Calling ALL Youth!!!
Want to be involved in a group that teaches you leadership, life skills,
and most importantly, to have FUN?! Then keep reading! Here at
WPQHA, we have some of the best and brightest youth in our WPQHYA
Association. Every year we reach out to local youth to come show at our
WPQHA Shows and encourage everyone to see our benefits of being a
Youth member. We require our youth members trying out for our Youth
Team to participate in all of our fundraisers. We only have these at the
shows, so don’t stress! Odds are, you will be there anyways. From dog
races to trail warm ups, costume pleasure and more! As a member, your
points will be tallied up after our last July show to determine the highest
placings youth in each class that will continue on to the CONGRESS! As a
youth team member, we supply you with an outfit for the NYATT
ceremonies, as well as discuss within the team other options such as
money towards your stall or special prizes for each individual.

2018 WPQHA Youth Team Requirements
( Parent and Youth Member must initials beside each requirement )
Eligibility Requirements:
1) Be a WPQHA and WPQHYA member on or before the first qualifying
show
2) Nominate your horse for year-end awards on or before the first qualifying
show
3) Be present at 3 meeting. We will have (1) in May, (2) in June, (2) in July,
and (1) in August at the horse shows.
a. Unavailability of attendance at mandatory meetings must be known
one week prior to meeting for absence to be excused.
4) Participation in ALL fundraisers is MANDATORY.
5) Earn a minimum of ten (10) WPQHA points
a. Novice points are not applicable
6) *The WPQHA Youth Team shall consist of a maximum of fourteen (14)

only. (See chart below for point distribution).

1. All youth shall comply with all of the rules, regulations and policies as denoted by the Board of
Directors of and the Youth Committee on all accounts.
2. All parent(s)/guardians as well as the WPQHYA member themselves must sign the “Membership
Eligibility Form” to ensure that both parties read and comprehended the entirety of this document
pertaining to all of its membership criterion as well as initial all requirements and guidelines.
3. Youth Team point accumulation begins at the first show in May and end July 31.
4. Accumulation of points will not begin for a Youth Member UNTIL (1) the Youth’s membership
and (2) the horse nomination has been received by the Membership Secretary. Back points will
not be awarded. It is in your best interest to complete and hand in these forms prior to the first
show.
5. Each youth shall be limited to two (2) horses in two (2) divisions for team competition. In the
event that a member qualifies more than two (2) horses, the member shall select two (2) for team
completion. The selection must be made on or before the 15th day of August.
6. Likewise, in the event that a member qualifies a horse in more than one class, it shall be the
decision of the member as to which class it will compete in.
7. The Youth Activity Committee shall hold a mandatory meeting no later than one week after
qualifying ends to ensure point accuracy and ascertain that all requirements for eligibility have
been met. This will be done before members are contacted regarding their placement.
8. Youth Team members will be selected by the number of points they receive in a given division.
No youth will be selected that has not met the standard of ten (10) WPQHA points. Novice points
do not apply.
9. Each youth must be a member of WPQHA, through an individual or family membership along
with being a WPQHYA member. (Two separate forms)
10. Each youth is required to nominate each horse they anticipate to show for WPQHA year-end
awards prior to competition. The nomination and the fee must be submitted to the Membership
Secretary before point accumulation will begin, back points will not be awarded.
11. Youth Team Advisors will present the Board of Directors with the final selection of Youth Team
Candidates for approval at the August meeting.
12. The WPQHA youth team shall consist of a maximum of fourteen (14) members, two (2) per
event; including: showmanship, horsemanship, western pleasure, hunter under saddle, hunt seat
equitation, barrels, and reining.
13. Horse substitutions must be made prior to September 1st for Team Tournament Entry, said
substitution must include valid veterinary recommendation and must be approved by the Youth
Team Advisors and the Board of Directors. The Board of Directors and the Youth Team Advisors
reserve the right to refuse any such substitution with just intentions.
14. Attendance is mandatory at 3 meetings. (Memorial Day, June (2), July (2) August) In the event a
youth must be absent for the afore mentioned meetings, a Youth Team Advisor must be notified
at least one week in advance for the absence to be excused.
15. Participation in ALL fundraisers and activities is MANDATORY, unless excused by a Youth
Team Advisor, notice of absence must be in by no later than one week before event.
Youth Requirements and Guidelines for Membership Status 2018

16. Congress Team Outfits will be determined by the Youth Team and its Advisors.
17. WPQYHA will assume payment for Congress Youth Team Pictures. In the event, as discuss
within the team other options such as money towards team stalls or special prizes for each Youth
member and be reimbursed after the Congress.
18. If Youth Advisors desire a team jacket, they will be reimbursed by WPQHA.
19. Youth Team Alternates will be selected based on points, the next highest pointing youth will be
chosen. It is however, the responsibility of the alternate to have already entered into the class and
reserved a stall, and to be present at the congress if the situation arises. The alternate will then
qualify for the benefits denoted in section 17. In the event the potential alternate is unable to
compete, a member of the existing Youth Team shall be selected to compete by the Youth
Advisors.
20. In the event that a tie occurs in the selection of Youth Team members based in point criterion, the
tie breaker will be the member with the most amount of first and second placing’s. If a tie still
remains, the deciding factor shall be the youth member’s active involvement in fundraisers and
club activities as denoted by sections 14 and 15.
21. Once a youth has been named to the current WPQHYA Team, said youth shall be present at ALL
WPQHA and WPQHYA sponsored events and the Awards Banquet as requested by the Youth
Advisors.
22. The top two Small Fry members that have met all of the Youth Team Requirements and
accumulate the most points in the Small Fry division will be offered the opportunity to represent
WPQHA with the WPQHYA Congress Team during, the Congress walk through, Team pictures
and the Awards Banquet.
23. The Youth Team Advisors and the Board of Directors have the right to suspend any youth from
membership eligibility for unsportsmanlike conduct or behaviors not in line with a basic code of
ethics.
24. All decisions made by the Youth Advisors or the Board of Directors pertaining to: Youth Team
placement, general membership, behavioral ramifications, activities and the like, will be final. No
exceptions will be made.
25. In the event that a Youth Member is suspended from membership due to behavioral concerns will
not be eligible to reapply for membership until the following year, and will forfeit their placement
in the Congress Youth Team, if such applies.
26. Questions or concerns about the above Requirements and Guidelines can be brought to the Youth
Advisors or the Board of Directors.
27. Signature of the “Membership Eligibility Form” is mandatory, membership will not be
considered valid until said form is signed and confirmed by a Youth Team Advisor. No
Exceptions.

before this form is signed. In the event you have a dispute with any condition
after signing this page, your dispute will be deemed invalid and will not be

Directors. The Board of Directors and the Youth Team Advisors have the right
to, at any time; (a) carry out the policies as described by the “Youth
Requirements and Guidelines” and (b) make changes to said document. Any

each member and their parents before being put into place. Membership status

RULES FOR 2018 WPQHA YEAR-END AWARDS
1. In order to be eligible to receive a WPQHA year-end award, an exhibitor must earn at least ten (10) WPQHA points for each class offered by the WPQHA’s Regular Show Bill (May 1st thru August 31st ). Those classes offered at the WPQHA Memorial Day or WPQHA Fourth of July Summer Circuit Show Bill which do not appear on the 2018 WPQHA Regular Show Bill shall be excluded.
2. In order to be eligible to receive a WPQHA year-end award, an exhibitor and owner must be a member of WPQHA,
AND HAVE NOMINATED EACH HORSE/RIDER COMBINATION IN EACH DIVISION THAT THEY WANT YEAR-
END POINTS TO ACUMULATE FOR. The exhibitor must be in good standing with the WPQHA to receive an
award. Failure to be in good standing shall result in the award being received by the next eligible exhibitor.
3. An Exhibitor and/ or nominated horse must show at a minimum of nine (9) WPQHA sponsored shows held at Harlansburg to be eligible for a year-end awards. Scratched classes do not count as times at shows or classes shown.
4. Awards will be given to 1st through 5th place for each class stated plus the following: Grand & Reserve Open All-
Around Champion; Grand & Reserve Amateur All-Around Champion; Grand & Reserve Amateur Select All-Around;
Grand & Reserve 13 & Under Youth All-Around Champion; Grand & Reserve 14-18 Youth All-Around Champion,
Grand & Reserve Novice Amateur High Point Champion; and Grand & Reserve Novice Youth All-Ages High Point
Champion.
5. All-Arounds mentioned above in #4 must qualify in a minimum of three different classes in a minimum of three different AQHA categories. ( configured per AQHA All-Around Rules) In Calculating The AMA Select All-Around,
the following guidelines are followed: All AMA Select Classes are included in the AMA Select All-Around award calculations. The AMA Select classes are not added into the All-Around award for the AMA Division. Only the AMA Select classes are used to calculate the AMA Select All-Around placings for the year,with the EXCEPTION (as per 2011 AQHA Rule 417 I- (2)Page 105) If a Select AMA exhibits in AMA Halter/Team Pending/Ranch Sorting/ or Jumping thise classes will count even though they are not offered as a select class.
6. Points will start accumulating on each nominated horse on the date following the date of the postmark on the
envelope sent to the Treasurer or Point Secretary with the nomination and nomination fee. In the event the
nomination and fee are hand delivered, then accumulation of points shall commence when the WPQHA
Treasurer or Point Secretary actually receives the nomination and fee.
7. No show given on the same date as a WPQHA-sponsored show will be approved for year-end points. 8. Only those shows within a 150-mile radius of the city limits of Mercer, TSQHA, and PQHA shows may be approved
for WPQHA year-end awards points (with the exception of the PQHA Pennsylvania classic, which may lie outside
the 150-mile radius) subject to approval by the WPQHA Board of Directors. These shows will be posted on WPQHA
Website, www.wpqha.com as they are approved.
9. All horses must be nominated for each division in which they will be exhibited for year-end awards points by paying
Fees listed on Nomination Form. (See nomination form.)
The owner of a nominated horse must be a member in good standing of WPQHA to qualify for year-end points for
AQHA classes. For a youth or amateur showing a horse owned by a non-WPQHA family member, the only points
which will count toward year-end awards will be youth activity or amateur points earned by the WPQHA- member
youth or amateur.
11. Points for the WPQHA Small Fry Division will be kept on the nominated child-member competing for year-end
awards. The child may ride, or exhibit one or more mare/s or gelding/s and these mares or geldings may belong
to any other person so long as the child is nominated for year-end points.
12. Tie-breaker will be the most blues, reds, or Grands and Reserves. For All-Around the tie-breaker will be by the
most blues and reds. If this does not break the tie, the tie-breaker will be by the greater number of classes
qualifying the All-Around award. If there still exists a tie, the winner will be chosen by random lot.
13. Points for year-end awards will start with the first WPQHA approved show of each show season. The year-end
awards points will end with the last WPQHA approved show of each show season.
14. Youth team eligibility begins with points earned at the first WPQHA-sponsored show of each show season and
will end with the last show of July.
15. Points for year-end awards will be tabulated per event by the placing in each class by scale below. WPQHA Year-end Awards
points for the: May 25,26,27,28, June 8,9,10, June 29,30, July 1 July 4,5,6,7,8, July 28,29 and August
17,18,19. WPQHA-sponsored shows shall be. Double pointed for 2018.

16. Year-end awards shall be presented at the Annual WPQHA Awards Banquet. A list of year-end award winners shall be posted on WPQHA’s Website: www.wpqha.com. prior to the banquet. All year-end award winners must retrieve their award or designate a banquet attendee to retrieve the year-end award. The FAILURE to retrieve the award shall cause the award to be forfeited to the WPQHA, which shall have absolute discretion to the future disposition of the award.

2018 ENTRY BOOTH EXPRESS LANE
For pre-registration you must complete this form in full and send it in along with your HORSES PAPERS and ALL necessary Current AQHA cards (copies of ALL exhibitors’ current cards is necessary). Copy of ROM Certificate for Horses showing in Performance Halter for each Division eligible for. If any exhibitor’s card should expire between May and August, you must produce it at the show office once you have received your renewed card so that our system can be updated. You will only need to complete this form ONCE during the show season, providing no statistical information changes either on your horse’s papers, any exhibitors AQHA card, or any exhibitor change. As long as this form is completed in full and all pertaining paperwork listed above is received and on file in the entry office, you will only need to fill out your entry slips for each class and turn them in at the time of a show. This form and all paperwork must be completely received by May 1st , 2018 in order to qualify for any early bird incentives.
Each horse will receive and “EXCLUSIVE” WPQHA Exhibitors number which is to be used for the entire 2018 WPQHA show season. Be sure to
keep your permanent number to be used at each WPQHA show, but if it is lost or damaged, see the show secretary. To reserve your number for the year, it will be a cost of $20.00. This fee will include a set of laminated numbers and a $10 Entry Booth Coupon. Please request below a number of your choice (please make sure to also indicate two (2) alternate numbers). Your check (made payable to WPQHA must be received with this entry form in order to receive the laminated numbers) These will
be available for you to pick-up at the first show.
