All of us at American Whitewater are pleased to report outstanding financial performance and stewardship success for our members in 2019. Normally, this letter would go on to describe the outcomes of the previous year, however, these are not normal times.

As strong a year as 2019 was for American Whitewater we now face an uncertain future brought on by a global health crisis. As an organization, we have weathered past downturns; during the financial crisis and Great Recession of 2008/9, our lean administrative model and regional approach to river stewardship proved highly effective in getting through those years while still achieving successful project outcomes. Riding out COVID-19 will require similar tactics of staying lean and working regionally. We will get through this chapter too, and we are well positioned to do so, but it is going to hurt for a while.

We are proud of our accomplishments in 2019, they position our organization for success in the years ahead while providing a backstop to the harsh financial impacts of the current global health crisis. Our work has a long history of supporting stewardship efforts and access work. Bad actors that threaten rivers aren’t quitting their efforts during this time and therefore neither can we. We plan to remain vigilant in our efforts to push back on bad policy, stop poorly-conceived schemes that threaten rivers, and rally our community to support our stewardship program to protect, restore and ensure our access to rivers across the country.

Despite the current public health crisis, the fight for wild rivers continues and American Whitewater will play a major role in protecting and enhancing what makes wild rivers special. Thank you for being a part of this awesome river community.

STEWARDSHIPNational

The John D. Dingell, Jr. Conservation, Management, and Recreation Act of 2019 marked the passage of the most miles of new Wild and Scenic Rivers since 2009. Over 600 miles of new Wild and Scenic Rivers were established and thousands of acres of land surrounding whitewater rivers were protected. Our public lands and rivers have incredibly strong bipartisan support, a fact proven by our role in helping to pass this bold federal legislation protecting whitewater rivers and permanently re-authorizing the Land and Water Conservation Fund during a divided Congress. Now we’re turning our attention to a push for the inclusion of legislation in relief efforts that incorporates American Whitewater’s ideas for projects and initiatives that would benefit rivers and outdoor recreation, while at the same time spurs economic activity and puts people back to work. We pack a big punch for such a small organization and our talented team has earned the respect and ear of policy makers and their staff, not only concerning river recreation, but also in policies concerning outdoor recreation in general, public lands management and enjoyment, hydropower licensing, water quality, ecological health and much more. We testified before the Senate Energy and Natural Resources Committee on Outdoor Recreation, provided input that helped lead to the reintroduction of the Recreation Not Red Tape Act, and testified at an oversight briefing on proposed EPA regulations for implementing the Clean Water Act in 2019. Our influence in helping craft river policies at the national, state, and local level was felt across the map last year and has proven incredibly valuable in 2020 as we help decision makers grapple with the unique challenges surrounding rivers in a global pandemic.

Mid-Atlantic

In the Mid-Atlantic, we made progress on several important flow restoration projects and worked to secure access for our community to important whitewater reaches in 2019. We celebrated and monitored the new recreational releases and public access site development that we negotiated over the past several years on West Virginia’s New River Dries. We helped paddlers advocate for the protection and enhancement of dam releases on the Russell Fork (KY/VA), Upper Yough (MD), and Lehigh (VA) rivers during critical permit and program reviews and we continued to push for enhanced public access to the Potomac (WV/MD/VA/DC) and Shenandoah (VA) rivers in response to a study that daylighted challenges.

Northern Rockies

In the Northern Rockies, we made significant progress in Wild and Scenic protections and flow restorations across the region. We helped to significantly grow grassroots and business support for new Wild and Scenic Rivers in Montana, where we carefully helped craft and share the draft Montana Headwaters Legacy Act online, in person-to-person meetings, and in Washington DC. With steady progress made we remain optimistic about Wild and Scenic designations across Montana in the coming years. In Idaho, we pushed back on the Forest Service proposal to abandon protections for Wild and Scenic eligible streams in the Lochsa, Salmon, and Clearwater watersheds. In Wyoming, we engaged in the Forest planning process in the Bridger-Teton National Forest near Jackson, and in Northern Utah, we intensely advocated for flow restoration on the Weber River, including crafting a detailed proposal for flows and access.

Northeast

A landmark court decision in Vermont in 2019 was a huge win for Northeast paddlers and for rivers across the country. The Vermont Supreme Court, in a precedent-setting decision, established that whitewater boating on the Green River is a designated and existing use protected under the Clean Water Act, and that scheduled releases are necessary to protect that use. This helps protect whitewater boating on this river and potentially many other rivers with hydropower development across the United States. We also advocated for new or expanded whitewater boating releases during dam relicensing on rivers in New York (2), Massachusetts (3), and Vermont/New Hampshire (2), and helped to advance legislation to create an Office of Outdoor Recreation in Massachusetts.

California

In California, American Whitewater presented our film, “You Can’t Dam Your Way to Paradise,” advocating for the protection of the San Joaquin River Gorge to over 500 festival goers at the South Yuba River Citizen League Wild and Scenic Film Festival and the Telluride Mountain Film Festival. We coordinated local and regional support helping lead to California Senator Harris and Representative Huffman introducing the Northwest California Wilderness, Recreation and Working Forests Act aimed at designating 379 miles on new Wild and Scenic Rivers. We ensured that 6.6 miles of the iconic Middle Fork San Joaquin Devil’s Postpile Wilderness Run located within the Inyo National Forest was explicitly included in their revised inventory for Wild and Scenic eligible

rivers. We coordinated and witnessed the restoration of flows on the North Fork Feather River through the Poe Canyon after 20 long and patient years of work on the relicensing of the Poe Hydroelectric Project. Finally, alongside the National Park Service, we successfully coordinated a two-day recreational flow study on Piru Creek, a Wild and Scenic River located an hour outside of Los Angeles.

Pacific Northwest

In the Pacific Northwest, alongside a broad coalition including river guides and conservation advocates, American Whitewater secured passage of the Oregon Wildlands Act, designating 256 miles of new Wild and Scenic Rivers, including the Molalla and Elk Rivers plus several

major tributaries to the lower Rogue River. We joined with a local coalition to successfully secure permanent protection for 340,079 acres of the Methow Headwaters from industrial-scale mining. We served in a leadership role to designate the Mountains to Sound Greenway National Heritage Area, recognizing the unique outdoor recreation heritage of rivers that flow from Snoqualmie Pass. We helped ensure Oregon House Bill 2835 was signed into law as the first proactive waterway access bill in recent history. Other recently introduced bills that American Whitewater has helped develop and support include Oregon Senator Wyden’s legislation to protect 1.1-million acre of the Owyhee Canyonlands, Senator Merkley’s legislation to protect Oregon’s headwaters of the North Fork Smith River, and Washington Senator Murray’s and Representative Kilmer’s re-introduction of the Wild Olympics Wilderness and Wild and Scenic Rivers Act.

Southern Rockies

Our stewardship work in the Southern Rockies continues to expand, and 2019 was no different. We developed Colorado Policy Pathways, a plan highlighting the three core values behind policies we’ll support in the state: growing the recreation economy, protecting and enhancing the quality of life in Colorado, and conservation through collaboration. Along with identifying values, we highlight areas where we’ll take a lead role developing legislative solutions. In the fall of 2019, we hosted seven legislative trainings across Colorado, educating 90 community members about how they can get more involved in the legislative process and become stronger advocates. We advocated for the protection and enhancement of flows on the Upper Colorado River, including securing optimal flows for our Gore Canyon Race and continued to lead the Upper Colorado Wild and Scenic Stakeholder Group towards protecting boating values through clear flow metrics to be met annually. We completed two flow preference and boatable days analyses for the St. Vrain and Upper Rio Grande Basins, and both are now included in each basin’s Colorado State Stream Management Plan. Finally, we pushed for a more robust Wild and Scenic Eligibility Evaluation in the Grand Mesa, Uncompahgre, and Gunnison National Forests and formed a coalition of human-powered recreation and conservation groups to advocate for a revised Forest Plan that protects sustainable recreation for future generations.

Southeast

In the Southeast we worked to protect streams with Wild and Scenic values, restore flows to some great whitewater reaches, and secure the flows and info necessary to continue to enjoy one of our all time classic American whitewater rivers. We developed and shared a proposal for the Hiwassee Dries (TN) flow restoration that we aim to implement in coming years. We participated in the Nantahala-Pisgah National Forest (NC) plan revision, leading efforts to secure proposed new Wild and Scenic eligibility protection for nine outstanding whitewater rivers and creeks in their Draft Plan and made great strides in coordinating and leading efforts to designate the Nolichucky River (TN/NC) as a Wild and Scenic River. Finally, we secured a flow release schedule and public flow information as part of the sale of the dam that regulates the Upper, Narrows, and Lower sections of the Green River (NC).
