Letter from the Rectory

Dear Friends,

I sometimes look back at what I have written in magazine letters in previous years. Last December part of what I said was that I was especially looking forward to our Christmas services, ‘whether it be the chance to see the excitement of our children at a crib service, the joy of coming together to sing carols or the solemnity of Midnight Mass.’

As I write in mid-November I don’t think any of us have a really clear idea what we can look forward to at Christmas. The only date we can look forward to at the moment is December 2nd when we will find out whether the Government considers that the lock down has been sufficiently successful to be lifted, whether it needs to be extended (and for how long) and what arrangements will be put in place from December 3rd. I think that the only thing that is certain at the moments is that life will not return to normal for the foreseeable future. Bear in mind that even if the Government is able to meet its target of vaccinating a million people a week it will be over a year before that programme will be completed.

We are being left at the moment to consider a number of scenarios to cover what we may or may not be able to do when it comes to Christmas services. The reality is that we will not be able to cram our churches for carol services or for Christingle/nativity services. Each of our buildings has a capacity which it is unlikely that we will be able to exceed, even for Christmas.

So, this year, I look forward with very mixed feelings. I think it probable that some of what we have done in the past,

even in the best case scenario, will not be permitted this year. Some of our services will offer the possibility of at least some people being present while other will have to be offered on-line. Please keep an eye out for updates either on the Schorne Team of Parishes Facebook page, or on the website or by whatever other means we can come up with.

However we are able to celebrate the great festival of Christmas, it will not lose its significance and, in some ways, its message may be even more powerful.

Jesus was born into a turbulent and dark world. For many in Israel, God had been silent for four centuries. The last book for the Old Testament, Malachi, was written in the fifth century BC. It ends with the statement that God would send Elijah the prophet as a forerunner for the Messiah. But since that statement God had been silent – and, if we were to look at some of the Jewish writers of the day, everybody knew it. There was a darkness of God’s silence.

Add to that the fact that the people of God were living under the oppressive rule of the Romans. This was made abundantly clear around the time of Jesus’ birth when Caesar Augustus called for a census serving as a reminder to the people of Israel that they were owned by another. Herod was a despotic king. Soldiers walked the streets of Jerusalem to police the city of David. Political darkness reigned.

The nation was fracturing with four groups fighting to lead the people: the Pharisees, the Sadducees, the

to proclaim the year of the Lord’s favour.’

He was to bring comfort to those who mourn and to build up the ancient ruins that spoke of God’s silence and he was to establish justice for all people.

I dare to suggest that the world that we live in feels rather dark. Nations are divided, including our own. Our politics, in line with other nations, has become ever more strident and divisive. The gap between those who have and those who have not is becoming increasingly wider. Wars still rage, famine is rife and it would be very easy to suggest that God’s voice has not been heard for some considerable time.

That is why I think the message of Christmas needs to be heard again – especially in this year of all years. As we celebrate the birth of the Christ Child again we do need to remember why he came. Let’s hold on to the words of Isaiah (chapter 61), let’s think about the message of the Sermon on the Mount, and in doing that perhaps determine that we need to be people of light – that we need to shine that light on the darkness of our world, speaking out against injustice, speaking up for the poor and the marginalised, challenging aggressive and divisive behaviours. That is what will truly put Christ at the very heart of Christmas.

I do hope that, whatever the circumstances are in late December, you will be able to find a way to celebrate the festival. It would be lovely if it were to be with family and friends – but who knows?

Essenes and the Zealots. The result was a constant friction within Judaisim. Riots were common, tension was constantly palpable. There was a darkness permeating Judaism.

And then there were the events which surrounded Jesus’ birth. Jesus was born of a virgin – but that is not how it would have seemed at the time. Even Joseph had decided to quietly divorce Mary. The census forced Joseph and Mary into a 100 mile journey – an arduous journey which must have felt dark at times. And, finally, God’s Son was not born into a wealthy family. They had no power, no influence. When they eventually got to Bethlehem, there was no room for them in the inn. They were alone, without family to help and without hospitality. They must have felt as if a dark world was pressing in on them. And once Jesus had been safely born, Herod’s forces tried to kill him.

This is no chocolate box story. The reality was that the ‘true light’ which is what John calls Jesus at the beginning of his Gospel was coming into a dark world – and even though he came to bring light to the darkness, the world did not know him.

Anybody who reads the histories of Jesus’ life will realise that he came to bring radical change. The Sermon on the Mount in Matthew 5 shows us that he came to overturn the world order and to make real the words of one of the greatest of the prophets, Isaiah.

The spirit of the Lord God is upon me, because the Lord has anointed me;

he has sent me to bring good news to the oppressed, to bind up the broken-hearted, to proclaim liberty to the captives, and release to the prisoners;

PARKING PEACE PLEA

Whitchurch is blessed by having a good Combined School which is an important part of our

community. The school a3racts pupils and parents from a wide surrounding area.

Recently we at Neighbourhood Watch have become aware of anger from some local residents

connected with parking near the school. Strictly this is not an issue for the school, but taken in the

round the school, parents and local residents can help make things be3er.

One message on social media was full of swearing and threatening disgus�ng and criminal

retalia�on. This is plainly a ma3er for the police, but it strikes me that be3er awareness on all

sides and small acts of considera�on can bring us back to a sense of calm and neighbourliness. My

own observa�on is that the vast majority of cars park considerately and legally and that the vast

majority of residents only get incensed when a small number of drivers behave poorly.

The wishes of parents are clear – to park their cars reasonably close to the school so they can pick

up and drop off their children safely and quickly.

The wishes of local residents can be easily understood - to have as much peace as possible in their

residen�al roads, to be able to use the pavements and roads in the normal way and certainly not

to have access to their driveways obstructed.

Please can people:

Park well away from corners where they may block sight lines and make it hard for others who

may need to cross with mobility scooters or baby buggies.

Park away from the entrances to driveways so residents can enjoy trouble-free access to their

homes.

Park on the side of the road or in the nearby car park and not on the grass verges, so that the

pleasant greenery is preserved and not churned up.

Turn their vehicles around away from places where children and others are likely to be crossing – I

know everyone is careful, but the risks of a lapse of concentra�on and appalling accident are

obvious.

At the same �me local residents can perhaps step back and recognise:

The reality that there will be a couple of dozen cars arriving twice a day during term �me and

parking outside their homes for perhaps half an hour.

These are public roads; residents and parents have the same rights to use them and park on them.

If residents park on the pavements and verges, it makes it harder to persuade others not to do so.

The school has a mo3o or set of values: “Be Kind; Be Respec?ul; Be Proud; Be Resilient; Be

Curious.” These are great values which we would all want our children to adopt and use

throughout their lives; it would be great if they see all the grown-ups around them being kind and

respec?ul in rela�on to parking.

register of those interested in applying for these properties.

DRAFT MINUTES OF THE PARISH COUNCIL MEETING (VIRTUAL) ON MONDAY, 9 NOVEMBER 2020 Present: Cllr A Bond (in the Chair), Cllr Miss A Bond, Cllr Mrs S Ford (apologies for late arrival), Cllr M Parrott and Cllr P Alderman, and Cllr Mrs M Perry 1. Apologies for absence – There were none. 2. Declaration of interest To declare and note any personal and prejudicial interests, and to declare and note any pecuniary or non-pecuniary interests. Cllr Ashley Bond declared an interest in Agenda Item 8, Planning, as a member of the Buckinghamshire Council Planning Committee. 3. Open Forum: (under adjournment) a) To receive an update from Cllr Peter Cooper, Buckinghamshire Council The next meeting of the Community Board is scheduled for 19th November 2020. Work is in hand to reintroduce the Covid19 grant for community groups. The rules for applying are being discussed and hopefully the process will be agreed soon. The Community Boards are the direct link to the Buckinghamshire Council for parishes. Communication is imminent, which will make it clear who the members are, and how to make contact and direct enquiries to Buckinghamshire Council. A portfolio of information will be sent to parishes in due course to enable the Boards to run more efficiently. It was highlighted that many good subjects are being discussed at the Board meetings, and an enquiry had been received from Cheddington Parish regarding energy efficiency in their village hall. Cycle lanes are being promoted by Buckinghamshire Council, and this will be discussed at the 19th November meeting. A trial of electric scooters is being carried out in Aylesbury. It was felt by that cycle ways from villages into Aylesbury would be beneficial Buckinghamshire libraries, which are closed due to Coronavirus, will be opened to the public imminently. b) Caroline Heron, a Council volunteer, had agreed to complete the work on the updating the definitive map of the village. Three applications were made in July 2018 for three areas identified by the village - Hawleys Lane, Barrettstown Path and Glebe Field. She advised that the application had been through the various stages, and has now been submitted to the Rights of Way Office, who will either object or accept the application. She said that this work could take up to two to three years to finalise. 4. Minutes of Meeting held on 12th October 2020 The Minutes were subject to the following amendment:- Item 6 – One tree is owned by Buckinghamshire Council and the other tree belongs to the land owner. RESOLVED: That the Minutes be duly received, accepted and agreed as a true record.

6. To receive update on matters arising on the Minutes Item 3(f) Defibrillator - it was reported that new signs have been placed in the telephone box, and that training will be available. Information relating to training would be available on the village website and magazine. An estimate for an emergency telephone in the phone box had been obtained, at a cost of approximately £700 (excluding VAT). It was suggested that many people now have mobile ‘phones that they can use to call emergency services, plus there are residences nearby that could be called upon to use their telephones should an emergency occur. AGREED: Not to fund the provision of the emergency telephone, and that no further action should be taken. Item 6 – the tree belonging to Buckinghamshire Council needs to be submitted for planning approval as it is in the conservation area. 7. Finance a) To note and agree the cheque payments to October 2020 - Noted, Accepted and Agreed. b) To agree the budget monitoring report to the end of October 2020. The Clerk advised that an under-spend of approximately £4k is projected, and advised that this under-spend could be used to fund the improvements to the play area. 8. Planning: Notification of the planning appeal at Barretts Town was highlighted. 9. Highways/Footpaths Matters The painted ‘Give Way’ lines on the traffic calming on Oving Road, by the Legion Hall, have faded. Sign on Weir Lane – work is now being progressed Street light opposite the Priory in the High Street is out. The Clerk reminded Councillors that they should report highways matters direct to Bucks Council (via their website) and then let Parish Councillors know to avoid duplication of effort. 10. Recreation Ground The Clerk reported that she has sent photographs to the contractors for them to quote for the improvement works. Cllr Mrs Ford had circulated an email relating to the replacement netting around the goal, which is more suitable and at the same time cost effective, and deters climbing onto the net. AGREED: to replace the goal netting as per the specification provided. 11. Grass Cutting Contract: The Council is happy with the work. 12. Correspondence - there was none. 13. Whitchurch Development Plan The Clerk had forwarded emails from Bucks Council to Mel Perry and Charlotte Lincoln but has not had any further instructions to date. Clerk to contact Charlotte to establish progress relating to the grant funding letter. 14. To agree date of next meeting: Monday 14th December 2020

Whitchurch Neighbourhood Watch

Reported crimes and incidents 15th October to 15th November There was a ram-raid at Barrettstown Manor between 10 and 11 am on Wednesday, 21st October. They attempted to get into two garages and drove at the owner to make their escape. The police were informed. The vehicle used was a grey box transit van – L806 DXR (false plates). The criminals had earlier that day tried unsuccessfully to rob a nursery between Whitchurch and Cublington.

Scam alerts Criminals have been targeting people selling items online by sending them emails claiming to be from PayPal. The emails trick victims into believing they’ve received payment for the items they’re selling. Typically, after receiving these emails, victims will ship the item to the criminal. This leaves them with the double whammy of not having received payment for the item and no longer being in possession of it. How can you protect yourself? SELLERS BEWARE: If you’re selling items online, be aware of the warning signs that your buyer is a scammer. They may have negative feedback history, or may have recently set up a new account to avoid getting poor feedback. Don’t be persuaded into sending anything until you can verify you’ve received the payment. SCAM MESSAGES: Don’t click on links or attachments in suspicious emails and never respond to messages that ask for your personal or financial details. HOW TO SPOT THE DIFFERENCE: A PayPal email will address you by your first and last name, or your business name, and will never ask you for your full password, bank account or credit card details. Another PayPal scam doing the rounds is a credible-looking email claiming to be from PayPal saying that the recipient’s transaction has been declined because their payment card hasn’t been confirmed. They are then asked to click on a bogus link to confirm their card, which reveals their card details to the fraudsters. If you receive such an email, please forward it to the National Cyber Security Centre (NCSC) at [email protected]

Frosty Mornings With winter now upon us, it’s windscreen scraping time again. Don’t be tempted to start your engine and let the car defrost while you nip indoors for a quick cuppa. Thieves look for such opportunities - and apart from the loss of your vehicle you may well discover that your insurance policy does not cover the theft!

TV Licences for over-75s You may be aware that free TV licences for those over 75 (funded by the Government) came to an end this year. From 1st August, anyone aged 75 or over who is not in receipt of Pension Credit (a benefit available to pensioners on low incomes) needs to pay for their TV licence. TV Licensing have been sending out letters about this (you may have already received yours). It’s important to check that the communication you receive is genuine. Here are some ways you can check: You will not be rushed into making a payment. You have two months from the date of the letter to apply for your licence. Anything telling you that it’s time-critical will be a scam. The TV licensing team will never phone you just to ask for your bank or card details. They will only email you in response to an email you’ve sent them, or if you’ve used their website to change your details (or buy a licence). You can find out more at www.tvl.co.uk/scams

‘Tis not the season of goodwill for thieves They will be on the lookout for your Christmas presents – sneaking a look through your windows or letterbox, so resist putting them around the tree until Christmas Eve. Thieves and pickpockets will also be out in force at shopping centres and car parks watching for your gifts being left in cars while you carry on with your Christmas shopping. So always store your goodies out of sight and remember to lock your car!

And finally … Thank you to our wonderful community for helping to solve local

crimes. You are the eyes and ears of the police in our village and your help and vigilance is invaluable. And of course huge thanks to all the volunteers and carers who gave so much of their time to help those more vulnerable members of our community through the pandemic. This dreadful virus has brought out the best in many of us – making us more aware of the need to look out for one another. Let’s hope 2021 sees our way of life returning to pre-Covid normality at long last!

no�ceboard. You will need access to a

mobile or landline phone (there is

currently NO phone in the phone box).

Then dial 999 and quote the wri3en

postal code HP22 4JA to gain access to

the keypad code for the machine.
