The Mono Lake Committee turned 40 this year. What started as a handful of shaggy biologists has gradually grown into the organization you see in this annual report. Our initial focus on saving the lake from excessive water

diversions has expanded to include a full slate of protection, restoration, education, and science programs—building on our victories and laying the foundation for a sustainable future for Mono Lake.

The Committee has been advocating for the Mono Lake ecosystem for more than half of the years that the Los Angeles Department of Water & Power has been exporting water from the Mono Basin. In the early years of the Committee we never imagined the scope of issues Mono Lake would face.

In the pages that follow you will see how we tackle these newly emerging issues, as well as the classics. In some ways it’s the same as the early days, when our love of the lake overcame our hesitation of things unfamiliar. But we have also gained knowledge, understanding, and expertise in these 40 years—making us better

prepared to tackle the complex and challenging issues that Mono Lake faces today.

We are only able to continue this work thanks to donations from each and every one of the Mono Lake Committee’s 16,000 members. Thank you.

The Committee’s landmark success—saving Mono Lake from excessive diversion of water to Los Angeles—is internationally known. We revitalized California’s public trust doctrine through a precedent-setting state Supreme Court decision, launched programs to meet Los Angeles’ real water needs through water conservation and reclamation, and achieved an extraordinary

As always, we provide constant vigilance to protect our hard-won victories.

Our 40-year history of engagement with Mono Lake water issues provides critical expertise needed to ensure that promised protections are put in place.

2018 brought a wide variety of issues that confirm the need for the Committee’s watchdog role on a day-to-day level. From finding and fixing issues with streamflows to resolving illegal land clearing and inappropriate development to leading the charge to repair a beloved local walking trail—it was a busy year. We also worked collaboratively and proactively—helping guide a major highway rockfall safety and fire remediation project and providing in-depth comments for the Mono Basin portion of the new Inyo National Forest management plan.

Implementation of the five-year-old, legally-binding Mono Basin Stream Restoration Agreement has been stalled by DWP. Progress with this issue is critical to the advance of the California State Water Board revision of DWP’s water license requiring DWP to build a new dam outlet to meet stream and lake restoration obligations, and remains a top priority.

to Los Angeles. The goal in the Mono Basin is to rejuvenate the dynamic ecological processes of Mono Lake and its tributary streams to reestablish natural conditions that will thrive into the future.

The Committee plays a critical role in transforming restoration actions required by the California State Water Board into on-the-ground progress. Once approved by the State Water Board, the Mono Basin Stream Restoration Agreement, and the subsequent new Grant Lake Reservoir Outlet, will better implement flow regimes that mimic natural runoff patterns and activate natural processes to restore the streams. In the meantime we continue an extensive monitoring program to track and inform the restoration process.

Mill Creek, Mono Lake’s third-largest tributary, is not diverted into the Los Angeles Aqueduct, but suffers from antiquated infrastructure that deprives the creek of flow. Volunteers help remove invasive plants from creek banks in order to give native seedlings a chance to establish and grow successfully once Mill Creek gets its fair share of water returned. In 2018, 121 volunteers worked 167 hours removing 1,031 pounds of invasive white sweet clover from Mill Creek and the Old Marina visitor area and trails.

the Committee’s education program offers a wide array of popular experiential opportunities for visitors, members, and enthusiasts to learn more about Mono Lake in addition to environmental education programs for thousands of students each year.

Canoe tours and South Tufa walks introduced over 1,724 people to Mono Lake. Sixty-two Field Seminar program days immersed people in topics from basketry to bighorn sheep. The 17th annual Mono Basin Bird Chautauqua drew over 300 participants.

The Mono Lake Volunteer Program placed 87 volunteers in the field for daily visitor services throughout the summer. Environmental education programs served 1,177 students in 26 groups. Outdoor Education Center programs for Los Angeles youth connected 329 students and 80 leaders in 25 groups with Mono Lake for a total of 1,585 student education days in the form of week-long visits.

In the Information Center & Bookstore we helped over 67,000 visitors explore and learn more about the Mono Basin. Nearly half a million individuals accessed monolake.org, and the Mono Lake Newsletter reached 16,000 members, in addition to the visiting public.

SCIENTIFIC RESEARCH

understanding Mono Lake. Scientific research has provided the ecosystem and landscape knowledge that is the foundation of Mono Lake’s protection.

The Committee works closely with researchers, hosts a research library and online clearinghouse of Mono Basin scientific information at monobasinresearch.org, and supports well-established projects like annual California Gull research and Eared Grebe surveys.

The Mono Basin Field Station provides research support facilities with the goals of enhancing the scientific knowledge of the Mono Basin, fostering collaboration and information exchange, and infusing our education programs with opportunities to engage scientists and give students opportunities to see scientific work in action.

Since its opening in 2004 the Mono Basin Field Station has supported 154 researchers working on 97 field season projects. Topics of study have ranged from Greater Sage-Grouse and Willow Flycatchers to paleoclimatology, geomicrobiology, air quality, and climate science.

In summer, the Committee hosts the free “Refreshments with Refreshing ’Ologists” lecture series for the public, featuring these and other local research projects.

Each year the Mono Basin Bird Chautauqua awards a grant to support ecological research in the Mono Basin. In 2018, the Jeff Maurer Chautauqua research grant supported study of a newly discovered tiger beetle and vulnerable butterfly populations at Mono Lake.

Science provides a critical base for our policy positions, a guide for restoration, and inspiration for

California Gull research at Mono Lake tracks the reproductive success and population size over time.

In 2018 the Eared Grebe survey included geolocators and radio telemetry to track grebe migratory paths.

Mono Basin Field Station

The Mono Lake Committee runs the Mono Basin Field Station to provide research support facilities with the goals of enhancing the scientific knowledge of the Mono Basin, fostering collaboration and information exchange, and infusing our education programs with opportunities to engage scientists and participate in scientific work.

Research projects based out of and facilitated by the Mono Basin Field Station include:

Geomorphic and riparian monitoring at Rush Creek: Bill Trush, PhD, Co-Director Humboldt State University River Institute, Department of Environmental Science and Management, Arcata, California.

Greater Sage-Grouse monitoring and research in the Bodie Hills and Long Valley: US Geologic Survey field crew in collaboration with DWP, BLM, CDFW, USFWS.

SCIENTIFIC RESEARCH

Data collection provides information necessary for good policy and management decisions.

The Vorster Center for Mono Basin Hydrology

In an era of climate change and evolving resource management decisions, the Mono Lake Committee recognizes the need for further advancement of Mono Basin hydrology study now and for the future. The Vorster Center for Mono Basin Hydrology at the Mono Lake Committee is the science and research hub for data collection, modeling, analysis, forecasting, and real-world application of Mono Lake and Mono Basin hydrology.

The Vorster Center is not a physical space, rather a collaboration of research, science, and ideas. Policy makers and water resource managers rely on the Committee’s expertise, predictive modeling, and data repositories to make decisions critical to the health of Mono Lake.

The Vorster Center allows the Committee to increase capacity, pursue emerging questions, engage more individuals and institutions, use new tools, share findings, and better leverage hydrology knowledge to generate science-based policy to protect and restore Mono Lake. A special focus of the Vorster Center is critical modeling questions about the time needed to achieve the State Water Board-mandated lake level and the long-term impacts of climate change in the watershed.

This fall, Bryan Wilson and Patrick Flinn, attorneys with a long-standing relationship to Mono Lake’s protection and friends of hydrogeographer and hydrologist Peter Vorster, announced the creation of this new Mono Lake Committee initiative honoring Vorster’s ongoing work at Mono Lake by spearheading efforts to raise more than $50,000 to launch the Vorster Center.

Mono Lake Volunteers


The Mono Lake Volunteer program is a joint initiative sponsored by the US Forest Service, California State Parks (the Mono Lake Tufa State Natural Reserve), and the Mono Lake Committee, with support from the Eastern Sierra Interpretive Association and the Bodie Foundation. Volunteers are a critical part of these agencies’ work on behalf of Mono Lake.

ECOLOGICAL FOOTPRINT

Evaluating our impacts in the course of protecting Mono Lake.

We track our water and power consumption to be mindful of our resource usage and reduce our environmental impact.

We set a goal of generating all the power needed for the bookstore and offices to achieve net zero annual power demand on the grid.

Starting with a concerted effort to upgrade light fixtures and appliances we then moved on to install eight solar panels in 2010, 33 more panels in 2012, and 16 more in 2017.

These investments have paid off, and our power consumption has gone to net zero. We did it!

Looking forward, we are broadening our examination of Mono Lake Committee operations to identify our next carbon emissions reduction goal. We are careful that efforts to reduce our environmental impact are reasonable expenditures of member donations.

The Committee’s water comes from the single-watershed system that serves Lee Vining. In 2012 we installed the first water meter in town to monitor our use and to set a regional example. We also installed a greywater system connecting the public restroom sink with the landscaping so that thousands of visitors now water the storefront plants every time they use the sink, and we no longer need an irrigation system.

We achieved our goal of net zero annual power consumption for the Mono Lake Committee Information Center & Bookstore and offices.
