FOREWORD The Philippine Statistics Authority (PSA) is pleased to present the results of the 2019 Functional Literacy, Education and Mass Media Survey (FLEMMS). This report provides baseline information on education and literacy status of the population. It is intended to be a reliable baseline to inform the formulation and monitoring of a wide range of policies and programs related to education and literacy and as an advocacy tool for national policies and development plans. This publication is divided into several chapters that provide highlights on: (1) the highest educational attainment and basic literacy status of the population 5 years old or over; (2) functional literacy status of the population 10 to 64 years old; and (3) exposure to the different forms of mass media. The 2019 FLEMMS is a nationwide household-based survey conducted by the PSA every five years since 1989. As such, FLEMMS is one of the designated statistical activities by virtue of Executive Order 352. Further, the 2019 FLEMMS is sixth in a series of literacy surveys conducted by the PSA following its last round in 2013. The PSA gratefully acknowledges the dedication of the individuals who made the implementation of the 2019 FLEMMS a success. We also wish to extend our gratitude to the household and individual respondents, who participated in this survey round.

1 INTRODUCTION
1.1 BACKGROUND
The 2019 Functional Literacy, Education and Mass Media Survey (FLEMMS) is the
sixth in the series of functional literacy surveys conducted by the former National
Statistics Office (NSO), now a part of the Philippine Statistics Authority (PSA). The five
previous rounds were conducted in 1989, 1994, 2003, 2008 and 2013. The survey was
conducted in line with the government’s thrust to promote education policies and
programs aimed at eradicating illiteracy in the country.
1.2 SURVEY OBJECTIVES
The 2019 FLEMMS is designed to provide a quantitative framework that will serve as
a basis in the formulation of policies and programs on the improvement of literacy and
education status of the population.
The survey has the following specific objectives:
1) to estimate the proportion of the population 10 years old and over who are
basically literate;
2) to estimate the proportion of the population 10 to 64 years old who are
functionally literate and to determine their socio-economic characteristics;
3) to determine the educational skill qualifications of the population in terms of
formal schooling; and,
4) to determine the mass media exposure of the population.
For 2019 FLEMMS, basic literacy rate of population 5 to 9 years old was also
measured, 5 years old being the official school age in the K to 12 curriculum.
1.3 AUTHORITY AND CONFIDENTIALITY
Section 5 of Republic Act No. 10625 also known as the Philippine Statistical Act of
2013, which was approved on 12 September 2013, states that PSA “shall be primarily
responsible for all national censuses and surveys, sectoral statistics, consolidation of
selected administrative recording systems, and compilation of the national accounts”.
All personnel involved in this survey are required to keep any information obtained
during the survey that pertains to any household or person.
Section 26 (Confidentiality of Information) of Republic Act No. 10625 stipulates
that, “individual data furnished by a respondent to statistical inquiries, surveys, and

censuses of the PSA shall be considered privileged communication and as such shall
be inadmissible as evidence in any proceeding. The PSA may release aggregated
information from statistical inquiries, surveys and censuses in the form of summaries
or statistical tables in which no reference to an individual, corporation, association,
partnership, institution or business enterprise shall appear”.
Section 27 (Penalties) of Republic Act No. 10625 also states that, “any person,
including parties within the PSA Board and the PSA, who breach the confidentiality of
information, whether by carelessness, improper behavior, behavior with malicious
intent, and use of confidential information for profit, are considered guilty of an offense
and shall be liable to fines as prescribed by the PSA Board which shall not be less than
Five thousand pesos (P5,000.00) nor more than Ten thousand pesos (P10,000.00)
and/or imprisonment of three (3) months but not to exceed one (1) year, subject to the
degree of breach of information.”

2 SURVEY METHODOLOGY
2.1 SAMPLING DESIGN AND ESTIMATION METHODOLOGY
The 2019 FLEMMS, being a household-based survey, used the 2013 Master Sample
(MS) design of which 4 replicates equivalent to a total of 42,768 Secondary sampling
Units (SSUs) or sample housing units were included as samples. Using a two-stage
cluster sampling design, EAs/barangays were selected at the initial sampling stage as
the primary sampling units (PSUs), while the housing units within the selected PSUs
are selected as the secondary sampling units (SSUs).
Sampling Frame
The 2013 MS sampling frame was constructed based on the results of the 2015
Population Census. The EA Reference File (EARF) of the 2015 Census of Population
was used as the PSU frame while the 2015 list of households for each of the PSUs
were used as the SSU frame.
Sampling Domain
To provide subnational or provincial level statistics with precise estimates, the 2013
MS has 117 major domains as follows: 81 provinces (including the newly created
province Davao Occidental); 33 highly urbanized cities (including 16 cities in the
National Capital Region); and 3 other areas (Pateros, Isabela City, and Cotabato City).
Primary Sampling Units
In the 2013 MS Design, each sampling domain (i.e., province/HUC) is divided into
exhaustive and non-overlapping area segments known as Primary Sampling Units
(PSUs) with about 100 to 400 households. A PSU can be:
● a barangay/enumeration area (EA);
● two or more adjacent small barangays/EAs within the same barangay;
● two or more adjacent small barangays of the same city/municipality; or
● a portion or an EA of a multi-EA barangay.

2x2x2 Implicit Stratification and Selection of Sample PSUs
The PSUs are then ordered according to the following: (1) North-South/West-East
Geographic location; (2) Decreasing proportion of households (HH) with Overseas
Worker; and (3) Decreasing wealth Index.
The PSUs are systematically selected with equal probability from the 2015 Census of
Population’s PSU frame of each sampling domain. Take note that least accessible
barangays (LAB) are excluded in the selection and have no chance of being selected.
A barangay is considered as LAB if:
● there is no regular means of transportation (frequency of transportation is at
most once a week);
● the cost of a one-way fare is more than PhP1,000; or
● it takes more than eight (8) hours of walking to reach the barangay.
Replicates
For the 2019 FLEMMS, four (4) replicates are used in all 117 sampling domains. A
replicate is composed of ordered list of PSUs. Most of the provinces, that is, 75 out of
81, has six (6) PSUs per replicate while in HUCs, eight (8) PSUs form a replicate.
Small domains such as Guimaras, Siquijor, Camiguin, Apayao, and Dinagat Islands
had three (3) PSUs per replicate.
Sample Allocation Scheme
For the .2019 FLEMMS, a total of four (4) sample replicates were allotted. However,
the total number of sample SSUs was allotted proportionately to the measure of size
of the PSU. Thus, a PSU with only 100 HHs had less number of sample HHs than
PSUs with 400 HHs but, on the average, there were 12 sample HHs allotted for each
PSU in Highly Urbanized Cities (HUCs) and an average of 16 sample HHs for every
PSU in the province.

Selection of Sample SSUs
In the second stage, the SSUs (housing units within the PSU) are systematically
selected from the 2015 list of households for each PSU. The total number of sample
SSUs is proportionate to the measure of size of its corresponding PSU.
Generally, all households within the sample housing unit are also considered as
sample households. However, for housing unit with more than three (3) households, a
maximum of three (3) sample households were randomly selected.

Estimation of Sampling Errors
Sampling error is usually measured in terms of the standard error for a particular
statistic (mean, percentage, etc.), which is the square root of the variance.
If the sample had been selected as a simple random sample, it would have been
possible to use straightforward formulas for calculating sampling errors.
However, the 2019 FLEMMS is the result of a multi-stage design, and it was necessary
to use more complex formulas.
Sampling errors are computed using statistical programs. These statistical programs
use the Taylor linearization method to estimate variances for survey estimates that are
means, proportions, or ratios.
The Taylor linearization method treats any percentage or average as a ratio estimate,
r=y/x, where y represents the total sample value for variable y, and x represents the
total number of cases in the group or subgroup under consideration. The variance of r
is computed using the formula given below, with the standard error being the square
root of the variance:

In 2019 FLEMMS, the 117 province/HUC domains are also treated as natural
stratification while the primary sampling units (PSUs) are treated as clusters.
Data Checking, Coding and Filtering Prior to Estimation of Proportions
Data checking starts in the provinces where field enumeration is undertaken, based on
the set of consistency checks provided in the 2019 FLEMMS Data processing Manual.
The same set of specifications is embedded in the machine data processing system
after the data are encoded in the regions and submitted to the PSA Central Office as
part of checking on the submissions from the field offices.
During data analysis, another layer of checking/data filtering is done through cross-
tabulation of related variables/characteristics, based on unweighted data. Cases with
observed inconsistencies are returned to the field offices for verification. Verified/vetted
information, including the correction of typographical errors/miscoded entries
(particularly those involving multiple-digit codes) are reflected in the individual records.
The updated datafile is then used to come up with the final estimated counts, and
proportions.
2.2 COVERAGE AND RESPONSE RATE
A total of 54,340 sample households were selected, where 41,686 were considered
eligible for interview. Of the eligible households, 40,727 were successfully interviewed,
yielding a 97.7 percent response rate. Across regions, Eastern Visayas had the
highest response rate (99.6%) followed by Davao Region (99.4%). The lowest was
recorded in BARMM (93.3%).
In the interviewed households, 119,818 individuals aged 10 to 64 years old were
identified eligible for self-administration of the Individual Questionnaire. Of the eligible
10 to 64 years old individuals, 113,617 were successfully administered, yielding a 94.8
percent response rate. (Table 2.2)

2.3 SURVEY FORMS
FLEMMS Form 1 or Household Questionnaire is an 8-page booklet, divided into seven
(7) different parts as follows:

FLEMMS Form 2 or the self-administered Individual Questionnaire was intended to
measure the basic and functional literacy of the eligible respondent (ER) aged 10 to
64 years old.
In choosing the eligible respondent, the encircled eligible respondents in Form 1 had
been the reference in giving the self-administered Individual Questionnaire. This was
to ensure that all eligible respondents were surveyed.

2.4 CONCEPTS AND DEFINITIONS
Basic or simple literacy – is the ability of a person to read and write with
understanding a simple message in any language or dialect. The basic literacy status
of an individual was determined based on the respondent’s answer to the question
“Can __ read and write a simple message in any language or dialect?” in FLEMMS
Form 1.
Functional literacy – is a significantly higher level of literacy which includes not only
reading and writing skills but also numeracy skills. The skills must be sufficiently
advanced to enable the individual to participate fully and efficiently in activities
commonly occurring in his life situation that require a reasonable capability of
communicating by written language.
A functional literate person is one who can at least read, write, compute and/or
comprehend. Also, persons who at least graduated from high school under the old
curriculum for basic education, or at least junior high school completer under the K-12
curriculum are automatically classified as functionally literate.
Levels of literacy identifies the range of skills and competencies of an individual as
follows:

School attendance – means attendance in any educational institution, public or
private, to obtain formal education
Mass media – refers to technology that is intended to reach a mass audience. It is the
primary means of communication used to reach the vast majority of the general public.
The most common platforms for mass media are newspapers, magazines, radio,
television, and the internet.
Household – a social unit consisting of a person living alone or a group of persons
who (1) sleep in the same housing unit; and (2) have common arrangement in the
preparation and consumption of food.

Household head – is an adult person, male or female, who is responsible for the
organization and care of the household or who is regarded as such by the
members of the household.
Highest educational attainment – refers to the highest grade or year completed
in school, college, or university. This may be any one of the specific grades or
years in elementary, high school, K to 12 Program, and college. It also includes
preschool, special needs and second-chance education, postsecondary, short-
cycle tertiary, college, and post baccalaureate courses.
Work – is any economic activity that a person does for pay, profit or without pay
on family farm or enterprise or an activity done by a farm operator or member of
his family or another’s farm on “exchange labor” arrangement. In addition, any
activity that a person does during the reference period in relation to minor activities
such as home gardening, raising of crops, fruits, raising hogs, poultry, fishing, etc.
for home consumption and manufacturing for home use are also considered as
work.
Formal Education – refers to the systematic and deliberate process of
hierarchically structured and sequential learning corresponding to the general
concept of elementary and secondary level of schooling. At the end of each level,
the learner needs a certification in order to enter or advance to the next level
Non-Formal Education – any organized, systematic educational activity carried
outside the framework of the formal system to provide selected types of learning
to a segment of the population, especially the illiterate, unemployed adults and
out-of-school youth is considered non-formal.
Special education (SPED) – refers to the education of persons who are gifted or
talented and those who have physical, mental, social or sensory impairment and
cultural differences (Policies and Guidelines for Special Education, Department of
Education (DepEd). Some public schools have SPED centers. There are also
private institutions that offer SPED.
Home study program, home education program or open high school
program – is offered to school learners who have no time to attend regular school
or classes inside the school premises. This is a program designed to meet the
needs of school learners to pursue their education and serves as an alternative
solution for them to complete or graduate from elementary and high school
studies. Schools offering this type of education program should be accredited by
DepEd.
Madrasah Education Program (MEP) – is an educational institution for Muslims.
Only those accredited by DepEd will be considered as within the formal
educational system.

Indigenous Peoples Education (IPEd) – a program which aims to provide basic
education support services to IPs, and other learning systems organized by
indigenous communities. These are within the formal educational system if these
are accredited by the DepEd.
Vocational high schools – such as schools of arts and trades or technical high
schools, and rural or agricultural high schools where school attendance is leading
to a high school diploma.
Post-secondary vocational/technical schools – which are within the regular
system of education in universities and colleges (e.g., Eulogio “Amang” Rodriguez
Institute of Science and Technology, and Samson College of Science and
Technology)
Alternative Learning System (ALS) - which provides non-formal education such
as that for disabled children, radio-based instruction program (RBI), Parent
Education, Adolescent Reproductive Health, Alternative Learning System for
Differently Abled Persons (ALS-DAP), and Basic Literacy Program.
Open Distance Learning – is a system of learning which combines the
methodology of distance education with the concepts of open learning and flexible
learning.
a. Distance education is a mode of learning in which students and teachers
are physically separated from each other. The personalized and distributed
way of learning makes it easier for learners to study at their own pace using
various media such as the internet, radio, and television.
b. Open learning is an educational system which makes learning accessible
to every individual with minimal restrictions. It emphasizes the flexibility of
learning despite barriers to age, geographical location, time constraints and
economic situation.
Cultural Diversity – refers to the co-existence of a difference in behavior,
traditions and customs. This diversity is embodied in the uniqueness and plurality
of the identities of the groups and societies making up humankind.
Cultural-Sensitivity – is being aware that cultural differences and similarities
between people exist.
Creativity – refers to the invention or origination of any new thing (e.g., a product,
solution, artwork, literary work, joke, etc.) that has value. Creativity is not limited
to arts only as it may include creativity in fields of science and technology,
including agriculture and business and other areas, where an individual feel that
he has used creative endeavors.

Sports – is a physical activity that is governed by a set of rules or customs and
often engaged competitively.
Sports Organization – is a social entity involved in the sport industry; it is goal-
directed, organized, and operated exclusively to foster national and international
competition.
Civic Organizations – comprised of people who join together to provide a service
to their community. Nonprofit organizations are considered civic organization as
long as it is formed to serve community interest. Its members are all dedicated to
same goal and sponsor events for the community.
Youth Service – refers to non-military, intensive engagement of young people in
organized activity that contribute to local, national, or world community. It is widely
recognized and valued by society, with minimal or no compensation to the server.
It also provides opportunities for youth development, youth voice and reflection.
This may take the form of a youth program where young people are recruited,
offered leadership opportunities, participate in activities that improve the
community, and are trained and mentored.
Government Information – any records, documents, papers, reports, letters,
contracts, minutes and transcript of official meetings, maps, books, photographs,
data, research materials, films, sound and video recordings, magnetic or other
tapes, electronic data, computer-stored data, or any other like or similar data or
materials recorded, stored, or archived in whatever format, whether offline or
online, which are made, received, or kept in or under the control and custody of
any government office pursuant to law, executive order, and rules and regulations
or in connection with the performance or transaction of official business by any
government office (Executive Order No. 02, series of 2016).
This DOES NOT INCLUDE requests for information on government services
which cover processes or transactions involving applications for any privilege,
right, reward, license, clearance, permit or authorization, concession, or for any
modification, renewal or extension of the enumerated applications or requests
which are acted upon in the ordinary course of business of the agency or office
concerned. Examples include requests for information on the processes in getting
birth and marriage certificates, business permits, barangay clearances, passports,
pension, and retirement benefits, etc. (Republic Act No. 11032 Ease of Doing
Business and Efficient Government Service Delivery Act of 2018).
2.5 DATA LIMITATIONS
Data gathered from FLEMMS are results of a sample survey and therefore subject to
sampling variations, that is, sampling errors are expected since the data are not
obtained through complete enumeration or census.

The survey covered a national sample of households deemed sufficient to provide
estimates about the population at the national and regional levels. Hence, tabulations
and cross- tabulations of variables at lower geographic levels (provincial) are not
generated since these may not be statistically reliable.
Some comparisons of present findings with results of previous FLEMMS formed part of
this report. There are instances when proportions have decreased but the absolute
numbers have increased. Thus, for a more realistic and meaningful interpretation of
results, data users are advised to look at both the proportions and the absolute
numbers.
It was also noted that the previous FLEMMS which was conducted in 2013 had no
variables for K-12, instead the previous FLEMMS only used the K-10 system of basic
education, as the basis for literacy. Thus, the 2019 FLEMMS made the necessary
adjustments in literacy data results as the Junior and Senior High School level are
added to the basic education program.
There are cases when levels of functional literacy were “undetermined” based on the
operational definition applied for the survey. Thus, the functional illiteracy rate is not
necessarily equal to the complement of the functional literacy rate.

3 EDUCATION
3.1 HIGHEST EDUCATIONAL ATTAINMENT
In 2019, there were more female college graduates or higher (13.8%) than male
(9.9%). Among regions, the National Capital Region (NCR) had the most residents
who reached at least college level or higher, followed by Cordillera Administrative
Region (CAR).
Meanwhile, about ten percent only of the population 5 years old and over in the
Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) reached at least
college level or higher, while more (about 40 percent) were either in the elementary
level or already graduated in elementary in 2019.
Nearly 36 percent of Filipinos aged 5 years old and over already reached junior high
school level, or completed junior high school in the K to 12 curriculum or equivalently
graduated high school in the old curriculum. Likewise, about 20 percent reached
elementary level, while only 9.9 percent graduated in elementary. Moreover, about 12
percent of population aged 5 years old and over graduated in college or pursued
postgraduate studies. (Figure 3.1 and Table 3.1)

3.2 SCHOOL ATTENDANCE
Among the estimated 57.7 million Filipinos 3 to 30 years old, more than half were
attending school in 2019. All regions except NCR (53.9%) and BARMM (46.1%) had
around sixty percent of Filipinos 3 to 30 years old were attending school. (Table 3.2)

3.3 MODE OF TRAVEL
Filipinos 3 to 30 years old attending school in 2019 went to school mostly by riding a
tricycle/motorcycle/pedicab (49.7%), or by walking (though transport system was
accessible) (46.1%). Students riding a PUJ/FX/van/bus comprised the 12.6 percent of
population 3 to 30 years old attending school. Meanwhile, an estimate of 1.6 million
students had to walk to school due to lack of transportation system in their area.
Among regions, students who rode private cars to go to school were mostly in Northern
Mindanao (13.9%) and Caraga (10.3%). More than half of the students (58.8%) in
BARMM walked to school though transport system was accessible in their area. Yet,
16.7% of its students still walked to school due to inaccessibility to any transport
system. (Table 3.3)

3.4 REASON FOR NOT ATTENDING SCHOOL
The population aged 3 to 30 years old not attending
school in 2019 had been estimated to 24.8 million.
Most of these persons not attending school were
already employed/looking for work (36.6%), and too
young to go to school (16.6%). Moreover,
population aged 3 to 30 years old who did not
attend school due to marriage or were already
taking care of children in 2019 had been estimated
to 3.3 million.
Among age groups, majority of population aged 12 to 17 years old who did not attend school lacked personal interest to do so. Further, the secondary reason of population aged 12 to 15 years old not attending school was their families’ insufficient income to send them to school (14.4%).

4 LITERACY
4.1 BASIC OR SIMPLE LITERACY The basic literacy status of an individual was
determined based on the respondent’s answer to the
question “Can ______ read and write a simple
message in any language or dialect?” in FLEMMS
Form 1.
In 2019, 96.5 percent of 86 million Filipinos 10 years
old and over were basic literate. The proportion of
basic literate females was higher (97.1%) than their
male counterparts (95.9%).
The basic literacy rate in 2019 remains the same at 96.5 percent as recorded in 2013.

Among the regions, NCR (99.3%), Ilocos Region (98.1%), Central Luzon (98.2%),
CALABARZON (98.1%), Western Visayas (96.6%), Northern Mindanao (98.2%), and
Davao Region (96.7%) posted basic literacy rate higher than the national figure
(96.5%). BARMM had the lowest literacy rate with 83.2 percent along with
SOCCSKSARGEN (91.9%).

4.2 FUNCTIONAL LITERACY
Of the 80 million population 10 to 64 years
old, 73 million were considered functional
literate at 91.6 percent in 2019. The
functional literacy rate among females
(92.9%) was higher than among males
(90.2%).
Generally, functional literacy rates among
the population 10 to 64 years old across
sexes and age groups were higher in 2019
than in 2013. Table 4.2a shows that the functional literacy rate in 2019 (91.6%) was
higher compared with 90.3 percent in 2013.

Majority of regions in Luzon posted functional literacy rates higher than the national
average. Northern Mindanao had the highest functional literacy rate (95.4%) among
regions of Mindanao. BARMM had the lowest functional literacy rate (71.6%).

Functional literacy of a person increases with level of education. Figure 5.2b shows
that Filipinos 10 to 64 years old who had reached at least junior high school completers
in the K-12 curriculum or equivalently high school graduates in the old curriculum were
reported to have extremely high functional literacy rates (100%). Meanwhile, persons
who had no grade completed or received early childhood education were reported to
have the lowest functional literacy rate of 2.7 percent.

About half (53.4%) of Filipinos in the age group 10 to 64 years old had a literacy level
4, or those who have completed at least four years of secondary education (that is, at
least junior high school completer/high school graduate), and most of them were
females. (Table 4.2b)

5 MASS MEDIA
5.1 EXPOSURE AND USE OF VARIOUS FORMS OF MASS MEDIA
In 2019, Filipinos 10 to 64 years old typically
watched television (96.0%), made calculations
(80.3%) and listened to radio (75.2 %). Surfing the
internet for research work and e-mail (63.6%),
newspaper reading (63.3%), and
correspondence/report writing (43.9%) were the
least forms of mass media they do. By frequency
of exposure, most Filipinos 10 to 64 years old
mostly watched television (66.3%), and surfed the
internet through social media (42.5%) every day.
Also, more than half of Filipinos did not write any
correspondence/report writing in 2019. (Table 5.1a)

Filipinos 10 to 64 years old surf the internet more for social media access than for
research work and e-mail. This pattern was also noted between urban and rural areas,
between sexes, and across age groups.
Among regions, the National Capital Region (NCR) had the highest proportion of
Filipinos 10 to 64 years old who used the internet for both purposes, while Bangsamoro
Autonomous Region in Muslim Mindanao (BARMM) had the lowest. Among age
groups, most Filipinos who used internet the most for both purposes were aged 15 to

Filipinos 10 to 64 years old who are exposed to different forms of mass media
registered high functional literacy rates. Among different forms of mass media,
functional literacy rate ranged from 92.6 percent for those who listened to radio to 97.1

5.2 MASS MEDIA EXPOSURE OF ENROLLED FILIPINOS 10 TO 30 YEARS OLD
Typically, 10- to 30-year-old Filipinos enrolled in school in 2019 were exposed to
watching television (97.2%), reading a magazine (88.8%), and surfing the internet
through social media (86.8%). They were least exposed to correspondence/report
writing (62.7%), meeting attendance (61.9%), and newspaper reading (59.7%).
In terms of usage, they mostly watched television (66.7%), and surfed the internet
through social media (53.5%) every day. Also, two in every five Filipinos 10 to 30 years
old enrolled in school did not read a newspaper in 2019. (Table 5.2a)

Filipino students 10 to 30 years old used the internet more for social media access than for research work and e-mail. This scenario was also observed in urban and rural areas, between sexes, and among age groups.
Among regions, the NCR had the highest proportion of Filipinos 10 to 30 years old
currently attending school who used the internet for both purposes, while BARMM had
the lowest. Among age groups, most Filipino students who used internet the most for
both purposes were aged 26 to 30 years old. (Table 5.2b)

5.3 ICT DEVICES, OPEN DISTANCE LEARNING MASS MEDIA EXPOSURE
In 2019, most Filipino households owned cellular phones (86.8%) and televisions
(79.9%). On the other hand, about only two out of five households had a personal
computer, or broadband internet/Fiber internet/DSL. (Table 5.3a and Figure 5.3)

Of the households that own at least one ICT device in 2019, 73.8 percent used it for
learning while the rest used it for other purposes.
As regards open distance learning, about seven out of ten households had at least one
(1) member familiar with the learning system. Households in urban areas (70.1%)
were more familiar than households in rural areas (61.1%). Among regions,
households in Central Visayas and CAR had the most and least households familiar
to open distance learning, respectively.

If given the chance without restrictions, eight of ten households expressed willingness
to engage in open distance learning, familiar or not with the system. Likewise,
households in urban areas (83.4%) were more willing to engage in open distance
learning than those in rural areas (81.1%). Across regions, households in Central
Visayas and CAR had the most and least willingness to engage in the learning system,
respectively. (Table 5.3b)
