Program Goals

Through annual designation, the Stellar Communities Program provides resources for transformative quality of place, community and regional improvements by:

• Foster regional collaborative behaviors and investment.

• Stem the tide of non-metropolitan population loss through talent attraction and retention.

• Build sustainability.

• Build capacity with municipal governance.

• Leverage quality of places through comprehensive and transformative planning processes building on current assets.

achieving their vision for community and economic development.

Development Authority

The mission of the Indiana Housing and Community Development Authority is to provide housing

opportunities, promote self-sufficiency, and strengthen Indiana communities.

Development Authority

Resources per designated region: 1. Technical assistance on project development and funding

requirements.

2. Capital funding for affordable housing and community development projects. Funding may be in the form of tax credits, loans, or grants depending on activity and funding program. – Development Fund (loan only) $500,000 – RHTC $8M

• Maximum of $2 million dollars per designed region through the Rural Federal Aid Program for communities that fall outside of any MPO Urbanized Area. This funding is subject to federal eligibility.

Indiana State Department of Health

The Indiana Department of Health through its State Office of Rural Health works to help rural communities build

health care delivery systems. The program serves as an institutional framework that links communities with

State and Federal resources to help develop long-term solutions to rural health problems.

Federal Office of Rural Health Policy State Office of Rural Health Program for projects that have specific health impact within their respective communities. This funding is subject to federal eligibility.

Program Timeline

• Submit LOIs April 6: Evaluations of LOIs by state team begin after submission deadline.

• Announcement of finalist regions: April 19.

• Community Meetings Facilitated by Ball State University ICI: April 20 − June 1.

• Planning Grants Awarded: around May 31.

• Submission of Regional Development Plans (formerly SIP’s) due Friday, Sept. 21 by 4 PM (EDT).

Program Timeline

• Community Presentations held in Indianapolis: Tuesday, November 13 through Friday, November 16.

• Designation announcements: Thursday, November 27 via phone call.

• State Stellarbration: December 13 or 14.

• Community Stellarbration: Thursday, December 20.• Community Stellarbration: Friday, December 21.

• Stellar Kick off meeting: Tuesday, January 15, 2019.• Stellar Kick off meeting: Thursday, January 17, 2019.

New Resources

Ball State University - Indiana Communities Institute (ICI)

Their role is to:

• Provide feedback to the communities regarding their internal alignment and their alignment with each other.

• Compiles and analyzes the questionnaire feedback, the project lists from the community located within finalist regions.

• Conducts economic and demographic analysis.

• Facilitates a minimum of three (3) meetings with your community per finalist.

New Resources

Purdue University - Purdue Center for Regional

Development (PCRD)

Their role is to focus on:

• Support for project implementation.

• Guidance with internal and external communication.

• Assist with long-term sustainability efforts.

PCRD works with Stellar regions post designation*

*OCRA will oversea and monitor process.

Participation Requirements

Include:• Two or more communities (city, town or county)

must partner to create a region.

• Regions should be self determined with no restrictions to size, population or location.

• Regions can include incorporated Indiana communities of any size that are not entitled to direct CDBG funding through U.S. HUD.

Participation Requirements

A local unit of government that resides in an MPO, must meet the eligibility requirements:

1. If the community falls within an MPO’s Planning Area, they must have a letter of recommendation from the MPO for the proposed projects.

2. If the community falls within an MPO urbanized area, they must have approval from the MPO for the proposed projects. If selected, any funding for the proposed projects must be financed by the MPO.

Participation Requirements

• Participating communities must adopt an interlocal agreement committing to the partnership for a period of at least four years by final application.

• Must have documented and demonstrated capacity to complete proposed activities—including the ability to submit a response to a request for proposal.

• Must be in good standing with all partner agencies.

Additional Guidelines

• Communities participating in previously designated Regional Cities are eligible.

• Communities represented by a Regional Development Authority (RDA) can still be represented by the RDA.

• Past Stellar Designees are eligible.

• Past Stellar Designees are limited to no more than 35% of total program funding, unless agreed upon by all parties.

By submission deadline, applicants must:• Complete the online Letter of Intent (LOI) via Foundant.

– Separate Foundant presentation available on OCRA website.

• Provide answers to all questions.• Upload all documents to include:

• Complete online questionnaire for all required partners and participants.

• Only one login for each region.

• Letters of Interest (LOI) due ONLINE April 6 by 4 p.m. (EST)

• Electronic submissions only via the Foundant site.

• Submissions after 4 pm (EST) will not be considered.

• Description of target area.

• Description of local and regional impact.

• Demonstrated reasonableness of project scope.

• Demonstrated feasibility of proposed projects.

• Demonstrated leadership capacity.

Letter of Interest (LOI)

Letters of Interest are evaluated by:• Demonstrated community engagement.

• Demonstrated ability to maintain Stellar projects.

• Description of how designation will be used to market community to attract residents and businesses.

• For past program participants, how the previous Strategic Investment Plan (SIP) has been implemented

• MPO acknowledgement if necessary.
