2018 IRTPO Transportation Alternatives Grant Prospectus Describe how the project addresses the rating criteria elements listed below, noting the

following (note criteria are weighted, see Appendix B):

Suggested subcategory points for each criterion (in parentheses) are noted.

1 Preservation 8pts Maintain, preserve, and extend the life and utility of prior investments in transportation

systems and services.

Installing LED lighting and solar panel units at bus stops and shelters that do not have this

amenity measurably improves the usefulness of bus stops in low light or night time

conditions. Riders will feel more comfortable using existing bus stops and shelters with

improved lighting. This LED lighting provides a modern solution that does not require

additional infrastructure such as utilities connections, thus reducing both operating and

sustainment costs.

2 Stewardship 8pts Continuously improve the quality, effectiveness, and efficiency of the transportation system.

Investing in our facilities, including bus stops and shelters, to address lacking or obsolete

systems, ensures that Island Transit maintains our equipment in a state of good repair

that is fiscally responsible. This includes preventative and corrective maintenance

practices which reduce or maintain planned facilities maintenance requirements. With

newer LED technology now available we are able to provide the lighting where we could

not in the past. The project will assist in attaining our environmental stewardship goals by

maximizing our ability to provide lighting without increasing our burden on the

environment with additional utilities consumption.

3 Access* 8pts Promoting transport options that allow people to reach basic needs, employment, school,

and other high-value activities without excessive financial or time costs.

The investment in stop and shelter LED lighting will ensure facilities are adequately

lighted and accessible to the public. This project promotes transportation options by

directly improving the public’s access to bus stops and shelters that they may have

avoided previously. In an indirect way, it promotes transportation options by reducing

operating expenses, which in turn may provide more funding to modify existing and/or to

increase service in such a way that more people will get where they need to go in an

efficient and effective manner.

4 Mobility 8pts Improve the predictable movement of goods and people throughout Washington State,

including congestion relief and improved freight mobility.

Providing safe locations for riders to catch the bus promotes transportation access for

Island County residents, thereby reducing the need for single occupancy vehicle traffic

which would decrease traffic and promote mobility.

5 Economic Vitality 8pts To promote and develop transportation systems that stimulate, support, and enhance the

movement of people and goods to ensure a prosperous economy;

Maintaining this and all of our facilities in a state of good repair requires prudent and

sound investments to upgrade, maintain or repair facility systems and subsystems. This

investment creates an inviting atmosphere that will encourage riders, and potential

riders, to ride the bus, where they may not have felt comfortable doing so before. Riding

the bus frees up discretionary spending from personal transportation expenses, allowing

these funds to be spent in other ways.

6 Equity* 8pts Developing transportation improvements that target disadvantaged and/or underserved

populations.

This project does not specifically address transportation equity, other than providing for

the potentiality of service improvements which would address the issue.

7 Safety 8pts Provide for and improve the safety and security of transportation customers and the

transportation system.

LEDs are geared for harsh weather environments ranging from summer heat to winter

lows and have a longer service life than conventional powered lighting. They are

designed to be weather resistant and operate in all conditions and climates. Installation

of lighting improves the safety for riders particularly during low or night time lighting

conditions.

8 Environment 8pts Enhance Washington's quality of life through transportation investments that promote

energy conservation, enhance healthy communities, and protect the environment.

LED lights are up to 80% more efficient than traditional lighting such as fluorescent and

incandescent lights. 95% of the energy in LEDs is converted into light and only 5% is

wasted as heat. This is compared to fluorescent lights which convert 95% of energy to

heat and only 5% into light. LED lights last up to six times longer than other types of lights,

reducing the requirement for frequent replacements. A longer life span coupled with solar

charging provides improved access and safety without increasing our impact on the

environment.
