD had a record year at the Wichita Riverfestwhereonlytwoarrestsweremade,thelowestnumberindecades.TheWPDwerepartoftheplanningandpreparation of the event.

acceleratedandfledfrompolice.ThepursuitcontinuedthroughSedgwickCounty,intoSumnerCountyandinvolvedofficersfromtheWPD,SedgwickCountySheriff’sOfficeandSumnerCountySheriff’sOffice.Duringthepursuitofficersengagedsporadicgunfirefromthesuspectvehicle.Despitetakinggunfire,theofficerscontinuedtopursuethesuspect’svehicleuntilitbecamedisabledonK-15inSumnerCounty.Thesuspectexitedthevehicleandtookthefemaleoccupantasahostage,standingbehindherwithafirearm.Thesuspectagainshottowardstheofficersanddeputies.Officersanddeputiesengagedthesuspect,firingbackandstrikinghim.Thesuspectthentookhisownlife.

Due to their courageous acts and placing theirownpersonalsafetyonholdinordertosaveahostage,theofficersreceivedthehighlysought-afteraward.

Staffinginthefieldservicesdivisioncontinued to be a high priority for WPD executivestaff.In2016,astaffingstudyexaminedWPDstaffing.Oneitemidentifiedinthestudyasanareaofimprovementwasthe implementation of non-commissioned CommunityServiceOfficers(CSO)toassistpatrolofficerswithminorcallsforservice.TheWPDhiredsixCSOs.ThehiringoftheseofficersispartofphaseIoftheWPDstaffingstudy.Theofficerswillberesponsibleforintoxilyzeroperation,trafficcontrol,investigating minor accidents, prisoner transports,evidencepickup,addressingmiscellaneous animal complaints and other miscellaneous complaints.

The Investigations Division is comprised of three investigative bureaus that are primarily responsibleforthefollow-upinvestigationofcrimes committed against persons or property intheCityofWichita.CasesareforwardedbyFieldServicesDivision(patrol)andourPoliceCaseDesk,andarereviewedbysupervisorsand detectives.

This year, many people focused on the highest number of homicides that has occurred in Wichitaindecades.Thenumberendedat44.However,acloseexaminationofthecasesrevealeightjustifiablehomicides,whichisthehighestonrecordandjumpeddramaticallyfromtwoin2017.Whentakingawayjustifiablehomicides,both2017and2018tiedat36.Moreover, thefts of guns from vehicles and homescontinuetobeacontinualissue.Forexample,in2018Wichitaexperiencedalmost4,000theftsfromvehicles,andinthosecasesapproximately300gunswerestolen.

Stolengunsareagreatconcerntolawenforcement, as they have the potential to be used in violent crimes. To illustrate, thisyearaburglarwithastolengun,shotanoff-dutyWPDOfficerinsidehishome.Additionally,asuspectshotandkilledSedgwickCountyDeputyRobertKunzeintheline-of-dutywithastolengun.

The WPD continues to encourage responsible gunownershipandstorage.Severalstorageoptionsexisttokeepfirearmssafeandsecure inside a vehicle. Additionally, the WPD

encouraged licensed gun dealerships to educatetheircustomersonwaystosecuretheirfirearms. 

TheVCTFteamswerecentralizedandassigned to the investigations Division. Thismovewastobetterutilizeresourcesandaddressviolentcrime.Themovewasinstrumental in reducing violent crimes in Wichita.Specifically,theteamwentto151violentcrimescenes,andthefollowingarestatisticsfromthisyear:

• 510 cases generated

• 504 arrests

• 698 gang contacts

• 139 guns seized

• 35lbs of marijuana seized

• 255 ecstasy doses seized

• 21 grams of Crack seized

• 8 grams of heroin seized

processed4,106latentprintsandprocessed426,307digitalimages.Additionally,theCSIInvestigatorshad724automatedfingerprintidentificationsystem(AFIS)hitsleadingto760positivecomparisonslastyear.ThesupportiveworkoftheCSIteamshelpedleadtosuspectidentificationandsuccessfulcharging of suspects in court.

TheSupportServicesDivisionprovidesservicestothedepartmentaswellastothecommunity.The Division is made up of the Administrative ServicesBureau,RecordsBureau,andtheTraining Bureau.

MuchoftheaccomplishmentsoftheSupportServicesDivisioncarriedoverfromworkthatbeganin2017.In2016,leadersidentifiedtheneedforanewRecordsManagementSystem(RMS).DeputyChiefAnnaHattermademanycontributionstothisprojectwhenshecommanded the records bureau. This year, the WPDcompletedcontractswiththechosenRMSvendor,NicheTechnology,toimplementthenewRecordsManagementSystem.TheWPDhasbegunroundoneofworkonthismassivetransition.ThedevelopmentofaRMSCoreteamconsistedoffieldpersonnel,investigationspersonnelandrecordspersonnel.TheRMSCoreTeamisworkingcloselywithDetectivesandPatrolOfficerstoidentifythemostefficientsystemconfigurations.Throughout2019,the

Beingsuccessfulbeginswithqualitytraining. This year, the WPD advanced towardreceivingandhostingmorequalitytrainingwiththeopeningofthenewstate-

of-the-art training facility located on the WSUInnovationCampus.Thethree-story,multiagency facility brings partnerships betweentheWPD,SedgwickCounty,SedgwickCountySheriff’sOfficeandtheWSUcriminaljusticeprogram.Thefacilityincludes classrooms, a dispatch training room,amockholdingcell,acrimesimulation

room and a gym. The facility is instrumental in ensuring the WPD has up-to-date training andoperatingwithinbestpractices.Atthegrand opening, Chief Gordon Ramsay called thefacility,“onewecanbeproudof.”

The training facility has been the home of several academy recruit classes and WPD mandatory in-service training. During thein-servicetraining,officersreceivedfederally-funded training thorough the Department of Justice that focused on tactics andde-escalationtechniques.Thetraining,“T3Training,”standsforTact,Tactics,andTrust.Allfieldpersonnelreceivedthetraining.Polis-solutions.net described the training asan“evidence-basedpolicetrainingsystemthatcombinesessentialofficersafety, communication, and trust-building skillsintoaunifiedcurriculum.Theseskillsdetermineofficers’safetyandeffectivenessoneverypublicinteraction,aswellasduring

Charles Giberti is the supervisor of the unit andhasanexcellentteamwithawidearrayof education and experience. Their expertise willbevaluableinidentifyingcrimetrendsand developing strategies to combat crime in Wichita.Hereisalittlebitaboutthecurrentcrime analysts.

Alex Stadler AlexStadlergraduatedwitha degree in Management InformationSystems,M.I.S.,atWichitaStateUniversity.HehasexperienceworkinginIT,databasemanagement, and data analytics. AlexstartedworkingfortheWichitaPolice Department in the Crime AnalysisUnitinJune.

Also, the WPD held its second annual SpanishCitizen’sPoliceAcademy.OfficerPaulCruz,whoistheHispanic/LatinoliaisonofficerfortheWPD,leadsthisprogram.TheSpanishCitizen’sPoliceAcademy had a small group of participants thefirstyear.However,amarketingcampaignlaunchedincollaborationwithlocalSpanishradiostationsandHispanic

community leaders led to a successful second year.Over50peopleappliedfortheSpanishCPAand49citizenswereacceptedintotheclass. The record number made the class the largestclassonrecordfortheSpanishCitizen’sPolice Academy in WPD history.

The administrative bureau also had accomplishments and programs develop throughouttheyear.Forinstance,TheWPDlaunched the community crime map. The service isacrime-mappingservice,inpartnershipwithLexisNexis,whichprovidesup-to-datecrimedatathroughonlinefilteredCommunityCrimeMapping. This service is free to residents and helps them stay informed and stay safe. The communitycrimemappingprovidesspecificsearchablecrimedatatoresidents,allowingthemtohaveagreaterawarenessofcrimeintheir neighborhoods. An informational video to help media and citizens successfully utilize the softwarewasdeveloped.

The next accomplishment came from a coincidentalmeetingwhileofficerswerefollowing-uponadrive-bycase,butservesasanexampleofamutuallybeneficialpublic/private partnership. To explain, Justin Rorabaugh, DirectorofShockerStudios,introducedhimselftoOfficersRonSandersandDustinMeyerduringfollowing-upontheshootingcase.TheintroductionledtoarelationshipbetweentheWPDandShockerStudios.ShockerStudios,partofWichitaStateUniversity,isastate-of-theartprofessional production facility. It consists of over 35,000squarefeetoffacilitiesandequipment.ShockerStudiosstudentshavebeeninstrumentalinhelpingtheWPDprovidequalitymessagingtothecommunity.Duringtheyear,MaxFrishdirected and produced the viral lip-sync video andJamesMarlowdirectedandproducedtheOperationSave-A-CasingandGunshotDetectionSystemvideos.DanielaDiaz-SustaitahelpeddesignandproduceanewdesignfortheWPDMissionStatementandCodeofEthics.ThenewdesignscanbeseenthroughoutCityHall.

TheWPDalsolaunchedasmallUnmannedArielVehicle(sUAV)program.In2018,theWPDcompletedtheprogrampolicywithapublicengagement process and citizen input. The WPD willidentifypilotsin2019.TheWPDtestedthetwo,smallSUAV’sitboughtlastyearandhasreceivedFAAAuthorizationtooperateunderaPublicSafetyCertificateofAuthorization.
