BIOGRAPHY
Ron has served in law enforcement for over 22 years and has
been credited with hundreds of major criminal arrests. Ron has
worked in varying capacities, to include; narcotics officer, canine
handler, SWAT Team leader, and developed, implemented, and
supervised the Sheriff's Office Criminal Interdiction Team. Ron is
a nationally recognized expert in interstate criminal and terrorist
interdiction. Ron Hain has received five meritorious service
awards and two Deputy of the Year awards for several
successful major criminal investigations. He was also twice
nominated for the Kane County Officer of the Year Award. Ron
also received the nationally-presented "Relentless Award" in
2013 for his work in criminal interdiction. In his career, Ron Hain
has seized over 4,000 lbs. of dangerous drugs and over
$3,000,000 in illicit currency, along with hundreds of illegally
possessed firearms associated with those crimes.
Ron was elected as Kane County Sheriff in November of
2018 and his team immediately implemented employment
diversion programs into the jail, along with medically
assisted treatment to support and redirect inmates with
drug addiction issues. Sheriff Hain’s focus is to take a
zero tolerance approach to street crime while providing
positive life paths for incarcerated Kane County residents
in an effort to drive down recidivism and crime rates.

Undersheriff Pat Gengler
BIOGRAPHY
Undersheriff Pat Gengler has over 23 years’ experience with the
Kane County Sheriff's Office serving in a variety of positions, to
include; patrol, investigations, special operations unit, internal
affairs, administration, and over 12 years as the public
information officer. Promoted to Sergeant in 2003, Lieutenant in
2006 and various command positions including Director of
Administration, Deputy, and Undersheriff.
Pat holds a Bachelor of Arts Degree in Law Enforcement
Administration and Political Science from Western Illinois
University and has a Masters of Justice Administration from
Norwich University. He is a graduate of the Northwestern
University Center for Public Safety, School of Police Staff and
Command.

Commander Charlie Conklin
Corrections
BIOGRAPHY
Charlie Conklin began his career as an intern with the Kane
County Sheriff's Office in 1993 and was later hired as a
Corrections Officer. He served as a Field Training Officer, an
original member of the Corrections Response Team, and
selected as a member of the Transition Team when the jail
moved to a new facility in 2008.Conklin was promoted to the
rank of Sergeant in 2008 and to Lieutenant in 2013.
Lieutenant Conklin received a Bachelor of Arts Degree in Law
Enforcement Administration from Western Illinois University.He is
also a graduate of Northwestern University Center for Public
Safety, School of Police Staff and Command.He has received
the Sheriff's Office Corrections Officer of the Year Award and the
Leadership Award.
Charlie was promoted to the Commander of Corrections in 2018.

Commander Michael Beatus
Administration
BIOGRAPHY
Commander Michael Beatus received a Bachelor of Arts Degree
from Western Illinois University in Criminal Justice in 1992. In
1992, he was also certified as an Illinois Corrections Officer
and worked for the Aurora Police Department Detention
Division. In 1993, Michael joined the Kane County Sheriff’s
Office and was certified as an Illinois Peace Officer.
Commander Beatus served in varying roles with the Sheriff’s
Office, to include; field training officer, crisis negotiator, narcotics
detective, and was promoted to Sergeant in 2003, where he
served as Sergeant of Community Policing and Sergeant of
Investigations. Michael was promoted to Lieutenant in 2011,
where he oversaw operations in the Investigations Division and
Patrol Division. He is also a 2012 graduate of the Northwestern
University School of Police Staff and Command.
Michael was promoted to Commander of Public Safety in 2018
and was assigned Commander of Administration in 2019.

Commander Chris Peeler
Public Safety
BIOGRAPHY
Commander Chris Peeler joined the Kane County Sheriff’s
Office in 1993 after serving in the US Army. He was promoted to
Sergeant in 2002 and Commander of the newly-created
Tactical Operations Division in 2018. During his career, he has
worked in the Sheriff’s Office Patrol Division, Narcotics Unit, and
Investigations Division, both as a Deputy and Supervisor.
Commander Peeler spent 22 years as an operational member of
the Special Weapons and Tactics Team and was a Team
Leader on one of the assault teams. He also spent 12 years as
an operational member of a state-wide counter terrorist team
(ILEAS Region North WMD SRT) and was a Team Leader on
one of their assault teams.
Commander Peeler was assigned as Commander of Public
Safety in mid-2019.

Divisional Overview
Historically, the Kane County Sheriff’s Office was comprised
of three primary divisions for service to the citizens of Kane
County, as directed under Illinois State Law: Corrections,
Public Safety, and Administration.
In the interest of consolidating budgets and services, in
2019 the Sheriff’s Office enveloped the Kane County Office
of Emergency Management under its operational span.

The Kane County Sheriff’s Office Corrections Division
is the largest of all four components of the Office.
Consisting of 124 sworn staff members and 12 civilian
support members, the Kane County Adult Corrections
Center serves Kane’s 532,000+ population. The facility
contains 640 beds across 10 cellblocks, also known as
“pods.” To provide a full cache of services, the
Corrections Division details staff over various roles, to
include; pod officers, transportation officers, intake and
release officers, shift sergeants, intake and release
sergeants, shift lieutenants, and one operations
commander. Additional assignments for officers also
include; Gang Intelligence, Criminal Investigations,
Corrections Response Team, K9 handler, Diversion
Program Officer, and Mental Health Officer.
Corrections in Kane County is closely monitored by
Sheriff Hain to ensure safety, control, and successful
re-entry of citizens in to the community.

Public Safety Division:
The Kane County Sheriff’s Office Public Safety Division
patrols the 550 square miles of diverse community. Our
patrol deputies are the primary response to calls for
service from residents in unincorporated areas and
assist municipal police services with support
operations. The Public Safety Division, as overseen by
Commander Chris Peeler and 89 other Sheriff’s
Deputies, includes the Investigations Division, Special
Investigations Unit, Evidence Division, the largest local
agency K-9 Unit in northern Illinois outside of Cook
County, one of nine Bomb Squads in Illinois, the
Tactical Operations Unit, and oversight of the multi-
jurisdictional Kane County SWAT Team.

Administration Division:
The Kane County Sheriff’s Office Administration Division, directed by Commander Michael Beatus,
provides a multitude of services to Kane County residents. Court Security operations for all six Kane
County court locations are a component of this division of the Sheriff’s Office. The Sheriff’s Court
Operations Unit under this Division is also tasked with processing and recordkeeping of all civil and
criminal court orders, to include arrest warrants and orders of protection. Internal Investigations, Finance,
Records Management, and Payroll are also functions of the Administrative team.

Office of Emergency Management:
In 2019, the Kane County Sheriff’s Office was proud to assume the
management of the Kane County Office of Emergency Management. This
state-mandated entity of county government is operated by two full-time
members and up to thirty volunteer members, most of whom were sworn-in
as auxiliary Sheriff’s deputies in 2019. This division of the Sheriff’s Office
provides traffic control, scene management, command post operations,
emergency preparedness, and other services as directed by State law.

Revenue generated by the Kane County Sheriff’s Office is derived from multiple functions, to include:
grant income, foreclosure fees, court security fees, training reimbursement, deputy outside details fees,
eviction fines, traffic ticket fines, bond fees, and inmate telephone use commission.

FY2019 Sheriff’s Fines, Fees, and Asset Forfeiture Supplemental Funds
The Sheriff’s Office accrues revenue from court security fees, DUI enforcement, traffic e-citations,
warrant fees, and forfeiture of assets as awarded by a judge through due process. The revenue is
reported to the Kane County Finance Department and is controlled by the Sheriff to offset the
General Fund budget.

and population drop overall response time by 59 seconds
Patrol beat re-design reduced vehicle maintenance and
increased fuel efficiency, causing the 2019 fuel budget to
come in $67,583 under.
Township deputy appointments to increase positive pubic
interaction, additional warrant and civil process service
deputies, and the focus on proactive patrols for criminal
activity and DUI’s, increased our self-initiated activity by
15% and reduced calls for service by the public by 7%
compared to the two previous years.

Served 24 people through our new A Way Out
addiction support initiative.
Purchased a new, state-of-the-art, Lenco Bear Cat
armored vehicle for response to firearms-related
incidents using court security fees and zero tax
dollars.
Enhanced our K-9 Unit to 8 canines, to include
narcotics, bomb, handler protection, and bloodhound
services.
Expanded our deployment of our Bomb Squad, one of
only nine in the state, to serve the upward trend of
explosive threats to our community.
Implemented a drone program with three drones and
three pilots to enhance our aerial apprehension
capabilities.
Expanded our Investigations Division with special
victim investigators for seniors, domestic violence, and
juvenile victims.

through collaboration with the supportive County Board and our highly trained, professional staff.
We hoped you found this document to be comprehensive and informative, but not exhaustive. As
we look forward to 2020 and the years ahead, we commit to trending to the ever-changing needs
of our very dynamic community.
It is the philosophy of our command staff to maintain a highly-integrated relationship with our
front line staff to understand the demands they are facing as they serve our citizens, each day.
As we progress into 2020, we are focused on continuing to structure and develop our
Correctional Center resident re-entry programs, medically assisted treatment programming to
further drive down the opioid impact on our community, maintain agility to respond to new
criminal and addiction trends, and expand our technology platform to maintain consistency with
modern public safety capabilities.
