JOB SPECIFICATIONS / DUTY STATEMENT 1.0 TITLE: Executive Manager Infrastructure (EMI) 2.0 LEVEL: Level 11 of the Local Government Industry Award 2010

under a performance based contract 3.0 DEPARTMENT: Infrastructure Services 4.0 POSITION OBJECTIVES: 4.1 Objectives of Position:

4.1.1 Reporting directly to the Chief Executive Officer (CEO), the

Executive Manager Infrastructure (EMI) is a member of the Shire of Dandaragan’s senior executive who is accountable for the roads, technical services, parks / town / gardens / infrastructure / waste and asset management areas of the local government.

4.1.2 To provide outstanding leadership for the Shire’s infrastructure

department to deliver services and functions in accordance with the organisation’s strategic objectives, policy, budgets, asset management plans and statutory requirements.

4.1.3 To prioritise the development of a customer focussed

Infrastructure department capable of responding in a timely manner to community requests within the scope of the organisation’s resources.

5.0 REQUIREMENTS OF THE POSITION: 5.1 Skills:

5.1.1 Highly developed leadership and personnel development skills.

5.1.2 Highly developed organisational and time management skills commensurate to managing a multi-functional department.

5.1.3 Developed engineering technical skills in the fields of survey,

road and drainage design and cost estimating. 5.1.4 High level of document production, report writing and database

management skills.

5.2 Knowledge:

5.2.1 Working knowledge of local government governance, budgeting and statutory environment.

5.2.2 Working knowledge of road construction / road maintenance procedures and principles.

5.2.3 Working knowledge of human resource development, in

particular performance management and staff development.

5.2.4 Working knowledge of waste management.

5.3 Experience:

5.3.1 A minimum of five (5) years experience within an engineering / technical field accompanied by a minimum of two (2) years in a senior management role.

5.3.2 Demonstrated experience in the maintenance, development and

delivery of asset management plans. 5.3.3 Demonstrated experience in the management of medium sized,

multi-functional works and engineering divisions.

5.4 Qualifications and / or Training:

5.4.1 Tertiary qualifications in engineering, surveying or related engineering / technical field.

5.4.2 Must possess a current “C” class drivers licence.

6.0 KEY DUTIES / RESPONSIBILITIES:

The executive nature of this position requires a flexible and adaptive approach to duties as they become apparent, in order to support the CEO and the Executive Management Team to achieve the functions and responsibilities of the local government. Key duties and responsibilities will cover:

6.1 Executive Administration:

6.1.1 Policy and program development as appropriate to role and

position. 6.1.2 Maintain knowledge of developments regarding the Local

Government Act (1995) and Regulations and other Acts and Regulations as they relate to the role.

6.1.3 Promote a favourable public image of Council’s personnel,

operations and the Shire of Dandaragan in general. 6.1.4 Senior executive duties including managing tenders, writing

Council reports, preparing financial returns and acquittals, and meeting al legislative requirements.

6.1.5 Manage funded projects, and meet reporting and acquittal

requirements and deadlines.

6.1.6 Manage contractors as required and ensure compliance to tenders and procurement systems and processes.

6.1.7 Contribute to the preparation of the annual budget and budget

review for the areas under the control of the EMI. 6.1.8 Control expenditure against budget for the areas under control of

the EMI. 6.1.9 Contribute to the development, implementation and review of the

Shire of Dandaragan’s suite of integrated plans. In particular the EMI is accountable for management of Shire of Dandaragan assets and delivery of the forward capital works plan.

6.2 Assets and Infrastructure:

6.2.1 Ensure Council infrastructure and assets are maintained to the

required service levels as outlined in the Shire of Dandaragan’s Asset Management Plan and within the annual budget and Long Term Financial Plan.

6.2.2 Develop, recommend and implement the Forward Capital Works

Program.

6.2.3 Accountable for the Shire of Dandaragan’s ROMAN road asset database.

6.2.4 Manage the Shire of Dandaragan’s plant and motor vehicle

assets and their replacement in accordance with policy, budget and future works demands.

6.2.5 Manage, review and update the Shire of Dandaragan’s Asset

Management Plans (AMP’s) in conjunction with Executive Management Team.

6.3 Roads, Town Maintenance, Parks & Gardens:

6.3.1 Manage the Shire of Dandaragan’s road, drainage, footpath,

airport, cemetery, waste facilities and parks and gardens assets and the effective and efficient delivery of maintenance and construction programs pertaining to these assets.

6.3.2 Manage the human resources within the Infrastructure

Department including the application of Occupational Health and Safety legislation.

6.3.3 Prepare budgets, works programs and forward planning

documents as deemed necessary for the effective management of the Infrastructure Department.

6.3.4 Ensure the Shire of Dandaragan maximises its external road

funding through strong representation at Regional Road Group and pursuit of other road funding opportunities.

6.3.5 Manage the delivery of ‘private works’ from within the Infrastructure Department.

6.3.6 Provide advice to the Chief Executive Officer, Executive

Management Team and Council on infrastructure matters in accordance with the Council’s Community Strategic Plan and policies.

6.3.7 Attend meetings of the Council of the Shire of Dandaragan and

contribute to the organisations governance function. 6.3.8 Prepare and coordinate tenders and quotations as required.

6.4 Occupational Safety & Health:

6.4.1 To set high standards and provide leadership to the Infrastructure Department and pursue a safe workplace free from accidents, incidents and hazards.

6.4.2 To be responsible for ensuring own safety and health and that of other people in the workplace.

6.4.3 Report all accidents, incidents and hazardous situations arising

in the course of work. 6.4.4 Use personal protective clothing and equipment as and when

required. 6.4.5 To comply with Occupational Safety and Health legislation and

the Shire’s Occupational Safety and Health policies and procedures.

7. ORGANISATIONAL RELATIONSHIPS:

7.1 Responsible to: Chief Executive Officer 7.2 Supervision of: Direct Coordinator Infrastructure Services Operations Supervisor - Jurien Bay Operations Supervisor - Dandaragan

Liaison Councillors and Executive Management Team

The EMI is accountable for the outcomes and the management level activities of the Infrastructure Department. The Coordinator Infrastructure provides direct management support to the EMI to facilitate the delivery and procurement activities of the Infrastructure Department. The Operations Supervisors are currently responsible for management of the day to day operations in Jurien Bay and Dandaragan.

The EMI is expected to develop the capacity of these teams and support the supervisors to achieve the management level functions of the role such as budgeting, planning and occupational health and safety requirements.

8.0 EXTENT OF AUTHORITY:

This position provides professional advice in relation for the effective management of infrastructure assets and projects within the Shire of Dandaragan. The position’s influence would have an important role in the overall performance of the projects outcomes. Under the limited direction of the Chief Executive Officer and as delegated from time-to-time, the incumbent has authority to act within predetermined guidelines, policies, procedures, predetermined budgetary limits and expenditure and in accordance with the statutory provisions of the Local Government Act 1995 and other relevant legislation. Able to make purchases up to level 2 as per “Delegation 103 Purchase Order Authorisation and Authority for Payment” which are relevant to the requirements of operations.

9.0 TRAINING, CONFERENCES, SEMINARS:

The Council actively promotes professional development within its workforce and membership of appropriate professional bodies. Attendance at conferences, seminars and workshops is encouraged.

CONDITIONS OF EMPLOYMENT 1.0 EMPLOYMENT TITLE

This position will have full time employment as Executive Manager Infrastructure under a 3 to 5 year performance based contract.

2.0 PRIMARY PLACE OF EMPLOYMENT

This position’s primary place of employment is the Jurien Bay Administration Centre, 69 Bashford Street, Jurien Bay.

3.0 CLASSIFICATION LEVEL

Your position is classified Level 11 of the Local Government Industry Award 2010.

4.0 REMUNERATION PACKAGE

Salary (cash component - up to) $109,242 per annum

Annual leave loading (5 weeks) $1,838 per annum

Housing allowance $10,400 per annum

Uniform subsidy $450 per annum

Benefit value of provision of motor vehicle (unrestricted private use)

$18,941 per annum

Professional development $3,000 per annum

Professional memberships / subscriptions $1,000 per annum

Superannuation (compulsory 9.5%) $10,378 per annum

Superannuation (additional 5%) $5,462 per annum

$160,711

5.0 RELOCATION EXPENSES The cost of relocating household goods, personal effects, furniture and transport of personal vehicles shall be reimbursed to a maximum value of $5,000.

6.0 SUPERANNUATION

Superannuation of up to 14.5%, based on 9.5% superannuation guarantee contributions and an additional 5% contingent upon employee contributions of 5%.

7.0 EMPLOYMENT BENEFITS

8.0 MEDICAL EXAMINATION

You will be required to undergo a medical examination prior to your commencement date which confirms you are fit for the position. The Shire will meet the costs of this clearance by direct payment or reimbursement.

9.0 PROBATION

This appointment is subject to a probationary period of three months, which may be extended for a further three months if deemed necessary.

10.0 POLICE CLEARANCE

You will be required to provide a current National Police Clearance not more than three months old as a condition of your employment.

11.0 OTHER CONDITIONS OF EMPLOYMENT

All other conditions of employment are in accordance with the Local Government Industry Award 2010.

Selection criteria is as follows:

Essential:

1. Demonstrated successful experience in a leadership position responsible for multi-disciplinary teams within an infrastructure or civil works field.

2. Demonstrated experience in asset management.

3. Well-developed budgeting and financial skills.

4. Sound knowledge of contemporary human resource management principles including relevant awards and legislation.

5. High level of capability in report preparation, database management and other software platforms associated with the delivery of civil works (eg GIS mapping platforms).

6. Demonstrated experience in preparing funding applications and gaining external funding resources >$200k.

Desirable:

1. A minimum of five years experience within an engineering / technical field accompanied by a minimum of two years in a senior management role.

2. Tertiary qualification in engineering, asset management or project management.

3. Experience in local government.

3.
